Achieving a Positive Interaction between High-Quality Development and High-Level Security

Development and security are like the two wings of a single body or the two wheels driving a chariot. General Secretary Xi Jinping has pointed out, “We must adhere to coordinating development and security, giving equal weight to both, and achieve a positive interaction between high-quality development and high-level security.” The Third Plenary Session of the 20th Central Committee of the CPC made important arrangements for “achieving a positive interaction between high-quality development and high-level security.” On the new journey, we must deeply comprehend the decisions and deployments of the Party Central Committee, uphold systemic thinking and dialectical thinking under the guidance of the holistic approach to national security, advance the modernization of the national security system and capacity, effectively prevent and resolve various risks affecting China’s modernization process, and achieve a positive interaction between high-quality development and high-level security.

发展和安全，如一体之两翼、驱动之双轮。习近平总书记指出，“坚持统筹发展和安全，坚持发展和安全并重，实现高质量发展和高水平安全的良性互动”。党的二十届三中全会就“实现高质量发展和高水平安全良性互动”作出重要部署。新征程上，我们要深刻领会党中央决策部署，在总体国家安全观引领下，坚持系统思维、辩证思维，推进国家安全体系和能力现代化，有效防范和化解影响我国现代化进程的各种风险，实现高质量发展和高水平安全良性互动。

National security is an important foundation for the steady and sustained progress of Chinese-path modernization

国家安全是中国式现代化行稳致远的重要基础

Security is the primary condition for human survival and development. Without national security and social stability, any beautiful blueprint will become a castle in the air. Looking at the construction and development processes of countries around the world, without national security there is no national development, no future for the nation, and no happiness for the people. The Chinese people once suffered greatly from bullying and the scourge of war, and they deeply understand the great significance of national security. Realizing the great rejuvenation of the Chinese nation is the greatest dream of the Chinese nation since modern times, a great cause for which generations of Chinese people have unremittingly striven. Chinese-path modernization is the fruit of the long-term practical explorations of the CPC and the Chinese people; it is a great and arduous undertaking. Its greatness and arduousness are manifested not only in the pioneering, tortuous, and complex nature of path exploration, but also in the riskiness, breakthrough character, and contentiousness of opening up the path. General Secretary Xi Jinping has pointed out, “The prerequisite for promoting innovative development, coordinated development, green development, open development, and shared development is national security and social stability. Without security and stability, nothing can be discussed.” To advance Chinese-path modernization and achieve high-quality development, a secure development environment is indispensable at every moment.

安全是人类生存和发展的首要条件。没有国家安全和社会稳定，任何美好蓝图都将成为空中楼阁。纵观世界各国建设发展进程，没有国家安全就没有国家发展、民族未来和人民幸福。中国人民曾饱受欺凌和战乱之苦，深刻体会到国家安全的重大意义。实现中华民族伟大复兴是近代以来中华民族最伟大的梦想，是一代又一代中国人为之不懈奋斗的伟大事业。中国式现代化是中国共产党和中国人民长期实践探索的成果，是一项伟大而艰巨的事业，其伟大和艰巨不仅体现于道路探索的开创性、曲折性、复杂性，也体现在道路开辟的风险性、突破性、斗争性。习近平总书记指出：“推动创新发展、协调发展、绿色发展、开放发展、共享发展，前提都是国家安全、社会稳定。没有安全和稳定，一切都无从谈起。”推进中国式现代化，实现高质量发展，一刻也离不开安全的发展环境。

Today’s world, the security situation is extremely complex. Many new situations and problems have emerged in the international economic, political, and military spheres; unilateralism, protectionism, and hegemonic acts remain prominent; and the current global security governance system has many aspects that are not well adapted. China’s development has entered a period in which strategic opportunities and risk challenges coexist, and uncertain and unpredictable factors are increasing; various “black swan” and “gray rhino” events [1]1 “Black swan” events refer to unpredictable, high-impact occurrences; “gray rhino” events refer to highly obvious, foreseeable but neglected threats. may occur at any time. Faced with these new situations, new problems, and new challenges, to stand firm and open up new prospects amidst the changes unseen in a century, to grasp the initiative in development, to grasp the initiative in history, to ensure that the process of the great rejuvenation of the Chinese nation is not delayed or interrupted, and to ensure that the ship of Chinese-path modernization braves the wind and waves and sails steadily and far, we must firmly grasp this important foundation of national security, strengthen crisis awareness, risk awareness, and bottom-line awareness, use new thinking, new strategies, and new measures to jointly advance national security work, use advanced concepts, a scientific attitude, professional methods, and refined standards to enhance the effectiveness of national security governance, prevent various contradictory risks and challenges from transmitting, interweaving, overlapping, evolving, and escalating, take precautions before trouble arises and stop problems before they sprout, firmly walk the path of national security with Chinese characteristics, and provide safer and more reliable national security guarantees for building a strong country and realizing national rejuvenation.

当今世界，安全形势十分复杂，国际经济、政治、军事等方面出现许多新情况新问题，单边主义、保护主义、霸凌行径仍然突出，现行全球安全治理体系也有很多不够适应的地方。我国发展进入战略机遇和风险挑战并存、不确定难预料因素增多的时期，各种“黑天鹅”“灰犀牛”事件随时可能发生。面对这些新情况新问题新挑战，我们要在世界百年未有之大变局中站稳脚跟、开辟新局，掌握发展主动权，掌握历史主动权，确保中华民族伟大复兴进程不被迟滞或打断，确保中国式现代化航船劈波斩浪、行稳致远，必须牢牢把握国家安全这个重要根基，强化危机意识、风险意识、底线意识，以新的思路、新的战略、新的举措合力推进国家安全工作，用先进的理念、科学的态度、专业的方法、精细的标准提升国家安全治理效能，防范各种矛盾风险挑战传导、交织、叠加、演变和升级，防患于未然，禁之于未萌，坚定走好中国特色国家安全道路，为强国建设、民族复兴提供更安全、更可靠的国家安全保障。

Advancing Chinese-path modernization is a complex systemic project. High-quality development and high-level security each have their own emphases, yet they are also interconnected and mutually supportive. We should scientifically grasp the internal logic of high-quality development and high-level security, and promote their simultaneous development and mutual reinforcement.

推进中国式现代化是一项复杂的系统工程，高质量发展和高水平安全既各有侧重，又相互联系、互为支撑。应科学把握高质量发展和高水平安全的内在逻辑，推动两者同步发展、相互促进。

Development is the Party’s primary task in governing and rejuvenating the country, and the key to solving all of China’s problems. General Secretary Xi Jinping has pointed out, “High-quality development is the theme of China’s economic and social development during the 14th Five-Year Plan period and beyond, and it concerns the overall situation of China’s socialist modernization.” Promoting high-quality development is an inevitable requirement for maintaining sustained and healthy economic development, an inevitable requirement for adapting to the changes in the principal contradiction in Chinese society in the New Era, and an inevitable requirement for comprehensively building a modern socialist country. To advance the great cause of building a strong country and national rejuvenation through Chinese-path modernization, we must firmly grasp this theme and essential requirement of high-quality development, fully, accurately, and comprehensively implement the new development philosophy, solve the problem of development momentum through innovative development, solve the problem of unbalanced development through coordinated development, solve the problem of harmony between man and nature through green development, solve the problem of internal and external linkages in development through open development, solve the problem of social fairness and justice through shared development, and promote the sustained and healthy development of the economy and society.

发展是我们党执政兴国的第一要务，是解决我国所有问题的关键。习近平总书记指出：“高质量发展是‘十四五’乃至更长时期我国经济社会发展的主题，关系我国社会主义现代化建设全局。”推动高质量发展，是保持经济持续健康发展的必然要求，是适应新时代我国社会主要矛盾变化的必然要求，是全面建设社会主义现代化国家的必然要求。以中国式现代化推进强国建设、民族复兴伟业，就要牢牢把握高质量发展这个主题和本质要求，完整准确全面贯彻新发展理念，通过创新发展解决发展动力问题，通过协调发展解决发展不平衡问题，通过绿色发展解决人与自然和谐问题，通过开放发展解决发展内外联动问题，通过共享发展解决社会公平正义问题，促进经济社会的持续健康发展。

Security is the condition and guarantee for development. General Secretary Xi Jinping has pointed out, “For our Party to consolidate its ruling position, to unite and lead the people to uphold and develop socialism with Chinese characteristics, ensuring national security is the top priority.” High-level security is not only an inherent requirement for achieving high-quality development, but also an important yardstick for measuring development effectiveness. Facing different stages of economic and social development, it is necessary to form security concepts, systems, and capabilities that correspond to them. Achieving high-quality development places new demands on high-level security, namely a shift from single-domain guarantees to systematic, multi-dimensional guarantees. For example, economic security places greater emphasis on industrial resilience and development autonomy; data and cybersecurity increasingly face the offensive-defensive game in the digital age; military security increasingly faces the test of intelligent iteration, etc., and these new security needs are intertwined. High-quality development requires seeking the optimal solution between efficiency and stability, openness and autonomy, and innovation and risk through the dynamic adjustment of security boundaries.

安全是发展的条件和保障。习近平总书记指出：“我们党要巩固执政地位，要团结带领人民坚持和发展中国特色社会主义，保证国家安全是头等大事。”高水平安全既是实现高质量发展的内在要求，也是衡量发展成效的重要标尺。面对不同的经济社会发展阶段，要形成与之相适应的安全理念、安全体系和安全能力。实现高质量发展对高水平安全提出新的要求，即从单一领域保障向系统性、多维度保障领域转变。比如，经济安全更强调产业韧性与发展自主性，数据与网络安全更多面临数字时代的攻防博弈，军事安全更多面临智能迭代的考验等，并且这些新的安全需求相互交织。高质量发展需要通过安全边界的动态调整，在效率与稳定、开放与自主、创新与风险之间寻求最优解。

Coordinating high-quality development and high-level security is an inevitable choice for Chinese-path modernization. Faced with more headwinds and adverse currents in the external environment, a more complex development environment, and increasing security needs, we must strengthen systemic thinking, better coordinate development and security, and provide strong comprehensive guarantees for Chinese-path modernization. To this end, we must give more consideration to security factors and pay attention to security needs in development, enhance the country’s comprehensive strength and ability to withstand risks through high-quality development, and fight the strategic initiative battle of turning danger into safety and crisis into opportunity. Always be vigilant in times of peace, enhance our awareness of potential dangers, deeply advance innovation in national security thinking, systems, and means, comprehensively improve the capacity and level of national security work, and create a high-level security environment conducive to economic and social development. Adhere to giving equal weight to development and security, neither neglecting security due to one-sided emphasis on development nor affecting development due to one-sided emphasis on security; we must be adept at using the fruits of development to consolidate the strength foundation and technological support of national security, and also adept at shaping a security guarantee pattern and strategic deterrence capability conducive to economic and social development.

统筹高质量发展和高水平安全是中国式现代化的必然选择。面对更多逆风逆水的外部环境，面对更加复杂的发展环境，面对日益增多的安全需求，必须强化系统观念，更好统筹发展和安全，为中国式现代化提供强有力综合保障。为此，要在发展中更多考虑安全因素、关注安全需求，通过高质量发展增强国家综合实力、提升抵御风险的能力，打好化险为夷、化危为机的战略主动仗。始终居安思危，增强忧患意识，深入推进国家安全思路、体制、手段创新，全面提高国家安全工作能力和水平，营造有利于经济社会发展的高水平安全环境。坚持发展和安全并重，既不因片面强调发展而忽视安全，也不因片面强调安全而影响发展，既要善于运用发展成果夯实国家安全的实力基础、科技支撑，又要善于塑造有利于经济社会发展的安全保障格局、战略威慑能力。

Currently, the connotation and extension of China’s national security are richer than at any time in history, the temporal and spatial fields are broader than at any time in history, and the internal and external factors are more complex than at any time in history. Against this backdrop, only by unswervingly implementing the holistic approach to national security and being adept at understanding the diversity, interconnectedness, and dynamism of national security issues from an overall perspective can we scientifically coordinate high-quality development and high-level security, and advance the great cause of building a strong country and national rejuvenation through Chinese-path modernization.

当前，我国国家安全的内涵和外延比历史上任何时候都要丰富，时空领域比历史上任何时候都要宽广，内外因素比历史上任何时候都要复杂。在此背景下，只有坚定不移贯彻总体国家安全观，善于从整体视角认识国家安全问题的多样性、关联性和动态性，才能科学统筹高质量发展和高水平安全，以中国式现代化推进强国建设、民族复兴伟业。

On the new journey, we must accurately grasp the core essence of the “Ten Persistences” [2]2 The “Ten Persistences” (十个坚持) refers to the ten key principles of the holistic approach to national security, including Party leadership, people-centered security, and prioritizing political security. of the holistic approach to national security, and integrate the maintenance of national security into all aspects and the entire process of the work of the Party and the state. Adhere to the Party’s absolute leadership over national security work, improve an efficient and authoritative national security leadership system, and implement without fail the various decisions and deployments of the Party Central Committee on national security work. Adhere to taking people’s security as the purpose, political security as the foundation, economic security as the basis, military, scientific, technological, cultural, and social security as the guarantee, and promoting international security as the support; coordinate external and internal security, territorial and popular security, traditional and non-traditional security, and one’s own security and common security; coordinate the maintenance and shaping of national security; consolidate the grassroots foundation of national security and social stability; improve the mechanism for participating in global security governance; build a higher level of Peaceful China; and secure the new development pattern with a new security pattern.

坚定不移贯彻总体国家安全观。新征程上，必须准确把握总体国家安全观“十个坚持”的核心要义，把维护国家安全贯穿党和国家工作各方面、全过程。坚持党对国家安全工作的绝对领导，完善高效权威的国家安全领导体制，不折不扣把党中央关于国家安全工作的各项决策部署落到实处。坚持以人民安全为宗旨、以政治安全为根本、以经济安全为基础、以军事科技文化社会安全为保障、以促进国际安全为依托，统筹外部安全和内部安全、国土安全和国民安全、传统安全和非传统安全、自身安全和共同安全，统筹维护和塑造国家安全，夯实国家安全和社会稳定基层基础，完善参与全球安全治理机制，建设更高水平的平安中国，以新安全格局保障新发展格局。

Looking to the future, we should focus on building a higher level of Peaceful China, strengthen the integrated national strategic system, and make efforts in improving the national security system, perfecting the public safety governance mechanism, refining the social governance system, and enhancing the foreign-related national security mechanism, so as to effectively construct a new security architecture.

推进国家安全体系和能力现代化。推进国家安全体系和能力现代化，是积极应对各类风险挑战，服务保障强国建设、民族复兴伟业的内在要求。党的二十届三中全会将“推进国家安全体系和能力现代化”单列一部分，从党和国家事业发展全局的高度，进一步明确了新时代新征程推进国家安全体系和能力现代化的目标任务和重点举措，为新征程开创国家安全工作新局面提供了遵循、指明了方向。面向未来，应聚焦建设更高水平平安中国，强化一体化国家战略体系，在健全国家安全体系、完善公共安全治理机制、健全社会治理体系、完善涉外国家安全机制等方面下功夫，有效构建新安全格局。

Safeguarding national security is the common responsibility of the whole society. We should comprehensively analyze security issues in many fields such as politics, military, economy, finance, culture, society, science and technology, cyber, food, and ecology, as well as their mutual impacts. We should strengthen coordination and cooperation, rigorously enforce institutional integration, break down departmental and local barriers, and promote the coordination and integrated advancement of national security work across all fields and aspects. We should refine and implement the decisions and deployments of the Party Central Committee into specific plans, clarify the demarcation points and connection points of the responsibility chain, ensure seamless responsibility linkages, and form a work pattern where each level grasps its tasks and each level ensures implementation, achieving the principle of “those in charge of a territory bear responsibility, those in charge of a territory take responsibility, and those in charge of a territory fulfill their duty to the utmost.” [4]4 A Chinese political idiom emphasizing that officials at all levels must take personal responsibility for the security and stability of their jurisdictions. We should strengthen national security education for the whole people, adhere to the combination of centralized publicity and education with regular publicity and education, innovate content, methods, and carriers, extend publicity and education activities to the grassroots, expand them to every unit, and cover the broad masses, forming a powerful synergy that brings together all fronts, including the Party, government, military, civilian, and academic sectors, and all levels and aspects, to jointly safeguard national security.

维护国家安全是全社会的共同责任。应综合分析政治、军事、经济、金融、文化、社会、科技、网络、粮食、生态等诸多领域安全问题及其相互影响，强化协同配合、狠抓制度贯通，打破部门和地方壁垒，推动各领域各方面国家安全工作衔接协调、一体推进。把党中央的决策部署细化落实到具体方案之中，明确责任链条分界点、衔接点，确保责任无缝对接，形成一级抓一级、层层抓落实的工作格局，做到守土有责、守土负责、守土尽责。加强全民国家安全教育，坚持集中性宣传教育与经常性宣传教育相结合，创新内容、方式和载体，把宣传教育活动延伸到基层、拓展到各个单位、覆盖到广大群众，形成汇聚党政军民学各战线各方面各层级共同维护国家安全的强大合力。
