Resolutely Safeguard the Post-War International Order
This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations. Eighty years ago, all the forces of justice in the world united in shared hatred and fought valiantly, shoulder to shoulder defeating the once-arrogant fascist forces and making historic contributions to the maintenance of world peace and the cause of human progress. Eighty years later today, unilateralism, hegemonic, overbearing and bullying practices are causing profound harm, and humanity once again stands at a crossroads of solidarity versus division, dialogue versus confrontation, and win-win cooperation versus zero-sum games. On 7 May, President Xi Jinping published a signed article titled “Learning from History and Building a Better Future Together” in the Russian newspaper *Rossiyskaya Gazeta*. The article points out: the more volatile and intertwined the international situation becomes, the more we must uphold and safeguard the authority of the United Nations, firmly uphold the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the UN Charter, and continue to advance an equal and orderly multipolar world and a universally beneficial and inclusive economic globalisation. President Xi Jinping’s important exposition has major and far-reaching historical significance for guiding all countries in upholding and promoting a correct view of WWII history, jointly safeguarding the post-war international order, firmly defending international fairness and justice, and promoting the reform of the global governance system.
**1. The historical basis and legal foundation of the post-war international order are beyond doubt**
The current international order is a complete set of international rules and their safeguard mechanisms established after WWII by all countries in the world, drawing on the painful lessons of humanity’s two world wars in the 20th century, based on the victorious achievements of the World Anti-Fascist War, and with the fundamental objectives of maintaining world peace, promoting common development and universal human rights. Around the end of WWII, the most important decision made by the international community was the founding of the United Nations. The formulation of the UN Charter laid the cornerstone of the modern international order and established the basic norms of contemporary international relations. China and the Soviet Union, as the main battlefields of WWII in Asia and Europe respectively, were the pillars of resistance against Japanese militarism and German Nazism, and made decisive contributions to the victory of the World Anti-Fascist War. China and the Soviet Union were the first to sign the UN Charter; their permanent membership status on the UN Security Council was historically formed and forged by the monumental achievements of their peoples in the anti-fascist war. Any attempts to distort the historical truth of WWII, deny its victorious achievements, or smear the historical contributions of China and the Soviet Union run counter to the correct view of human history, go against the tide of history, and cannot succeed.
The post-war international order has a solid legal foundation, built upon a series of declarations, international legal documents, international conferences, and the outcomes of international war tribunal judgments between the Allies and the Axis powers. The Cairo Declaration and the Potsdam Proclamation determined the basic framework of the post-war international order and safeguarded China’s historic rights. Together with the Cairo Declaration and the Potsdam Proclamation, the Tokyo Trials laid the foundation of the post-war Asian international order [1]1 The Tokyo Trials were the International Military Tribunal for the Far East, which tried Japanese war criminals after WWII.. The Nuremberg Trials settled accounts for the war crimes of German and Italian fascism; the Nuremberg International Military Tribunal and the International Military Tribunal for the Far East nailed war criminals forever to the pillar of historical shame. The just nature, historical value, and contemporary significance of these two great trials are unshakable. The Yalta System [2]2 The Yalta System refers to the post-war international order shaped by the agreements of the Allied leaders at the Yalta Conference in February 1945., established through multiple meetings and a series of agreements among the main leaders of the anti-fascist alliance, constructed a new international order structure led by the five major powers of the United States, the Soviet Union, Britain, China, and France.
**2. The connotation of the post-war international political and economic order is profound and clear**
The post-war international order is politically manifested primarily in the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the UN Charter. In 1945, China and the United States jointly participated in convening the San Francisco Conference, promoted the establishment of the United Nations, and the conference unanimously adopted the UN Charter, outlining the grand blueprint of “We the Peoples of the United Nations” working together to build a better world. Because the UN Charter provides important guidance for the construction and operation of the post-war international order, upholding the current international order first of all requires upholding the basic norms of international relations based on the purposes and principles of the UN Charter. Under the UN Charter, the United Nations has, over the eighty years since the war, effectively maintained overall peace for a relatively long period, promoted global economic and social development, and driven significant progress in human civilisation.
The post-war international order is economically manifested primarily in the international economic order with the International Monetary Fund, the World Bank, and the General Agreement on Tariffs and Trade (World Trade Organization) at its core. These three organisations together constitute the three pillars regulating the world economy, finance, and trade after the war, and have played a positive role in the recovery and development of the world economy. Although the IMF, World Bank, and WTO have many problems, they have objectively promoted world economic development and the process of economic globalisation. At present, global trade is facing challenges of unilateral tariff barriers and increased uncertainty. The international community should firmly uphold the rules-based multilateral trading system with the WTO at its core.
The core concept of the current international system and international order is multilateralism. The founding of the United Nations marked an important beginning of multilateralism. In the 1950s and 1960s, the Afro-Asian-Latin American countries launched a movement against imperialism and colonialism and for the struggle to win and maintain national independence. A large number of developing countries gained independence and joined the United Nations, effectively promoting the development and progress of multilateralism. China’s restoration of its lawful seat in the United Nations has important historical significance for the development of multilateralism; the justice, progressiveness, and people-centred nature of multilateralism have been constantly enhanced. History and reality prove that the better multilateralism is practised, the better the common problems facing humanity will be solved. International rules should be rules commonly recognised by all countries, not formulated by a few. Cooperation between countries should aim to serve all humanity, not seek global hegemony through group politics. To uphold the purposes and principles of the UN Charter, it is necessary to adhere to and practise multilateralism, advocate that international affairs should be discussed jointly by all parties, and promote the international order and international system to develop in a more just and reasonable direction.
**3. The contemporary value of safeguarding the post-war international order**
At present, changes unseen in a century [3]3 “Changes unseen in a century” is a regularly used phrase in Chinese political discourse referring to the profound global transformation underway. in the world are accelerating, unilateralism and protectionism are rising noticeably. Individual countries and their allies, using unilateral illegal restrictive measures such as trade and financial restrictions, have used various pretexts to impose arbitrary tariffs on trading partners and abuse export controls, and have even bypassed the UN Security Council to implement illegal unilateral coercive measures and unilateral protectionist measures that violate the UN Charter and international law, hinder justice, and have severe negative impacts on global industrial and supply chains. These actions seriously infringe upon the legitimate rights and interests of all countries, seriously violate the rules of the WTO, seriously damage the rules-based multilateral trading system, and seriously impact the stability of the global economic order. The post-war international system and international order are facing severe challenges. However, the general direction of human development and progress will not change, the general logic of world history moving forward through twists and turns will not change, and the general trend of the international community sharing a common destiny will not change. The current international system plays a core role in promoting world peace and development, and still has solid foundations and strong momentum; safeguarding the post-war international order has important contemporary value.
Safeguarding the post-war international order concerns world peace and development. Looking at the history of international relations, no international system is perfect. The current international order is also imperfect, but as long as it is rules-based, fairness-oriented, and win-win-goal-oriented, it cannot be arbitrarily discarded, let alone torn down and rebuilt. History has repeatedly proven that without peace there is no development, without stability there is no prosperity. Facing the volatile and intertwined international situation and the historical trend of shared destiny, the security of all countries is closely interconnected; no country can be immune, nor can any country solve all problems alone. Countries should cherish the hard-won peace and tranquility and play a constructive role in maintaining global and regional stability. They should adhere to the purposes and principles of the UN Charter, resolve differences and disputes through dialogue and consultation, seek rather than undermine consensus, dissolve rather than create contradictions, promote a more just and reasonable international order, and maintain world peace and security on a more lasting and long-term basis.
Safeguarding the post-war international order concerns the authority and legitimacy of the United Nations. The purposes and principles of the UN Charter are the fundamental guidelines for handling international relations and must be upheld unswervingly. No country has the power to monopolise international affairs; international rules and order should be jointly formulated and observed by all countries. Relations and interests between countries can only be coordinated through institutions and rules. Major powers should take the lead in being advocates and defenders of the international rule of law, keeping their word and honouring their commitments, refraining from exceptionalism, avoiding double standards, and not distorting international law or using the name of the rule of law to infringe upon the legitimate rights and interests of other countries or undermine international peace and stability. History teaches us that the international system with the United Nations at its core is an important guarantee for the cause of human progress and plays a key role in global governance. A series of crises and challenges in recent years have repeatedly warned us: the role of the United Nations can only be strengthened, not weakened; the status of the United Nations must be upheld, not replaced.
Safeguarding the post-war international order concerns the future of multilateralism. “The problems of the world are complex and intertwined; the way out is to uphold and practise multilateralism and promote the building of a community with a shared future for mankind.” Multilateralism is the cornerstone of the post-war international order; unity and cooperation are the greatest common denominator of the international community. Some individual countries have seriously deviated in their perception of the world, engaging in unilateralism and putting their own country first, placing their own interests above the common good of the international community. The United States, as the biggest beneficiary of the post-war international system and order, is now moving towards its opposite; the law of the jungle [4]4 The “law of the jungle” is a metaphor for the idea that only the strongest survive, often used to criticise hegemonic behaviour. where the strong prey on the weak openly appears, coercion and bullying are no longer disguised, and multilateralism has suffered severe setbacks. The international community generally opposes this and insists on upholding multilateralism and maintaining international cooperation.
Safeguarding the post-war international order concerns the democratisation of international relations. It is necessary to respect the sovereignty and territorial integrity of all countries, adhere to the equality of all countries regardless of size, strength, or wealth, respect the development paths and social systems independently chosen by the peoples of each country, oppose all forms of hegemonism and power politics, oppose interference in the internal affairs of other countries, and refrain from imposing one’s own will on others. It is necessary to strictly implement the international rule of law, ensure the effective implementation of international law, and oppose double standards and selective application. Any unilateral sanctions that bypass the authorisation of the UN Security Council are without legal basis, unreasonable, and lacking in empathy. In promoting global governance, all countries have the right to equal participation, equal decision-making, and equal benefit. Any act of bullying the weak through strength or taking by force is a gross violation of the basic norms of international relations and the democratisation of international relations.
**4. China’s role as a major country in safeguarding the post-war international order**
For a long time, as a stable, positive and progressive force in the international community, China has always upheld the concept of a community with a shared future for mankind, unswervingly stood on the right side of history, on the side of human civilisation and progress, and on the side of the common interests of the vast majority of countries. It has resolutely safeguarded the international system with the United Nations at its core and the international order based on international law, established an image as a responsible, courageous and trustworthy major country, and demonstrated its responsibility as a permanent member of the UN Security Council.
Firmly safeguard the international system with the United Nations at its core. China has always believed that the world has only one system, namely the international system with the United Nations at its core; only one order, namely the international order based on international law; and only one set of rules, namely the basic norms of international relations based on the purposes and principles of the UN Charter. No country should go its own way and create another set. China upholds a global governance concept of extensive consultation, joint contribution, and shared benefits, firmly upholds the multilateral trading system with the WTO at its core, and advocates that all countries, in a spirit of mutual respect, properly handle issues arising in economic and trade exchanges through equal dialogue and consultation, in accordance with the norms of international relations and multilateral trade rules. China promotes better functioning of multilateral mechanisms such as the WTO and APEC, expands the influence of cooperation mechanisms such as BRICS and the Shanghai Cooperation Organisation, and enhances the representation and voice of emerging market economies and developing countries in global affairs. China actively participates in the formulation of global security rules, strengthens international security cooperation, actively participates in UN peacekeeping operations, and plays a constructive role in maintaining world peace and regional stability.
Continuously advance an equal and orderly multipolar world. Equal multipolarity embodies equality of rights, equality of opportunities, and equality of rules for all countries. It does not allow individual or a few major powers to monopolise international affairs, does not allow countries to be divided into first, second, and third class by strength and status, does not allow whoever has the bigger fist to have the final say, and still less allows some countries to be at the “dining table” while others are on the “menu”. Equal multipolarity requires adherence to the equality of all countries regardless of size, enabling all countries to participate equally in the process of multipolarity, enjoy rights, and play a role, opposes the formation of camp-based or exclusive small blocs targeting specific countries, and effectively promotes the democratisation of international relations. Orderly multipolarity means that all countries act within the international system with the United Nations at its core, cooperate in the process of global governance, ensure the overall stability and constructiveness of the multipolarisation process, and practise true multilateralism.
Promote a universally beneficial and inclusive economic globalisation. It is necessary to follow the general demands of all countries, especially developing countries, to make the pie of economic development bigger and distribute it well, so that different countries, different classes, and different groups can participate in and enjoy the fruits of economic and social development, properly address the problem of development imbalance between and within countries caused by the global allocation of resources, and achieve common prosperity and shared wealth. Support each country in following a development path that suits its own national conditions, refrain from homogenising development models, discard the harmful unilateralism and protectionism that benefit oneself at the expense of others, firmly promote trade and investment liberalisation and facilitation, solve the structural problems hindering the healthy development of the world economy, maintain the stable and smooth operation of global industrial and supply chains, maintain the vitality and momentum of global economic growth, and promote economic globalisation towards a more open, inclusive, universally beneficial, and balanced direction.
Resolutely safeguard national sovereignty, security, and development interests. The return of Taiwan to China is an important part of the victorious achievements of WWII and the post-war international order. A series of documents with the force of international law, such as the Cairo Declaration and the Potsdam Proclamation, have all confirmed China’s sovereignty over Taiwan; the historical and legal facts are beyond doubt, and the authority of UN General Assembly Resolution 2758 [5]5 UN General Assembly Resolution 2758, adopted in 1971, recognised the People’s Republic of China as the sole legitimate representative of China to the UN, including the expulsion of the representatives of Taiwan (the so is beyond challenge. Resolving the Taiwan issue and achieving the complete reunification of the motherland is an unswerving historical task of the Party, a common aspiration of all Chinese sons and daughters, and an inevitable requirement for realising the great rejuvenation of the Chinese nation. No matter how the situation changes within the island of Taiwan, no matter how external forces make trouble, the historical trend that China will eventually and must be reunified is unstoppable. We firmly uphold national justice, grasp the historical trend, resolutely oppose “Taiwan independence” separatist acts and foreign interference, firmly grasp the leading power and initiative in cross-strait relations, and unswervingly advance the great cause of national reunification.
