Cultural Construction Must Follow the Party's Mass Line in the New Era

Standing at the new historical juncture, to strengthen cultural confidence, forge new brilliance for Chinese culture, and build a socialist cultural power, we must adhere to the historical materialist view of the masses, uphold the people-centered value orientation, and persist in the practice-oriented approach of "from the masses, to the masses." In the final analysis, this means adhering to the Party's mass line in the New Era.

站在新的历史方位，坚定文化自信，铸就中华文化新辉煌，建设社会主义文化强国，必须坚持历史唯物主义群众史观，坚持以人民为中心的价值取向，坚持从群众中来、到群众中去的实践导向。归根结底，就是坚持走好新时代党的群众路线。

Cultural development stems from the practice of the people.

文化发展源于人民实践

General Secretary Xi Jinping emphasized: "The people are the inexhaustible source of creation; only by taking root among the people can creation gain an endless and unfailing wellspring." The people are the creators of history and also the creators of the times. From ancient times to the present, the culture of each era has invariably originated from social practice. Only by placing the people in the highest position, enthusiastically acclaiming the great process of the people creating history, and deeply praising all strivers can culture endure and have a long-lasting flow.

习近平总书记强调：“人民是创作的源头活水，只有扎根人民，创作才能获得取之不尽、用之不竭的源泉。”人民是历史的创造者，也是时代的创造者。从古至今，每个时代的文化都无一例外地源自社会实践。唯有把人民放在最高位置，对人民创造历史的伟大进程给予最热情的赞颂，对一切拼搏者给予最深情的褒扬，文化方能经久不衰、源远流长。

Accurately grasp the pulse of the times. Culture is a unique phenomenon of human society. As part of the superstructure, it is rooted in social practice and in turn reacts upon social practice. Social practice is the most authentic and down-to-earth epic created by the masses, and it also contains the richest and most vivid raw materials for cultural development, an inexhaustible mine. Cultural construction in the New Era must draw wisdom and strength from the great practice of the new journey, actively present the historical process of realizing the great rejuvenation of the Chinese nation through Chinese-path modernization, showcase the unremitting efforts and achievements of the masses, and present the advanced models and touching deeds of the New Era, so that the garden of culture forever serves the nation's foundation, sings for the times, and blooms for the people.

准确把握时代脉动。文化是人类社会特有的现象，作为上层建筑，根植于社会实践，又反作用于社会实践，而社会实践是由人民群众创造的一部最真实、最朴实的史诗，也蕴含着文化发展最丰富、最鲜活的原料，是一座绵延不绝的矿藏。新时代的文化建设要在新征程的伟大实践中汲取智慧和力量，积极展现以中国式现代化实现中华民族伟大复兴的历史进程，展示人民群众的不懈努力和奋斗成果，呈现新时代的先进典型和感人事迹，让文化的百花园永远为民族立业、为时代高歌、为人民绽放。

Respect the people's initiative in innovation. The people create history and simultaneously create culture; they are both the source of cultural development and the subject of cultural creation. Without the nourishment and creativity of the people, culture would become rootless duckweed. Looking at history, fine traditional Chinese culture was formed precisely through the magnificent struggles of the Chinese nation and developed through the people's upholding fundamental principles and breaking new ground. It is essential to respect the principal position and the people's initiative in innovation, fully stimulate their enthusiasm, initiative, and creativity, and release the powerful momentum of cultural development. We should sincerely and willingly take the people as our teachers and be students of the people, humbly learn from the people and learn from life, integrate personal feelings into those of the people, and make culture more infectious, vital, and creative.

尊重群众首创精神。人民群众创造历史，同时也创造文化，既是文化发展的源头活水，也是文化创造的主体。如果没有人民的滋养、没有人民的创造，文化就会变为无根的浮萍。由史鉴今，中华优秀传统文化正是在中华民族的壮阔奋斗中形成的，在人民群众的守正创新中发展的。要尊重人民群众的主体地位和首创精神，充分激发其积极性、主动性和创造性，释放文化发展的强大势能。要诚心诚意拜人民为师、做人民的学生，虚心向人民学习、向生活学习，将个人感受融入人民感受，让文化更加具有感染力、生命力和创造力。

Draw abundant nourishment from life. The vitality and vigor of culture lie within the people. Only by perceiving the joys and sorrows of the people and familiarizing oneself with their demands and concerns can one grasp the essence of life, understand the people's hearts and minds, and write for the people, express feelings for the people, and give voice to their sentiments. Going deep into grassroots work should be the top priority. With sincerity, feelings, and questions in mind, we should regularly conduct investigations, field visits, and understand people's conditions in fields, neighborhoods, market squares, factory floors, etc., to find entry points and focal points for cultural innovation. We should listen more to the voices of the masses, solicit their opinions, reflect their will, and emphasize the use of expressions that the masses enjoy and find easy to accept, making cultural works closer to reality, life, and the people, adapting to the diverse and individualized cultural needs of the people in the New Era.

汲取生活丰沛滋养。文化的生机与活力蕴含于人民之中。唯有感知人民的喜怒哀乐、熟悉人民的诉求关切，方可洞悉生活的本质、领悟人民心声，为人民抒写、为人民抒情、为人民抒怀。要把深入基层作为第一位工作，带着诚心、带着感情、带着问题，经常到田间地头、街区楼宇、集市广场、厂区车间等调查研究、实地走访和体察民情，从中找到文化创新的切入口和着力点。要多倾听群众呼声、征求群众意见、反映群众意愿，注重运用群众喜闻乐见、易于接受的表达方式，让作品更加贴近实际、贴近生活、贴近群众，适应新时代人民群众多样化、个性化的文化需求。

Take "establishing the heart through culture" as the goal orientation.

把以文立心作为目标导向

General Secretary Xi Jinping emphasized, "We must adhere to the direction of serving the people and serving socialism," and "enable the people to enjoy a richer, more substantial, and higher-quality spiritual and cultural life." The question of "serving whom" is fundamental. Socialist culture is, in essence, the culture of the people and the culture of the masses. The development of literature and art, news and publishing, film and television, and drama are all aimed at improving the level of public cultural services and meeting the people's cultural expectations for a better life.

习近平总书记强调，“要坚持为人民服务、为社会主义服务的方向”，“让人民享有更加充实、更为丰富、更高质量的精神文化生活”。“为什么人”问题是一个具有根本性的问题。社会主义文化从本质上讲，就是人民的文化、大众的文化。发展文学艺术、新闻出版、影视戏剧等，都是为更好地提高公共文化服务水平，满足人民群众对美好生活的文化期待。

Meet the cultural needs of the masses. With economic and social development and progress, the people's living standards continue to improve. As a higher-level need, cultural demand inevitably becomes an urgent issue to address. The principal contradiction in society has transformed into "the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life." Whether culture can achieve balanced and adequate development is particularly important. We must take meeting the increasingly diverse and pluralistic cultural needs of the masses as our goal, continuously improve public cultural services, enhance the capacity for grassroots cultural supply, especially tilt toward relatively lagging areas such as rural areas, so that the masses can enjoy a fuller, richer, and higher-quality cultural life. For example, with the growing learning awareness in society, the pace of museum construction and public cultural services should keep up, allowing the achievements of museum development to empower the people's better life at a higher level.

满足群众文化需求。随着经济社会发展进步，人民的生活水平不断提高，文化需求作为更高层次的需求，必然成为迫切需要解决的问题。社会主要矛盾已经转变为“人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾”。文化能否实现平衡和充分发展尤为重要。要把满足群众更加多样、多元的文化需求作为奋斗目标，不断提升公共文化服务水平，提高基层文化供给能力，特别是向农村等文化发展相对滞后的地区倾斜，让群众享受到更充实、更丰富、更高质量的文化生活。比如，随着全社会学习意识的增强，博物馆建设和公共文化服务的步伐应该跟上，让博物馆发展成果在更高水平上赋能人民美好生活。

Enhance the people's spiritual strength. Culture bears the mission of raising the banner, gathering people's hearts, cultivating new talents, and presenting the national image. Using culture to transform people, using reason to convince people, and using art to connect hearts means using artistic methods, excellent works, and beneficial activities to vigorously promote core socialist values, widely disseminate mainstream themes and positive energy, promote the deep-rooted understanding of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and firmly grasp the initiative in ideological work. Culture should play its role in guiding social trends, educating the people, serving society, and promoting development, enhancing culture's value guidance, social cohesion, and spiritual driving force. Through theoretical propaganda, film and television works, literary works, and other means, we should strengthen education in patriotism, collectivism, and socialism, and consolidate a more fundamental, deeper, and more enduring cultural strength.

增进人民精神力量。文化承担着举旗帜、聚民心、育新人、展形象的职责使命，以文化人、以理服人、以艺通心，就是用艺术的方式、优秀的作品、有益的活动，大力弘扬社会主义核心价值观，广泛传播主旋律和正能量，推动习近平新时代中国特色社会主义思想深入人心，牢牢把握意识形态工作主动权。要发挥文化引领风尚、教育人民、服务社会、推动发展的作用，提升文化的价值引导力、社会凝聚力和精神推动力。通过理论宣传、影视作品、文学作品等多种方式，加强爱国主义、集体主义、社会主义教育，凝聚更基本、更深沉、更持久的文化力量。

Build a common homeland for the nation. Every nation has its own historical traditions, basic national conditions, and cultural accumulation, and culture inevitably has different characteristics, forms, and missions. Socialist culture with Chinese characteristics is first and foremost culture with Chinese characteristics; its historical mission is necessarily to promote the common spiritual genes of all Chinese people, forge a strong sense of community for the Chinese nation, and form a common spiritual homeland for the Chinese nation. We must vigorously promote the national spirit centered on patriotism and the spirit of the times centered on reform and innovation, publicize the Chinese path, Chinese wisdom, and Chinese approach, depict a colorful, progressive, and united China, tell the story of China well, tell the story of the Communist Party of China well, enhance the people's national pride and sense of national honor, and unite and rally people of all ethnic groups under the great banner of socialism with Chinese characteristics.

建设民族共有家园。每个民族都拥有自己的历史传统、基本国情和文化积淀，文化也必然具有不同的特征、形态和使命。中国特色社会主义文化首先是具有中国特色的文化，其历史使命必然是弘扬中华儿女共同的精神基因，铸牢中华民族共同体意识，形成中华民族共有的精神家园。要大力弘扬以爱国主义为核心的民族精神和以改革创新为核心的时代精神，宣传中国道路、中国智慧、中国方案，抒写多彩的中国、进步的中国、团结的中国，讲好中国故事，讲好中国共产党的故事，提升人民群众的民族自豪感和国家荣誉感，把各族人民团结和凝聚在中国特色社会主义伟大旗帜之下。

Take the evaluation of the masses as the highest standard.

把群众评价作为最高标准

General Secretary Xi Jinping emphasized, "Take whether the people are satisfied or not as the highest criterion for testing art, and create more excellent works that meet the people's cultural needs and enhance their spiritual strength." Socialist culture with Chinese characteristics originates from the people and serves the people; it must actively respond to real issues such as what the masses expect, what culture can provide for them, and how their cultural interests are guaranteed, always adhering to the people's standard as the first standard, and regarding the masses as witnesses, connoisseurs, and judges.

习近平总书记强调，“把人民满意不满意作为检验艺术的最高标准，创作更多满足人民文化需求和增强人民精神力量的优秀作品”。中国特色社会主义文化源自人民、服务人民，必须积极回应群众到底期待什么、文化能为群众提供什么、群众的文化利益如何保障等现实问题，始终坚持把人民标准作为第一标准，把人民群众作为见证者、鉴赏家和评判者。

Improve the cultural literacy of the masses. The masses are the judges of culture; their cultural literacy and aesthetic level are prerequisites for achieving objectivity and accuracy in evaluation. In the New Era, with the improvement of cultural supply capacity, cultural products emerge in an endless stream, the masses' cultural life becomes increasingly rich and colorful, and cultural evaluation awareness and ability have also been greatly enhanced. We should combine serving the masses with guiding the masses, integrate meeting needs with improving literacy, strengthen the cultural enrichment and cultivation of the masses, deepen their scientific understanding of culture, and raise the overall cultural level of the entire society. For example, currently, online culture presents a coexistence of mainstream culture, non-mainstream culture, and subculture. In this complex situation, it is particularly important to discard the dross and select the essential, eliminate the false and retain the true, guide the development of New Era mainstream culture that reflects core socialist values, and improve cultural sensitivity and discernment.

提高群众文化素养。人民群众是文化的评判者，其文化素养和审美水平是实现评价客观性和准确性的前提。进入新时代，随着文化供给能力的提升，文化产品层出不穷，群众文化生活越发丰富多彩，文化评价意识和评价能力也随之大幅提升。要把服务群众同引导群众结合起来，把满足需求同提高素养结合起来，加强对群众的文化熏陶和文化养成，深化对文化的科学认识，提高全社会的整体文化水平。比如，目前网络文化呈现出主流文化、非主流文化、亚文化等并存的现象，在这种纷繁复杂的情况下，去粗取精、去伪存真，引导发展体现社会主义核心价值观的新时代主流文化，提高文化敏锐性和文化鉴别力，尤为重要。

Expand the ways for culture to reach the masses. Promoting culture to "fly into the homes of ordinary people" is the fundamental path to serving the people and serving socialism. We should use forms such as condolence performances, sending operas to the countryside, and cultural assistance to deliver excellent cultural works to the grassroots and to the masses, so that they are enjoyed, subtly influenced, and resonate, maximizing the satisfaction of cultural needs at different levels. We should also use modern technological means such as mobile terminals to provide cultural services, narrow the "digital divide," and actively promote the equalization of public cultural services.

拓展文化走进群众的方式。推动文化“飞入寻常百姓家”，是为人民服务、为社会主义服务的根本途径。要运用慰问演出、送戏下乡、文化帮扶等形式，把优秀文化作品送到基层、送到群众身边，让群众喜闻乐见、润物无声、产生共鸣，最大限度满足不同层次的文化需求。要运用手机终端等现代技术手段提供文化服务，缩小“数字鸿沟”，积极推动公共文化服务均等化。

Strengthen cultural innovation and development. Socialist culture with Chinese characteristics continues the spiritual bloodline of the Chinese nation; it needs both to be passed down from generation to generation and to keep pace with the times and innovate. We must stimulate the cultural innovation and creativity of the entire nation, develop a national, scientific, and popular socialist culture, learn from the ancients without being constrained by them, break the rules without violating the law, establish a respectful heart for learning from predecessors, and at the same time strengthen the competitive desire to surpass them, strive for excellence, courageously innovate, and work hard to create cultural products worthy of the great nation and the great era. Relying on new technologies and new means for cultural innovation, exploring new ways of cultural dissemination, creating cultural products that suit the characteristics of new platforms, and occupying the position of online culture are important tasks for the prosperous development of socialist culture in the New Era.

强化文化的创新发展。中国特色社会主义文化延续着中华民族的精神血脉，既需要薪火相传、代代守护，也需要与时俱进、推陈出新。激发全民族文化创新创造活力，发展民族的科学的大众的社会主义文化，学古不泥古、破法不悖法，既树立学习前人的礼敬之心，又强化超越前人的竞胜之心，精益求精、勇于创新，努力创作无愧于伟大民族、伟大时代的文化产品。依托新的技术和手段进行文化创新，探索文化传播的新方式，创作符合新平台特点的文化产品，占领网络文化阵地，是繁荣发展新时代社会主义文化的重要任务。
