Exploring a New Path for Coordinated Urban-Rural and Regional Development in Guangdong

Chinese-path modernization is the modernization of common prosperity for all the people. General Secretary Xi Jinping pointed out: “Chinese-path modernization is precisely about promoting common prosperity and resolving the problem of unbalanced regional development.” Since the 18th National Congress of the CPC, General Secretary Xi Jinping has inspected Guangdong five times. At every crucial juncture and important moment in Guangdong’s development, he has set the direction and steered the course for Guangdong, hoping that Guangdong would take the lead in advancing Chinese-path modernization. He profoundly pointed out that unbalanced urban-rural and regional development is the biggest shortcoming of Guangdong’s high-quality development, and he called on Guangdong to make great efforts to solve the problem of the urban-rural dual structure and the problem of unbalanced regional development. To thoroughly implement General Secretary Xi Jinping’s important speeches and directives, Guangdong, on the basis of learning from the experience and practices of the “Thousand Villages Demonstration, Ten Thousand Villages Renovation Project”[1]1 The “Thousand Villages Demonstration, Ten Thousand Villages Renovation Project” (Qianwan Gongcheng) is a rural environmental improvement and development project initiated by Zhejiang Province in 2003, which has become a national model., proposed and implemented the “Hundreds of Counties, Thousands of Towns, and Tens of Thousands of Villages High-Quality Development Project”[2]2 The “Hundreds of Counties, Thousands of Towns, and Tens of Thousands of Villages High-Quality Development Project” (abbreviated as “Hundreds, Thousands, Tens of Thousands Project”) is Guangdong’s major strategy to address unbalanced urban-rural development by focusing on county economies, town revitalization, and village transformation. (hereinafter referred to as the “Hundreds, Thousands, Tens of Thousands Project”), focusing on the county level as the point of force, promoting the strengthening of counties to drive towns and villages, and cracking the problem of unbalanced urban-rural and regional development. After several years of exploration and practice, Guangdong’s “Hundreds, Thousands, Tens of Thousands Project” has achieved initial progress and results, exploring a path and accumulating experience for Chinese-path modernization and coordinated urban-rural and regional development.

中国式现代化是全体人民共同富裕的现代化。习近平总书记指出：“中国式现代化就是要促进共同富裕，解决区域发展不平衡的问题。”党的十八大以来，习近平总书记先后五次考察广东，每到广东发展的关键节点、重要时刻，都为广东把脉定向、掌舵领航，寄望广东在推进中国式现代化建设中走在前列；深刻指出城乡区域发展不平衡是广东高质量发展的最大短板，要求广东下功夫解决城乡二元结构问题、下功夫解决区域发展不平衡问题。深入贯彻落实习近平总书记重要讲话和重要指示精神，广东在学习借鉴“千万工程”经验做法的基础上，结合实际提出实施“百县千镇万村高质量发展工程”（以下简称“百千万工程”）的重大工作部署，重点抓住县域这个发力点，推进强县促镇带村，破解城乡区域发展不平衡难题。经过几年探索实践，广东“百千万工程”取得阶段性进展和成效，为中国式现代化建设和城乡区域协调发展探索了路径、积累了经验。

省域在治理单元、空间尺度、历史人文、资源配置等方面具有独特性，在省域层面对中国式现代化进行理论创新和实践探索，对于中国式现代化建设全局具有重要意义。广东创新部署实施“百千万工程”，将其作为优势塑造工程、结构调整工程、动力增强工程、价值实现工程，拿出头号势头、头号力度来抓。通过实施“百千万工程”，以工补农、以城带乡，增强乡村振兴内生动力；“融珠入湾、山海联动”，优化珠三角和粤东粤西粤北地区的生产力布局；做强县域支点、培育新增长点，为再造一个新广东提供强力支撑，努力探索中国式现代化的广东路径。

Solving the problem of uncoordinated urban-rural and regional development is conducive to integrating and mobilizing innovation resources on a larger scale, forming a new situation of regional collaborative innovation; to orderly development based on resource and environmental carrying capacity, promoting coordinated development and protection of territorial space and harmonious coexistence between humans and nature; to deepening opening-up and cooperation based on a “one chessboard”[6]6 “One chessboard” (yi pan qi) is a metaphor meaning acting as a unified whole, with coordinated planning across the entire province. for the entire province, enhancing the overall international competitiveness of the province; to co-building and sharing among regions, promoting the common growth of people’s welfare. To solve the problem of unbalanced urban-rural and regional development, Guangdong takes the implementation of the “Hundreds, Thousands, Tens of Thousands Project” as an important starting point, coordinates the advancement of new-type urbanization and comprehensive rural revitalization, strives to turn shortcomings into potential, further smoothen the cycle between industry and agriculture and between cities and villages, enable factors to be optimally allocated and maximize benefits in a wider scope, better build a strategic fulcrum for the new development pattern, and promote the province as a whole to step into modernization.

With the vigor of fiery enthusiasm, the tenacity of tackling difficulties, and the drive of learning from and competing with each other, it gathers strong synergy and fully sets off a fiery practice of strengthening counties to drive towns and villages. Coordinated urban-rural and regional development continues to show a new picture, and modernization has taken solid steps.

广东锚定“在推进中国式现代化建设中走在前列”目标，全力推进“百千万工程”，聚焦壮大县域经济、建设美丽圩镇、推动乡村再造、促进城乡融合等重点方向，以热火朝天的干劲、攻坚克难的韧劲、比学赶超的拼劲凝聚强大合力，全面掀起强县促镇带村的火热实践，城乡区域协调发展不断展现新图景，现代化建设迈出坚实步伐。

They are an important battlefield for promoting high-quality development and a key point for modernization. Guangdong firmly grasps the key of strengthening counties. Based on resource endowments, location conditions, industrial foundations, etc., it scientifically determines development directions: where suitable for grain, grow grain; where suitable for agriculture, practice agriculture; where suitable for industry, develop industry; where suitable for commerce, engage in commerce. It follows a path of distinctive and differentiated development, continuously expanding characteristic and advantageous industries. In the first half of 2024, the economic growth rate of 32 counties (county-level cities) was higher than the average level of Guangdong Province. It strengthens the industry undertaking platform, coordinates the orderly transfer of industries, accelerates the layout and construction of industrial transfer cooperation parks in eastern, western, and northern Guangdong, and jointly builds “enclaves” and “reverse enclaves”[10]10 “Enclaves” (feidi) and “reverse enclaves” refer to spatial arrangements where underdeveloped regions set up industrial parks in developed areas (or vice versa) to facilitate industrial transfer and cooperation.. 聚焦“百县图强”，推动县域经济发展迸发新活力。县域强则省域强，县域活则全省活。县域一头连接城市、一头服务乡村，是推动高质量发展的重要战场，是现代化建设的关键点。广东紧紧抓住强县这个关键，立足资源禀赋、区位条件、产业基础等，科学确定发展方向，宜粮则粮、宜农则农，宜工则工、宜商则商，走好特色化差异化发展之路，持续做大特色优势产业，2024年上半年，32个县（市）经济增速高于广东全省平均水平。做强产业承接平台，统筹推进产业有序转移，加快布局建设粤东粤西粤北产业转移合作园区，共建“飞地”和“反向飞地”，15个产业转移主平台实现规上工业增加值1443亿元，承接国内特别是珠三角地区产业转移项目579个、总投资约2056亿元。做强县域承载能力，开展以县城为重要载体的新型城镇化建设试点，开工改造县城老旧小区418个。开展县域商业建设行动，布局茂名信宜市等首批10个营商环境改革试点，57个县（市）实现整体人口净流入，县城聚人聚商聚产效应更加凸显。

It strengthens co-building and cooperation with central state-owned enterprises, organizes 4 central SOEs to pair up with 525 townships (subdistricts) in 15 prefecture-level cities in eastern, western, and northern Guangdong, helping to connect towns and villages for landscape control and improvement of the living environment. It enhances the development strength of townships, selects 65 central towns to plan and construct according to the standards of small cities, makes a group of industrial heavy towns and commercial strong towns more specialized and refined, promotes a number of central towns, specialized towns, and characteristic towns to regain vitality, and 124 towns were listed among the national top 1,000 strong towns.

聚焦“千镇焕新”，推动镇街颜值实力实现新提升。乡镇是县域的基本单元，也是“百千万工程”承上启下的重要节点。广东紧紧抓住乡镇这个节点，持续推进乡镇特色化发展，以典型培育为抓手，推进美丽城镇建设，累计完成144个镇级国土空间规划编制，建成示范主街1171条，改造提升农贸市场2538个、房屋外立面9.83万栋，打造“干干净净、整整齐齐、长长久久”的美丽圩镇。强化与央企合作共建，组织4家央企与粤东粤西粤北15个地级市525个乡镇（街道）结对共建，助力镇村连线成片风貌管控和人居环境整治提升。提升镇域发展实力，遴选65个中心镇按照小城市标准进行规划建设，做专做精一批工业重镇与商贸强镇，推动一批中心镇、专业镇、特色镇焕发新生机，124个镇入围全国千强镇。

It actively promotes the construction of 10 industrial clusters with a value of 100 billion yuan each (grain, vegetables, etc.) and 5 industrial clusters with a value of tens of billions yuan each (tea, southern medicine, etc.), and starts construction of 90 modern marine pasture projects with a total investment of over 20 billion yuan. It improves the rural living environment, solidly promotes the construction of green and beautiful villages, holds the “Cantonese Beautiful Village” landscape design competition, promotes the improvement of rural housing facades, and advances the construction of rural revitalization demonstration belts. It continues to expand the new-type rural collective economy, takes the lead in the country in promoting the development of the new-type rural collective economy through legislation, implements a three-year action to enhance the capacity of new-type agricultural business entities, and basically eliminates weak villages with collective economic income below 100,000 yuan.

聚焦“万村蝶变”，推动和美乡村建设绽放新光彩。从中华民族伟大复兴战略全局和世界百年未有之大变局来看，稳住农业基本盘、守好“三农”基础是应变局、开新局的“压舱石”。广东紧紧抓住兴村这个基础，大力发展富民兴村产业，布局建设22个国家现代农业产业园、84个国家农业产业强镇。积极推进粮食、蔬菜等10个千亿级产业集群以及茶叶、南药等5个数百亿级产业集群建设，开工建设现代化海洋牧场项目90个、总投资超200亿元。整治提升农村人居环境，扎实推进绿美乡村建设，举办“粤美乡村”风貌设计大赛，推进农房风貌提升，推进乡村振兴示范带建设。持续壮大新型农村集体经济，在全国率先通过立法促进新型农村集体经济发展，实施新型农业经营主体能力提升三年行动，农村集体经济收入10万元以下薄弱村基本清零。

Guangdong firmly grasps the key of “integration,” deepens reform and innovation pilots, carries out pilot reforms of the county-town management system, actively and prudently promotes pilot projects for centralized residential construction by farmers, promotes the expansion and quality improvement of comprehensive land consolidation, starts pilot projects for county-wide promotion of agricultural, cultural, and tourism integration development, and plans and constructs at a high level the leading area for high-quality development of counties, towns, and villages around the South Kunlun Mountain and Luofu Mountain. It strengthens assistance in education and healthcare, organizes 125 colleges and research institutes to pair up with 86 counties (county-level cities, districts) to carry out the “Double-Hundred Action” of one hundred schools aiding one hundred counties, and 73 Grade-A tertiary hospitals form groups to assist 113 county-level hospitals in 60 counties (county-level cities, districts) in eastern, western, and northern Guangdong. It promotes the sinking of fiscal, financial, and other resources to counties, towns, and villages, fully implements the fiscal “province directly managing counties” system, establishes a mechanism to incentivize county economic development, and in 2024 the provincial finance integrated and set up 11.4 billion yuan of special guarantee funds for key tasks of the “Hundreds, Thousands, Tens of Thousands Project.”
