Upholding the Party’s leadership is the most essential feature of the path of socialist cultural development with Chinese characteristics. The Party’s management of propaganda and the Party’s management of ideology are important principles formed by our Party in leading the people through long-term exploration and practice. The Communist Party of China is a political party that attaches great importance to ideological and cultural construction. In the early days of its founding, it developed popular wisdom and won popular support through propaganda and ideological work. In various stages, including revolution, construction, and reform and opening up, the CPC has always been the strong leading core of cultural construction. History has proven that mastering ideological leadership is the foundation for mastering all leadership, and Party leadership provides organizational guarantees and ideological guarantees for building a culturally strong country.

坚持党的领导，是中国特色社会主义文化发展道路最本质的特征。党管宣传、党管意识形态，是我们党领导人民在长期探索和实践中形成的重要原则。中国共产党是一个高度重视思想文化建设的政党，在成立初期，就通过宣传思想工作开发民智、赢得民心。在革命、建设和改革等各个阶段，中国共产党始终是文化建设的坚强领导核心。历史证明，掌握思想领导是掌握一切领导的基础，党的领导为建设文化强国提供组织保障和思想保障。

Since the 18th National Congress of the CPC, our Party has accurately grasped the trends of mutual agitation among world ideologies and the profound changes in our country’s social ideas, and has made deployments on many directional and strategic issues in the ideological sphere. The situation in our country’s ideological sphere has undergone a comprehensive and fundamental transformation. The cultural confidence of the entire Party and the people of all ethnic groups in the country has been significantly enhanced, and the cohesion and centripetal force of the whole society have been greatly improved, providing a strong ideological guarantee and powerful spiritual force for the Party and the country to create a new situation in their undertakings in the New Era. [1]1 The New Era refers to the period beginning with the 19th National Congress of the CPC in 2017, characterized by the establishment of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding ideology. Currently, to better shoulder the new cultural mission of the New Era, we must adhere to the Party’s comprehensive leadership over propaganda, ideology, and cultural work, adhere to upholding fundamental principles and breaking new ground, build a socialist ideology with strong cohesion and leading power, so that the entire people are closely united in their ideals, values, and moral concepts, and unswervingly follow the path of socialist cultural development with Chinese characteristics.

党的十八大以来，我们党准确把握世界范围内思想文化相互激荡、我国社会思想观念深刻变化的趋势，就意识形态领域许多方向性、战略性问题作出部署，我国意识形态领域形势发生全局性、根本性转变，全党全国各族人民文化自信明显增强，全社会凝聚力和向心力极大提升，为新时代开创党和国家事业新局面提供了坚强思想保证和强大精神力量。当前，更好担负新时代新的文化使命，要坚持党对宣传思想文化工作的全面领导，坚持守正创新，建设具有强大凝聚力和引领力的社会主义意识形态，使全体人民在理想信念、价值理念、道德观念上紧紧团结在一起，坚定不移走中国特色社会主义文化发展道路。

Adhere to the guiding position of Marxism in the ideological sphere. The path of socialist cultural development with Chinese characteristics has been forged under the guidance of Marxism. Adhering to the guiding position of Marxism in the ideological sphere is an important prerequisite for grasping the correct direction of socialist cultural construction, and an inevitable requirement for consolidating the common ideological foundation for the united struggle of the entire Party and the people of the whole country and gathering strong spiritual force. Marxism is not a dogma but a guide to action. Therefore, only by adapting it to the Chinese context can it take root, and only by adapting it to the needs of the times can it be deeply rooted in people’s hearts. Marxism and Chinese civilization have a very high degree of compatibility in terms of thinking paradigms, value orientations, etc. To advance the building of a socialist cultural power, we must grasp the methodological requirements of the Two Integrations, [2]2 The Two Integrations refers to the combination of the basic tenets of Marxism with China’s specific realities and with China’s excellent traditional culture, a methodological principle emphasized by Xi Jinping. deeply explore the internal mechanism of combining the basic tenets of Marxism with China’s excellent traditional culture, continuously promote theoretical innovation, institutional innovation, and cultural innovation, and create socialist culture with Chinese characteristics for the New Era.

坚持马克思主义在意识形态领域指导地位。中国特色社会主义文化发展道路是在马克思主义指导下走出来的，坚持马克思主义在意识形态领域的指导地位，是把握社会主义文化建设正确方向的重要前提，是巩固全党全国人民团结奋斗的共同思想基础、凝聚强大精神力量的必然要求。马克思主义不是教条而是行动指南，因此中国化才能落地生根、时代化才能深入人心。马克思主义与中华文明在思维范式、价值取向等方面具有极高的契合性，推进社会主义文化强国建设，要把握“两个结合”的方法论要求，深入挖掘马克思主义基本原理同中华优秀传统文化相结合的内在机理，不断推动理论创新、制度创新、文化创新，创造新时代中国特色社会主义文化。

Enhance governance capacity in the cultural field under the conditions of informatization. The information technology revolution is changing with each passing day, profoundly altering the modes of cultural creation, production, dissemination, and consumption. The innovation of communication formats poses new challenges to traditional regulatory and governance methods. It is necessary to improve the leadership and management system of the internet, adhere to law-based internet management and governance, prevent risks in online ideology, enhance regulatory efficiency, and create a clear and wholesome cyberspace. It is necessary to promote systematic changes in mainstream media, drive the main forces to fully advance into the main battlefield, strengthen and expand mainstream public opinion, and firmly grasp the initiative and dominance in the public opinion arena. It is necessary to adapt to the trends of segmented and differentiated communication, grasp the laws of modern news dissemination and the development laws of emerging media, precisely target audiences, form an all-round, multi-level, and multi-voice communication matrix, and construct a new pattern of public opinion guidance.

提升信息化条件下文化领域治理能力。信息技术革命日新月异，深刻改变文化创作生产和传播消费方式，传播业态的创新对传统监管和治理方式提出新的挑战。要健全互联网领导和管理体制，坚持依法管网治网，防范网络意识形态风险，提升监管效能，营造清朗的网络空间。要推进主流媒体系统性变革，推动主力军全面挺进主战场，做大做强主流舆论，牢牢掌握舆论场主动权和主导权。要适应分众化、差异化的传播趋势，把握现代新闻传播规律和新兴媒体发展规律，精准定位受众，形成全方位、多层次、多声部的传播矩阵，构建舆论引导新格局。

Adhere to guiding cultural construction with core socialist values. Core values are the spiritual bond on which a nation depends for survival and the common ideological and moral foundation of a country. Core socialist values are formed by the Party in the great practice of leading hundreds of millions of people in long-term struggle. Since the 18th National Congress of the CPC, the Party Central Committee has regarded cultivating and practicing core socialist values as a basic project to consolidate the soul, gather energy, strengthen the foundation, and consolidate the foundation. It has made a series of major deployments, integrated core socialist values into all aspects of social development, and made efforts to implement them in detail, in small matters, and in practice. In the field of legislation, promoting the incorporation of core socialist values into laws and regulations reflects the basic strategy of combining law-based governance and rule-of-virtue governance; in the field of education, promoting core socialist values into textbooks, into classrooms, and into minds, cultivating new generations capable of shouldering the mission of national rejuvenation; in the field of cultural production, proposing creative and evaluation standards of “two benefits,” [3]3 “Two benefits” refers to the requirement that cultural production should pursue both social benefits and economic benefits, with social benefits given priority. promoting the unity of meeting people’s cultural needs and enhancing people’s spiritual strength; in the field of ideological and moral construction, deeply implementing the project of civic moral construction, focusing on the construction of family, family education, and family traditions. Only by continuously making core socialist values daily, concrete, vivid, and integrated into life, making them the common value pursuit of all the people, can we consolidate the cultural foundation for building a strong country and achieving national rejuvenation.

坚持以社会主义核心价值观引领文化建设。核心价值观是一个民族赖以维系的精神纽带，是一个国家共同的思想道德基础。社会主义核心价值观是党在领导亿万人民群众长期奋斗的伟大实践中形成的。党的十八大以来，党中央把培育和践行社会主义核心价值观作为凝魂聚气、强基固本的基础工程，作出一系列重大部署，把社会主义核心价值观融入社会发展各方面，在落细、落小、落实上下功夫。在立法领域，推动社会主义核心价值观入法入规，体现了依法治国和以德治国相结合的基本方略；在教育领域，推动社会主义核心价值观进教材、进课堂、进头脑，培养担当民族复兴大任的时代新人；在文化生产领域，提出“两个效益”的创作和评价标准，促进满足人民文化需求和增强人民精神力量相统一；在思想道德建设领域，深入实施公民道德建设工程，注重家庭家教家风建设。只有不断推进社会主义核心价值观日常化、具体化、形象化、生活化，使之成为全体人民的共同价值追求，才能筑牢强国建设、民族复兴的文化根基。
