Intelligent, Green, Integrated: The Construction Direction of a Modern Industrial System

The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development, deliberated and approved at the Fourth Plenary Session of the 20th Party Central Committee, makes systematic arrangements around "building a modern industrial system." It states that "a modern industrial system is the material and technological foundation of Chinese-path modernization. We must keep the focus of economic development on the real economy, adhere to the direction of intelligent, green, and integrated development, accelerate the building of a manufacturing power, a quality power, an aerospace power, a transportation power, and a cyber power, maintain a reasonable proportion of manufacturing, and build a modern industrial system with advanced manufacturing as the backbone." This strategic deployment clearly designates intelligent, green, and integrated development as the direction for building China's modern industrial system during the 15th Five-Year Plan period. On the new journey, we should scientifically grasp the respective connotations of intelligent, green, and integrated development, as well as their internal connections and interactive laws, to contribute greater strength to the construction of Chinese-path modernization.

党的二十届四中全会审议通过的《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》围绕“建设现代化产业体系”进行系统部署，提出“现代化产业体系是中国式现代化的物质技术基础。坚持把发展经济的着力点放在实体经济上，坚持智能化、绿色化、融合化方向，加快建设制造强国、质量强国、航天强国、交通强国、网络强国，保持制造业合理比重，构建以先进制造业为骨干的现代化产业体系”。这一战略部署，明确将智能化、绿色化、融合化作为“十五五”时期我国现代化产业体系建设的发展方向。新征程上，应科学把握智能化、绿色化、融合化各自的内涵及其相互之间的内在联系和互动规律，为中国式现代化建设贡献更大力量。

Adhering to the direction of intelligent, green, and integrated development requires us to both respect market laws and let the market play the decisive role in resource allocation, and better play the role of the government by strengthening institutional supply, policy coordination, and environment creation, forming a strong synergy to promote the construction of a modern industrial system.

建设现代化产业体系是一项长期而艰巨的战略任务。坚持智能化、绿色化、融合化方向，要求我们既要尊重市场规律、发挥市场在资源配置中的决定性作用，又要更好发挥政府作用，加强制度供给、政策协同和环境营造，形成推动现代化产业体系建设的强大合力。

Intelligent development is the technological engine of a modern industrial system and the core driving force for developing new quality productive forces. The essence of new quality productive forces is innovation-driven, and the key lies in promoting industrial innovation through scientific and technological innovation. The breakthrough and application of new-generation information technologies such as artificial intelligence, big data, cloud computing, and the Internet of Things are reshaping production methods, management models, and organizational forms. From smart manufacturing to smart agriculture, from smart logistics to smart energy, the deep penetration of intelligent technologies has greatly improved total factor productivity, giving rise to new industries, new models, and new drivers. Currently, fully implementing the "AI+" action and promoting the deep integration of the real economy and the digital economy have become a strategic choice to seize the commanding heights of technological development and continuously foster new quality productive forces. Intelligent development is not only a technological change but also a key force driving changes in quality, efficiency, and driving forces, and an important support for the leapfrogging of the modern industrial system.

智能化是现代化产业体系的技术引擎，是发展新质生产力的核心动力。新质生产力的本质是创新驱动，关键在于以科技创新推动产业创新。人工智能、大数据、云计算、物联网等新一代信息技术的突破应用，正在重塑生产方式、管理模式和组织形态。从智能制造到智慧农业，从智能物流到智慧能源，智能技术的深度渗透极大提升了全要素生产率，催生了新产业、新模式、新动能。当前，全面实施“人工智能+”行动，促进实体经济和数字经济深度融合，已成为抢占科技发展制高点、不断催生新质生产力的战略抉择。智能化不仅是技术变革，更是推动质量变革、效率变革、动力变革的关键力量，是现代化产业体系实现跃升的重要依托。

Green development is the value orientation of a modern industrial system and the distinctive background of high-quality development. Chinese-path modernization is the modernization of harmony between humanity and nature. We must firmly establish and practice the important concept that lucid waters and lush mountains are invaluable assets, take carbon peak and carbon neutrality as the lead, and coordinately promote carbon reduction, pollution reduction, green expansion, and economic growth. Specifically, green development runs through the entire process of industrial development, from energy structure adjustment to production process transformation, from product design to recycling and reuse. Green standards, green technologies, and green finance are reshaping industrial competitiveness. Accelerating the construction of a new energy system, actively and steadily promoting and achieving carbon peak, and accelerating the formation of green production and lifestyle provide clear guidance for the green transformation of industries. Green development not only sets bottom lines for industrial development but also opens up new tracks and creates new advantages for industrial transformation and upgrading.

绿色化是现代化产业体系的价值导向，是高质量发展的鲜明底色。中国式现代化是人与自然和谐共生的现代化，必须牢固树立和践行绿水青山就是金山银山重要理念，以碳达峰碳中和为牵引，协同推进降碳、减污、扩绿、增长。具体而言，绿色化贯穿产业发展全过程，从能源结构调整到生产工艺改造，从产品设计到回收利用，绿色标准、绿色技术、绿色金融正在重塑产业竞争力。加快建设新型能源体系，积极稳妥推进和实现碳达峰，加快形成绿色生产生活方式，为产业绿色转型提供了明确指引。绿色化既为产业发展划定底线，更为产业转型升级开辟新赛道、创造新优势。

Integrated development is the structural feature of a modern industrial system and an important way to optimize industrial organization. In the current era, industrial boundaries are increasingly blurred, and industrial integration is deepening. The primary, secondary, and tertiary industries permeate each other; manufacturing and service industries deeply integrate; traditional industries and emerging industries develop in a cross-cutting manner, forming an industrial ecology where "you have me, and I have you." Integrated development breaks the boundaries of traditional industrial classifications, promotes the cross-border allocation of innovation elements, the extension and reorganization of industrial chains, and the iterative upgrading of business models, giving rise to new business forms such as the platform economy, sharing economy, and experience economy. Integrated development is not a simple "physical superposition" but a systemic change in the mode of industrial organization and the logic of value creation.

融合化是现代化产业体系的结构特征，是优化产业组织的重要途径。当今时代，产业边界日益模糊，产业融合日益深化。一、二、三产业相互渗透，制造业与服务业深度融合，传统产业与新兴产业交叉发展，形成“你中有我、我中有你”的产业生态。融合化打破了传统产业分类的界限，推动创新要素跨界配置、产业链条延伸重组、商业模式迭代升级，催生了平台经济、共享经济、体验经济等新业态。融合化不是简单的“物理叠加”，而是产业组织方式和价值创造逻辑的系统性变革。

Intelligent, green, and integrated development are not three isolated and parallel development dimensions but an organic whole that empowers each other and advances in coordination. Intelligent development provides technological support for green and integrated development; green development establishes the value orientation for intelligent and integrated development; integrated development expands the practical space for intelligent and green development.

智能化、绿色化、融合化并非三个孤立并列的发展维度，而是相互赋能、协同推进的有机整体。智能化为绿色化和融合化提供技术支撑，绿色化为智能化和融合化确立价值导向，融合化为智能化和绿色化拓展实践空间。

Intelligent development empowers green and integrated development, building a technological support system. Intelligent technologies provide powerful tools for green transformation. For example, big data and artificial intelligence can optimize energy management systems, achieving precise prediction and intelligent dispatch of electricity demand; the Industrial Internet can promote the digitalization of production processes, monitor energy and material consumption in real time, and significantly reduce resource consumption and pollutant emissions; blockchain technology helps build carbon emission monitoring and trading platforms, improving the transparency and efficiency of the carbon market. By accelerating the innovation of digital and intelligent technologies and using artificial intelligence to lead the transformation of scientific research paradigms, intelligent technologies are opening new paths for green development. At the same time, intelligent technologies are also the "adhesive" for industrial integration. Digital platforms break the constraints of time and space, promoting coordination between upstream and downstream in the industrial chain; intelligent terminals connect production and consumption, giving rise to new models such as personalized customization and service-oriented manufacturing; algorithms and data become new factors of production, promoting the cross-border flow and optimal allocation of elements such as knowledge, technology, and capital. It can be seen that intelligent development provides a realization path for green development and builds a connecting bridge for integrated development.

智能化赋能绿色化与融合化，构筑技术支撑体系。智能技术为绿色转型提供了强大工具。例如，大数据和人工智能可以优化能源管理系统，实现电力需求精准预测和智能调度；工业互联网能够推动生产过程数字化，实时监测能耗物耗，大幅降低资源消耗和污染排放；区块链技术有助于构建碳排放监测和交易平台，提升碳市场透明度和效率。通过加快数智技术创新，以人工智能引领科研范式变革，智能技术正在为绿色发展开辟新路径。同时，智能技术也是产业融合的“黏合剂”。数字平台打破时空限制，促进产业链上下游协同；智能终端连接生产与消费，催生个性化定制、服务型制造等新模式；算法和数据成为新的生产要素，推动知识、技术、资本等要素跨界流动和优化配置。可见，智能化为绿色化提供了实现路径，为融合化搭建了连接桥梁。

Green development guides the direction of intelligent and integrated development, clarifying the value orientation of development. In practice, strict green standards and carbon emission constraints can force enterprises to increase the research and application of intelligent technologies, promoting breakthroughs in green and low-carbon technologies. The rapid development of the new energy vehicle industry is precisely the result of collaborative innovation in technologies such as intelligent driving, battery management, and charging networks under the guidance of green goals. At the same time, green demand has given rise to a large number of integrated business forms. Cross-border integration models such as "photovoltaic + agriculture," "wind power + marine ranching," and "hydrogen energy + transportation" are constantly emerging. Green consumption drives the integrated development of green manufacturing and green services. By implementing fiscal, tax, financial, pricing, technological, and environmental policies that promote green and low-carbon development, and establishing and improving the green and low-carbon standard system, green development anchors the value coordinates for intelligent and integrated development, ensuring that industrial development always advances along a sustainable path.

绿色化引领智能化与融合化方向，明确发展价值取向。实践中，严格的绿色标准和碳排放约束，能够倒逼企业加大智能技术研发和应用，推动绿色低碳技术突破。而新能源汽车产业的快速发展，正是在绿色目标引领下，智能驾驶、电池管理、充电网络等技术协同创新的结果。同时，绿色需求催生了大量融合业态。“光伏+农业”“风电+海洋牧场”“氢能+交通”等跨界融合模式不断涌现，绿色消费带动绿色制造与绿色服务融合发展。通过落实促进绿色低碳发展的财税、金融、投资、价格、科技、环保政策，建立健全绿色低碳标准体系，绿色化为智能化和融合化锚定了价值坐标，确保产业发展始终沿着可持续道路前进。

Integrated development expands the space for intelligent and green development, creating scenarios for coordinated development. Industrial integration opens up vast fields for the application of intelligent technologies. For example, the integration of agriculture and information technology gives rise to smart agriculture; the integration of manufacturing and service industries promotes the development of the Industrial Internet; the integration of culture and technology creates emerging digital cultural formats. Developing modern facility agriculture, promoting the digital and intelligent transformation of the service industry, and promoting the building of a tourism power—every cross-border integration creates new application scenarios for intelligent technologies and stimulates new innovation demands. At the same time, industrial integration is also an important channel for the promotion of green technologies. For example, new energy technologies penetrate from the power sector into transportation, construction, industry, and other fields; energy-saving and environmental protection technologies extend from end-of-pipe treatment to the entire production process; the value realization mechanism of ecological products promotes the integration of ecological protection and industrial development. Integrated development breaks the inherent boundaries of technologies and industries, allowing the effects of intelligent and green development to be multiplied and amplified.

融合化拓展智能化与绿色化空间，创造协同发展场景。产业融合为智能技术应用开辟了广阔天地。例如，农业与信息技术融合催生智慧农业，制造业与服务业融合推动工业互联网发展，文化与科技融合创造新兴数字文化业态。发展现代设施农业、推动服务业数智化、促进旅游强国建设……每一次跨界融合都为智能技术创造新的应用场景，激发新的创新需求。同时，产业融合也是绿色技术推广的重要渠道。例如，新能源技术从电力领域向交通、建筑、工业等领域渗透，节能环保技术从末端治理向生产全过程延伸，生态产品价值实现机制促进生态保护与产业发展融合。融合化打破了技术和产业的固有边界，使智能化和绿色化的效应得以倍增放大。

From the perspective of systems theory, a positive feedback loop has formed among intelligent, green, and integrated development: intelligent development enhances the efficiency of green development and the depth of integrated development; green development optimizes the direction of intelligent development and the quality of integrated development; integrated development expands the application of intelligent development and the scope of green development. The overall effect generated by this synergistic interaction is far greater than the simple superposition of each element, reflecting the application of systems thinking and dialectics in industrial development.

从系统论角度看，智能化、绿色化、融合化之间形成了正反馈循环：智能化提升了绿色化的效率和融合化的深度，绿色化优化了智能化的方向和融合化的质量，融合化扩大了智能化的应用和绿色化的范围。这种协同互动产生的整体效应远大于各要素简单叠加，体现了系统思维和辩证法在产业发展中的运用。

Strengthen the systemic integration of industrial policy, science and technology policy, and environmental policy, avoiding conflicts in policy objectives and the cancellation of effects. Establish cross-departmental coordination mechanisms to advance intelligent transformation, green transformation, and integrated industrial development in a coordinated manner, forming policy synergy. Perfect the evaluation indicator system by incorporating the level of intelligence, the degree of greening, and the depth of integration into industrial development assessments, guiding local governments and enterprises to adopt a concept of coordinated development. Formulate industry-specific and region-specific roadmaps for advancement, clarifying timelines and responsible entities, ensuring that strategic deployments are implemented and produce results. By enhancing the effectiveness of macroeconomic governance and strengthening the strategic guiding role of national development planning, provide solid institutional guarantees for the intelligent, green, and integrated development of industries.

健全顶层设计和统筹机制。加强产业政策、科技政策、环境政策的系统集成，避免政策目标冲突和效果抵消。建立跨部门协调机制，统筹推进智能化改造、绿色化转型、产业融合发展，形成政策合力。完善评价指标体系，将智能化水平、绿色化程度、融合化深度纳入产业发展考核，引导地方政府和企业树立协同发展理念。制定分行业、分区域的推进路线图，明确时间表和责任主体，确保战略部署落地见效。通过提升宏观经济治理效能、强化国家发展规划战略导向作用，为产业智能化、绿色化、融合化发展提供坚实的制度保障。

Advance reforms in the market-based allocation of factors. Deepen reforms in the market-based allocation of data factors, promoting the lawful, compliant, and orderly flow of data to provide impetus for intelligent development. Innovate green financial products, guiding more funds toward green and intelligent integrated projects. Reform the mechanism for transforming scientific and technological achievements, opening up the “last mile” from the laboratory to industrialization. Optimize policies for talent cultivation and introduction, cultivating composite talents who understand both intelligent technology and green development, and who grasp both professional technology and cross-sector integration. By accelerating the improvement of the institutional mechanisms for the market-based allocation of factors, building an open, shared, secure, and nationally unified data market, and vigorously developing technology finance and green finance, inject strong momentum into the intelligent, green, and integrated development of industries.

推进要素市场化配置改革。深化数据要素市场化配置改革，促进数据依法合规有序流动，为智能化发展提供动力。创新绿色金融产品，引导更多资金投向绿色智能融合项目。改革科技成果转化机制，打通从实验室到产业化的“最后一公里”。优化人才培养和引进政策，培育既懂智能技术又懂绿色发展、既懂专业技术又懂跨界融合的复合型人才。通过加快完善要素市场化配置体制机制，建设开放共享安全的全国一体化数据市场，大力发展科技金融、绿色金融，为产业智能化、绿色化、融合化发展注入强劲动力。

Strengthen the tackling of key core technologies and collaborative innovation. Focus on bottlenecks in key core technologies, organizing interdisciplinary and cross-field joint research efforts. In strategically contested areas such as artificial intelligence, new energy, and new materials, strengthen original and leading scientific and technological research, building an independent and controllable technological system. Promote deep integration of industry, academia, and research, accelerating the transformation of scientific and technological achievements into actual productive forces. Build a number of innovation platforms, creating an open and shared technological innovation ecosystem, promoting the cross-cutting integration and application of intelligent and green technologies across different industries and scenarios. Perfect the new system of mobilizing resources nationwide [n], adopting extraordinary measures to achieve decisive breakthroughs in key core technologies in critical fields such as integrated circuits, industrial machine tools, high-end instruments, basic software, advanced materials, and biological manufacturing across the entire chain.

强化关键核心技术攻关和协同创新。聚焦关键核心技术瓶颈，组织跨学科、跨领域的联合攻关。在人工智能、新能源、新材料等战略必争领域，加强原创性引领性科技攻关，打造自主可控的技术体系。推动产学研深度融合，加快科技成果向现实生产力转化。建设一批创新平台，打造开放共享的技术创新生态，促进智能技术、绿色技术在不同产业、不同场景的交叉融合应用。完善新型举国体制，采取超常规措施，全链条推动集成电路、工业母机、高端仪器、基础软件、先进材料、生物制造等重点领域关键核心技术攻关取得决定性突破。

Create demonstration benchmarks and promotion mechanisms. Select regions and industries with good foundations and greater potential to build demonstration zones, exploring replicable and scalable experience models. Cultivate a number of “chain leader” enterprises and “hidden champions,” leveraging the leading role of flagship enterprises in intelligent transformation, green transformation, and industrial chain integration. Support small and medium-sized enterprises in integrating into the industrial ecosystem through digital transformation and green upgrading. Summarize and promote typical cases, such as the intelligent and green integrated development model of the new energy vehicle industry, the whole-industry-chain green manufacturing system of the photovoltaic industry, and the cross-border integrated innovation practices of the platform economy, forming a demonstration and driving effect.

打造示范标杆和推广机制。选择基础较好、潜力较大的地区和行业，建设示范区，探索可复制可推广的经验模式。培育一批“链主”企业和“隐形冠军”，发挥龙头企业在智能化改造、绿色化转型、产业链整合中的引领作用。支持中小企业通过数字化转型、绿色化升级融入产业生态。总结推广典型案例，如新能源汽车产业的智能化绿色化融合发展模式、光伏产业的全产业链绿色制造体系、平台经济的跨界融合创新实践，形成示范带动效应。

Perfect standards, norms, and regulatory systems. Accelerate the formulation of standards and norms for intelligent manufacturing, green manufacturing, and industrial integration, promoting mutual recognition and alignment of standards. Establish evaluation and certification systems, guiding market entities to consciously practice the concept of coordinated development. Implement inclusive and prudent regulation for intelligent applications, green products, and integrated business formats, both stimulating innovation vitality and safeguarding security bottom lines. Strengthen intellectual property protection, creating a market environment that encourages innovation and fair competition. By establishing and perfecting a green and low-carbon standards system, strengthening the guiding role of standards, and enhancing internationalization levels, provide normative guidance for the intelligent, green, and integrated development of industries.

完善标准规范和监管体系。加快制定智能制造、绿色制造、产业融合的标准规范，推动标准互认和衔接。建立评价认证体系，引导市场主体自觉践行协同发展理念。对智能应用、绿色产品、融合业态实施包容审慎监管，既激发创新活力又守住安全底线。加强知识产权保护，营造鼓励创新、公平竞争的市场环境。通过建立健全绿色低碳标准体系、加强标准引领、提升国际化水平，为产业智能化、绿色化、融合化发展提供规范指引。

Remove institutional and mechanistic obstacles hindering the intelligent, green, and integrated development of industries, particularly intensifying reforms in areas such as data openness and sharing, definition of green property rights, and cross-border integration regulation. Promote state-owned enterprises to play a demonstrative and leading role, optimize the development environment for private enterprises, and support private enterprises in participating in intelligent transformation, green transformation, and integrated industrial development. Perfect fault-tolerance and error-correction mechanisms, encouraging local governments and enterprises to boldly explore and innovate. Focus on institutional and mechanistic obstacles constraining high-quality development, advance deep-level reforms, and clear institutional barriers for the intelligent, green, and integrated development of industries.

深化重点领域和关键环节改革。破除阻碍产业智能化、绿色化、融合化发展的体制机制障碍，特别是在数据开放共享、绿色产权界定、跨界融合监管等方面加大改革力度。推动国有企业发挥示范引领作用，优化民营企业发展环境，支持民营企业参与智能化改造、绿色化转型和产业融合发展。完善容错纠错机制，鼓励地方和企业大胆探索、勇于创新。聚焦制约高质量发展的体制机制障碍，推进深层次改革，为产业智能化、绿色化、融合化发展扫清制度障碍。

Strengthen fiscal, tax, and financial policy support. Increase fiscal support, improve preferential tax policies, and grant tax reductions and exemptions to enterprises engaged in intelligent, green, and integrated development. Innovate financial products and services, developing green credit, green bonds, and green insurance. Perfect government procurement policies, prioritizing the procurement of intelligent and green products and services, leveraging the guiding role of fiscal funds. By utilizing proactive fiscal policies and enhancing the inclusiveness and adaptability of the capital market system, provide strong financial guarantees for the intelligent, green, and integrated development of industries.

强化财税金融政策支持。加大财政支持力度，完善税收优惠政策，对智能化绿色化融合发展的企业给予税收减免。创新金融产品和服务，发展绿色信贷、绿色债券、绿色保险。完善政府采购政策，优先采购智能化绿色化产品和服务，发挥财政资金的引导作用。通过发挥积极财政政策作用、提高资本市场制度包容性和适应性等举措，为产业智能化、绿色化、融合化发展提供有力的资金保障。

Strengthen international cooperation and open innovation. Actively participate in the global division of labor and cooperation in industries, strengthen international cooperation in scientific and technological innovation, and introduce and absorb advanced intelligent and green technologies. Participate in formulating international standards and rules in fields such as intelligent manufacturing, green development, and the digital economy, enhancing China’s voice in global industrial governance. Propose China’s experience and solutions for intelligent and green integrated development, expanding development space through win-win cooperation. Steadily expand institutional opening up, broaden international circulation, and create an open innovation ecosystem with global competitiveness.

加强国际合作与开放创新。积极参与全球产业分工和合作，加强国际科技创新合作，引进吸收先进智能技术和绿色技术。参与制定智能制造、绿色发展、数字经济等领域的国际标准规则，提升我国在全球产业治理中的话语权。提出中国的智能化绿色化融合发展经验和解决方案，在合作共赢中拓展发展空间。稳步扩大制度型开放，拓展国际循环，营造具有全球竞争力的开放创新生态。

Foster a favorable atmosphere for coordinated advancement across the whole society. Strengthen theoretical research and propaganda guidance, deepen understanding of underlying patterns, and consolidate social consensus. Leverage the roles of industry associations, research institutions, and think tanks, building platforms for exchange and cooperation to promote experience sharing and resource alignment. Cultivate green consumption concepts, enhance public awareness and acceptance of intelligent and green products, and use consumption upgrading to drive supply-side structural reform. Innovate education and training models, coordinating talent cultivation around the needs of scientific and technological innovation, industrial development, and national strategy, providing talent support for the intelligent, green, and integrated development of industries.

营造全社会协同推进的良好氛围。加强理论研究和宣传引导，深化规律性认识，凝聚社会共识。发挥行业协会、研究机构、智库等的作用，搭建交流合作平台，促进经验分享和资源对接。培育绿色消费理念，提升公众对智能产品、绿色产品的认知和接受度，以消费升级牵引供给侧结构性改革。创新教育培训模式，围绕科技创新、产业发展和国家战略需求协同育人，为产业智能化、绿色化、融合化发展提供人才支撑。
