Constructing an International Communication Narrative System for the Four Global Initiatives

The *Outline of the 14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China* states: “Implement the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, actively advance major-country diplomacy with Chinese characteristics, and make China’s contribution to building a community with a shared future for mankind.” The Four Global Initiatives are important international public goods provided by China in the New Era, and they are the core conceptual vehicles through which China participates in global governance, leads international cooperation,

This logic must both adhere to a problem-oriented approach that directly confronts global challenges, be guided by the concept of a community with a shared future for mankind, and, above all, closely adhere to the narrative mainline of cooperation and mutual benefit.

叙事逻辑是叙事体系的内核。构建四大全球倡议国际传播叙事体系，首要任务是确立一套严谨且富有说服力的叙事逻辑。这套逻辑既要坚持直面全球难题的问题导向，也要以人类命运共同体理念为引领，更要紧扣合作共赢的叙事主线。

The concept of a community with a shared future for mankind embodies the value pursuit of lasting peace, universal security, common prosperity, openness and inclusiveness, and clean and beautiful environments, manifesting the broad-mindedness of "all under heaven are one family" and "to establish oneself, one must help others to establish themselves" [1]1 "All under heaven are one family" (天下为公) is a classical Confucian ideal from the *Book of Rites* (《礼记》), envisioning a world where the common good prevails. "To establish oneself, one must help others to establish themselves" (立己达人) is derived from the *Analects* of Confucius (《论语》), expressing the principle of mutual flourishing., and pointing the way for the development and progress of human society. Building a community with a shared future for mankind is where the future of people of all countries lies. The Four Global Initiatives practice the concept of a community with a shared future for mankind from different dimensions. The Global Development Initiative consolidates the material foundation of a community with a shared future for mankind, the Global Security Initiative builds the security barrier for a community with a shared future for mankind, the Global Civilization Initiative forges the spiritual bond of a community with a shared future for mankind, and the Global Governance Initiative provides the institutional guarantee for a community with a shared future for mankind. The Four Global Initiatives support each other and work in synergy, promoting the transformation of a community with a shared future for mankind from a conceptual vision into practical action. Only by taking the concept of a community with a shared future for mankind as the guide can we grasp the value core of the Four Global Initiatives and avoid fragmented and superficial narratives. In international communication narratives, the narrative framework should be governed by the concept of a community with a shared future for mankind, positioning the Four Global Initiatives as vivid practices of this concept in the fields of global development, security order, civilizational exchange, and governance system.

以人类命运共同体理念为指引。人类命运共同体理念蕴含持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的价值追求，彰显了“天下一家”“立己达人”的博大胸怀，为人类社会发展进步指明了方向，构建人类命运共同体是世界各国人民前途所在。四大全球倡议从不同维度践行人类命运共同体理念。全球发展倡议夯实人类命运共同体的物质基础，全球安全倡议筑牢人类命运共同体的安全屏障，全球文明倡议凝聚人类命运共同体的精神纽带，全球治理倡议提供人类命运共同体的制度保障。四大全球倡议相互支撑、协同发力，推动人类命运共同体从理念愿景转化为实践行动。只有以人类命运共同体理念为引领，才能抓住四大全球倡议的价值内核，避免叙事碎片化、表面化。在国际传播叙事中，应以人类命运共同体理念统摄叙事框架，将四大全球倡议定位为人类命运共同体理念在全球发展、安全秩序、文明交流、治理体系领域的生动实践。

They should regard each other's development as opportunities rather than challenges, and treat each other as partners rather than adversaries, making 'joint efforts for the global good,' solidarity and collaboration, and mutually beneficial cooperation the main theme of the times." [2]2 "Joint efforts for the global good" (同球共济) is a neologism coined by Xi Jin The Four Global Initiatives reject the outdated thinking of zero-sum games and winner-takes-all, transcend ideological differences and geopolitical divisions, advocate the spirit of multilateralism, and build a broad platform for equal dialogue and pragmatic cooperation. From promoting the implementation of the Global Development Initiative project pool to fostering security cooperation under the framework of the Global Security Initiative; from promoting exchanges and mutual learning among different civilizations to advancing the reform and improvement of the global governance system, the Four Global Initiatives consistently promote development through cooperation, ensure security through cooperation, build consensus through cooperation, and seek win-win outcomes through cooperation. Taking win-win cooperation as the mainline of international communication narratives can clearly highlight the global public goods attribute of the Four Global Initiatives, and vividly convey China's firm belief in promoting common development of the world, upholding international fairness and justice, and joining hands with all countries to meet challenges together. In international communication narratives, it should be clearly explained that the Four Global Initiatives are not exclusive "small circles" but open and inclusive platforms for cooperation; not tools for seeking hegemony but public goods benefiting the world; not China's "solo show" but a "chorus" in which all countries participate and benefit together.

紧扣合作共赢的叙事主线。习近平总书记指出：“各国不是乘坐在190多条小船上，而是乘坐在一条命运与共的大船上，应该相互视对方的发展为机遇而非挑战，相互把对方当作伙伴而非对手，让‘同球共济’、团结协作、互利共赢成为时代主旋律。”四大全球倡议摒弃零和博弈、赢者通吃的陈旧思维，超越意识形态差异、地缘政治分歧，倡导多边主义精神，搭建平等对话、务实合作的广阔平台。从推动全球发展倡议项目库落地见效，到促进全球安全倡议框架下的安全合作；从推动不同文明交流互鉴，到推动全球治理体系改革完善，四大全球倡议始终以合作促发展、以合作保安全、以合作聚共识、以合作谋共赢。将合作共赢作为国际传播叙事主线，能够清晰彰显四大全球倡议的全球公共产品属性，鲜明传递中国推动世界共同发展、维护国际公平正义、携手各国共迎挑战的坚定信念。在国际传播叙事中，应讲清楚四大全球倡议不是排他性的“小圈子”，而是开放包容的合作平台；不是谋求霸权的工具，而是造福世界的公共产品；不是中国的“独角戏”，而是各国共参与、共受益的“大合唱”。

Deeply interpreting the Four Global Initiatives as a response of the times to global challenges. In today's world, challenges such as development imbalance, security turmoil, civilizational estrangement, and governance disorder are increasingly prominent. The Four Global Initiatives, based on global issues, provide precise and powerful responses of the times. The Global Development Initiative directly addresses the development deficit and the North-South gap, focusing on key areas such as poverty reduction, food security, development financing, and climate change, providing pragmatic solutions for promoting common development. The Global Security Initiative targets security dilemmas and conflict risks, advocating dialogue and consultation rather than confrontation and alliance, and advocating a vision of common, comprehensive, cooperative, and sustainable security, pointing the way for maintaining peace and stability. The Global Civilization Initiative directly confronts civilizational estrangement, prejudice, and opposition, advocating exchanges and mutual learning rather than exclusion and conflict, respecting the diversity of world civilizations, and gathering spiritual strength for promoting civilizational progress. The Global Governance Initiative targets governance disorder and unilateralism, adhering to extensive consultation, joint contribution, and shared benefits, promoting the transformation and improvement of the global governance system, and pushing global governance towards a more just and reasonable direction. An important aspect of constructing an international communication narrative system for the Four Global Initiatives is to deeply explain China's responsibility in responding to the concerns of the times with a strong problem awareness.

深入诠释四大全球倡议是对全球难题的时代回应。当今世界，发展失衡、安全动荡、文明隔阂、治理失序等挑战日益突出，四大全球倡议立足全球性问题，作出精准有力的时代回应。全球发展倡议直面发展赤字、南北差距，聚焦减贫、粮食安全、发展筹资、气候变化等关键领域，为推动共同发展提供务实方案；全球安全倡议针对安全困境、冲突风险，倡导对话协商而非对抗结盟，倡导共同、综合、合作、可持续安全观，为维护和平稳定指明路径；全球文明倡议直面文明隔阂、偏见对立，倡导交流互鉴而非排斥冲突，尊重世界文明多样性，为促进文明进步凝聚精神力量；全球治理倡议针对治理失序、单边主义，坚持共商共建共享，推动全球治理体系变革完善，推动全球治理朝着更加公正合理方向发展。构建四大全球倡议国际传播叙事体系的一个重要方面，就是要深入阐释其以强烈的问题意识回应时代关切的中国担当。

To this end, the rich content involving material, security, spiritual, and institutional dimensions within the Four Global Initiatives should be systematically explained, and the concept of a community with a shared future for mankind should be transformed from a value declaration into an actionable agenda.

In the face of global risks and challenges, no country can stand alone; only through solidarity, cooperation, and mutual benefit can a bright future for humanity be created. The narrative content of the international communication of the Four Global Initiatives should be specifically developed around practical cooperation, in order to highlight their core value as international public goods that empower countries to unite, share burdens, and cooperate for mutual benefit. In the development field, showcase the cooperative practices of countries relying on the Global Development Initiative to jointly tackle and share results in areas such as poverty reduction, food security, and infrastructure; in the security field, present the collaborative actions of all parties guided by the Global Security Initiative to jointly respond to common threats such as regional conflicts and terrorism; in the civilization field, depict the picture of the coordinated development of complex and diverse forms of human civilization under the era pattern of mutual learning, inclusiveness, and coexistence; in the governance field, demonstrate the multilateral cooperation process of countries practicing the Global Governance Initiative, jointly discussing rules, and jointly building mechanisms. It should be profoundly revealed that the Four Global Initiatives, with cooperation and mutual benefit as their core orientation, transcend the outdated thinking of zero-sum games and camp confrontation, injecting new momentum into global cooperation and opening up new paths for world development.

揭示四大全球倡议是推动全球合作共赢的关键路径。面对全球性风险挑战，任何国家都无法独善其身，唯有团结合作、互利共赢才能开创人类美好未来。四大全球倡议国际传播的叙事内容，应围绕务实合作具体展开，以彰显其作为国际公共产品，赋能各国团结共济、合作共赢的核心价值。在发展领域，展现各国依托全球发展倡议，在减贫、粮食安全、基建等领域联合攻关、成果共享的合作实践；在安全领域，呈现各方以全球安全倡议为指引，协同应对地区冲突、恐怖主义等共同威胁的协作行动；在文明领域，描绘复杂多样的人类文明形态在互学互鉴、包容共生的时代格局下协同发展的图景；在治理领域，展示各国践行全球治理倡议、共商规则、共建机制的多边协作过程。应深刻揭示四大全球倡议以合作共赢为核心导向，超越零和博弈、阵营对抗的陈旧思维，为全球合作注入新动能，为世界发展开辟新路径。

In the international communication of the Four Global Initiatives, it is necessary to use scientific narrative techniques to transform abstract concepts into moving stories, so that audiences from different cultural backgrounds can understand, identify with, and support these initiatives.

叙事技巧直接影响传播效果。在四大全球倡议国际传播中，需要运用科学的叙事技巧，将抽象的理念转化为动人的故事，让不同文化背景的受众都能理解、认同并支持这些倡议。

Transforming narrative discourse expression to achieve cross-cultural adaptation. Countries around the world have different historical traditions and social environments, forming distinct cultural contexts. Discourse deviations can easily cause cognitive misunderstandings and hinder the transmission of ideas. To better promote cross-cultural communication and enhance the affinity of the initiatives' communication, it is necessary to transform domestic standardized policy expressions into forms that suit the reception habits of international audiences, so that the ideas of the initiatives can be more smoothly conveyed to overseas audiences. Specifically, a cross-cultural communication and foreign language professional team can be formed to carry out multilingual localization transformation of the core content of the Four Global Initiatives. While adhering to the unchanged core connotation, standardize and unify the internationally accepted translations of core terms; at the same time, adjust the expression paradigm based on the thinking logic and language characteristics of people in different regions, discard obscure and rigid theoretical sentences, transform rigorous policy explanations into plain, popular, smooth, and natural expression paradigms, and build a discourse bridge for interconnection and barrier-free communication.

转换叙事话语表达，实现跨文化适配。世界各国历史传统、社会环境各不相同，形成了风格迥异的文化语境，话语偏差极易造成认知误解、阻碍理念传递。为更好推动跨文化沟通、提升倡议传播的亲和力，需将国内规范的政策表述转化为适配国际受众接受习惯的表达，使倡议理念更顺畅地传递至海外受众。具体而言，可组建跨文化传播与外语专业团队，对四大全球倡议的核心内容进行多语种本土化转化，在坚守核心内涵不变的前提下，规范统一核心术语的国际通用译法；同时，结合不同地区民众的思维逻辑、语言特点调整表达范式，摒弃晦涩生硬的理论句式，将严谨的政策阐释转化为平实通俗、流畅自然的表达范式，搭建起互联互通、无障碍交流的话语桥梁。

Gathering multiple subjects for collaborative narration to form a communication synergy. International communication has a wide coverage and diverse audience levels, and a single path is difficult to achieve comprehensive and multi-level communication effects. This requires gathering the strength of multiple subjects to speak in concert, enriching narrative perspectives, enhancing the three-dimensional sense of communication, and more fully demonstrating the global value and practical effectiveness of the Four Global Initiatives. To this end, it is necessary to coordinate the forces of government departments, mainstream media, professional think tanks, university research institutions, multinational enterprises, civil organizations, and overseas cooperative groups, integrate their respective advantages in information resources, communication channels, professional interpretation, and local connections, and promote different subjects to leverage their strengths and speak in concert, forming a collaborative communication pattern of internal and external linkage and multi-party participation.

凝聚多元主体协同叙事，形成传播合力。国际传播覆盖面广、受众层次多样，单一路径难以实现全方位、多层次的传播效果。这就要求汇聚多元主体力量协同发声，以丰富叙事视角、增强传播立体感，更为充分地展现四大全球倡议的全球价值与实践成效。为此，应统筹政府部门、主流媒体、专业智库、高校研究机构、跨国企业、民间组织及海外合作群体等多方力量，整合各自在信息资源、传播渠道、专业解读与本土联系等方面的优势，推动不同主体各展所长、协同发声，形成内外联动、多方参与的协同传播格局。

Adopting a story-based narrative form to enhance emotional resonance. Story-based narration has both appeal and communication power. It can present grand concepts in a vivid and concrete way, break down communication barriers caused by cultural and regional differences, trigger emotional resonance among international audiences in a warmer way, and make the ideas of the initiatives more deeply rooted in people's hearts. Based on the implementation practice of the Four Global Initiatives, it is necessary to deeply explore real, perceptible, vivid, and lively cooperation cases and character stories, and build a complete narrative framework from a micro perspective. In terms of presentation methods, comprehensively use techniques such as scene restoration, detail depiction, and character documentary to transform cases and stories into visual narrative products such as documentary pictures and texts, character interviews, and thematic explorations, seeing the big from the small, and vividly demonstrating the effectiveness of the implementation of the initiatives.

采用故事化叙事形式，增强情感共鸣。故事化叙事兼具感染力与传播力，能够以生动具象的方式展现宏大理念，打破文化与地域差异带来的传播壁垒，以更具温度的方式引发国际受众情感共鸣，让倡议理念更深入人心。应立足四大全球倡议的落地实践，深入挖掘真实可感、鲜活生动的合作案例与人物故事，以微观视角搭建完整的叙事架构。在呈现方式上，综合运用场景还原、细节刻画、人物纪实等手法，将案例与故事转化为纪实图文、人物访谈、主题探访等可视化叙事产品，以小见大，生动展现倡议落实的成效。

Implementing precise narrative placement to optimize communication effectiveness. The needs and information reception channels of international audience groups have differentiated characteristics. Precisely targeting audience needs for communication can improve the reach efficiency of narrative content, achieve optimal allocation of communication resources, and effectively enhance the international communication effect of the Four Global Initiatives. According to the cognitive characteristics and information reception habits of different overseas audiences, it is necessary to accurately divide audience circles, and tailor narrative content with different styles and focal points for different needs. For example, for ordinary overseas people, highlight the popularity and lightweight nature of the content to facilitate quick understanding and dissemination; for international academic groups, strengthen theoretical depth and professional analysis to enhance academic persuasiveness.

实施精准化叙事投放，优化传播效能。国际受众群体的需求与信息接收渠道存在差异化特征。精准对接受众需求开展传播，能够提升叙事内容的触达效率，实现传播资源的优化配置，切实增强四大全球倡议的国际传播效果。应根据海外不同受众的认知特点与信息接收习惯，精准划分受众圈层，针对不同需求特征，量身打造风格、侧重点各异的叙事内容。例如，面向普通海外民众，突出内容的通俗性与轻量化，便于快速理解与传播；面向国际学界群体，强化理论深度与专业分析，以增强学术说服力。
