At the 2024 Central Economic Work Conference, General Secretary Xi Jinping delivered an important speech emphasizing: “The centralized and unified leadership of the Party Central Committee is the fundamental guarantee for doing economic work well. At critical moments and important junctures, the Party Central Committee promptly assesses the situation and makes decisions and deployments, ensuring that our country’s economic ship sails through wind and waves, steadily and far.” This important exposition is a succinct summary of the practical experience of the Party’s leadership of economic work since the New Era, and it points out the correct direction and provides scientific guidance for completing the goals and tasks of the 14th Five-Year Plan with high quality and achieving a good start to the 15th Five-Year Plan.

Always maintain a vigorous and enterprising spirit, keep in mind the “greatest concerns of the country” [6]6 “The greatest concerns of the country” (国之大者) is a phrase used by Xi Jinping to refer to the most fundamental and overarching issues concerning the long-term development of the Party and the state., take the initiative to take responsibility, strengthen coordination and cooperation, actively plan and use work levers that are guiding and leverageable, and solidly promote high-quality development. Consciously use the Party Central Committee’s scientific judgment on the situation to unify thinking, will, and action, effectively enhance the sense of responsibility, urgency, and initiative in implementation, greatly improve the effectiveness of implementation, better gather the synergy to promote high-quality development, and comprehensively advance the building of a great country and the great rejuvenation of the Chinese nation with the actual results of high-quality development.
