The leadership of the Party is the fundamental guarantee for further comprehensively deepening reform and advancing Chinese-path modernization. The fundamental purpose of deepening reform of the Party-building system is to uphold and strengthen the Party’s leadership.

党的领导是进一步全面深化改革、推进中国式现代化的根本保证。深化党的建设制度改革，根本目的在于坚持和加强党的领导。

The “Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Advancing Chinese-Path Modernization” (hereinafter referred to as the “Decision”), adopted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China, [1]1 The Third Plenary Session of the 20th Central Committee of the Communist Party of China was held in July 2024, focusing on further comprehensively deepening reform and advancing Chinese-path modernization. made strategic deployments for deepening reform of the Party-building system.

These strategic deployments focus on governing the Party with the spirit of reform and strict standards, adhere to a combination of goal orientation and problem orientation, and scientifically answer questions such as what to reform, how to reform, and what results to achieve in the field of Party-building system reform.

这些战略部署聚焦用改革精神和严的标准管党治党，坚持目标导向和问题导向相结合，科学回答了党的建设制度改革领域改什么、如何改、取得什么样的成效等问题。

The “Decision” emphasizes that it is necessary to take mobilizing the entire Party’s enthusiasm, initiative, and creativity in pursuing reform and promoting development as the focal point, and to improve the Party-building system and mechanism. This is consistent with and continuously deepens the general requirements for Party building in the New Era.

《决定》强调，要以调动全党抓改革促发展的积极性、主动性、创造性为着力点，完善党的建设制度机制，这与新时代党的建设总要求一以贯之并持续深化。

Advancing the great new project of Party building in the New Era is both an inherent requirement for forever preserving the Party’s vitality and vigor and building a vigorous long-term ruling Marxist party, and a practical need for governing the Party with the spirit of reform and strict standards and leading social revolution through the Party’s self-revolution.

推进新时代党的建设新的伟大工程，既是永葆党的生机与活力、建设朝气蓬勃的长期执政的马克思主义政党的内在要求，也是用改革精神和严的标准管党治党、以党的自我革命引领社会革命的现实需要。

Since the 18th National Congress of the CPC, [2]2 The 18th National Congress of the CPC was held in 2012, marking the beginning of the New Era under Xi Jinping’s leadership. our Party has firmly grasped this focal point to deeply advance the reform of the Party-building system. The intra-Party political ecosystem has continuously improved, and the enthusiasm, initiative, and creativity of Party cadres and members have been constantly unleashed.

Currently, changes unseen in a century are accelerating across the world, and the domestic and international situation is becoming more complex. Striving to fulfill the historical mission of the great rejuvenation of the Chinese nation requires the vast majority of Party cadres and members to continue maintaining the passion and enthusiasm for undertaking their work and starting businesses, daring to take responsibility and being good at taking action.

当前，世界百年未有之大变局加速演进，国内外形势更加纷繁复杂，奋力实现中华民族伟大复兴的历史使命，要求广大党员干部继续保持干事创业的激情与热情，敢于担当、善于作为。

Especially at the critical juncture when reform has entered the “tough period” and the “deep-water zone,” [3]3 “Deep-water zone” is a metaphor used in Chinese political discourse to describe the stage of reform where remaining issues are complex, difficult, and involve deep-seated interests. the resistance encountered will become increasingly greater, and the hidden reefs, undercurrents, and whirlpools faced will become more numerous. The vast majority of Party cadres and members must have the decisiveness and courage to gnaw on hard bones and venture into dangerous rapids, resolutely abandon all negative behaviors such as playing safe, muddling along, perfunctory performance, and lazy governance, continuously forge ahead and make active achievements, muster their spirit, and strive to create brilliant results that can withstand the test of time and practice.

特别是在改革进入攻坚期和“深水区”的关键节点，遇到的阻力会越来越大，面对的暗礁、潜流、漩涡会越来越多，广大党员干部必须有敢于啃硬骨头、敢于涉险滩的果敢与勇毅，坚决摒弃一切明哲保身、得过且过、敷衍塞责、懒政怠政的消极行为，不断开拓进取、积极有为，鼓足精气神，努力创造经得起时间拷问、实践考验的辉煌成绩。

When the enthusiasm, initiative, and creativity of over 99 million Party members are fully mobilized, our Party can unite the more than 1.4 billion Chinese people and forge an indestructible and invincible Chinese strength.

当9900多万党员的积极性、主动性、创造性充分调动起来，我们党就能团结起14亿多中国人民，锻造无坚不摧、无往不胜的中国力量。

Therefore, it is necessary to respect the principal position and pioneering spirit of the people, extensively listen to the opinions and suggestions of the masses, fully stimulate the creative power latent among the masses, promptly discover and summarize the fresh experiences created by the masses, and gather the wisdom and strength of the broadest masses of the people into the cause of further comprehensively deepening reform.
