Integrate the Rectification of Conduct, the Enforcement of Discipline, and the Fight against Corruption

“To govern the country, the Party must first be governed; only when the Party thrives can the country be strong.” [1]1 A paraphrase of a common CPC slogan emphasizing the centrality of Party governance to national strength. Party building is a crucial engine driving the nation’s high-quality development, and its importance is self-evident. Following the Two Sessions, [2]2 The annual meetings of the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC), typically held in March. the study and education on thoroughly implementing the spirit of the Eight-Point Regulations was launched across the entire Party, sounding the clarion call for resolutely winning the tough battle of improving work style.

“治国必先治党，党兴才能国强。”党建工作是推动国家高质量发展的重要引擎，其重要性不言而喻。全国两会后，深入贯彻中央八项规定精神学习教育在全党开展，为坚定不移打赢作风建设这场硬仗吹响了战斗号角。

During his inspection tours in Guizhou and Yunnan, General Secretary Xi Jinping further emphasized “integrating the rectification of conduct, the enforcement of discipline, and the fight against corruption,” [3]3 A directive from Xi Jinping’s inspection tours in Guizhou and Yunnan in early 2025, linking three aspects of Party discipline. pointing out a scientific path for Party building. Rectifying conduct, enforcing discipline, and fighting corruption are the keys to advancing the in-depth development of all aspects of Party building. Only by organically combining the rectification of conduct, the enforcement of discipline, and the fight against corruption, and by persevering with consistency, can we make the Party’s work style improvement and anti-corruption efforts more concrete, deeper, and more effective, thereby providing a solid guarantee for high-quality development.

习近平总书记在贵州、云南考察期间，进一步强调了“把正风肃纪反腐贯通起来”，为党的建设指明了科学路径。正风肃纪反腐，是推动党的各项建设纵深发展的关键所在。只有将正风、肃纪、反腐三者有机结合，持之以恒、一以贯之，才能推动党的作风建设和反腐败工作更加具体、更加深入、更有成效，为高质量发展提供坚实保障。

The Party’s work style concerns the will of the people and determines the success or failure of its cause. General Secretary Xi Jinping repeatedly admonishes the entire Party that “the people most detest corruption and misconduct.” [4]4 A frequently cited warning from Xi Jinping, highlighting Misconduct is the hotbed that breeds corruption. From the perspective of internal connections, although misconduct and corruption manifest in different forms, they share the same root and source. From the perspective of actual harm, the “four forms of decadence” [5] violate the Party’s nature and purpose, while corruption, like a malignant tumor, severely erodes the Party’s foundation for governance. From the perspective of comprehensive effectiveness, only by coordinating and jointly rectifying the problems of misconduct and corruption—both “investigating corruption through misconduct” and “correcting misconduct through corruption”—can the chain of interests intertwining misconduct and corruption be severed. By integrating the rectification of conduct, the enforcement of discipline, and the fight against corruption, and by struggling against all phenomena that may harm the interests of the people, shake the Party’s foundation, or hinder the Party’s cause, can we win the sincere support of the people and build our Party into a stronger and more powerful force.

党的作风关系人心向背、决定事业成败。习近平总书记反复告诫全党“人民群众最痛恨腐败和不正之风”。不正之风是滋生腐败的温床。从内在联系看，不正之风和腐败问题虽然表现形式各异，但实则同根同源。从现实危害看，“四风”违背党的性质宗旨，腐败问题则像毒瘤一样，严重侵蚀党的执政根基。从综合效用看，只有将风腐问题统筹来抓、一体纠治，既“由风查腐”，又“由腐纠风”，才能斩断风腐交织利益链条。把正风肃纪反腐贯通起来，与一切可能损害群众利益、动摇党的根基、阻碍党的事业的现象作斗争，才能赢得人民群众的真心拥护，把我们党建设得更加坚强有力。

The Party’s advanced nature is not innate but is forged through the continuous tempering of self-revolution. Since its founding, the Party has placed work style building, discipline building, and the fight against corruption in a prominent position. Since the 18th National Congress of the CPC, [6] the Party Central Committee with Comrade Xi Jinping at its core has started by formulating and implementing the spirit of the Eight-Point Regulations, persistently polishing the “golden business card” of work style building with the tenacity of grinding a sword for ten years, [7] bringing a fresh start to social atmosphere. We must also be soberly aware that some places are currently experiencing a rebound and backsliding, and there are still blind spots and dead corners in some aspects. We must work with perseverance and persistence, struggle to the end against all kinds of negative and corrupt phenomena, and ensure that the Party always remains the vanguard of the times and the backbone of the nation.

党的先进性不是天生的，而是在自我革命的不断淬炼中铸就的。自诞生之日起，党就把作风建设、纪律建设和反腐败斗争摆在突出位置。党的十八大以来，以习近平同志为核心的党中央，从制定和落实中央八项规定精神破题，以十年磨一剑的韧劲持续擦亮作风建设“金色名片”，社会风气为之一新。我们也要清醒看到，当前一些地方出现了反弹回潮，一些方面还存在盲区死角，必须锲而不舍、久久为功，同各种消极腐败现象斗争到底，确保党始终成为时代先锋、民族脊梁。

As a long-term ruling Marxist party with over 99 million members and more than 5 million primary-level Party organizations, our Party shoulders the historic mission of comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-path modernization. Currently, the intertwining and mutual reinforcement of misconduct and corruption are prominent issues that must be addressed with effort in Party governance. We must always adhere to systematic thinking and scientific methods, organically integrate the rectification of conduct, the enforcement of discipline, and the fight against corruption, form a work pattern of interlocking and progressive steps, improve the working mechanism for the simultaneous investigation and rectification of misconduct and corruption, persist in simultaneously addressing Party spirit, Party conduct, and Party discipline, and better transform the institutional advantages of comprehensive and strict governance of the Party into national governance effectiveness. Party organizations at all levels must focus on the theme, organize study and education in a simple and pragmatic manner, persist in integrating the rectification of conduct, the enforcement of discipline, and the fight against corruption, and guide the vast number of Party members and cadres to consciously abide by rules and discipline and boldly start businesses and pursue achievements.

作为一个拥有9900多万名党员、500多万个基层党组织的长期执政的马克思主义政党，我们党肩负着以中国式现代化全面推进中华民族伟大复兴的历史重任。当前，不正之风和腐败问题相互交织、互为表里，是管党治党必须着力解决的突出问题。我们必须始终坚持系统思维和科学方法，把正风肃纪反腐有机贯通，形成环环相扣、层层递进的工作格局，健全风腐同查同治工作机制，坚持党性党风党纪一起抓，推动全面从严治党制度优势更好转化为国家治理效能。各级党组织要聚焦主题、简约务实组织好学习教育，坚持把正风肃纪反腐贯通起来，引导广大党员、干部自觉遵规守纪、大胆干事创业。
