“Keeping in mind the whole world” is a breadth of vision that runs through the CPC’s century-long exploration and struggle, fully manifesting the global perspective, world-minded sentiment, and international responsibility of Chinese Communists. The Sixth Plenary Session of the 19th CPC Central Committee [1]1 The Sixth Plenary Session of the 19th CPC Central Committee was held in November 2021; it adopted the Resolution on the Major Achievements and Historical Experience of the Party over the Past Century, which summarized ten historical experiences including “keeping in mind the whole world.” took “keeping in mind the whole world” as a valuable historical experience underlying the Party’s major achievements over the past century, and the report to the 20th National Congress of the CPC [2]2 The 20th National Congress of the CPC was held in October 2022; its report included “must keep in mind the whole world” as one of the stances and methods of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. regarded “must keep in mind the whole world” as an important embodiment of the positions, viewpoints, and methods of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Expand the world perspective and establish global thinking. General Secretary Xi Jinping points out, “China’s development cannot be separated from the world, and the world’s prosperity also needs China.” This is a regular understanding gained by the CPC in leading the people through revolution, construction, and reform over the past century. As the world’s largest political party, the CPC upholds the principle that “a big party should have the bearing of a big party,” unifying domestic development with opening up to the outside world, linking China’s development with world development, and combining the interests of the Chinese people with the common interests of the people of all countries, insisting on taking into account the legitimate concerns of other countries while pursuing its own interests, and promoting common development of all countries while seeking its own development. On the one hand, the CPC has continuously grown and strengthened itself by integrating into world development. The most intuitive economic contribution rate strongly proves that China is the engine of the world economy; the great achievements of China’s poverty reduction have greatly narrowed the map of the world’s poor population; the two miracles of rapid economic development and long-term social stability [3]3 “Two miracles” refers to the Party’s claim of achieving rapid economic development and long-term social stability since reform and opening up., along with achievements in various fields, have enabled China to transform from a “follower” to a “parallel runner” and “leader.” On the other hand, the CPC adheres to the responsibility of “making greater contributions to humanity,” follows the principle of equality and mutual benefit, and provides assistance to developing countries in areas such as infrastructure and public facilities construction, industrial and agricultural production, medical and health care, and livelihood services, promoting their economic development and social progress; through extensive intellectual assistance, it cultivates local talent and technical strength for them, thereby enhancing the “blood-making” capacity for development and revitalization. A series of propositions and actions to promote global development demonstrate that China has always unswervingly acted as a promoter of common development, a defender of the multilateral trading system, and a participant in global economic governance, providing reference for world development with its own development experience and adding momentum to world development with its own development vitality.

Respond to universal concerns and strengthen global governance. At present, global hot-button issues arise one after another and persist; non-traditional security threats such as climate change, cybersecurity, and refugee crises continue to spread; trade protectionism and unilateralism are on the rise; and the global governance system and multilateral mechanisms are under impact. In response to the ills of the global governance system driven by capital logic and power politics, the CPC, based on the objective reality that the destinies of countries are intertwined and interdependent, directly confronts global governance challenges, advocates mutual respect, fairness and justice, and win-win cooperation, opposes “new Cold War,” hegemonic, bullying, and domineering acts, and advocates the establishment of a more balanced and inclusive governance model and rules, promoting the global governance system to develop in a more just and reasonable direction. On the one hand, the CPC has always advocated resolving international disputes through peaceful dialogue, actively promoted the resolution of regional hot-spot issues, and comprehensively demonstrated China’s image as an upholder of international humanitarianism and a responsible major country. On the other hand, the CPC actively leads the building of a community with a shared future for mankind, proposes the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative [4]4 The Global Development Initiative (2021), Global Security Initiative (2022), and Global Civilization Initiative (2023) are three major foreign policy proposals put forward by Xi Jinping., puts forward a series of initiatives to build communities with a shared future at the bilateral and regional levels, and builds a community of common health for mankind, a community with a shared future in cyberspace, a digital community with a shared future, a community with a shared future for nuclear security, a maritime community with a shared future, a community of life for man and nature, and a community of all life on Earth, injecting strong momentum into international cooperation in various fields and making unique contributions to solving world problems.

Exchanges and mutual learning among civilizations are the only way to prosper the garden of world civilizations and an important driving force for the progress of human civilization and world peace and development. The CPC upholds the concept that the world is rich and diverse and civilizations are varied, advocates dialogue, exchange, mutual learning, and harmonious coexistence among different civilizations in the world, making exchanges and mutual learning among civilizations a bridge to enhance friendship among peoples of all countries, a driving force for the progress of human society, and a bond to maintain world peace; it emphasizes adhering to the principle of taking ourselves as the mainstay and using others for our benefit, extensively drawing on and absorbing all beneficial achievements of civilizations in the world, and gaining wisdom and nourishment from the all-encompassing treasure trove of world civilizations. In particular, the proposal of the Global Civilization Initiative conforms to the common needs of the international community to enhance exchanges and dialogue among civilizations and promote cultural prosperity and development, enriches the understanding of the historical laws of the development of human civilization, presents China’s style to the people of the world in an all-round and three-dimensional manner, and provides a new solution for jointly building a better world.

“Keeping in mind the whole world” is nurtured in Marxism, which takes the liberation of all humanity as its mission, and in Chinese culture, which cares for all under heaven; it runs through the century-long glorious history of the CPC’s struggle; and it is sublimated in the broad practice of the New Era to resolve the predicament of human civilization, thus converging into a magnificent and stirring picture.

“坚持胸怀天下”，孕育于以解放全人类为己任的马克思主义与心系天下的中华文化之中，贯穿于中国共产党百余年辉煌奋斗的历史进程之中，升华于新时代破解人类文明困局的宏阔实践之中，从而汇聚成波澜壮阔的生动画卷。

The lofty value guidance of Marxist ideals and beliefs. Marxism extends its theoretical reach to the entire world and humanity as a whole, contemplating the future and destiny of all humankind. General Secretary Xi Jinping points out, “Marxism is profound and extensive; in the final analysis, it comes down to one sentence: to seek liberation for humanity.” [5]5 "立天下之正位、行天下之大道" (standing in the rightful position of the world and walking the great path of the world): A classical allusion from Mencius, expressing a lofty moral and political stance. The ideals and beliefs of Marxism concerning communism and socialism interpret the vision of a “community of free individuals,” and “with scientific theory, it points the way toward ultimately establishing an ideal society without oppression, without exploitation, where everyone is equal and everyone is free.” [6]6 "明天下大理、创天下大同、行天下大义、走天下大道" (understanding the great principles of the world, creating common good for the world, practicing great righteousness in the world, and walking the great path of the world): A four-character idiom-style formulation summarizing the CPC's global approach. Since its birth, the Communist Party of China has firmly grasped the fundamental question of “what the CPC is and what it is to do,” and with a global vision and sentiment, it has striven to achieve the resonance and mutual promotion of the Chinese Dream of “national prosperity, national rejuvenation, and people’s happiness” with communist ideals and beliefs, vividly manifesting the contemporary expression of the goal pursuit of scientific socialism and embodying the adherence to the soul of Marxism.

Traditional Chinese culture contains the concept of “all under heaven” of “universal harmony and the world as one family,” the value pursuit of “establishing oneself and helping others, and benefiting all under heaven,” and the peace concept of “valuing harmony and respecting differences,” which have nurtured the national endowment and lofty aspirations of the Chinese people to care for the world and benefit all under heaven. As the faithful inheritor and promoter of fine traditional Chinese culture, the CPC examines it with modern consciousness, historical consciousness, and developmental consciousness, adheres to handling and managing relations with the external world with a broad mind, engages in extensive economic and trade cooperation and cultural exchanges with foreign nations with a confident and open attitude, and in this process cultivates a unique worldview and lofty ideals, accumulating philosophical thoughts and wisdom for judging the general trend of world history, handling the relationship between global righteousness and interests, and responding to common human challenges. The ideological wisdom embedded in fine traditional Chinese culture, through creative transformation and innovative development, continuously bursts forth with contemporary value that reflects on reality and enlightens practice, providing profound cultural nourishment for the CPC to maintain a global vision.

Maintaining a global vision is both a historical experience of the CPC’s century-long struggle and a distinctive endowment that embodies the Party’s great-power demeanor. As a Marxist political party, the CPC, upon its founding, took the realization of communism as its highest ideal and ultimate goal, believed in and practiced the humanistic sentiments of Marxism, always maintained a global vision, established itself and helped others, and while handling its own affairs well, continuously made greater contributions to the cause of human progress. After the founding of New China, Comrade Mao Zedong proposed, “China ought to make greater contributions to humanity.” [8]8 "Circle of friends" (朋友圈) is a colloquial term used in Chinese political discourse to refer to the network of countries with which China maintains friendly diplomatic relations. The Chinese Communists initiated the Five Principles of Peaceful Coexistence, put forward the theory of the “two intermediate zones,” formed the strategic thinking of the “three worlds” division, supported and assisted the liberation cause of oppressed nations, the construction cause of newly independent countries, and the just struggles of peoples around the world, effectively maintaining international strategic balance and world peace and stability. Amid the intertwining and accumulation of multiple challenges and crises, the lingering specter of Cold War mentality, and the surging currents of various cultural ideologies, to conform to the trend of world historical development and align with the universal aspiration for peaceful development of humanity, it is necessary to always maintain strategic sobriety, focus on the characteristics of the new era and the international situation to comprehensively advance the cause of socialism with Chinese characteristics, respond to hegemonism and power politics with a calm and composed mindset and a rational and resolute attitude, continuously offset the world's uncertainties with one's own certainties, inject stability into the world, ensure that one always stays at the forefront of the times in the historical process of profound changes in the world situation, and ensure that one always stands on the side of historical correctness and human progress. 新时代破解人类文明困局的正确行动抉择。当前，世界之变、时代之变、历史之变正以前所未有的方式展开，世界经济复苏乏力，局部冲突和动荡频发，全球性问题加剧，世界进入新的动荡变革期。在多重挑战和危机交织叠加、冷战思维阴魂不散、各种文化思潮激流涌荡的情况下，顺应世界历史发展潮流，符合人类和平发展的普遍愿望，必须始终保持战略清醒，着眼于新的时代特征和国际形势统筹推进中国特色社会主义事业，以沉着冷静的思维、理智果断的态度回应霸权主义和强权政治，不断以自身的确定性对冲世界的不确定性，为世界注入稳定性，确保在世界形势深刻变化的历史进程中始终走在时代前列，确保始终站在历史正确与人类进步的一边。正是基于强烈的人类情怀和宏大的历史视野，中国共产党成功推进和拓展中国式现代化，创造人类文明新形态，“让和平的薪火代代相传，让发展的动力源源不断，让文明的光芒熠熠生辉”；始终致力于与世界各国人民一道朝着推动构建人类命运共同体的方向勇毅前行，在理论与实践的双向互动中再次确证其胸怀天下的大党风范和为世界谋大同的初心使命，彰显其“立天下之正位、行天下之大道”的宏伟胸怀。

III. Knowing the Path and Walking the Path: How to "Maintain a Global Vision"

三、知其道更行其道：何以“坚持胸怀天下”

Riding the great momentum of history to rise, walking the righteous path to reach far. Facing the major questions of "What is happening to the world?" and "Where is humanity heading?", the Communist Party of China puts its humanistic sentiment of maintaining a global vision into the path choices of "understanding the great principles of the world, creating common good for the world, practicing great righteousness in the world, and walking the great path of the world," so as to broadly gather the new vision of people of all countries to jointly build a better world and converge the greatest common denominator of global efforts for peace, development, and stability.

乘历史大势而上，走人间正道致远。面对“世界怎么了”、“人类向何处去”的重大问题，中国共产党将胸怀天下的人类情怀付诸“明天下大理、创天下大同、行天下大义、走天下大道”的路径选择之中，以广泛凝聚起各国人民共建美好世界的新愿景，汇聚全球求和平谋发展盼稳定的最大公约数。

Understanding the great principles of the world, consolidating the basic consensus on the common values of all humanity. General Secretary Xi Jinping has repeatedly emphasized that "peace, development, fairness, justice, democracy, and freedom are the common values of all humanity." Peace is the foundation of survival for human society, development is the eternal theme of human society, and peace and development together constitute the major concern for the well-being of the people. Adhere to the path of peaceful development, continue to provide new opportunities for the world with China's new development, and ensure the realization of the noble cause of human peace and development. Fairness is an important driving force for social development, and justice is a basic condition for social harmony. In international affairs, always uphold the correct concept of righteousness and benefit, insist that righteousness is shared righteousness and benefit is win-win benefit, achieve putting righteousness first while balancing righteousness and benefit, create a fair and just international order, and realize breathing the same breath, sharing the same destiny, and developing together with all countries in the world. Democracy is an effective means to ensure that all countries discuss international affairs on an equal footing. To promote the democratization of international relations, it is necessary to achieve that "the destiny of the world must be grasped by the people of all countries together," and "when there are matters, it is good to discuss them; the affairs of the many should be discussed by the many." Freedom and rules complement each other; making rules and abiding by rules must be consistent, and enjoying rights and assuming responsibilities must correspond.

明天下大理，凝聚全人类共同价值的基本共识。习近平总书记反复强调，“和平、发展、公平、正义、民主、自由，是全人类的共同价值”。和平是人类社会的生存基础，发展是人类社会的永恒主题，和平与发展共同构成人民福祉的重大关切。坚持走和平发展道路，继续以中国的新发展为世界提供新机遇，保障人类和平与发展崇高事业的实现。公平是社会发展的重要动力，正义是社会和谐的基本条件。在国际事务中始终秉持正确的义利观，坚持义是共享之义、利是共赢之利，做到以义为先、义利兼顾，营造一个公平正义的国际秩序，实现与世界各国同呼吸、共命运、齐发展。民主是保障各国平等商量国际事务的有效手段，推动国际关系民主化就要做到“世界的命运必须由各国人民共同掌握”，“有事好商量，众人的事情由众人商量”。自由与规则相辅相成，制定规则与遵守规则必须相一致，享有权利与承担责任必须相符合。

To create a world of great harmony, anchor the goal of a community with a shared future for mankind. Living together on this planet, humanity is a community with a shared future where all prosper or suffer together. To alleviate the "world's predicament," the Communist Party of China has issued a global call and an appeal of the times to build a community with a shared future for mankind. On the one hand, from a theoretical dimension, it continuously enriches and develops the concept of a community with a shared future for mankind. This concept focuses on the common interests and fundamental interests that concern human well-being, and is a comprehensive community with different levels of content. Therefore, it is necessary to constantly clarify the pursuit of goals, gradually expand the layers of connotation, and progressively deepen the methods and pathways, profoundly explaining to the world the action program of "what kind of world to build and how to build it." On the other hand, from a practical dimension, promoting the building of a community with a shared future for mankind is increasingly being translated into concrete actions. "Expand the global partnership network, continuously enlarge our country's 'circle of friends,'" [8]8 "Circle of friends" (朋友圈) is a colloquial term used in Chinese political discourse to refer to the network of countries with which China maintains friendly diplomatic relations. commit to forging a community of shared interests, shared responsibilities, and a shared future among different countries that are harmonious and integrated, and construct multi-level communities with a shared future at bilateral, peripheral, and regional levels. This creates a new paradigm for international interaction, deepens political mutual trust, economic integration, and cultural inclusiveness, and steers the great ship of human society toward the bright prospects of peace, security, prosperity, and progress.

创天下大同，锚定人类命运共同体的目标诉求。共居寰球之上，人类是一荣俱荣、一损俱损的命运共同体。为纾解“世界之困”，中国共产党发出了构建人类命运共同体的世界号召与时代呼吁。一方面，从理论维度考量，不断丰富发展人类命运共同体理念。人类命运共同体理念着眼于关乎人类福祉的共同利益和根本性利益，是具有不同内容层级的全方位共同体，因而必须不断明晰目标追求、渐次扩大内涵层次、逐步深化路径方法，深刻地向世界阐释“建设一个什么样的世界、如何建设这个世界”的行动纲领。另一方面，从实践维度考量，推动构建人类命运共同体日益转化为实际行动。“拓展全球伙伴关系网，不断扩大我国的‘朋友圈’”，致力于打造不同国家和谐共融的利益共同体、责任共同体、命运共同体，构筑起双边、周边、区域等多层面命运共同体，从而开创国际交往的新范式，深化政治互信、经济融合、文化包容，推动人类社会的巨轮驶向和平、安全、繁荣、进步的光明前景。

To practice great justice across the world, provide Chinese solutions for the transformation of the global governance system. General Secretary Xi Jinping emphasizes, "All global problems facing humanity cannot be solved by any single country acting alone; global action, global response, and global cooperation must be undertaken." To solve the challenges of global governance and continuously promote the transformation and upgrading of the global governance system, General Secretary Xi Jinping calls on all countries in the world to rely on the Global Development Initiative and the Global Security Initiative as important pillars, transcend the outdated "worldview" of the law of the jungle and winner-takes-all behind the changes in the previous international order, actively practice the global governance concept of extensive consultation, joint contribution, and shared benefits, and push the international order toward a more just and reasonable direction. On the one hand, implement the Global Security Initiative to promote the building of a world of lasting peace. Abide by the purposes and principles of the UN Charter, practice true multilateralism, and build a new type of international relations that transcends bullying the weak with mutual respect, transcends hegemonic bullying with fairness and justice, and transcends beggar-thy-neighbor with win-win cooperation. This opens up new ideas for creating a favorable situation of security mutual assistance, a strategic environment of security mutual protection, and a governance system of security sharing. On the other hand, implement the Global Development Initiative to promote the building of a world of shared prosperity. Implement the essence of prioritizing development and follow the concept of common development, adhere to the policy of utilizing both domestic and international markets and resources, correctly handle the relationship between independence and opening up, and between developing oneself and benefiting the world, promote high-quality Belt and Road cooperation, continuously enhance the representation and voice of the "Global South," work with all countries to create an international environment conducive to development and jointly cultivate new drivers of global development. This draws a roadmap for narrowing the North-South divide and solving unbalanced development, creating a development pattern of inclusive and balanced growth, coordination and tolerance, win-win cooperation, and common prosperity.

行天下大义，提供全球治理体系变革的中国方案。习近平总书记强调，“人类面临的所有全球性问题，任何一国想单打独斗都无法解决，必须开展全球行动、全球应对、全球合作”。为破解全球治理难题、持续推动全球治理体系变革升级，习近平总书记号召世界各国以全球发展倡议和全球安全倡议等为重要依托，超越以往国际秩序变迁背后弱肉强食和赢者通吃的陈旧“世界观”，积极践行共商共建共享的全球治理观，推动国际秩序朝着更加公正合理的方向发展。一方面，以落实全球安全倡议推动构建持久和平的世界。遵守联合国宪章宗旨和原则，践行真正的多边主义，构建以相互尊重超越恃强凌弱、以公平正义超越霸凌霸道、以合作共赢超越以邻为壑的新型国际关系，从而为打造安全互助的良好态势、安全互保的战略环境、安全共享的治理体系开拓新思路。另一方面，以落实全球发展倡议推动构建共同繁荣的世界。贯彻发展优先的要义和遵循共同发展的理念，坚持利用国内国际两个市场、两种资源的方针，正确处理独立自主与对外开放、发展自己与惠及天下的关系，推进高质量共建“一带一路”，不断提升“全球南方”的代表权和发言权，与世界各国共同营造促进发展的国际环境、共同培育全球发展新动能，从而为缩小南北鸿沟、破解发展不平衡绘制路线图，共创普惠平衡、协调包容、合作共赢、共同繁荣的发展格局。

To follow the great path of the world, outline a beautiful blueprint for the development and progress of human civilization. Human history is a magnificent picture of different civilizations exchanging, learning from, and integrating with each other. We must always treat diverse human civilizations with an open vision and a broad mind. Take respect for the diversity of world civilizations as the primary prerequisite, adhere to equality, mutual learning, dialogue, and inclusiveness among civilizations, transcend civilizational estrangement through exchanges, transcend civilizational clashes through mutual learning, and transcend civilizational superiority through inclusiveness. Enhance understanding through communication and exchange, gather consensus through mutual understanding, learn from each other's strengths to offset weaknesses, and keep it full of vigorous vitality. Take emphasis on civilizational inheritance and innovation as the driving force. While deeply excavating the rich connotations of Chinese civilization and actively drawing on all beneficial achievements of human civilization, we must also, on the basis of making the past serve the present and weeding through the old to bring forth the new, construct new elements, new symbols, and new identifiers that integrate China and the world, promoting the creative transformation and innovative development of the excellent traditional cultures of all countries in the process of modernization. Take strengthening international people-to-people and cultural exchanges and cooperation as an important channel. By building a full-coverage mechanism for Sino-foreign people-to-people and cultural exchanges, and holding people-to-people and cultural exchange activities such as "cultural festivals" and "cultural years" with some countries and regions, we create platforms and build bridges for equal dialogue among different civilizations, activate the mighty power of people-to-people and cultural exchanges and cooperation, and open up a new situation of people-to-people exchanges, cultural integration, and people-to-people connectivity among the people of all countries. Build a mechanism for implementing the Global Civilization Initiative, and promote the concrete implementation of the Global Civilization Initiative through practical actions.

走天下大道，擘画人类文明发展进步的美好蓝图。人类历史是一幅不同文明相互交流、互鉴、融合的宏伟画卷，必须始终以开放的眼光和宽广的胸怀对待多彩的人类文明。以尊重世界文明多样性为首要前提，坚持文明平等、互鉴、对话、包容，以文明交流超越文明隔阂、文明互鉴超越文明冲突、文明包容超越文明优越。在沟通交流中增进理解，在相互理解中汇聚共识，互学互鉴、取长补短，使之始终保持旺盛的生机活力。以重视文明传承和创新为动力源泉，既要深度挖掘中华文明的丰富内涵，积极借鉴人类文明的一切有益成果，也要在坚持古为今用、推陈出新的基础之上构建融通中外的新元素、新符号、新标识，推动各国优秀传统文化在现代化进程中实现创造性转化、创新性发展。以加强国际人文交流合作为重要渠道，通过搭建全覆盖的中外人文交流机制，与一些国家和地区互办“文化节”、“文化年”等人文交流活动，为不同文明平等对话创设平台、搭建桥梁，激活人文交流合作的磅礴力量，开创世界各国人民人文交流、文化交融、民心相通新局面。建设全球文明倡议践行机制，以切实行动促进全球文明倡议落实落地。
