Enhancing Urban Safety and Resilience through New-Type Urban Infrastructure Construction

Cities are important carriers of modernization, and making cities safer and more livable is the ardent hope of the people. With economic and social development, the risks and challenges facing urban safety development have become more complex and changeable, making building resilient cities an inevitable choice. The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed "deepening the urban safety and resilience enhancement initiative." [1]1 The Third Plenary Session of the 20th Central Committee of the CPC, held in July 2024, focused on further comprehensively deepening reform and advancing Chinese-path modernization. The quoted phrase is from the communiqué of the session. In November 2024, the Opinions on Promoting the Construction of New-Type Urban Infrastructure and Building Resilient Cities, issued by the General Office of the CPC Central Committee and the General Office of the State Council, stated: "By 2030, significant results will be achieved in the construction of new-type urban infrastructure, promoting the completion of a number of high-level resilient cities, and continuously improving urban safety and resilience." [2]2 The General Office of the CPC Central Committee and the General Office of the State Council are the top administrative and coordinative bodies under the Party and state leadership, respectively. The Opinions is a policy document guiding urban infrastructure and resilience work.

城市是现代化的重要载体，让城市更加安全宜居是人民群众的热切期盼。随着经济社会发展，城市安全发展面临的风险挑战更加复杂多变，建设韧性城市成为必然选择。党的二十届三中全会提出“深化城市安全韧性提升行动”。2024年11月，中共中央办公厅、国务院办公厅印发的《关于推进新型城市基础设施建设打造韧性城市的意见》提出，“到2030年，新型城市基础设施建设取得显著成效，推动建成一批高水平韧性城市，城市安全韧性持续提升”。

As a product of the integrated innovation of new-generation information technology with urban construction and governance, new-type urban infrastructure plays an important role in improving the level of urban management and operational efficiency, and in enhancing urban safety and resilience. It promotes city operations to be safer, more orderly, smarter, and more efficient, while also providing strong support for fostering new quality productive forces, achieving high-quality development, and enhancing urban competitiveness. Promoting the construction of new-type urban infrastructure covers multiple fields and involves various aspects. All regions and departments must implement the Party's leadership throughout the entire process and in all aspects of promoting the construction of new-type urban infrastructure and building resilient cities. They must strengthen government guidance, improve systems and mechanisms, focus on scientific and technological innovation, mobilize social participation, carry out systematic planning and coordinated advancement, and consolidate the foundation of resilient city construction.

新型城市基础设施作为新一代信息技术同城市建设治理融合创新的产物，在提升城市管理水平和运行效率、增强城市安全韧性方面发挥着重要作用，促进城市运行更安全、更有序、更智慧、更高效，同时也为催生新质生产力、实现高质量发展和增强城市竞争力提供有力支撑。推进新型城市基础设施建设涵盖多个领域，涉及多个方面。各地区各部门要把党的领导贯彻到推进新型城市基础设施建设、打造韧性城市工作各方面全过程，加强政府引导，完善体制机制，聚焦科技创新，动员社会参与，系统谋划、统筹推进，夯实韧性城市建设的根基。

Strengthen top-level design. Establish and improve unified institutional rules, optimize the layout, structure, functions and development model, standardize coordination among regions, departments, and industries as well as construction and application, and implement the whole-chain collaboration of urban planning, construction, and governance. Deepen application integration. Establish a mechanism for the integrated utilization of new-type infrastructure, promote efficient and safe connections of information infrastructure across different industries and fields, facilitate the intensive co-construction, optimized layout, and open sharing of various types of infrastructure, effectively improve construction efficiency and application effectiveness, maximize social investment savings, and prevent duplicate construction and disorderly competition. Improve the standard system. Accelerate the construction of a standard system and evaluation system for new-type infrastructure, clarify the norms for the construction and application of new-type infrastructure, effectively guide investment and standardize construction and application behavior, and ensure that the digital upgrading of urban renewal has "standards" to rely on. At the same time, lay the foundation for participating in the formulation of similar international standards and striving for discourse power in the field. Promote coordinated development. By deepening application integration and expanding application scenarios, promote information infrastructure with a wide application range, strong enabling capability, and good driving effects to better play an integrating role, and promote overall coordinated development. Strengthen security guarantees. Establish and improve risk prevention and control mechanisms, strengthen overall process risk management throughout the entire domain, ensure the security of important data resources, effectively prevent and control the risk of personal information leakage, effectively protect personal privacy, and provide guarantees for building resilient cities.

加强政府引导，推动政策落实。新型城市基础设施建设关乎城市整体长远发展，系统性强、涉及面广、技术高度数字化，需要政府引导和统筹推进，地区和部门协同配合。加强顶层设计。建立健全统一的制度规则，优化布局、结构、功能和发展模式，规范区域、部门、行业协同和建设应用，实行城市规划、建设、治理全链条协同。深化应用融合。建立新型基础设施融合利用机制，推动不同行业和领域的信息基础设施高效安全连接，促进各类基础设施集约共建、优化布局、开放共享，有效提高建设效率和应用效能，最大限度节约社会投资，防止重复建设和无序竞争。健全标准体系。加快构建新型基础设施标准体系和评价体系，明确新型基础设施建设和应用规范，有效引导投资和规范建设以及应用行为，促使城市更新数字化提升有“标”可依。同时，为参与国际同类标准制定、争取领域话语权奠定基础。促进协调发展。通过深化应用融合，拓展应用场景，推动应用范围广、赋能能力强、带动效应好的信息基础设施更好发挥融合作用，促进整体协调发展。强化安全保障。建立健全风险防控机制，加强全域全程风险管理，确保重要数据资源安全，有效防控个人信息泄露风险，切实保护个人隐私，为韧性城市建设提供保障。

Innovate and improve the investment and financing system. Focus on the deepening of technology application, and accelerate the research on the deep integration of new-generation information technology and urban infrastructure construction. Organize research on the basic theories, key technologies, and equipment of new-type urban infrastructure construction, and accelerate breakthroughs in a number of key technologies such as city-level massive data processing and storage, multi-source sensor information fusion perception, building information model 3D graphics engines, and building robot applications. The key to scientific and technological innovation lies in talents; new-type urban infrastructure construction relies on data-driven and talent-driven approaches. Higher education institutions, scientific research institutes, and backbone enterprises are important foundations for innovation. The training function of higher education institutions for innovative talents should be fully utilized, accelerate the strategic layout of digital-intelligent talent cultivation, establish and improve a multi-level talent training system, and focus on cultivating composite innovative talents with multidisciplinary knowledge such as new-generation information technology, engineering construction, urban management, and urban safety. Improve the talent mobility, utilization, and incentive mechanisms, accelerate the cultivation and aggregation of talents, and provide strong talent support for scientific and technological innovation.

推进科技创新，提振发展活力。新型城市基础设施建设有着数字技术高度密集、对空间创新和数字赋能高度依赖等特点。推进新型城市基础设施建设，必须突出科技创新和数字赋能，加大创新人才培养力度。聚焦技术深化应用，加快新一代信息技术与城市基础设施建设深度融合研究。组织开展新型城市基础设施建设基础理论、关键技术与装备研究，加快突破城市级海量数据处理及存储、多源传感信息融合感知、建筑信息模型三维图形引擎、建筑机器人应用等一批关键技术。科技创新的关键在人才，新型城市基础设施建设要靠数据驱动和人才驱动。高等院校、科研机构和骨干企业等是创新的重要依托，应充分发挥高等院校对创新人才的培养功能，加快数智人才培养的战略布局，建立健全多层次人才培养体系，着力培养具有新一代信息技术、工程建设、城市管理、城市安全等多学科知识的复合型创新人才。完善人才流动、使用、激励机制，加快人才的培养和聚集，为科技创新提供有力人才支撑。

Building resilient cities requires giving full play to the decisive role of the market in resource allocation and better playing the role of the government, improving market-oriented mechanisms, and encouraging social forces to actively participate in the construction of new-type urban infrastructure. Enterprises are one of the important forces in new-type urban infrastructure construction. Enterprises should be guided to deeply participate in the digital transformation of new-type urban infrastructure. Give play to the leading and exemplary role of state-owned enterprises, utilize their advantages in the innovation chain, industrial chain, and supply chain, and guide state-owned enterprises to actively participate in investment, construction, and operation. Fully support private enterprises to participate in construction, actively create a more open and fair market access environment for private enterprises, guide private enterprises to directly integrate into investment activities in the innovation chain, industrial chain, and supply chain, and participate in the investment, cooperation, and operation of relevant application scenarios and innovation spaces. Respect the laws of urban development, pay attention to leveraging the role of experts and scholars, and provide effective intellectual support and decision-making reference for digital transformation. Respond to the expectations of the people, improve support policies, guide citizens to participate in construction activities, and make the general public both participants and beneficiaries. In short, let different entities each give full play to their strengths, forming a strong synergy to advance the construction of new-type urban infrastructure and build resilient cities.
