How to Implement the Spirit of the Eight-Point Regulations Next?
In 2012, socialism with Chinese characteristics entered the New Era. In response to the phenomenon of "loose, lax, and soft" governance that existed in Party building at the time, many people inside and outside the Party were "deeply worried" [1]1 "Deeply worried" (忧心忡忡): a four-character idiom from the Book of Songs, expressing deep anxiety. about the future and destiny of the Party and the country. To forge iron, one must be strong. [2]2 "To forge iron, one must be strong" (打铁必须自身硬): a popular saying of Xi Jinping, emphasizing that the Party must first strengthen itself to enforce discipline. In order to earn the trust of the people, the Political Bureau of the Central Committee examined and adopted the Central Eight-Point Regulations in December 2012, starting from the points that the people most detested and that did the greatest damage to the Party's image, and effectively solved the problem of "a tiger trying to eat the sky, not knowing where to start" [3]3 "A tiger trying to eat the sky, not knowing where to start" (老虎吃天,无从下口): a Chinese idiom meaning a daunting task with no obvious starting point. in comprehensively and strictly governing the Party in the New Era.
"With the implementation of the Eight-Point Regulations, Party building has been invigorated across the board." [4]4 "With the implementation of the Eight-Point Regulations, Party building has been invigorated across the board" (八项规定一子落地,党的建设满盘皆活): a metaphor from the game of Go, used by Xi Jinping to describe the wide-ranging impact of the Eight-Point Regulations on Party building. The Eight-Point Regulations, with a small entry point, brought about a structural change in the governance of the Party and the Party itself, took a crucial step in the revolutionary forging of the entire Party, fundamentally reversed the situation of loose, lax, and soft governance, and enabled comprehensive and strict governance of the Party to achieve historic and groundbreaking accomplishments, exerting a comprehensive and profound influence.
Comprehensive and strict governance of the Party is always on the way. [5]5 "Comprehensive and strict governance of the Party is always on the way" (全面从严治党永远在路上): a standard Party slogan indicating that the governance of the Party is an ongoing process. This study and education campaign sends a clear signal of consistently implementing the spirit of the Eight-Point Regulations, solving new problems that have emerged within the Party, and carrying through comprehensive and strict governance of the Party and the improvement of the Party's work style to the end.
First, we must address the new challenges that face the new stage. This study and education campaign emphasizes focusing on the education of newly promoted cadres, young cadres, and cadres in key positions. This is because if they do not study enough the "political compulsory course" [6]6 "Political compulsory course" (政治必修课): a term referring to the mandatory political education required for Party cadres. of the spirit of the Eight-Point Regulations, they will be easily corrupted, so they need strict management and care to help them "fasten the first button." [7]7 "Fasten the first button" (扣好‘第一粒扣子’): a metaphor from Xi Jinping, meaning to make a proper start in one's career, especially in maintaining integrity.
Second, we must address the "new variants" of work style problems brought about by new technologies. From virtual currency red envelopes, live-streaming tipping-style bribery, to the illegal giving and receiving of gifts through electronic gift cards, vouchers, and express delivery, the "four forms of decadence" [8]8 "Four forms of decadence" (四风): refers to formalism, bureaucratism, hedonism, and extravagance, which are work styles targeted in Party rectification campaigns. have put on a "cloak of invisibility" and developed "new variants." Comprehensive and strict governance of the Party must face the constantly iterating new problems, and cannot "carve a mark on the boat to find the sword" [9]9 "Carve a mark on the boat to find the sword" (刻舟求剑): a classical idiom from the Zhuangzi, meaning to act rigidly without adapting to changing circumstances. or stand still. Only by constantly learning and renewing can we better respond to new challenges and solve new problems.
Third, we must address the problem of insufficient capacity and methods. Party building must keep pace with the times and continuously achieve innovation. It is necessary to deepen the development and utilization of data resources and promote the deep integration of digital technology into all aspects of comprehensive and strict governance of the Party and discipline inspection and supervision. For example, using blockchain technology for full-chain traceability of official consumption, and using big data to supervise the use of official vehicles.
