Coordinating development and security is an important principle of our Party's governance, and it is also a necessary requirement for comprehensively deepening reform and opening up and for comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-path modernization. The decision "Resolution of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Advancing Chinese-path Modernization" adopted by the Third Plenary Session of the 20th Central Committee of the CPC explicitly emphasizes the need to "achieve a positive interaction between high-quality development and high-level security, and effectively ensure the nation's long-term stability and security." [1]1 The Third Plenary Session of the 20th Central Committee of the CPC was held in July 2024, focusing on further comprehensively deepening reform and advancing Chinese-path modernization. The Resolution is a key policy document adopted at the session. This sets higher requirements and provides fundamental guidance for us to further understand and handle the relationship between development and security on the new journey in the New Era, and to further advance the great cause of building a strong country and achieving national rejuvenation.

统筹发展和安全，是我们党治国理政的重要原则，也是全面深化改革开放、以中国式现代化全面推进中华民族伟大复兴的应然要求。党的二十届三中全会通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》明确强调，要“实现高质量发展和高水平安全良性互动，切实保障国家长治久安”。这为我们在新时代新征程进一步认识和处理好发展和安全的关系，进一步推进强国建设、民族复兴伟业提出了更高要求，提供了根本遵循。

Looking through history and surveying the globe, no political party in any country in the world has, like the Communist Party of China, led the people to create the twin miracles of rapid economic development and long-term social stability in a relatively short period. The causes for these "two miracles" are manifold, and upholding the coordination of development and security is of paramount importance among them. Now embarking on a new journey, whether development and security can be efficiently integrated directly affects whether the Chinese miracle can continue. Therefore, in the critical period of comprehensively advancing the building of a strong country and the great rejuvenation of the Chinese nation through Chinese-path modernization, to continue striving and create new miracles and forge new brilliance, it is urgently necessary for us to integratively promote high-quality development and the construction of a new development pattern, and to ensure the new development pattern with a new security pattern.

纵观历史，放眼全球，世界上没有哪个国家的政党能像中国共产党一样，带领人民在较短时期内创造出经济快速发展、社会长期稳定的奇迹。“两大奇迹”产生的原因是多方面的，其中坚持统筹发展和安全至关重要。踏上新征程，发展和安全能否高效统合，直接影响中国奇迹能否延续。因此，在以中国式现代化全面推进强国建设、民族复兴伟业的关键时期，接续奋斗再创新奇迹、铸就新辉煌，迫切需要我们一体化推进高质量发展和新发展格局构建，以新安全格局保障新发展格局。

The Party was born for the people and thrives because of the people; the goal of the Party in its over one hundred years of struggle is to let the people live a good life. Since reform and opening up, the lives of the Chinese people have been getting better and better, and at the same time they look forward to even better. The people not only need more favorable material life and higher-quality economic development, but also need more enriched spiritual life and more superior social systems, as well as a more beautiful ecological homeland and a better security environment. Meeting these new expectations of the masses urgently requires us to adhere to high-quality development as the "hard truth" of the New Era, and to focus on high-level security as the "hard task" of the New Era. [2]2 "Hard truth" (硬道理) here refers to the paramount principle that development is the fundamental and non-negotiable task for the Party in the New Era.[3]3 "Hard task" (硬任务) indicates that high-level security is a compulsory and non-negotiable assignment that must be fulfilled with determination. We must both try every means to seek development and find every way to ensure security, relying on high-quality development to lay a solid foundation for the people's high-quality life, shaping high-level security to provide a strong guarantee for the people's high-quality life, so that the people's sense of gain, happiness, and security become more tangible and long-lasting.

党为人民而生、因人民而兴，党百余年奋斗的目标就是让人民过上好日子。改革开放以来，中国人民的生活越过越好，同时期盼好上加好。人民不仅需要更加优渥的物质生活、更加优质的经济发展，也需要更加优裕的精神生活、更加优越的社会制度，还需要更加优美的生态家园、更加优良的安全环境等。满足人民群众的这些新期待，迫切需要我们坚持高质量发展这个新时代的“硬道理”，围绕高水平安全这个新时代的“硬任务”，既千方百计谋发展，又想方设法保安全，依靠高质量发展为人民群众高品质生活奠定坚实基础，塑造高水平安全为人民群众高品质生活提供坚强保障，使人民群众的获得感、幸福感、安全感更加实实在在、更能长长久久。

So-called "positive interaction" refers to a positive, active mutual influence formed between things, where the development of one side can drive the development of the other, achieving mutual enhancement and common development through interconnection and mutual promotion. Overall, using high-quality development to contribute strength to maintaining high-level security, and using high-quality development to escort high-level security, is the essence and gist of the positive interaction between high-quality development and high-level security. Specifically, it mainly includes the following two aspects.

所谓“良性互动”，指的是事物之间形成的正向的、积极的相互影响，一方的发展能够带动另一方的发展，在互联互促中实现双方相得益彰、共同发展。整体而言，以高质量发展为维护高水平安全增益助力，以高水平安全为实现高质量发展保驾护航，是高质量发展和高水平安全良性互动的要义要旨。具体来说，主要包括以下两个方面的内容。

Development and security complement each other: development is the foundation of security; the stronger the development momentum and the higher the quality of development, the firmer the security cornerstone and the higher the level of security. It can be said that high-quality development is the greatest security. General Secretary Xi Jinping has pointed out, "Development is the Party's primary task in governing and rejuvenating the country, and is the key to solving all of China's problems." Maintaining and shaping national security and ensuring the stable and far-reaching progress of Chinese-path modernization rely on development, promoting high-level security through high-quality development. High-quality development is development that implements the new development philosophy; guided by the new development philosophy, it promotes deep-level changes in development momentum, development mode, development path, and development quality, and is committed to development that is of higher quality, more efficient, more sustainable, and more secure, providing a more solid material foundation for high-level security. High-quality development is development that shifts from "having or not having" to "good or not good"; through major measures such as developing new quality productive forces, optimizing economic structure, innovating science and technology, promoting common prosperity, and building a beautiful China, it achieves economic and social development that seeks novelty amidst change, advances amidst novelty, and seeks stability amidst advance, providing better options and strategic support for high-level security. High-quality development is development that upholds putting the people first; by continuously meeting the diverse and upgraded demands of the masses, it enables the broad masses to live and work in peace and contentment, share in the fruits of development, and solidifies the mass foundation for high-level security, enhances popular consensus, and gathers popular strength.

发展和安全相辅相成，发展是安全的基础，发展动力越足、发展质量越高，安全基石就越牢、安全水平也就越高。可以说，高质量发展就是最大的安全。习近平总书记指出：“发展是党执政兴国的第一要务，是解决中国所有问题的关键。”维护和塑造国家安全，确保中国式现代化行稳致远，关键要靠发展，以高质量发展促进高水平安全。高质量发展是贯彻新发展理念的发展，通过以新发展理念为指引，推进发展动力、发展方式、发展路径、发展质量的深层次变革，致力于更高质量、更有效率、更可持续、更为安全的发展，为高水平安全提供更为坚实的物质基础。高质量发展是从“有没有”转向“好不好”的发展，通过发展新质生产力、优化经济结构、创新科学技术、推进共同富裕、建设美丽中国等重大举措，实现经济社会发展变中求新、新中求进、进中求稳，为高水平安全提供更优选择和战略支撑。高质量发展是奉行人民至上的发展，通过不断满足人民群众多元多样、升格升级的需求，让广大人民群众安居乐业，共享发展成果，为高水平安全夯实群众基础，增进人民共识，凝聚人民力量。

Security cannot be separated from development, nor can development be separated from security; security is a prerequisite condition for development. "Without security and stability, everything else is impossible." It can be said that high-level security is the best development, while insecurity is the worst development. High-level security is security that implements a holistic approach to national security; by strengthening the "big security" concept and fighting an "overall war," it views security issues in different fields, at different times, and in different links from a strategic height and overall perspective, comprehensively using various resources and means to maintain security and stability in political, economic, cultural, social, ecological and other fields, ensuring that high-quality development does not deviate from the correct track, does not trigger overall or systemic risks, and does not lose the support of the people, thus seizing the commanding heights and grasping the initiative. [4]4 The holistic approach to national security (总体国家安全观) is a comprehensive national security framework proposed by Xi Jinping that encompasses political, economic, cultural, social, ecological, military, and other domains. High-level security is security that advances the modernization of the national security system and capacity; by perfecting the national security leadership system, the rule-of-law system for national security, the strategic system, and the policy system, it enhances risk monitoring, early warning, prevention and mitigation capabilities, national emergency management capabilities, and security assurance capabilities in key areas, gathering high-quality development resources, implementing innovation-driven development, stimulating social vitality, and allowing a large number of high-quality talents to emerge continuously and display their talents with peace of mind through a good national security environment, a complete national security system, and strong national security capabilities. High-level security is security that facilitates high-level opening up to the outside world; by implementing a more proactive strategy of comprehensive opening up, establishing and improving foreign-related national security mechanisms, it creates good external conditions for constructing a new development pattern, developing a higher-level open economy, and promoting international cooperation and common development, thus ensuring that high-level opening up promotes high-quality development.

安全离不开发展，发展也离不开安全，安全是发展的前提性条件，“没有安全和稳定，一切都无从谈起”。可以说，高水平安全就是最好的发展，不安全则是最不好的发展。高水平安全是贯彻总体国家安全观的安全，通过强化“大安全”理念，打好“总体战”，从战略高度和整体视野看待不同场域、不同时段、不同环节的安全问题，综合运用多种资源和手段维护政治、经济、文化、社会、生态等各个领域的安全稳定，保证高质量发展不偏离正确轨道，不发生全局性、系统性风险，不失去人民群众支持，占领制高点，把握主动权。高水平安全是推进国家安全体系和能力现代化的安全，通过完善国家安全领导体制、国家安全法治体系、战略体系、政策体系等，提升风险监测预警和防范化解能力、国家应急管理能力、重点领域安全保障能力等，以优良的国家安全环境、完备的国家安全制度、强大的国家安全能力来聚集发展优质资源，实施创新驱动发展，激发社会发展活力，让大批高素质人才源源不断涌现、安心施展才华。高水平安全是助益高水平对外开放的安全，通过实行更加积极的全面扩大开放战略，建立完善涉外国家安全机制，为构建新发展格局，发展更高水平开放型经济，促进国际合作和共同发展创造良好的外部条件，确保以高水平开放促进高质量发展。

On the basis of clarifying the internal relationship between high-quality development and high-level security, it is necessary to make strategic plans, systematic arrangements, and integrated advancement, and under the overall leadership of the Party, implement comprehensive measures, persistently exerting efforts for lasting success, turning the beautiful vision of positive interaction between high-quality development and high-level security into vivid reality.

在厘清高质量发展和高水平安全内在关系的基础上，需要战略性谋划、系统性布局、一体化推进，在党的全面领导下综合施策，绵绵用力、久久为功，将高质量发展和高水平安全良性互动的美好愿景变为生动现实。

Uphold the leadership of the Party and scientifically coordinate development and security. The Party leads everything: the Party, government, military, civilian, and academic affairs, east, west, south, north, and center. Whether promoting high-quality development or shaping high-level security, the key lies in the Party's leadership, and the key to planning both in a unified manner and deploying them together also lies in the Party's leadership. It is necessary to coordinate development and security, firmly grasp the political direction, do a good job in top-level design, and implement major decisions. The Party's innovative theoretical achievements should be used to guide major development plans and major security matters, to eliminate erroneous perceptions and consolidate value consensus for coordinating development and security. It is necessary to fully exert the Party's role in commanding the overall situation and coordinating all parties, to allocate and integrate various resources, to mobilize and organize all forces, and to overcome difficulties for coordinating development and security.

坚持党的领导，科学统筹发展和安全。党政军民学，东西南北中，党是领导一切的。无论是推进高质量发展，还是塑造高水平安全，关键在于党的领导，将两者统一谋划、统一部署，关键也在于党的领导。要统筹发展和安全，切实把准政治方向，做好顶层设计，落实重大决策。要用党的创新理论成果指导发展大计和安全大事，为统筹发展和安全消除错误认知，凝聚价值共识。要充分发挥党总揽全局、协调各方的作用，调配和整合各种资源，动员和组织各方力量，为统筹发展和安全攻坚克难。

Strengthen the systemic concept and dynamically balance development and security. Development and security are like the two wings of a bird and the two wheels of a cart, inseparable organic wholes that must maintain dynamic balance and be advanced in coordination. It is necessary to use the viewpoints of universal connection, comprehensive system, development and change to observe the relationship between development and security, to grasp the historical laws, realistic circumstances, and future trends of giving equal importance and simultaneous promotion to development and security. It is necessary to use strategic thinking and historical thinking, around the key elements affecting development and security, to clarify strategic orientation, maintain strategic resolve, sum up historical experience, learn from historical lessons, and think about the long-term cause of stability and enduring security with a broader vision and a longer-term perspective, winning the historical and strategic initiative in coordinating development and security. It is necessary to use dialectical thinking and systematic thinking, to see the essence through phenomena, to see the whole through parts, and to look to the long term based on the present, to observe the general trend of development and security, to plan the overall situation of development and security, to grasp the key points of development and security, and to think prospectively, plan holistically, and advance integratively the two major tasks of development and security.

强化系统观念，动态平衡发展和安全。发展和安全如同鸟之两翼、车之双轮，是密不可分的有机整体，必须保持动态平衡、协调推进。要运用普遍联系、全面系统、发展变化的观点洞察发展和安全的关系，把握发展和安全并重并举的历史规律、现实境遇和未来趋向。要运用战略思维和历史思维，围绕影响发展和安全的关键要素，明确战略导向，保持战略定力，总结历史经验，吸取历史教训，以更宽广的视野、更长远的眼光思考长治之业和久安之势，赢得统筹发展和安全的历史主动权和战略主动权。要运用辩证思维和系统思维，透过现象看本质、通过局部看全局、立足眼前看长远，观察发展和安全的大势，谋划发展和安全的全局，抓住发展和安全的要害，前瞻性思考、全局性谋划、整体性推进发展和安全两件大事。

Comprehensively deepen reform and deeply integrate development and security. Promoting development through reform and ensuring security through reform is a basic experience in scientifically handling the relationship between development and security. Facing new situations and new tasks, creating a new situation where China's economic and social development and national security advance together cannot be separated from comprehensively deepening reform. It is necessary to simultaneously deepen reforms in development concepts and security concepts, development systems and security systems, development mechanisms and security mechanisms, to embed a holistic approach to national security deeply into the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy, and to implement the "big security" concept into the actions of high-quality development. [5]5 The Five-Sphere Integrated Plan (五位一体总体布局) refers to the overall plan for building socialism with Chinese characteristics that integrates economic, political, cultural, social, and ecological civilization progress.[6]6 The Four-Pronged Comprehensive Strategy (四个全面战略布局) refers to the strategic plan to comprehensively build a modern socialist country, comprehensively deepen reform, comprehensively govern the country according to law, and comprehensively and strictly govern the Party. It is necessary to focus on the real problems, major problems, difficult problems, new problems, and urgent problems existing in development and security, to use the spirit and means of reform to vigorously eliminate erroneous thoughts and concepts about development and security, to vigorously remove institutional and institutional obstacles that hinder the interconnection and mutual promotion of development and security, to carry out special governance on outstanding issues where development and security are not interconnected, not linked, not coordinated, and not harmonious, to create favorable conditions for promoting development and ensuring security in policy communication, resource integration, information flow, and strength connection, and to strive to achieve the integration and complementarity of the new development pattern and the new security pattern, and the positive interaction between high-quality development and high-level security.

全面深化改革，深度融合发展和安全。在改革中促发展、在改革中保安全，是科学处理发展和安全关系的一条基本经验。面对新形势新任务，开创我国经济社会发展和国家安全同行共进的新局面，离不开全面深化改革。要同步深化发展理念和安全理念、发展体系与安全体系、发展机制与安全机制等层面的改革，将总体国家安全观深嵌于“五位一体”总体布局、“四个全面”战略布局之中，将“大安全”理念落实到高质量发展的行动中去。要聚焦发展和安全存在的真问题、大问题、难问题、新问题、急问题，以改革的精神、改革的手段着力消除关于发展和安全的错误思想观念，着力破除阻碍发展和安全贯通互促的体制机制弊端，对发展和安全不联动、不贯通、不协调、不和谐的突出问题进行专项治理，为促发展、保安全工作在政策上沟通、资源上融通、信息上畅通、力量上联通创造有利条件，努力实现新发展格局与新安全格局融贯互补、高质量发展和高水平安全良性互动。
