The Party’s organizational system is a multi-tiered interconnected structure composed of central, local, and primary-level organizations, running through all fields and systems. Improving the organizational system requires not only filling gaps and plugging holes to achieve tight coverage of the organizational network, but also raising quality and strengthening functions to stimulate the vitality of the organization’s smooth operation. As the soul-thread running through the entire organizational system, conduct building is an important guarantee for stimulating the vitality of organizations at all levels.

党的组织体系是由中央组织、地方组织和基层组织构成的多级联动架构，贯通于各领域各系统之中。健全组织体系不仅要补短板、填空白，实现组织网络的严密覆盖；还要提质量、强功能，激发组织有机运转的活力。作为贯穿整个组织体系的灵魂纽带，作风建设是激发各级组织活力的重要保障。

Fine conduct strengthens the cohesion and combat effectiveness of Party organizations. In the Party’s organizational system, the practice of conduct in which those above set an example for those below and each level transmits it downward forms a vertical penetrating force, permeating the spirit of following the lead from above, grasping implementation firmly, and building a work pattern in which each level takes charge of the next, does its own level well to lead the level below, and devotes major effort to the primary level to strengthen the foundation, so that Party organizations at all levels are more closely united in thought and action, with their minds focused on the same goal and their efforts directed in the same direction, thereby pushing Party organizations at all levels and in all fields to become fully competent. Since the in-depth study and education on implementing the spirit of the Eight-Point Regulations of the Party Central Committee was launched, the Henan Jiao Yulu Cadre Academy has optimized and upgraded the immersive Party spirit education course *Discipline*, focusing on strengthening warning education, integrating relevant content from the spirit of the Eight-Point Regulations into it, paying attention to using “those involved in cases” to educate those around them, using “living teaching materials” to build a fire wall, and adopting the form of “regulation popularization + immersive performance + theoretical宣讲 [n1]” to deeply analyze typical cases of discipline violations, allowing Party cadres to be alerted, understand the bottom line, and know reverence through a more intuitive and deeply participatory approach, thereby enhancing Party cadres’ political resolve, disciplinary resolve, moral resolve, and resolve against corruption.

优良作风增强党组织的凝聚力和战斗力。在党的组织体系中，以上率下、层层传导的作风实践形成纵向穿透力，将上行下效、狠抓落实的精神渗透到各级党组织的行动之中，构建一级抓一级、抓好本级带下级、大抓基层强基础的工作格局，使各级党组织在思想上、行动上更加紧密地团结在一起，心往一处想、劲往一处使，进而推动各层级各领域党组织全面过硬。深入贯彻中央八项规定精神学习教育开展以来，河南焦裕禄干部学院优化提升沉浸式党性教育课程《纪律》，聚焦加强警示教育，将中央八项规定精神相关内容融入其中，注重用“案中人”教育身边人，用“活教材”筑牢防火墙，以“条例普及+沉浸式演绎+理论宣讲”的形式，深刻剖析违纪典型案例，以更为直观、深度的参与方式让党员干部受警醒、明底线、知敬畏，增强党员干部的政治定力、纪律定力、道德定力、抵腐定力。

In further deepening reform comprehensively, we must improve the system for comprehensive and strict governance of the Party, ensure the efficient operation of the Party’s organizational system, and strive to ensure that the decisions and deployments of the Party Central Committee are implemented fully and without compromise. Achieving orders that are carried out without fail and smooth policy transmission requires building the “first kilometer” of conduct building, with an attitude of leaving a mark on stone and grasping iron to leave an impression [n2], breaking down stubborn ills such as “implementation on paper,” pushing to transform the “roadmap” of document language into the “construction drawing” of improving people’s livelihoods, striving to remove the “tigers in the road” that block policy transmission, and thereby constructing a “concentric circle” of Party-mass resonance. In recent years, adopting forms such as case teaching, sand table simulation teaching, and on-site teaching, the academy allows trainees to revisit each instance of Jiao Yulu’s “never engaging in special treatment at any time,” enabling trainees to comprehend the conduct bottom line and moral sentiment that Communists should uphold, and strengthening their sense of responsibility and spirit of commitment.

作风建设有效提升党组织的领导力和执行力。在进一步全面深化改革中健全全面从严治党体系，保障党的组织体系高效运行，着力推动党中央决策部署不折不扣贯彻落实。做到令行禁止、政令畅通，筑牢作风建设“最先一公里”，以踏石留印、抓铁有痕的态度，破除“纸上落实”等顽瘴痼疾，推动将文件语言的“路线图”转化为民生改善的“施工图”，着力解决政令受阻的“拦路虎”，进而构建起党群共振的“同心圆”。近年来，采取案例教学、沙盘模拟教学、现场教学等形式，让学员重温焦裕禄“任何时候都不搞特殊化”桩桩事例，让学员领悟共产党人应坚守的作风底线和道德情操，强化责任意识和担当精神。

Conduct building stimulates the appeal and influence of Party organizations in emerging fields. Currently, workers in new forms of employment have reached 84 million, accounting for 21% of the total workforce, becoming an important component of the labor market. Strengthening Party building in emerging fields is imperative. To solve the problems of who is responsible for Party building in emerging fields, how to establish Party organizations, how to make them function, and how to educate and manage Party members, fine conduct is the key. Using good conduct to drive innovation in the organizational system, Party organizations should be flexibly established based on investigation and research, according to the property rights structure of new economic organizations, the operational model of new social organizations, and the occupational characteristics of new employment groups, expanding organizational coverage and influence. Party cadres, with fine conduct, play a vanguard role, using pragmatic responsibility to drive those around them, refining a new path of Party building characterized by “branch building in the cloud, Party classes online, and services landing in the heart.” To strengthen Party building in emerging fields, the academy actively strengthens outreach work, through methods such as “open competition for projects” [n3] thematic bidding and commissioned development, establishing cooperative relationships with central state-owned enterprises and other entities, and actively expanding course modules around non-public Party building.

作风建设激发党组织在新兴领域的号召力和影响力。当前，新就业形态劳动者已达8400万人，占职工总数的21%，成为劳动力市场的重要组成部分，加强新兴领域党建工作势在必行。要破解新兴领域党建工作谁负责、党组织怎么建、如何起作用、对党员如何教育管理等难题，优良作风是关键。以好作风驱动组织体系创新，根据新经济组织产权结构、新社会组织运行模式和新就业群体职业特征，在调查研究的基础上灵活设置党组织，扩大组织覆盖面与影响力。党员干部以作风优良发挥先锋作用，以务实担当带动身边人，淬炼出“支部建在云上、党课开在线上、服务落在心上”的党建新路径。为强化新兴领域的党建工作，学院积极强化外联工作，通过“揭榜挂帅”专题招标、委托开发等形式，建立与央企、国企等合作关系，围绕非公党建，积极拓展课程模块。

Strengthening conduct building and improving the organizational system are closely linked and mutually reinforcing. The in-depth study and education on implementing the spirit of the Eight-Point Regulations of the Party Central Committee is being carried out across the entire Party. We must take conduct building as a breakthrough point, using ideological tempering, demonstration leadership, and primary-level consolidation to achieve structural optimization and functional upgrading of the organizational system, forging a strong organizational core for comprehensively building a modern socialist country.

加强作风建设与健全组织体系紧密相连、相互促进。深入贯彻中央八项规定精神学习教育正在全党开展，要将作风建设作为突破口，以思想淬炼、示范引领、基层固本，实现组织体系结构优化与功能升级，为全面建设社会主义现代化国家锻造坚强组织内核。

Consolidate the foundation of conduct with political sobriety. Taking General Secretary Xi Jinping’s important discourse on strengthening the Party’s conduct building as scientific guidance and fundamental follow, a three-tier linkage mechanism should be formed: Party committees (Party groups) theoretical study center groups leading by example in study, primary-level Party organizations engaging in immersive study, and Party cadres and officials studying against benchmarks. Focus on strengthening special training on political judgment, political understanding, and political execution, establishing a dual assessment mechanism linking the effectiveness of theoretical study with conduct performance, ensuring that theoretical armament reaches the forefront of conduct improvement, anchoring the political direction for the development of the organizational system. In recent years, the Henan Jiao Yulu Cadre Academy has strengthened the concept of basic training, focusing on cadre conduct and capacity building, promoting the construction of a “1+5+N” course system supported by “theoretical education + Party spirit education + performance capability,” especially in improving the “three political capabilities” [n4], promoting primary-level Party organization building, strengthening purpose education, and promoting simultaneous investigation and treatment of misconduct and corruption. It has innovatively carried out methods such as the Chengbi Lecture Hall [n5], using cases to promote reform, and experiential teaching, organizing trainees to analyze Party spirit and conduct issues, promoting the integration of learning, thinking, and application, and the unity of knowledge and action.

以政治清醒夯实作风根基。以习近平总书记关于加强党的作风建设的重要论述为科学指引和根本遵循，形成党委（党组）理论学习中心组示范学、基层党组织沉浸学、党员干部对标学的三级联动机制。重点强化政治判断力、政治领悟力、政治执行力专题培训，建立理论学习成效与作风表现双考核机制，确保理论武装直抵作风改进最前沿，为组织体系发展锚定政治方向。近年来，河南焦裕禄干部学院强化基本培训理念，聚焦干部作风能力建设，推动构建“理论教育+党性教育+履职能力”为支撑的“1+5+N”课程体系，特别是在提高“政治三力”、推动基层党组织建设、强化宗旨教育、推动风腐同查同治等方面，创新开展澄碧大讲堂、以案促改、体验式教学等方式，组织学员开展党性和作风问题剖析，促进学思用贯通、知信行统一。

According to the spirit of the Eight-Point Regulations, a negative list of cadres’ daily behavior should be formed, a dynamic “conduct archive” management system should be established, linking cadre selection and appointment, evaluation and awards with the conduct of Party cadres and officials, forming a guidance mechanism for promotion and demotion. New carriers such as “secretary-led projects” and “task-force teams” should be used to concretize conduct improvement into organizational building effectiveness, forming demonstration cases in solving primary-level problems and optimizing work processes. The academy actively offers a series of courses such as *Vigorously Strengthening the Conduct and Capacity Building of Leading Cadres*, *Unswervingly Promoting Comprehensive and Strict Governance of the Party and Deeply Advancing the Great New Project of Party Building in the New Era*, and *Case Study: How to Strengthen Conduct Building from Typical Cases of Formalism and Bureaucracy*, focusing on training Party cadres and officials, especially “first-in-command” personnel.

作风建设从“关键少数”严起。突出各级领导干部在作风建设中的示范作用，实施作风建设“一把手”工程，将“四风”整治成效纳入领导班子年度考核刚性指标。根据中央八项规定精神，形成干部日常行为负面清单，建立动态“作风档案”管理系统，将选人用人、评优评先与党员干部作风挂钩，形成能上能下的导向。要借助“书记领办”“攻坚专班”等新载体，将作风改进具象为组织建设效能，在破解基层难题、优化工作流程等方面形成示范案例。学院积极开设《大力加强领导干部能力作风建设》《坚定不移全面从严治党深入推进新时代党的建设新的伟大工程》《案例研讨：从形式主义官僚主义典型案例看如何加强作风建设》等系列课程，着力对党员干部尤其是“一把手”开展培训。

Activate the primary-level nerve endings with institutional roots. Primary-level Party organizations are the terminal testing ground for conduct building. The standardization of organizational life, the response rate to mass appeals, and the timeliness of conflict resolution should be incorporated into the star rating of Party branches. Through practical training such as cross-regional secondment and participation in key projects, a primary-level backbone team that is both politically competent and capable of doing good work should be cultivated. Party organizations at all levels should regularly analyze the impact of conduct problems on organizational functions, thereby adjusting organizational setups and optimizing work mechanisms, allowing the organizational system to continuously improve in the process of conduct building. The conduct performance of Party members in rural revitalization and primary-level governance should be taken as an important basis for optimizing organizational setups and upgrading the functions of positions. The Muduo Bay Rural Revitalization Demonstration Zone in Lankao County, Henan Province, was the site of the national main venue event for the 2024 Chinese Farmers’ Harvest Festival. Driven by active cooperation between the academy and the locality, a teaching point was established in this demonstration zone, focusing on learning and applying the experience of the “Ten Million Project” [n7], promoting the development of this demonstration zone into a rural revitalization exhibition area for Henan Province and even the whole country, and a place for practicing the Jiao Yulu spirit, allowing Party cadres and officials to deeply understand Lankao’s new achievements in learning and applying the “Ten Million Project” experience and building strong Party branch fortresses through inquiry-based learning.

以制度扎根激活基层末梢。基层党组织是作风建设的终端检验场，要将组织生活规范度、群众诉求响应率和矛盾化解时效性纳入支部星级评定。以跨区域挂职、重点项目跟班等实践历练，培育既政治过硬又善作善成的基层骨干队伍。各级党组织要定期分析作风问题对组织功能的影响，进而调整组织设置、优化工作机制，让组织体系在作风建设中不断完善。把党员在乡村振兴、基层治理中的作风表现作为组织优化设置、阵地功能升级的重要依据。河南省兰考县木铎湾乡村振兴示范区是2024年中国农民丰收节全国主场活动举办地。在院地合作的积极推动下，在该示范区挂牌教学点，聚焦学习运用“千万工程”经验，推动把该示范区打造成为河南省乃至全国的乡村振兴展示区、焦裕禄精神践行地，在探究式学习中让党员干部深入了解兰考学习运用“千万工程”经验、建成坚强支部堡垒的新成果。
