Promoting the Building of a New Type of Relationship between the CPC and World Political Parties

General Secretary Xi Jinping clearly pointed out in his report to the 20th National Congress of the CPC that the CPC is ready to strengthen exchanges and cooperation with political parties and political organizations of all countries on the basis of the principles of independence, complete equality, mutual respect, and non-interference in each other’s internal affairs. The CPC’s century-long history of development is also a vivid history of interaction with world political parties. As a party that seeks happiness for the Chinese people, the rejuvenation of the Chinese nation, and also progress for humanity and common good for the world, the CPC has, since its founding, continuously reached out to and embraced the world, exploring together with world political parties for national independence and liberation, world peace and development, and the progress of human civilization. Since the New Era, facing changes unseen in a century in the world, and under General Secretary Xi Jinping’s personal care, guidance, and impetus, the Party’s external work has adapted to the times, forged ahead with determination, and the CPC and world political parties have striven to establish, on the basis of a new type of international relations, a new type of party-to-party relations characterized by seeking common ground while reserving differences, mutual respect, and mutual learning, achieving unprecedented expansion and deepening of exchanges and interactions. On the new journey, we will follow the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Diplomacy, hold high the bright banner of a community with a shared future for mankind, deeply build a global network of party-to-party partnerships, strive to promote the building of a new type of relationship between the CPC and world political parties, create a favorable external environment for building a strong country and achieving national rejuvenation under the new circumstances, and contribute more positive energy to the progress of human civilization.

I. The Relationship between the CPC and World Political Parties Has Achieved a Historic Leap in the New Era

一、新时代中国共产党同世界政党关系实现历史性飞跃

Since the 18th National Congress of the CPC, socialism with Chinese characteristics has entered a New Era, and the cause of the Party and the state has achieved historic accomplishments and undergone historic transformations. For the first time since modern times, China and the Chinese nation stand in the East of the world with such confidence and self-reliance. The CPC, joining hands with political parties of all countries to seek progress for humanity and common good for the world, has opened a new chapter in the history of the CPC’s interactions with world political parties.

党的十八大以来，中国特色社会主义进入新时代，党和国家事业发展取得历史性成就、发生历史性变革。中国和中华民族自近代以来第一次以如此自信自强的姿态屹立于世界东方，中国共产党携手各国政党为人类谋进步、为世界谋大同，开启了中国共产党与世界政党交往史上的崭新篇章。

(1) The CPC has become an important forerunner in promoting the joint exploration of governance laws by world political parties. Looking back at the more than 300 years of development of world party politics, how to grasp objective laws and govern more scientifically and rationally has always been an important issue facing political parties of all countries, especially ruling parties. Currently, facing changes unseen in a century in the world, as well as rapidly changing domestic and international situations and endless emerging problems and challenges, systematically summarizing experiences and lessons, exploring scientific laws, and enhancing one’s own governing capacity and level are particularly important for political parties of all countries, especially ruling parties. The CPC deeply grasps the development and changes in the world situation, deeply explores the laws of the evolution of world party politics, deeply summarizes the experiences and lessons of the rise and fall of world political parties, especially major powers and major parties, and continuously deepens its scientific understanding of the laws of governance by the Communist Party, the laws of socialist construction, and the laws of the development of human society through its own practice. （一）中国共产党已成为推动世界政党共同探索执政规律的重要先行者。纵观世界政党政治300多年的发展历程，如何把握客观规律、更加科学合理执政一直是摆在各国政党特别是执政党面前的重要课题。当前，面对世界百年未有之大变局，面对急剧变化的内外形势和层出不穷的问题挑战，系统总结经验教训、探索科学规律、提升自身执政能力和水平，对于各国政党特别是执政党显得尤为重要。中国共产党深入把握世界形势发展变化，深入探究世界政党政治发展演变规律，深入总结世界政党特别是大国大党兴衰成败的经验教训，结合自身实践不断深化对共产党执政规律、社会主义建设规律、人类社会发展规律的科学认识。对此，世界政党和国际社会广泛关注，《习近平谈治国理政》系列著作成为很多国家政党政要案头书。这些政党政要纷纷表示，习近平新时代中国特色社会主义思想和中国的探索与实践为各国政党特别是执政党不断深化对执政规律的认识、更好履行自身职责使命提供了重要启示和借鉴，增强了他们深入探索符合本国国情发展道路的信心和决心，一些政党还提出建设本国版“特色社会主义”的构想。

On June 27, 2024, a special promotion meeting on "The Story of the CPC — The Practice of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in Xiong'an" was held in the Xiong'an New Area, co-organized by the International Department of the CPC Central Committee, the CPC Hebei Provincial Committee, and the Xiong'an New Area Party Working Committee. Since the New Era, facing a volatile and intertwined international situation, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the CPC has deeply coordinated both domestic and international imperatives and the two major tasks of development and security, firmly grasped the main line of upholding peaceful development and promoting national rejuvenation, and united and led the Chinese people in creating a series of governance miracles, including rapid economic development, long-term social stability, and continuously growing international influence and appeal. The "governance of China" in the New Era has attracted worldwide attention, and the upsurge of exchange and mutual learning between the international community and the CPC has been rising. Against this background, the CPC has actively "invited in" and proactively "gone global," continuously telling the story of China and the CPC to the outside world in flexible and diverse forms, promoting the CPC's experience and Chinese wisdom to become a common asset that helps political parties of various countries enhance their governance capabilities and levels and promotes world stability, development, and prosperity. At the same time, it has always maintained a modest and open attitude, actively conducting theoretical discussions with political parties of relevant countries, jointly exchanging and exploring the way of governance under the new circumstances, and extensively learning from the good experiences and practices of political parties in various countries. Many foreign political parties have stated that the CPC not only humbly learns from the experiences of political parties in other countries but also unreservedly shares its own experience. The exchange of governance experience led and promoted by the CPC is bearing fruit around the world, providing important assistance for political parties in various countries to solve their own governance difficulties and pursue common development.

（二）中国共产党已成为推动世界政党共同交流治国理政经验的重要引领者。新时代以来，面对变乱交织的国际形势，在以习近平同志为核心的党中央坚强领导下，中国共产党深入统筹国内国际两个大局、发展安全两件大事，牢牢把握坚持和平发展、促进民族复兴这条主线，团结带领中国人民创造了经济快速发展、社会长期稳定、国际影响力感召力不断增强等一系列治国理政奇迹。新时代的“中国之治”举世瞩目，国际社会与中国共产党交流互鉴的热潮不断高涨。在此背景下，中国共产党主动“请进来”，积极“走出去”，以灵活多样的形式持续对外讲好中国故事和中国共产党的故事，推动中共经验、中国智慧成为助力各国政党提升治理能力和水平、促进世界稳定发展繁荣的共同财富。同时，始终保持谦虚开放的态度，积极同有关国家政党开展理论研讨，共同交流探讨新形势下的治国理政之道，广泛学习借鉴各国政党的好经验好做法。不少外国政党表示，中国共产党既虚心学习其他国家政党经验，又毫无保留地分享自己的经验。中国共产党引领推动的治国理政经验交流正在世界各地开花结果，为各国政党解决自身治理难题、追求共同发展提供了重要助力。

(3) The CPC has become an important promoter of strengthening exchanges and cooperation among world political parties. Against the backdrop of changes unseen in a century, countries around the world are increasingly interconnected, with domestic and foreign affairs deeply intertwined and integrated. Friendly exchanges and mutually beneficial cooperation between different political parties have gradually become a prominent highlight of the international community. As a major country and major party that always upholds the spirit of openness and inclusiveness and is committed to building a better world, the CPC does not draw lines based on ideology, does not distinguish closeness based on size or strength, does not engage in exporting or preaching, does not impose its will on others, and extensively conducts and deepens dialogue, exchanges, trust-building, dispelling doubts, and friendly cooperation with all types of legitimate political parties and political organizations around the world on the basis of equality and mutual benefit. It actively creates diverse bilateral and multilateral party dialogue platform mechanisms, has held several high-level dialogues between the CPC and world political parties, and has established relevant think tank and media cooperation mechanisms through inter-party channels, continuously enriching and improving the global network of party partnerships. As of the end of 2024, the CPC has maintained regular contact with more than 700 political parties and political organizations in over 170 countries. Many foreign political parties have stated that the CPC transcends ideological differences to engage in sincere exchanges with political parties of various countries, creating a new model for enhancing political mutual trust and building consensus among countries, and playing an important role in promoting communication, dialogue, exchange, and cooperation among world political parties.

（三）中国共产党已成为推动世界政党共同加强交往合作的重要促进者。百年变局背景下，世界各国联系日益紧密，内政外交深度交织融合，不同政党之间的友好交往、互利合作逐渐成为国际社会的突出亮色。作为始终秉持开放包容精神、致力于推动建设美好世界的大国大党，中国共产党坚持不以意识形态划界，不以大小强弱论亲疏，不搞输出和说教，不强加于人，在平等互利基础上广泛同世界各国各类型合法政党和政治组织开展和深化对话交流、增信释疑、友好合作。积极打造多元多样的双多边政党对话平台机制，数次举办中国共产党与世界政党高层对话会，并通过党际渠道建立相关智库、媒体合作机制，不断丰富完善全球政党伙伴关系网络。截至2024年底，中国共产党已同世界上170多个国家的700多个政党和政治组织保持经常性联系。不少外国政党表示，中国共产党超越意识形态差异同各国政党真诚交往，开创了增进各国政治互信和凝聚共识的新模式，在促进世界政党沟通对话与交流合作方面发挥着重要作用。

(4) The CPC has become an important supporter of world political parties jointly creating global public goods. The changes unseen in a century have accelerated the adjustment of global governance structures, the shift of driving forces, and the replacement of models. Global hot-spot issues arise one after another, traditional and non-traditional security threats continue to spread, and coupled with the exacerbation of social trends such as populism, conservatism, and extremism, the inadequacies and irrationalities of the global governance architecture are gradually becoming prominent, with a severe shortage in the supply of global public goods. Against this backdrop, General Secretary Xi Jinping, deeply contemplating the future of humanity, grasping the pulse of the times and the general trend of world development, and with a strategic vision, has put forward the concept of building a community with a shared future for mankind, the three major global initiatives [3]3 The three major global initiatives refer to the Global Development Initiative (GDI), the Global Security Initiative (GSI), and the Global Civilization Initiative (GCI), proposed by Xi Jinping between 2021 and 2023., and the Belt and Road Initiative, providing the international community with iconic global public goods. At present, the concept of a community with a shared future for mankind has been written into UN General Assembly resolutions for eight consecutive years, and its core essence has been incorporated into the United Nations' "Pact for the Future" [4]4 The "Pact for the Future" is a UN summit outcome document adopted in September 2024, aimed at strengthening global cooperation on current and future challenges.. At the same time, General Secretary Xi Jinping has put forward the common values of all mankind—peace, development, fairness, justice, democracy, and freedom—providing important value-oriented guidance for the reform and improvement of the global governance system. As more and more Chinese initiatives expand into international consensus, the ideological and conceptual foundation for world political parties to jointly create new types of global public goods has been further consolidated, and their initiative and proactivity have been further enhanced. In addition, the CPC actively promotes the building of an open world economy and the reform and improvement of the global governance system, leading and boosting BRICS cooperation and the "Global South's" united self-strengthening. Many foreign political parties have stated that the CPC, with its open and inclusive global public goods, is playing a facilitating role in strengthening genuine multilateralism and is increasingly becoming an important driving force for the reform and improvement of the global governance system. They look forward to working with the CPC to make more positive contributions to solving common global problems.

（四）中国共产党已成为推动世界政党共同打造全球公共产品的重要支撑者。百年变局加速了全球治理格局调整、动能转换、模式更替。全球热点问题此起彼伏，传统和非传统安全威胁持续蔓延，加之民粹主义、保守主义、极端主义等社会思潮推波助澜，全球治理架构不适应、不合理之处逐渐凸显，全球公共产品供给严重不足。在此背景下，习近平总书记深刻思考人类前途命运、把握时代脉络和世界发展大势，高屋建瓴地提出构建人类命运共同体理念、三大全球倡议、共建“一带一路”倡议，为国际社会提供了具有标识意义的全球公共产品。目前，人类命运共同体理念已连续8年写入联大决议，其核心要义纳入联合国“未来契约”。同时，习近平总书记提出和平、发展、公平、正义、民主、自由的全人类共同价值，为全球治理体系变革完善提供了价值观层面的重要方向引领。随着越来越多中国倡议扩大为国际共识，世界政党携手打造新型全球公共产品的思想和理念基础得到进一步夯实，积极性主动性进一步提高。此外，中国共产党积极推动建设开放型世界经济和全球治理体系变革完善，引领助推金砖国家合作和“全球南方”联合自强。很多外国政党表示，中国共产党正以开放包容的全球公共产品在加强真正的多边主义方面发挥促进作用，并日益成为全球治理体系变革完善的重要推动力量，期待同中国共产党一道为解决共同面临的全球性问题作出更多积极贡献。

2. The Relationship between the CPC and World Political Parties Faces New Situations, New Tasks, and New Opportunities

二、中国共产党与世界政党关系面临新形势新任务新机遇

Entering the New Era and embarking on a new journey, "China's governance" is increasingly attracting worldwide attention, Chinese concepts and Chinese solutions are increasingly leading the world, Chinese-path modernization has created a new form of human civilization, and the CPC and world political parties are more closely linked than ever before, bringing new tasks and providing new opportunities for promoting the building of a new type of relationship between the CPC and world political parties.

进入新时代、迈上新征程，“中国之治”日益举世瞩目，中国理念中国方案日益引领全球，中国式现代化创造了人类文明新形态，中国共产党和世界政党更加紧密地联系在一起，为推动构建新型的中国共产党与世界政党关系带来了新任务、提供了新机遇。

(1) The responsibility of political parties in a changing world has become more prominent, creating conditions for promoting the building of a new type of relationship between the CPC and world political parties. As the changes unseen in a century accelerate, the world has entered a new period of turbulence and transformation, once again at a critical crossroads. On the one hand, the chaos of geopolitical games, the difficulties of economic development, the challenges of global governance, the changes brought by the new round of technological revolution, and the scourge of hegemonism and power politics arise one after another and overlap, making factors of instability, uncertainty, and insecurity increasingly prominent on a global scale. On the other hand, the desire and aspiration of people of all countries for peace, development, fairness, justice, and win-win cooperation have become more urgent. The collective rise of the "Global South," the continuous deepening of the concept of a community with a shared future for mankind in people's hearts, and the steady and substantive progress of high-quality Belt and Road cooperation mean that positive factors promoting stability and seeking development in the international community are constantly growing. The question of the times—"Where is the world headed?"—and the profound changes in the international situation have further strengthened the mission and responsibility of political parties, as policymakers, representatives of public opinion, and guides of public opinion, to face difficulties and turn crises into opportunities in a turbulent and changing world. To effectively fulfill this responsibility, working behind closed doors is by no means the right path; joining hands with political parties of all countries to answer the same questions and share the burdens of the "global village" is the wise choice. This is an important endogenous driving force for promoting the building of a new type of relationship between the CPC and world political parties.

（一）变动世界中的政党责任更加凸显，为推动构建新型的中国共产党与世界政党关系创造了条件。随着百年变局加速演进，世界进入新的动荡变革期，再次处于关键十字路口。一方面，地缘博弈之乱、经济发展之困、全球治理之难、新一轮科技革命之变、霸权主义与强权政治之患此起彼伏、相互叠加，全球范围内不稳定、不确定、不安全因素日益突出。另一方面，各国人民对和平发展、公平正义、合作共赢的渴望期盼更加迫切，“全球南方”群体性崛起、构建人类命运共同体理念不断深入人心、高质量共建“一带一路”不断走深走实，国际社会促稳定谋发展的积极因素不断增长。“世界向何处去”的时代之问与国际形势的深刻变化，进一步强化了政党作为政策制定者、民意代表者、舆论引导者在动荡变革的世界中迎难而上、化危为机的使命责任。切实履行好这一责任，闭门造车绝非正道，携手各国政党同题共答、同“球”共济才是明智的选择。这是推动构建新型的中国共产党与世界政党关系的重要内生动力。

(2) The governance challenges brought about by social changes have become more prominent, consolidating consensus for promoting the building of a new type of relationship between the CPC and world political parties. Currently, internal imbalances and disorders in the societies of many countries around the world are becoming increasingly evident. The absence of rules, lack of confidence, and loss of consensus, along with the intensifying fragmentation of party politics and the populist and extremist tendencies of social trends based on these factors, are gradually becoming the norm. At the same time, the new round of technological revolution, prominently represented by artificial intelligence, is penetrating and spreading into all fields, aspects, and links of society, profoundly impacting and changing the internal and external environment of social governance, interaction models, and even the underlying logic, adding many new challenges to the governance of political parties in various countries. As social changes continue to deepen under the new circumstances, the governance of many political parties is gradually entering "deep water zones" and "uncharted territories" where there are no ready-made experiences to follow. They must strengthen exchanges with political parties of all countries, pool wisdom, and work together to seek development and progress. This has consolidated a broader global consensus for promoting the building of a new type of relationship between the CPC and world political parties.

（二）社会变迁带来的治理挑战更加突出，为推动构建新型的中国共产党与世界政党关系凝聚了共识。当前，全球不少国家社会内部失衡失序日益明显，规则缺位、信心缺乏、共识缺失，以及在此基础上愈演愈烈的政党政治碎片化、社会思潮民粹化极端化等渐成常态。同时，以人工智能为突出代表的新一轮科技革命正渗透蔓延至社会各领域各方面各环节，深度冲击和改变着社会治理的内外环境、互动模式甚至底层逻辑，给各国政党治国理政增加了很多新的挑战。随着新形势下社会变迁持续深入，很多政党治国理政逐渐进入没有现成经验可循的“深水区”、“无人区”，必须同各国政党加强交流、集思广益、一起图发展谋进步。这为推动构建新型的中国共产党与世界政党关系凝聚了更加广泛的全球共识。

(3) Global division and reorganization place higher demands on political party exchanges and cooperation, providing an opportunity for promoting the building of a new type of relationship between the CPC and world political parties. Destructive and constructive forces in the international society continue to contend, economic globalization and anti-globalization trends intertwine, and conservative and progressive ideologies clash. The world situation is evolving complexly amidst turbulence and transformation, the international community is further divided and reorganized, the risk of conflict and confrontation remains high, and a series of global issues derived from this profoundly affect and impact the domestic and foreign policies of countries around the world. Against this backdrop, no country or political party can remain immune or rely solely on its own strength to deal with the problems and risks brought about by global division and reorganization. It is urgent for political parties of all countries to strengthen exchanges and cooperation and to "huddle together for warmth" through closer institutional ties to jointly address challenges. This highlights the urgency and necessity of promoting the building of a new type of relationship between the CPC and world political parties.

（三）全球性分化重组对政党交流合作提出更高要求，为推动构建新型的中国共产党与世界政党关系提供了契机。国际社会破坏性与建设性两种力量持续较量、经济全球化与逆全球化两种势头相互交织、保守与进步两种思潮相互激荡。世界形势在动荡变革中复杂演进，国际社会进一步分化重组，冲突、对抗的风险居高不下，由此衍生的一系列全球性问题深刻影响和冲击世界各国内政外交。在此背景下，任何国家或政党都难以独善其身，无法仅凭一己之力应对全球性分化重组带来的问题和风险。各国政党加强交流合作、通过更加紧密的机制性联系“抱团取暖”共同应对挑战已迫在眉睫。这凸显了推动构建新型的中国共产党与世界政党关系的紧迫性和必要性。

3. Deeply Consolidating the Global Political Party Partnership Network, Striving to Promote the Building of a New Type of Relationship between the CPC and World Political Parties

三、深入夯实全球政党伙伴关系网络，努力推动构建新型的中国共产党与世界政党关系

Standing at the critical crossroads of the changes unseen in a century in the world, the missions and tasks jointly shouldered by the CPC and world political parties are unprecedented, and the opportunities and challenges they jointly face are also unprecedented. Exploring the building of a new type of relationship between the CPC and world political parties is imperative and has broad prospects. As an important practitioner of friendly exchanges and cooperation between the CPC and world political parties, and an important promoter of the construction of a global political party partnership network, the CPC's external work will, in accordance with the principles of a new type of political party relations proposed by General Secretary Xi Jinping [5]5 The principles of a new type of political party relations were proposed by Xi Jinping at the CPC in Dialogue with World Political Parties High-level Meeting in 2017, emphasizing mutual respect, fairness, justice, and win-win cooperation., focus on promoting the building of a new type of relationship between the CPC and world political parties under the new situation, further consolidate efforts, uphold fundamental principles while breaking new ground, and actively contribute wisdom and strength.

站在世界百年变局关键十字路口，中国共产党与世界政党共同肩负的使命任务前所未有、共同面临的机遇挑战前所未有，探索构建新型的中国共产党与世界政党关系势在必行、前景广阔。作为中国共产党与世界政党友好交流合作的重要践行者，全球政党伙伴关系网络建设的重要推动者，党的对外工作将按照习近平总书记提出的新型政党关系原则，围绕新形势下推动构建新型的中国共产党与世界政党关系，进一步凝心聚力、守正创新，积极贡献智慧和力量。

(1) Promote the CPC and world political parties to consolidate the global political party partnership network. Taking the promotion of the implementation and realization of the three major global initiatives as the entry point, and focusing on international hot-spot and difficult issues as well as important epochal propositions concerning the future and destiny of mankind, further promote political dialogue between the CPC and world political parties, strive to resolve contradictions and bridge differences in a turbulent and changing world, and gather more consensus for the construction of a global political party partnership network. According to the development and changes in the domestic and international situation, more flexibly utilize various traditional and non-traditional, bilateral and multilateral, diverse and multi-track forms and means, and continuously enrich and develop the hierarchical structure of the global political party partnership network. Further strengthen systematic planning and design, innovate working methods and means, promote the improvement of quality and efficiency of the CPC in Dialogue with World Political Parties High-level Meeting [6]6 The CPC in Dialogue with World Political Parties High-level Meeting is a flagship multilateral platform initiated by the CPC in 2017 to foster exchanges with political parties worldwide., and under the framework of this mechanism, innovatively create more regional and sub-regional exchange and dialogue platforms. At the same time, more actively participate in various international and regional multilateral political party conferences, and deeply explore the conduct of relevant political party exchanges and dialogues under major multilateral diplomatic mechanisms such as the BRICS cooperation mechanism and the Shanghai Cooperation Organization.

（一）推动中国共产党同世界政党夯实全球政党伙伴关系网络。以推动三大全球倡议落地落实为切入点，围绕国际热点难点问题和关乎人类前途命运的重要时代命题，进一步推动中国共产党与世界政党开展政治对话，在动荡变革世界中努力化解矛盾、弥合分歧，为全球政党伙伴关系网络建设凝聚更多共识。根据内外形势发展变化，更加灵活运用各种传统与非传统、双边与多边、多元与多轨的形式和手段，不断丰富发展全球政党伙伴关系网络的层次架构。进一步加强系统性谋划设计，创新工作方式方法，推动中国共产党与世界政党高层对话会提质增效，并在该机制框架下创新打造更多的区域、次区域交流对话平台。同时，更加积极主动参与各类国际和地区多边政党会议，深入探索在金砖国家合作机制、上海合作组织等重大多边外交机制下开展相关政党交流对话。

(2) Actively promoting the enhancement of mutual learning between the CPC and world political parties. In response to relevant calls and demands from the international community, we will conduct broader and deeper exchanges on governance experience with world political parties, and further profoundly elucidate the essential tenets and world significance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will continue to increase innovation around “inviting in” and “going global,” promoting the optimization and upgrading of exchange formats such as CPC delegation visits, thematic briefings, and local thematic presentations. At the same time, adapting to the new circumstances and new tasks under the backdrop of changes unseen in a century, we will actively promote more diverse, varied, and multidimensional theoretical discussions and practical explorations with world political parties. We will increase support for politicians from different countries and different political parties to come to China for investigation, exchange, and study, and promote more Chinese personnel to go abroad for exchanges.

（二）积极促进中国共产党同世界政党加强互学互鉴。回应国际社会有关呼声和诉求，同世界政党开展更加广泛深入的治国理政经验交流，进一步深刻阐释习近平新时代中国特色社会主义思想的要旨精髓及其世界意义。继续围绕“请进来”和“走出去”加大创新力度，推动中共代表团、专题吹风会、地方专题宣介会等交流形式优化升级。同时，适应百年变局背景下新形势新任务，积极推动同世界政党开展更加多元多样多维的理论研讨和现实探索。加大对不同国家、不同党派政治家来华考察交流和学习的支持力度，并推动更多中方人员赴国外交流。

On October 27, 2024, the second World Sinologists Conference, themed “Understanding Chinese Civilization and Jointly Promoting World Modernization,” opened in Nanping City, Fujian Province. (3) Making every effort to serve the deepening of development cooperation between the CPC and world political parties. Focusing on deeply promoting an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, we will continuously improve the global network of inter-party partnerships and conduct more pragmatic cooperation with world political parties at the development level. Centering on areas such as poverty alleviation and reduction, food security, green development, scientific and technological innovation, and the digital economy, we will strengthen the alignment of development strategies, development concepts, and development policies with political parties of various countries, safeguard the general trend of economic globalization and the pattern of mutual benefit and win-win outcomes, and build an open world economy. At the same time, we will further leverage the role of “promoting economy through politics,” create an upgraded “political party plus” platform, optimize models such as “political party plus local” and “political party plus enterprise,” establish more dialogue mechanisms for the business community, and contribute to high-quality economic and social development. We will further explore the world significance of Chinese-path modernization, actively support ruling parties of various countries in independently exploring modernization paths suited to their national conditions, jointly expand and enrich the pathways to achieving modernization, and promote the development and progress of human modernization.

（三）全力服务中国共产党同世界政党深化发展合作。着眼深入推动平等有序的世界多极化和普惠包容的经济全球化，持续完善全球政党伙伴关系网络，在发展层面同世界政党开展更多务实合作。重点围绕脱贫减贫、粮食安全、绿色发展、科技创新、数字经济等领域，同各国政党加强发展战略、发展理念、发展政策对接，维护好经济全球化大势和互利共赢格局，建设开放型世界经济。同时，进一步发挥“以政促经”作用，打造升级“政党+”平台，优化“政党+地方”、“政党+企业”等模式，搭建更多工商界对话机制，助力经济社会高质量发展。进一步挖掘中国式现代化的世界意义，积极支持各国执政党自主探索符合本国国情的现代化道路，共同拓展和丰富实现现代化的路径，促进人类现代化事业发展进步。

We will further deeply comprehend the essential meaning of General Secretary Xi Jinping’s important assertion that “the key to state-to-state relations lies in the affinity between the people,” [7]7 “The key to state-to-state relations lies in the affinity between the people” (国之交在于民相亲) is a classical Chinese saying frequently cited by Xi Jinping to emphasize the foundational role of people-to-people ties in international relations. continuously and thoroughly improve the “three-in-one” layout of party diplomacy, public diplomacy, and people-to-people diplomacy, and use party diplomacy to drive the vigorous development of public diplomacy and people-to-people diplomacy. We will focus on strengthening international people-to-people and cultural exchanges and cooperation, create brand projects for people-to-people and cultural exchanges in different fields or across fields such as education, science and technology, health, sports, and tourism, build a multi-level and multi-field pattern of cultural exchange, effectively increase the participation of groups such as youth and women in people-to-people and cultural exchanges, and consolidate the popular foundation for friendly relations between China and other countries. At the same time, we will continue to deeply carry out cooperation on livelihood projects under the framework of the Belt and Road Initiative, take the “Silk Road Family” and “Silk Road Heart-to-Heart” [8]8 “Silk Road Family” (丝路一家亲) and “Silk Road Heart-to-Heart” (丝路心相通) are Belt and Road Initiative people-to-people exchange action programs promoting grassroots cooperation and mutual understanding. actions as starting points, carry out more “small yet smart” cooperation projects in areas such as agriculture, poverty alleviation, ecology, and health, and enhance the sense of gain, happiness, and security of the people in co-building countries. （四）积极助力中国共产党同世界政党增进民心相通。进一步深刻领悟习近平总书记关于“国之交在于民相亲”重要论断的精髓要义，持续深入完善政党外交、公共外交、民间外交“三位一体”布局，以政党外交带动公共外交、民间外交蓬勃发展。重点加强国际人文交流合作，打造教育、科技、卫生、体育、旅游等不同领域或跨领域人文交流品牌项目，构建多层次多领域文化交流格局，切实提升青年、妇女等群体在人文交流中的参与度，夯实中外友好的民意基础。同时，持续深入开展共建“一带一路”框架下民生项目合作，以“丝路一家亲”、“丝路心相通”行动为抓手，在农业、脱贫、生态、健康等领域开展更多“小而美”合作项目，增强共建国家民众的获得感、幸福感、安全感。继续做大做强“一带一路”智库合作联盟、“全球南方”智库合作联盟，同更多有政党背景的智库开展机制化、常态化交往，拓展同全球政党媒体交流合作，为促进各国人民相知相亲提供智力支持和传播渠道。
