二是指导机关党委在落实工作责任上下功夫。推动各部门机关党委充分发挥专责机构职能作用，认真研究谋划、组织推动实施机关党建各项任务，特别是结合日常了解情况，找准基层党组织责任落不下去的堵点是什么、症结在哪里，有针对性地破解难题、推动工作。建立健全机关和直属单位党建工作协同联动机制，推动从严管理监督向所属事业单位延伸，协助党委（党组）把基层党建抓紧抓实。

Third, the Working Committee of Party and State Organs will focus on strengthening supervision and promotion. We will establish and improve a regular communication and work consultation mechanism between the Working Committee of Provincial-Level Party and State Organs and the Party committees (Party groups) of provincial-level Party and state organs departments, improve the system of induction talks with newly appointed responsible comrades of the Party committees and discipline inspection committees of department-level Party and state organs, and strengthen training on the performance of Party building responsibilities for secretaries and deputy secretaries of Party committees of Party and state organs in departments and units. We will improve the system for secretaries of primary-level Party organisations in Party and state organs to report on their work in grasping Party building and undergo evaluation, study and formulate guidance for classified guidance on the construction of primary-level Party organisations, deepen the construction of “Four Strengths” [12]12 “Four Strengths” refers to a Party-building standard for primary-level Party branches: strong political functions, strong leading teams, strong Party member teams, and strong role in promoting development. Party branches, and promote the implementation of the responsibility for managing and governing the Party at the primary level, achieving tangible results.

三是机关工委重点在加强督促推进上下功夫。建立健全省级机关工委与省级机关部门党委（党组）定期沟通和工作会商机制，完善与新任部门机关党委、机关纪委负责同志任职谈话制度，加强对部门单位机关党委书记、副书记等抓党建工作履责培训。完善机关基层党组织书记抓党建工作述职评议制度，研究制定基层党组织建设分类指导工作指引，深化“四强”党支部建设，推动管党治党责任落到基层、见到实效。
