Accelerate infrastructure connectivity, build a number of major transportation, energy, communication, and other infrastructure projects, and enhance Xinjiang's position in regional economic cooperation. Strengthen trade liberalization and investment facilitation, promote trade innovation and development, and cultivate new forms and models of foreign trade. At the same time, deepen cooperation with brother provinces and promote domestic and international dual circulation to promote high-quality economic development in Xinjiang.

加快推进丝绸之路经济带核心区建设，在促进国内国际双循环中发挥更大作用。新疆是我国向西开放的重要窗口，加快推进丝绸之路经济带核心区建设是新疆服务国家开放战略的重要举措。加强与周边国家和地区的经济合作，提升开放型经济水平。加快基础设施互联互通，建设一批重大交通、能源、通信等基础设施项目，提升新疆在区域经济合作中的地位。加强贸易自由化、投资便利化，推动贸易创新发展，培育外贸新业态新模式。同时，深化与兄弟省份的合作，促进国内国际双循环，推动新疆经济高质量发展。

Put the protection and improvement of people's livelihoods in a priority position, so that people of all ethnic groups can widely participate in the development process and share the fruits of development. Aim to continuously meet the aspirations of people of all ethnic groups for a better life and achieve common prosperity for all ethnic groups, consolidate and expand the achievements in poverty alleviation [8]8 Poverty alleviation refers to China's campaign to eradicate absolute poverty, completed in 2020, lifting nearly 100 million people out of poverty., solidly advance comprehensive rural revitalization, and vigorously develop social undertakings. Increase investment in people's livelihoods, improve the social security system, raise the level of public services, and properly solve problems of concern to the masses such as employment, education, and medical care. Strengthen vocational skills training, promote employment and entrepreneurship, and raise the income level of people of all ethnic groups. Make good use of policies for aiding Xinjiang, realize the transformation from "blood transfusion assistance" to "hematopoietic symbiosis" for enriching Xinjiang through development, promote the equalization of basic public services, narrow urban-rural and regional gaps, and transform the fruits of development into the sense of gain, happiness, and security of people of all ethnic groups.

把保障和改善民生放在优先位置，让各族群众广泛参与发展进程、共享发展成果。要以不断满足各族人民对美好生活的向往、实现各民族共同富裕为目标，巩固拓展脱贫攻坚成果，扎实推进乡村全面振兴，大力发展社会事业。加大民生投入，完善社会保障体系，提升公共服务水平，解决好群众关心的就业、教育、医疗等问题。加强职业技能培训，促进就业创业，提高各族群众收入水平。用好援疆政策，实现从“输血帮扶”到“造血共生”的富民兴疆，推进基本公共服务均等化，缩小城乡、区域差距，让发展成果转化为各族群众的获得感、幸福感、安全感。
