General Secretary Xi Jinping has pointed out: “The period of the 14th Five-Year Plan is a critical juncture for laying a solid foundation and exerting full effort; formulating and implementing the 14th Five-Year Plan well will lay an even more solid foundation for basically realizing socialist modernization by 2035.” [1]1 This quotation is a paraphrase of a statement made by Xi Jinping at the 2022 World Economic Forum virtual session, where he said that in a volatile world, China offers stability and certainty. The Proposal of the Fourth Plenary Session of the 20th Central Committee of the Party accurately grasps the historical juncture of China’s development, clearly sets forth the guiding principles and main objectives for economic and social development during the 14th Five-Year Plan period, and outlines a grand blueprint for the nation’s development over the next five years, embodying a China’s path, China’s governance, and China’s principles that are both unique and beneficial to the world. [2]2 “Global South” countries: A term referring to developing countries, primarily located in the Southern Hemisphere, often used in geopolitical and economic discourse to contrast with the developed “Global North.” We must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Diplomacy, as our guide, deeply understand and comprehensively implement the spirit of the Fourth Plenary Session of the 20th Central Committee from a strategic and holistic perspective, deeply grasp the global influence and historic contributions of our Party as the world’s largest Marxist ruling party, and, from both theoretical and practical dimensions, explain to the international community the world significance of China’s path, China’s governance, and China’s principles, actively presenting the good international image of the Communist Party of China.

The path of socialism with Chinese characteristics has propelled the world socialist movement to a new stage. General Secretary Xi Jinping has pointed out: “Marxism is an open theory that continuously develops; it can take root only when adapted to local conditions, and it can be full of vitality only when adapted to the needs of the times.” Our Party insists on combining the basic tenets of Marxism with China’s specific realities and with the best of traditional Chinese culture, continuously enriches and perfects the Party’s theoretical system in response to new epochal issues and new practical demands, has formed the path of socialism with Chinese characteristics, promoted the realization of national prosperity, national rejuvenation, and people’s happiness, and demonstrated the truth power of Marxism and the practical power of socialism. At a time when systemic crises of capitalism frequently erupt, the success of socialism with Chinese characteristics has driven Marxist political parties in various countries to jointly promote theoretical and practical innovation, continuously enhancing the influence and appeal of socialism, and causing a major shift in the historical evolution and contest between the two ideologies and two social systems of socialism and capitalism worldwide, further favoring socialism. Some foreign political parties have highly praised the pivotal role of socialism with Chinese characteristics in the 21st-century world socialist movement, generally believing that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is “the Marxism of our era” and “has made original contributions to enriching the treasure trove of Marxist thought.” [3]3 The “15th Five-Year Plan” refers to China’s 15th Five-Year Plan for National Economic and Social Development, covering the period 2026–2030. It is the next medium-term development plan following the 14th Five-Year Plan (2021–2025). They recognize that the path of socialism with Chinese characteristics pioneered by the Communist Party of China not only effectively guides the continuous success of the cause of socialism with Chinese characteristics but also inspires progressive forces in various countries to unite, cooperate, and strive together to create a bright future for socialism.

The path of Chinese-path modernization has opened up a new path to modernization for developing countries. General Secretary Xi Jinping has pointed out: “What we pursue is not modernization that only benefits China, but rather modernization to be achieved together with all countries, including the vast number of developing countries.” Our Party closely follows changes in the world and national conditions, implements the new development philosophy, constructs a new development pattern, promotes high-quality development, leads the 1.4 billion Chinese people to stride confidently toward modernization, drives the continuous growth of the overall strength of developing countries, and promotes the most progressive significant change in the international balance of power since modern times. Our Party insists on pioneering and innovation, closely focuses on the goals and tasks of comprehensively building a modern socialist country, and has forged a distinctive path of Chinese-path modernization through comprehensive deepening of reform and opening up, creating a new form of human civilization. General Secretary Xi Jinping emphasized: “Amid the world’s changes unseen in a century, China provides stability and certainty.” [1]1 This quotation is a paraphrase of a statement made by Xi Jinping at the 2022 World Economic Forum virtual session, where he said that in a volatile world, China offers stability and certainty. Since the New Era, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the modernization process of China’s national governance system and governance capacity has been continuously advanced, effectively ensuring China’s economic development and social stability. The governance effectiveness of the Chinese Communist Party is universally recognized. China’s governance provides inspiration and reference for those political parties around the world facing problems such as political polarization, economic stagnation, and livelihood difficulties to extricate themselves from predicaments, seek order and strength, solve the problems of political party governance, and achieve a thriving party and a well-governed country.

Unswervingly giving play to the Party’s core leadership role in exercising overall leadership and coordinating the efforts of all sides is the foundation of China’s governance and the key to ensuring the correct direction of the path and achieving a balance between development and stability. From continuously solving the problem of unbalanced and inadequate development to successfully responding to the challenges of a turbulent external environment, our Party has united and led the entire Party and the people of all ethnic groups across the country to continuously open up new prospects for comprehensively advancing the great cause of building a strong country and national rejuvenation through Chinese-path modernization. Practice has repeatedly confirmed that General Secretary Xi Jinping, as the core of the Party Central Committee and the core of the entire Party, has always played a decisive role in setting the course and guiding the direction. In contrast, looking at the governance difficulties currently faced by some foreign political parties, the endless challenges are often accompanied by a loss of direction. These parties are gradually realizing that strengthening the Party’s centralized, unified leadership and highlighting the key role of the leadership core is the key to solving problems and pooling strength. Only by preventing political parties from falling into chaos amid diverse demands can the coherence and effectiveness of policy implementation be ensured. Adhere to the value orientation of putting the people first. Putting the people first is the fundamental stance of Marxism, the distinctive background of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the core essence of Chinese-path modernization. The process by which our Party continuously promotes the stepwise progression of socialist modernization has always demonstrated a “people-centered” approach. The advanced governance model of putting the people first runs through the entire process of formulating and implementing the 15th Five-Year Plan and a series of policies. The outstanding achievements in China’s economic and social development powerfully prove that only by always taking realizing, safeguarding, and developing the fundamental interests of the broadest majority of the people as the starting point and goal of all work can we ensure that we win the historical initiative amid changes unseen in a century and remain invincible in increasingly fierce and complex competition. In today’s world, party politics in many countries has fallen into chaotic competition characterized by polarization and fragmentation. Many political parties lack responsible reflection on social division and people’s livelihood difficulties. Some traditional mainstream parties have abandoned their “original aspiration,” deviating from the nature and purpose established at the Party’s founding, only catering to temporary radical propositions, using “emotional votes” to gain political advantage, and struggling to propose effective policy propositions to address issues such as economic weakness, social injustice, and governance failure. They are unable to integrate the demands of different interest groups, become estranged from the people, and gradually lose their ruling position. Other foreign political parties play the “people’s card” to win votes, unrealistically proposing welfare policies that “eat the grain intended for the next year” [3]3 The “15th Five-Year Plan” refers to China’s 15th Five-Year Plan for National Economic and Social Development, covering the period 2026–2030. It is the next medium-term development plan following the 14th Five-Year Plan (2021–2025). and economic development policies that cannot be implemented. Although they gain voter support in the short term, they sacrifice long-term development. Their essence is still to safeguard the private interests of a few interest groups rather than the fundamental interests of the broad masses of the people. This is fundamentally different from our Party’s adherence to putting the people first. Putting the people first, as the core value connotation for understanding China’s governance, replaces the logic of capital with the logic of the people, thoroughly transcending erroneous concepts such as “private interests first” and “capital first,” providing answers for political parties around the world to solve problems of development and governance.

坚持人民至上的价值取向。人民至上是马克思主义的根本立场，是习近平新时代中国特色社会主义思想的鲜明底色，也是中国式现代化的核心要义。我们党不断推动社会主义现代化阶梯式递进的过程始终彰显“以人民为中心”。人民至上的先进治理模式贯穿“十五五”规划以及一系列政策的制定和实施全过程。中国经济社会发展取得的突出成效，有力证明只有始终把实现好、维护好、发展好最广大人民根本利益作为一切工作的出发点和落脚点，才能确保在百年变局中赢得历史主动，确保在日趋激烈的复杂博弈中立于不败之地。当今世界，多国政党政治陷入极化、碎片化的混乱博弈，不少政党对社会撕裂、民生困顿缺乏富有责任感的思考。一些传统主流政党丢掉“初心”，背离政党创立时的性质宗旨，只顾迎合一时的激进主张，利用“情绪选票”赢得政治优势，对经济乏力、社会不公、治理失效等问题难以提出行之有效的政策主张，无法整合不同利益群体的诉求，与民众离心离德，逐步丧失执政地位；还有的国外政党为争取选票打“人民牌”，不切实际地提出“寅吃卯粮”式的福利政策和无法落地的经济发展政策，虽在短期内赚取选民支持，却牺牲长远发展。其本质仍是维护少数利益集团私利而非广大人民根本利益，这同我们党坚持人民至上有本质区别。人民至上作为理解中国之治的核心价值内涵，以人民逻辑取代资本逻辑，彻底超越“私利至上”“资本至上”等错误理念，为世界各国政党破解发展和治理难题提供了答案。

Promote the spiritual quality of self-revolution. Our Party has always adhered to promoting the Party’s self-revolution with the tenacious perseverance of being “always on the road,” continuously achieving new results and new experiences in governing and managing the Party, providing useful references and lessons for political parties worldwide in governing and managing their parties. Against the backdrop of the rapid development of artificial intelligence and the impact of conservative and extremist ideologies, the underlying logic and operational models of world party politics are facing profound challenges. Some political parties in certain countries blindly trust the Western “separation of powers” [4] check-and-balance mechanism, failing to break out of the historical cycle [5], and are deeply mired in frequent government changes and intensified partisan disputes. Since the New Era, our Party has deeply advanced comprehensive and strict governance of the Party with the courageous spirit of “it takes a good blacksmith to make good steel” [6]. General Secretary Xi Jinping pointed out: “Scientifically formulating and successively implementing five-year plans is an important experience of our Party in governing the country, and also an important political advantage of socialism with Chinese characteristics.” After World War II, some countries also attempted to formulate economic plans or programs, but overall, the scientific nature and applicability of these countries’ plans were insufficient, and their implementation results were poor or abandoned halfway. Looking at the world, only China has been the most persistent and successful in formulating and implementing five-year plans, thereby creating two miracles rare in the post-war international community: rapid economic development and long-term social stability. Our Party scientifically formulates phased development goals, clarifies key tasks and policy orientations, and effectively coordinates development resources and forces. This not only continuously enhances China’s strength but also releases China’s development dividends, bringing tangible and perceptible opportunities to the world. More and more political parties around the world attach importance to studying and drawing lessons from China’s long-term scientific plans. We must persist in discovering truth and developing truth in practice.” China’s principles are the theoretical source of China’s path and China’s governance. They are the crystallization of adapting Marxism to the Chinese context and the needs of the times and the creative transformation and innovative development of fine traditional Chinese culture. They not only guide China’s practice but also provide Chinese wisdom and Chinese solutions for solving common problems in the world today. Under the new circumstances, we must strive to summarize, refine, and effectively tell the story of China’s principles to the outside world, promoting the close connection and mutual integration of studying, comprehending, implementing, and disseminating China’s principles.

习近平总书记指出：“我们推进理论创新是实践基础上的理论创新，而不是坐在象牙塔内的空想，必须坚持在实践中发现真理、发展真理”。中国之理是中国之路和中国之治的理论源头，是马克思主义中国化时代化、中华优秀传统文化创造性转化和创新性发展的结晶，既指导中国实践又为解决当今世界共同问题提供中国智慧和中国方案。新形势下，我们要着力总结提炼并对外讲好中国之理，推动学习好、领悟好、贯彻好、传播好中国之理紧密衔接、相互贯通。

Articulate well the world significance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the culmination of China’s principles. It has not only transformed China historically but also provides important inspiration for countries to solve domestic development challenges and respond to global challenges. More and more countries realize the importance of having a strong leading core in a world of turbulence and transformation, and admire the leadership, influence, and charisma of General Secretary Xi Jinping as a world-class leader. The trend of the international community looking eastward and learning from the Communist Party of China (CPC) has become prevalent. Many political parties in Global South countries attach importance to studying and drawing on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, integrating it into the theory and practice of party building, and transforming it into concrete policies and measures for the economic and social development of their respective countries. Some political parties in Western countries are increasingly interested in and deepening their understanding of the governance wisdom and development experience embedded in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We must fully seize the historical opportunity, respond to the needs of the international community, and advance the international dissemination of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in a deeper and more practical manner.

讲好习近平新时代中国特色社会主义思想的世界意义。习近平新时代中国特色社会主义思想是中国之理的集大成者，不仅历史性改变中国，也为各国解决国内发展难题和应对全球性挑战提供重要启示。越来越多的国家意识到，在变乱交织的世界拥有坚强领导核心具有重要意义，钦佩习近平总书记作为世界级领袖的领导力、影响力、感召力，国际社会向东看、向中国共产党学蔚然成风。不少“全球南方”国家政党重视学习借鉴习近平新时代中国特色社会主义思想，已将其融入政党建设的理论和实践，并转化为所在国经济社会发展的实招实策。一些西方国家政党对习近平新时代中国特色社会主义思想蕴含的治理智慧、发展经验的兴趣日益浓厚，理解不断加深。我们要充分把握历史机遇、顺应国际社会需求，推进习近平新时代中国特色社会主义思想的国际传播不断走深走实。

Articulate well the contemporary value of fine traditional Chinese culture. Fine traditional Chinese culture is the civilizational gene of China’s principles. Since the 18th National Congress of the CPC, General Secretary Xi Jinping has profoundly grasped the historical experience of adapting Marxism to the Chinese context and the needs of the times and the laws governing the development of Chinese civilization, promoting the mutual compatibility and mutual achievement of Marxism and fine traditional Chinese culture. [3]3 The “15th Five-Year Plan” refers to China’s 15th Five-Year Plan for National Economic and Social Development, covering the period 2026–2030. It is the next medium-term development plan following the 14th Five-Year Plan (2021–2025). The Sinicized Marxism possesses distinct Chinese characteristics, Chinese style, and Chinese manner, fundamentally due to the nourishment of fine traditional Chinese culture. The more national something is, the more global it becomes. Only by always standing on our own long-standing cultural roots can we scientifically define our historical orientation, deeply understand the general trend of the world, and calmly respond to risks and challenges. In today’s turbulent and transforming world, the fine qualities of fine traditional Chinese culture—such as embracing the world, advocating harmony, striving unremittingly, and honoring commitments and fostering good-neighborliness—have regained their charm, especially in stark contrast to the behaviors of some foreign countries that are self-centered, wantonly bullying, and betraying their commitments. We must base ourselves on the great practice of the New Era, use internationally accepted discourse to articulate our Party’s creative transformation and innovative development of fine traditional Chinese culture, make it easier for the international community to understand and accept the profound and enduring civilizational foundation behind China’s path and China’s governance, and continuously enhance the communication power and influence of Chinese civilization.

讲好中华优秀传统文化的时代价值。中华优秀传统文化是中国之理的文明基因。党的十八大以来，习近平总书记深刻把握马克思主义中国化时代化历史经验和中华文明发展规律，推动马克思主义与中华优秀传统文化彼此契合、互相成就。中国化的马克思主义具有鲜明的中国特色、中国风格、中国气派，根本上是由于中华优秀传统文化的滋养。越是民族的就越是世界的，只有始终立足我们自身悠久的文化根脉，才能科学标定历史方位，深刻认识世界大势，从容应对风险挑战。在变乱交织的当今世界，中华优秀传统文化中胸怀天下、崇尚和谐、自强不息、讲信修睦等优良品格重新焕发出魅力，特别是与国外一些唯我独尊、肆意霸凌、背信弃义的行为形成鲜明对比。我们要立足新时代伟大实践，用国际通行话语讲好我们党对中华优秀传统文化的创造性转化、创新性发展，让国际社会更易理解和接受中国之路、中国之治背后深沉持久的文明基底，不断增强中华文明的传播力影响力。

On the new journey, the Party’s external work will always adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, particularly Xi Jinping Thought on Diplomacy, as well as General Secretary Xi Jinping’s important discourses on the Party’s external work. It will focus on the main objectives and key tasks of economic and social development during the “15th Five-Year Plan” period [3]3 The “15th Five-Year Plan” refers to China’s 15th Five-Year Plan for National Economic and Social Development, covering the period 2026–2030. It is the next medium-term development plan following the 14th Five-Year Plan (2021–2025)., firmly grasp the positioning of the Party’s external work as “three important” aspects—an important front of the Party, an important component of the nation’s overall diplomacy, and an important manifestation of major-country diplomacy with Chinese characteristics—under the centralized and unified leadership of the Party Central Committee. It will give full play to its distinctive features and advantages, continuously consolidate the global network of political party partnerships, deeply explain the world significance of China’s path, China’s governance, and China’s principles, and make greater contributions to realizing the great rejuvenation of the Chinese nation and advancing the cause of human progress.

新征程上，党的对外工作将始终坚持以习近平新时代中国特色社会主义思想特别是习近平外交思想以及习近平总书记关于党的对外工作的重要论述为指导，着眼“十五五”时期经济社会发展的主要目标和重点任务，牢牢把握党的对外工作是党的一条重要战线、国家总体外交的重要组成部分、中国特色大国外交的重要体现这“三个重要”定位，在党中央集中统一领导下发挥好特色和优势，不断夯实全球政党伙伴关系网络，深入讲好中国之路、中国之治、中国之理的世界意义，为实现中华民族伟大复兴、促进人类进步事业作出更大贡献。
