The “Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development” puts forward that we should overcome difficulties, confront risks, and meet challenges with the historical initiative spirit, concentrate our efforts on handling our own affairs well, continue to write a new chapter of the two miracles of rapid economic development and long-term social stability, and strive to open up a new situation in Chinese-path modernization. During the period of the 15th Five-Year Plan, China’s development environment faces profound and complex changes, and it is a period when strategic opportunities coexist with risks and challenges, and uncertainties and unpredictable factors increase. To seize the time window of the next five years, win strategic initiative in fierce international competition, and continue to write a new chapter of the “two miracles,” it is necessary to vigorously promote the great historical initiative spirit, laying a more solid foundation for basically realizing socialist modernization.

This has never happened in human history, fully demonstrating the unique advantages of the Chinese path to modernization. This path, with a new vision, deepens the understanding of the laws of governance by the Communist Party, the laws of socialist construction, and the laws of human social development. It is the product of combining the general laws of world modernization with China’s specific national conditions. It is the correct path rooted in China’s soil, reflecting the people’s will, and adapting to the requirements of China’s and the times’ development and progress.
