Undertaking the Missions and Tasks Entrusted to the Communist Youth League by the Party in the New Era and the New Journey

When the youth are strong, the country is strong. The Party Central Committee with Comrade Xi Jinping at its core, from the strategic height of ensuring the Party’s cause is passed on from generation to generation and the enduring development of the Chinese nation, has always cared for and shown concern for the youth, and has attached great importance to the work of the Communist Youth League (CYL) and youth work. On June 19, 2023, General Secretary Xi Jinping attended the opening ceremony of the 19th National Congress of the Communist Youth League of China, and on June 26, he held a collective talk with the new leadership of the CYL Central Committee. The General Secretary’s important speech further profoundly elaborated on major issues such as what kind of youth to cultivate, how to cultivate youth, what kind of Communist Youth League to build, and how to build the Communist Youth League, providing a fundamental guideline for the work of the CYL and youth work in the New Era and the new journey. The CYL has unequivocally strengthened its political construction. The Secretariat of the CYL Central Committee takes the lead, resolutely implementing General Secretary Xi Jinping’s important instructions and directives, and promptly reporting major matters to the Party Central Committee and the General Secretary for instructions. In all aspects, including the study of the Party’s innovative theories, the fulfillment of work responsibilities, and strict adherence to political discipline and political rules, it demonstrates and drives the entire League to resolutely implement the decisions and deployments of the Party Central Committee. With a light tap of a fingertip, college graduates can obtain information on "youth hostels" in various places online with one click, and apply for short-term (a few days) or long-term (several months) discounted or even free accommodation services when seeking jobs in other cities, solving the problem of "temporary housing being hard to find and unaffordable." Currently, there are more than 2,600 "youth hostels," covering over 200 cities nationwide, relieving college graduates of worries and bringing them a sense of fulfillment of "putting down their luggage and striving." In his speech, General Secretary Xi Jinping pointed out that the Communist Youth League should highlight the lifeline of serving youth in its work, and closely unite youth from all ethnic groups and all walks of life around the Party. We bear in mind that the Communist Youth League is a mass organization led by the Party and also an organization of young people themselves. Continuously consolidating and expanding the Party's youth mass base is the political responsibility of the Communist Youth League. Relying on the resources and channels endowed by the Party, the Communist Youth League serves the growth and development of youth with heart, feeling, and effort. Youth development plans at all levels have been organically integrated into major policies, reform measures, and urban planning. "Youth development" has undergone profound changes from a work concept to social consensus, and from individual policies to the overall environment. Practical projects that are "small but beautiful," such as "youth night schools," "youth shops," and the "Dream-Building Plan," have been well received. 226,000 graduates from families with difficulties found jobs through the "one-on-one" assistance of the League organizations. Over 1.6 million young people opened their hearts to the 12355 Youth Service Platform seeking psychological, legal, and other help. Over 600,000 young people ignited new hope through the Hope Project funding. Millions of left-behind children and migrant children in rural areas received care and companionship through projects such as the "Partnership Plan" and "Childlike Heart Harbor." More young people truly felt the Party's care and warmth through considerate services.

指尖轻轻一点，高校毕业生们就可以网上一键获取各地“青年驿站”信息，异地求职时申请短则几天、长则数月的优惠甚至免费住宿服务，解决“临时住房不好找、租不起”问题。目前“青年驿站”已达2600余家，覆盖全国超200个城市，为高校毕业生解除后顾之忧，带来“放下行囊去奋斗”的获得感。习近平总书记在讲话中指出，共青团要突出服务青年的工作生命线，把各族各界青年紧紧团结在党的周围。我们牢记，共青团是党领导的群团组织，也是青年人自己的组织，不断巩固和扩大党执政的青年群众基础是共青团的政治责任。共青团依托党赋予的资源和渠道，用心用情用力服务青年成长发展。各级青年发展规划有机融入重大政策、改革举措、城市规划，“青年发展”实现从工作理念到社会共识、从分项政策到整体环境的深刻变化，“青年夜校”、“青春小店”、“筑梦计划”等“小而美”的实事项目深受欢迎。22.6万困难家庭毕业生在团组织“一对一”帮扶下找到工作，160余万青少年向12355青少年服务台敞开心扉寻求心理、法律等帮助，60余万青少年在希望工程资助下燃起新希望，数百万农村留守儿童、流动儿童在“伙伴计划”、“童心港湾”等项目中得到关爱陪伴，更多青少年在贴心服务中真切感受到党的关怀和温暖。

Highlight planning guidance and policy support, take the solid implementation of the conclusion of the *Medium- and Long-Term Youth Development Plan (2016–2025)* and the formulation of a new round of plans as the driving force, improve the plan implementation mechanism, deepen the construction of youth development-oriented cities, and focus on practical concerns of youth such as education, housing, marriage, childbirth, parenting, and mental health, promoting the introduction of more inclusive youth development policies, so that the concept of "youth priority development" takes deeper root in people's hearts. Highlight serving the urgent needs and difficulties of youth, build a youth employment promotion work system that combines concept guidance, capacity enhancement, and employment assistance, carry out employment assistance plans for college students from families with difficulties, and help unemployed graduates find jobs through multiple channels; promote the quality improvement and upgrading of the Hope Project and the 12355 Youth Service Platform, improve the youth psychological service system and crisis intervention mechanism, and weave a tight protective net to prevent juvenile delinquency. V. How to Stimulate the Vitality of League Organizations: Deepen the Reform of the Communist Youth League in All Dimensions

五、如何激发团组织活力：纵深推进共青团改革

In some localities, Youth League organizations, responding to the haircut needs of couriers and online delivery workers during their busy work schedules, have mobilized young people in the beauty and hairdressing industry to provide free haircut services at “courier service stations” and similar venues, using this as a link to subsequently establish League organizations. Such concrete and detailed contact services to find young people and expand organizational and work coverage have become effective measures for League building in emerging fields. General Secretary Xi Jinping pointed out in his speech that the Communist Youth League must adhere to a problem-oriented approach, deepen the reform of the League in a comprehensive manner, uphold the clear orientation of consolidating the grassroots, and truly make the grassroots stronger. We bear in mind that the reform of the Communist Youth League is an inevitable requirement for adapting to the modernization of the national governance system and governance capacity, and it is also the only way for the Communist Youth League to maintain its vitality and radiate its combat effectiveness. The Communist Youth League has continuously promoted effective coverage of League organizations, established the National Taxation Work Committee of the Communist Youth League and the National Postal and Express Delivery Work Committee of the Communist Youth League, deepened the reform of the grassroots organizational system of county-level Communist Youth Leagues, strengthened grassroots work forces, and expanded the coverage of “Youth Homes” in urban and rural grassroots areas. Breakthroughs have been made in League building in emerging fields, with the number of League organizations growing from less than 100,000 five years ago to over 700,000 currently, and the coverage of League organizations in platform enterprises, national-level economic development zones, and high-tech zones has continued to expand. The training of League cadres at the Central School of the Communist Youth League has become more focused, with continuous improvements in curricula, teaching materials, teaching methods, and management. The structure of members of the All-China Youth Federation has been continuously optimized, fully reflecting representativeness, and the coverage of county-level youth federations has been expanded. The All-China Students’ Federation and student unions have broadened channels for student participation in work, assisted in the standardized management of student societies, and regularly carried out the “I Do Practical Things for My Fellow Students” project. The opinions on comprehensively strengthening the work of the Young Pioneers in the New Era have been thoroughly implemented. A mechanism has been universally established whereby responsible comrades of Party committees at the provincial, municipal, and county levels serve as honorary directors of the Young Pioneers Work Committee at the same level. The construction of the Young Pioneers has been incorporated into the Party building work framework of primary and secondary schools, and off-campus work positions have been continuously expanded. The highest-standard, largest-scale, and most extensive full-coverage training of Young Pioneers counselors since the establishment of the organization has been carried out.

在一些地方，团组织针对快递员、网约配送员紧张工作中的理发需求，动员美容美发行业青年在“小哥加油站”等提供义剪服务，并以此为纽带跟进建立团的组织，像这样通过具体细微的联系服务找到青年、扩大组织和工作覆盖，已成为新兴领域团建的有效措施。习近平总书记在讲话中指出，共青团要坚持问题导向，纵深推进团的改革，坚持夯实基层的鲜明导向，真正让基层强起来。我们牢记，共青团改革是适应国家治理体系和治理能力现代化的必然要求，也是共青团保持生命力、焕发战斗力的必由之路。共青团持续推进团组织有效覆盖，成立全国税务团工委、全国邮政快递团工委，深化县域共青团基层组织改革，基层工作力量得到强化，“青年之家”覆盖城乡基层；新兴领域团的建设取得突破，团组织数量从5年前的不足10万个增长到目前的70余万个，平台企业及国家级经开区、高新区团组织覆盖持续扩大；中央团校团干部教育培训主业更加聚焦，课程、教材、教学、管理持续完善。青联委员结构持续优化、充分体现代表性，县级青联扩大覆盖。学联学生会拓宽学生参与工作渠道，助力学生社团规范管理，常态化开展“我为同学做实事”项目。深入落实关于全面加强新时代少先队工作的意见，省市县三级党委负责同志担任同级少工委名誉主任机制普遍建立，少先队建设纳入中小学党建工作格局，校外工作阵地持续拓展；开展建队以来规格最高、规模最大、覆盖面最广的少先队辅导员全员培训。

The Third Plenary Session of the 20th Central Committee of the Communist Party of China has drawn up a grand blueprint for further deepening reform comprehensively and advancing Chinese-path modernization, clearly proclaiming the firm determination to “carry the reform through to the end,” and also placing new and higher demands on the Communist Youth League to uphold fundamental principles and break new ground, and to push reform forward. Forging ahead on the new journey, the Communist Youth League must focus on becoming an advanced organization that keeps pace with the Party at the forefront of the times, consolidate foundations, leverage strengths, shore up weaknesses, and address shortcomings, continuously maintaining and enhancing its political character, advanced nature, and mass character. Efforts must be made to consolidate the grassroots foundation, firmly grasp the basic sectors of schools, state-owned enterprises, and Party and government institutions, and make key breakthroughs in League building in emerging fields such as enterprises, industrial parks, industrial chains, social organizations, and new employment groups. The online Communist Youth League must be propelled into the main battlefield, with full efforts to expand organizational and work coverage, continuously solve the grassroots “four shortages” problem [10]10 The “four shortages” (四缺) refer to a lack of personnel, funds, venues, and mechanisms at the grassroots level of the Communist Youth League., and strengthen the League organization’s political functions, organizational functions, and service functions, organically integrating into the grassroots social governance structure. Efforts must be made to optimize the League’s operational mechanisms, strengthen resource integration and linkage, enhance information-based empowerment, optimize work mechanisms, institutional systems, concepts, and methods, and raise the scientific level of work. 六、如何保持清澈纯粹：全面从严管团治团

Participating in League course studies before joining the League, deeply carrying out education on the League Constitution and League discipline, exploring coordinated handling of League members who violate laws and discipline with discipline inspection and supervision and judicial departments, and strictly managing the work style and discipline of League cadres from the top down… Intra-League education is being tightened and made more practical, and the management of League cadres and the enforcement of League discipline are gradually being consolidated towards strictness. General Secretary Xi Jinping pointed out in his speech that the Communist Youth League must comply with the requirements of comprehensive and strict governance of the Party, dare to turn the blade inward, and comprehensively and strictly govern and manage the League. We bear in mind that “to forge iron, one must be strong oneself,” and the development of the Communist Youth League’s cause is inseparable from a strong and capable team of League cadres. Delivering healthy and vibrant fresh blood to the Party requires a pure team of League members. The Communist Youth League has implemented the important requirement of “first being strict politically,” earnestly implemented the spirit of the Central Committee’s Eight-Point Regulations and its implementation rules, formulated and revised the “Regulations of the Communist Youth League on Disciplinary Sanctions (Trial)” and other rules and regulations, and continuously strengthened education on political organ awareness, loyalty to the Party, Party spirit, and discipline. Implementing the important requirement that “the construction of the League cadre team must be strict,” it has vigorously grasped education and training, with the Central School of the Communist Youth League and League schools at all levels simultaneously improving the quantity and quality of training for League cadres and youth work backbone personnel. 入团前参加团课学习、深入开展团章团纪教育、探索与纪检监察和司法等部门协同处置违纪违法团员、以上率下从严抓好团干部作风和纪律建设……团内教育正越抓越紧、越做越实，团干部管理和团纪执行正一步步向严聚力。习近平总书记在讲话中指出，共青团要顺应全面从严治党的要求，敢于刀刃向内，全面从严管团治团。我们牢记，“打铁必须自身硬”，共青团事业发展离不开一支坚强有力的团干部队伍，为党输送健康有活力的新鲜血液需要纯洁的团员队伍。共青团落实“首先政治上要严”重要要求，认真贯彻中央八项规定及其实施细则精神，制定修订《中国共产主义青年团纪律处分条例（试行）》等规章制度，持续强化政治机关意识教育、对党忠诚教育、党性教育、纪律教育。落实“团的干部队伍建设要严”重要要求，狠抓教育培训，中央团校和各级团校培训团干部和青年工作骨干量质同步提升；狠抓从严管理，完善考核考察和纪检、巡视、审计等监督制度，强化选育管用各环节管理监督；狠抓改进作风，出台整治违规吃喝“十条禁令”，清风正气持续充盈。落实“团员队伍建设也要严”重要要求，既把牢入团质量关，严格政治标准和发展程序，合理调控团员发展规模；又完善教育培养关，引导团员积极参加青年突击队和各类志愿服务，团员先进性和光荣感更加彰显。

Benchmarking against comprehensive and strict governance of the Party, strict governance and management of the League still require continuous improvement and enhancement in areas such as institutional construction, League organizational functions, League cadre work style, and the role of League members. This involves grasping both the “key minority” of the League cadre team, strengthening all-round management and regular supervision, and grasping the “overwhelming majority” of the League member team, strengthening daily education, promptly handling unqualified League members, maintaining the purity of the League member team, and guiding League members to consciously practice the “five models and five leaders” [12]12 “Five models and five leaders” (五个模范、五个带头) is a slogan from a speech by Xi Jinping at the 100th anniversary of the founding of the Communist Youth League in 2022, calling on young people to be models in five areas (ideals and beliefs, patriotism, innovation, struggle, and moral cultivation) and to take the lead in five corresponding aspects.. In grasping the “strict” aspect, real action must be taken. Strict discipline construction must be enforced, improving institutional norms that connect education, management, supervision, discipline enforcement, and accountability. The study, education, and enforcement of Party discipline and League discipline must be strengthened, and formalism must be resolutely opposed. Truly, through strict discipline, strict atmosphere, strict image, and strict combat effectiveness, the League will be strengthened.

对标全面从严治党，从严管团治团还需在制度建设、团组织功能、团干部作风、团员作用发挥等方面不断改进提升。奋进新征程，共青团必须发扬自我革命精神，推动严的基调、严的措施、严的氛围在全团一贯到底。在抓“全面”上下功夫，健全完善内容全涵盖、对象全覆盖、责任全链条、制度全贯通的全面从严管团治团体系，既抓团干部队伍这个“关键少数”，加强全方位管理和经常性监督；又抓团员队伍这个“绝大多数”，加强日常教育，及时处置不合格团员，维护团员队伍纯洁性，引导团员自觉践行“五个模范、五个带头”。在抓“从严”上动真格，严格纪律建设，完善贯通教育、管理、监督、执纪、问责的制度规范，强化党纪团纪学习教育和执行，力戒形式主义，真正以严肃纲纪、以严正风气、以严塑形象、以严强战斗力。
