This process not only gives rise to a thriving digital economy and drives iterative technological innovation, but also brings profound changes to human interaction, cooperation, and even modes of existence within the dimension of cyberspace. The internet knows no borders; the rapid flow of information breaks down geographical barriers, and it also highlights the complexity of global digital governance. Looking at global cyberspace, building a community with a shared future for mankind and moving forward together toward "symbiosis" has become an increasingly urgent vision. Constructing a community with a shared future in cyberspace is a strategic move to balance the international digital landscape and ensure fairness and justice. Against the backdrop of the intertwining of the tide of the times and grand narratives, building a community with a shared future in cyberspace has become a key journey for the world as it moves toward the digital era. It is closely integrated and mutually empowering with many core elements such as technological innovation, international cooperation, and cultural diversity and inclusiveness, jointly mapping out the grand blueprint of "symbiosis" for global cooperation and shared prosperity in the digital age, anchoring the direction for the construction of a community with a shared future for mankind in the virtual world. In recent years, achievements in the field of digital technology have surged, and the speed of innovation and iteration constantly refreshes our understanding. General Secretary Xi Jinping pointed out that "digital technology is fully integrating into all areas and the entire process of human economy, politics, culture, society, and ecological civilization with new concepts, new business forms, and new models, bringing extensive and profound impacts on human production and life." [2]2 This quotation is from Xi Jinping's speech at the 2020 Global Summit on the Digital Economy, or a similar occasion; the context is consistent with his remarks on digital technology. Artificial intelligence has evolved from early simple algorithms and pattern recognition to the stage of large models capable of deep semantic understanding, autonomous learning, and completing complex tasks; big data mining transforms massive disordered data into key information for accurately understanding markets and users. In the field of AI, machine learning and deep learning continue to advance, and applications such as intelligent voice assistants and image recognition systems have blossomed everywhere, not only improving service efficiency but also changing human-computer interaction models. They are deeply embedded in multiple industries such as medical imaging diagnosis and traffic dispatching, making production and life more intelligent and convenient.

近年来，数字技术领域成果呈井喷之势，创新迭代的速度不断刷新认知。习近平总书记指出“数字技术正以新理念、新业态、新模式全面融入人类经济、政治、文化、社会、生态文明建设各领域和全过程，给人类生产生活带来广泛而深刻的影响”。 人工智能已经从早期的简单算法、模型识别，进阶到如今能深度理解语义、自主学习并完成复杂任务的大模型阶段；大数据挖掘让海量无序的数据转化为精准洞察市场、用户的关键信息。人工智能领域，机器学习与深度学习不断精进，智能语音助手、图像识别系统等应用遍地开花，不仅提升了服务效率，更改变了人机交互模式，在医疗影像诊断、交通调度等多行业深度渗透，让生产生活更智能便捷。

Big data technology is like a "data mine" rich in endless treasures. Enterprises use it to accurately analyze consumer preferences and market trends, achieve precision marketing and personalized customization, and promote the transformation of traditional manufacturing toward intelligent manufacturing, equipping industrial development with a precise "navigation system." Blockchain technology, with its decentralized and tamper-proof characteristics, reshapes trust mechanisms, simplifies cross-border payment processes and reduces risks in the financial sector, and guarantees the transparency of the entire supply chain in product traceability, effectively strengthening trust links between upstream and downstream in the industrial chain. 5G technology empowers all industries with ultra-high speed and ultra-low latency, enabling real-time interconnection and remote control of equipment in the industrial internet, allowing telemedicine to transcend geographical limitations for high-quality medical resources, and also bringing explosive growth to the virtual reality industry. Edge computing shifts computing power to the edge of the network, meeting the high requirements for real-time response in fields such as autonomous driving and intelligent security. These cutting-edge technologies interweave and synergize, continuously breaking down old industrial boundaries and generating a large number of new business forms. The digital economy industry is thriving and opening a new chapter.

全球“共生”：网络空间命运共同体理念升华

Currently, global cyberspace is rife with chaos. Security threats such as cyberattacks and data breaches are ubiquitous. Certain hegemonic countries wield "digital sticks" arbitrarily, relying on technological monopoly advantages to manipulate public opinion, launch cyberattacks, and violate the sovereignty of other countries. In underdeveloped countries and regions, due to lagging network infrastructure and lack of digital literacy, the proportion of internet users is low and internet speeds are slow. The digital divide looms large, leaving people shut out of the dividends of the digital age and far behind the digital era train. [3]3 "Digital sticks" refers metaphorically to the use of technological dominance to coerce or sanction other countries, echoing the term "big stick diplomacy." The concept of a community with a shared future in cyberspace emerged in response to the impact of digital technology on the global landscape, carrying the vision of humanity jointly steering the digital wave and moving toward prosperity. General Secretary Xi Jinping emphasized: "Cyberspace is the common space of human activities, and the future and destiny of cyberspace should be jointly decided by all countries in the world." This concept follows the philosophical principles of equality, mutual trust, and mutual benefit. Regardless of strength, every country has a "voice" in cyberspace governance. This concept emphasizes multilateral cooperation, allowing all countries, big or small, strong or weak, to participate in the formulation of cyberspace rules, shifting cyberspace governance from "one power dominating" to "pluralistic co-governance"; advocates resource sharing, helping underdeveloped countries strengthen digital infrastructure and improve digital literacy through technical assistance and knowledge sharing; upholds the principle of jointly safeguarding security, uniting to combat cybercrime and protect the stability of the global network ecosystem. At the 2024 World Internet Conference Wuzhen Summit, representatives from various countries engaged in in-depth exchanges around this concept, sharing experiences in joint cyber security protection, digital infrastructure aid projects, and successful cases of cross-border digital technology cooperation. China has taken the lead by assisting many African countries in laying network cables, building data centers, sharing cyber security protection technologies, transferring technology, and training talent, contributing China's strength to the balanced development of the global digital economy. [4]4 The World Internet Conference (WIC) Wuzhen Summit is an annual international conference held in Wuzhen, Zhejiang Province, China, focusing on internet development and governance; the 2024 event was the 11th edition.

当下，全球网络空间乱象丛生，网络攻击、数据泄露等安全威胁无孔不入，个别霸权国家肆意挥舞“数字大棒”，凭借技术垄断优势，操控舆论，发动网络攻击，侵犯他国主权；而在欠发达国家和地区，因网络基建滞后、数字素养匮乏，网民占比低、网速慢，数字鸿沟横亘，民众被挡在数字红利大门之外，被数字时代列车远远甩在身后。网络空间命运共同体理念在数字技术冲击全球格局背景下应运而生，承载人类携手驾驭数字浪潮、共赴繁荣的愿景。习近平总书记强调：“网络空间是人类共同的活动空间，网络空间前途命运应由世界各国共同掌握。”这一理念遵循平等、互信、共赢的哲学原则，各国无论强弱，均有网络治理“话语权”。这一理念强调多边合作，各国不论大小、强弱，均能参与网络规则制定，让网络空间治理从“一家独大”迈向“多元共治”；倡导资源共享，通过技术援助、知识分享，助力欠发达国家夯实数字基建，提升数字素养；秉持安全共维原则，联合打击网络犯罪，守护全球网络生态稳定。在2024年世界互联网大会乌镇峰会上，各国参会代表围绕这一理念深入交流，分享网络安全联合防护、数字基建援建经验、数字技术跨境合作的成功经验等。中国率先垂范，援助非洲多国铺设网络线缆、建设数据中心，分享网络安全防护技术，输送技术、培养人才，为全球数字均衡发展贡献中国力量。

The digital "fission" and global "symbiosis" contain a profound dialectical relationship. The "fission" of digital technological innovation is an intuitive manifestation of the leap in productive forces, following the principle that productive forces determine relations of production. As digital industrialization and industrial digitalization reshape the economic landscape, they force reforms at the level of relations of production, such as global cyberspace governance rules and digital economy regulatory policies, calling for the birth of new types of international relations concepts like a community with a shared future in cyberspace, in order to adapt to the rapid development needs of digital productive forces.

数字“裂变”与全球“共生”蕴含深刻的辩证关系。数字技术创新的“裂变”是生产力飞跃的直观体现，遵循生产力决定生产关系原理；随着数字产业化、产业数字化重塑经济格局，倒逼全球网络治理规则、数字经济监管政策等生产关系层面革新，呼唤网络空间命运共同体这类新型国际关系理念诞生，以适配数字生产力高速发展的需求。

Currently, the digital economy has become an important engine for national economic growth. In the future, it is necessary to continue to tap its potential. On the one hand, investment in basic research needs to be increased, encouraging close integration of universities, research institutes, and enterprises in industry-academia-research cooperation to overcome key "bottleneck" technologies such as quantum communication and brain-computer interfaces; on the other hand, the transformation of technological achievements into actual productive forces should be accelerated, promoting smart manufacturing demonstration parks so that new technologies and models can take root in frontline industries. The international expansion of the digital economy is also a highlight. Leveraging the Belt and Road Initiative, we can expand the network of cross-border e-commerce cooperation, export China's mature digital payment and e-commerce operation models; encourage internet companies to go global, participate in global network infrastructure projects, export 5G and cloud computing technologies, and build the "Chinese digital brand" in international competition and cooperation. At the same time, the construction of a community with a shared future in cyberspace lays a solid foundation for the globalization of the digital economy. Policy coordination and rule alignment among countries can resolve differences in cross-border data flow and digital taxation, escorting the global layout of digital enterprises.

当下，数字经济已成为国民经济增长重要引擎，未来要持续深挖潜力。一方面，需加大基础研究投入，鼓励高校、科研院所与企业产学研深度融合，攻克量子通信、脑机接口等“卡脖子”关键技术；另一方面，加速技术成果向现实生产力转化，推广智能制造示范园区，让新技术、新模式在一线产业落地生根。数字经济出海也是重头戏。借“一带一路”东风，拓展跨境电商合作网络，输出我国成熟的数字支付、电商运营模式；鼓励互联网企业出海，参与全球网络基建项目，输出5G、云计算技术，在国际竞争合作中打响“中国数字品牌”。与此同时，网络空间命运共同体建设为数字经济全球化筑牢根基，各国政策沟通、规则协同，能化解跨境数据流动、数字税收分歧，护航数字企业全球布局。

At present, the global digitalization process presents both opportunities and challenges. Global networks are interconnected; prosperity or decline are shared. The digital economy is changing rapidly. Only through joint consultation, joint construction, mutual learning, and the creation of an open, cooperative, and secure international environment can countries enter the fast lane of development and achieve sustainable development. Immersed in the digital wave, we witness the power of technological innovation "fission" and embrace the "symbiosis" vision of building a community with a shared future in cyberspace. This grand game of the digital age is steadily making moves and gradually coming into focus on the global chessboard.
