University Functional League Organizations Must Strengthen the “Three Natures” and Enhance the “Three Capabilities”

The Communist Youth League in universities occupies a foundational, strategic, and source-level position within the entire League, shouldering the glorious mission of leading and uniting youth, organizing and mobilizing youth, and connecting with and serving youth. Since the advent of the New Era, a series of profound changes have occurred in the world situation, the national situation, and the Party’s situation. Consequently, the working environment, targets, and requirements of university Communist Youth League organizations have also changed, creating an urgent need to deepen reform, adjust organizational structures, optimize organizational functions, and continuously enhance the vitality of grassroots League organizations.

高校共青团在全团中具有基础性、战略性、源头性的地位，肩负着引领凝聚青年，组织动员青年，联系服务青年的光荣使命。进入新时代以来，世情、国情、党情等发生了一系列深刻变化，高校共青团的工作环境、工作对象、工作要求等随之发生改变，迫切需要不断深化改革，调整组织设置，优化组织功能，不断提升基层团组织活力。

To comprehensively deepen the reform of the Communist Youth League in universities, the Central Committee of the Communist Youth League and the Ministry of Education jointly issued the revised *Regulations on the Work of Grassroots Organizations of the Communist Youth League in Regular Institutions of Higher Education*. The regulations clearly state that the establishment of functional League organizations should be guided. University functional League organizations are grassroots League organizations established on the basis of student self-governing organizations such as student unions and clubs at various levels, or groups formed for specific tasks. They are primarily responsible for the daily education, management, and supervision of League members, organizing League members and youth to strengthen political study, while also closely focusing on the needs of youth in the New Era, providing more diverse and more precise guidance, and better serving the growth and development of young teachers and students. Since their emergence, functional League organizations have received positive responses from universities and have won the attention and recognition of the vast majority of youth. However, in the course of their work, compared with traditional substantive League organizations, issues such as how to define their identity and how to enhance the effectiveness of education have become key problems urgently needing research and resolution in the construction of university functional League organizations.

为全面深化高校共青团改革，共青团中央、教育部联合印发了修订后的《中国共产主义青年团普通高等学校基层组织工作条例》，条例明确指出，应当指导设立功能型团组织。高校功能型团组织是建立在各级学生会、社团等学生自治组织或某项任务群体基础上的基层团组织，主要负责团员日常的教育、管理、监督，组织团员青年加强政治学习，同时紧盯新时代青年需求，提供更加多元、更加精准的指导，更好服务青年师生成长成才。功能型团组织一经产生，便得到了高校的积极响应，赢得了广大青年的关注与认同，但在工作过程中，相较于传统的实体型团组织，如何进行身份定位，如何提升育人实效成为高校功能型团组织建设亟待研究和解决的关键问题。

Firmly Grasping Political Nature as the Essential Attribute of Functional League Organizations, Enhancing Ideological Leading Capability

牢牢把握政治性是功能型团组织的本质属性，提升思想引领力

Political nature is the essential attribute of the Communist Youth League organization, and consolidating and expanding the Party’s youth mass base is the League’s political responsibility. Under the interactive influence of globalization and the information wave, the internal and external environment of university Communist Youth League work has undergone profound changes. Some previously effective organizational forms, guiding methods, and service models have gradually weakened. The thoughts of young teachers and students have become more diverse, their horizons broader, their personalities more distinct, and their needs more varied, placing higher demands on university Communist Youth League work in the New Era. At the same time, some university Communist Youth Leagues lack a strong sense of their main responsibilities and primary tasks, failing to prioritize ideological and political leadership work, leading to tendencies of work becoming hollow, weakened, diluted, and marginalized. The effective coverage and influence of substantive League organizations among young teachers and students have declined. Unlike substantive League organizations, which are mostly established within formal organizations such as departments, offices (sections), classes, and grades, functional League organizations are mostly set up within informal organizations. Informal organizations break down restrictions of discipline, major, and grade. They are self-governing organizations formed by youth based on personal preferences such as interests, hobbies, and talents. They easily gain high trust and unanimous recognition from members within the group, possessing strong organizational cohesion and centripetal force. Moreover, “opinion leaders” within informal organizations have strong appeal and influence within the organization.

政治性是共青团组织的本质属性，巩固和扩大党执政的青年群众基础是共青团的政治责任。在全球化和信息化浪潮的交互作用下，高校共青团工作的内外环境发生深刻变化，一些过去行之有效的组织形式、引导方式，服务模式逐渐削弱，青年师生的思想更加多元、视野更加开阔、个性更加鲜明、需求更加多样，对新时代高校共青团工作提出更高要求。与此同时，部分高校共青团主责主业意识不强，没有把思想引领工作放在首位，导致工作出现虚化、弱化、淡化、边缘化的倾向，实体型团组织在青年师生中的有效覆盖和影响力有所下降。与实体型团组织多建在系、部（室）、班年级等正式组织不同，功能型团组织多设立在非正式组织中。非正式组织打破了学科、专业、年级等限制，是青年基于兴趣、爱好、特长等个人偏好因素成立的自治组织，极易获得群体内成员的高度信赖和一致认可，具有较强的组织凝聚力和向心力，且非正式组织中的“意见领袖”在组织内拥有较强的号召力和影响力。

University is a critical period for the political socialization of youth and an important stage for shaping their worldview, outlook on life, and values. Functional League organizations must absolutely not sacrifice their political nature to gain the participation and support of young college students. Instead, they should fully leverage their own advantages, maximize the stimulation of youth potential and vitality, and maximize the gathering of youthful strength to follow the Party. In response to the phenomena of a minority of League members and youth having diluted political awareness, weakened organizational consciousness, and a lack of exemplary role modeling, various forms favored by teachers and students should be used to integrate ideological and political education into daily life, regular study, and routine application. This helps young teachers and students learn political theory knowledge well while participating in various activities, establish correct ideals and firm convictions, continuously consolidate the foundation of faith and belief among young teachers and students, effectively extend the League’s organizational reach and work coverage, and promote the organic integration of the “one core, two rings” [n1] League-study organization structure.

大学是青年政治社会化的关键期，是世界观、人生观、价值观塑造的重要阶段。功能型团组织绝对不能牺牲政治属性来换取青年大学生的参与与支持，而是要充分发挥自身优势，最大限度激发青年潜能与活力，最大限度凝聚跟党奋进的青春力量。针对少数团员青年政治意识淡化、组织意识弱化、模范意识缺失的现象，以师生喜闻乐见的各种形式，把思想政治教育融入日常，学在经常，用在日常，帮助青年师生在参与各项活动中学好政治理论知识，树立正确的理想、坚定的信念，不断夯实青年师生的信仰信念之基，有效实现团的组织延伸和工作覆盖，推动“一心双环”团学组织格局的有机融合。

Deeply Understanding Mass Character as the Distinctive Feature of Functional League Organizations, Enhancing Organizational Cohesion

深刻认识群众性是功能型团组织的鲜明特征，增强组织凝聚力

Along with the expansion of cyberspace and the growth and development of student self-governing organizations, the openness of university Communist Youth League work is increasing. The differentiation and reorganization of young college student groups are becoming more frequent. Some young college students are actually drifting outside League organizations. The absolute dominant position of top-down substantive League organizations among youth groups is being weakened. Blind spots have appeared in the work coverage of university grassroots League organizations. The original organizational mobilization capacity and resource integration methods face greater challenges. The advanced nature of the Communist Youth League organization stems from the combat effectiveness of each grassroots League organization and the exemplary and vanguard role of League members and youth.

伴随着网络社会空间拓展和学生自治组织发展壮大，高校共青团工作开放性日益增强，青年大学生群体的分化重组更加频繁，部分青年大学生实际游离于团组织之外，高校自上而下设立的实体型团组织在青年群体中的绝对优势地位受到削弱，高校基层团组织工作覆盖出现盲点，原有的组织动员能力和资源整合方式面临更大挑战。共青团组织的先进性来源于各基层团组织的战斗堡垒作用和团员青年的先锋模范作用。

The Communist Youth League organization embodies the dialectical unity of advanced nature and mass character. Advanced nature is based on mass character as its foundation, providing clear direction and guidance for mass character; while mass character takes advanced nature as its prerequisite requirement, constituting the solid cornerstone for advanced nature to be embodied and exerted. Upholding and maintaining advanced nature can ensure that mass-character activities and practices proceed in the correct political direction; simultaneously, fully emphasizing and strengthening mass character enables the concepts and values of advanced nature to be deeply practiced and widely disseminated in society, exerting their due extensive role and influence. The construction of functional League organizations in universities in the New Era should strengthen the management of student self-governing organizations, select and publicize models, display images, and use exemplary role models from among peers to drive the vast number of League members and youth, ensuring that the university Communist Youth League is always remembered, findable, and reliable in the work, study, and life of young teachers and students. It must closely grasp the pulse of the times among contemporary youth, deeply洞察 their ideological dynamics and changing needs, thereby effectively leading youth trends, becoming a weather vane and leader among youth groups, continuously consolidating the organizational foundation, innovating work ideas, enriching activity content, making the vast number of young students aspire to join the university Communist Youth League organization. Furthermore, it must strengthen the construction of online communities, making it convenient for League members and youth to find League organizations, attracting them to participate in League activities, and continuously extending the work reach of the Communist Youth League.

Deeply Understanding Precision as the Lifeline of the Communist Youth League in Serving Youth, Enhancing the Service Capability of the League Organization

深入理解精准性是共青团服务青年的生命线，提升团组织的服务力

General Secretary Xi Jinping emphasized that the Communist Youth League must “do everything possible to do practical things for youth and solve their difficulties, proactively think about what youth think, be anxious about what youth are anxious about, and provide tangible help to youth.” [n2] This ensures that the vast number of youth truly feel that the Party’s care is right beside them and its concern is right before their eyes. Only by focusing on the needs of youth, actively going deep among them, grasping their ideological pulse, actively responding to what youth think, hope for, and need, and effectively solving the difficulties youth encounter in their thoughts, lives, and work, can the League truly win the inner recognition and long-term support of youth.

Rich campus culture and social practice are the work focus and advantages of the university Communist Youth League, and also an important support for enhancing its service capability in the New Era. Based on the spatiotemporal characteristics of youth gatherings, their living spaces, and their growth and development needs, functional League organizations provide the vast number of youth with a new type of relational space and organizational form for exchange and interaction, participation in society, and access to services. Functional League organizations should provide a stage for young college students to display their intelligence and talents by organizing various cultural and artistic activities. They should meet the spiritual and cultural needs of different groups of League members and youth with an ample supply of high-level cultural products. They should take major festivals and anniversaries as opportunities, using “small stories” and “small entry points” to convey “big principles” and “big perspectives” to youth, creating more high-quality activities loved by youth and in line with their characteristics. They should vigorously promote the introduction of high art into campuses, promote the preservation and innovation of fine traditional Chinese culture, and enhance the political nature, ideological content, and artistry of campus cultural activities. They should deepen the excavation of university history and cultural resources, focus on creating fine works of campus culture, and demonstrate the effectiveness of leadership in a “moistening things silently” manner. They should focus on promoting youth development, always safeguard youth interests, and use platforms such as the “China International College Students’ Innovation Competition,” the “Challenge Cup,” and the “Chuang Qingchun” [n3] as vehicles to combine theoretical learning with practical exercise, serving the innovation and entrepreneurship needs of League members and youth, and achieving seamless connection and organic integration between the first classroom and the second classroom.

丰富的校园文化与社会实践是高校共青团的工作重点和工作优势，也是新时代高校共青团增强服务力的重要依托。功能型团组织根据青年聚集时空特点、生活空间、成长发展需求，给广大青年提供了交流互动、参与社会、获得服务的新型关系空间和组织形态。功能型团组织要通过组织各类文艺活动为青年大学生发挥聪明才智提供展示舞台，要以充足的高水平文化产品供给满足不同团员青年群体的精神文化需求。要以重大节庆日、纪念日为契机，以“小故事”“小切口”向青年传播“大道理”“大格局”，打造更多深受青年喜爱、符合青年特点的精品活动；要大力推进高雅艺术进校园，推动中华优秀传统文化守正创新，提升校园文化活动的政治性、思想性与艺术性；要深化挖掘校史文化资源，重点打造校园文化精品力作，在“润物无声”中彰显引领实效。要着眼促进青年发展，始终维护青年利益，要以“中国国际创新大赛”“挑战杯”“创青春”等为载体，将理论学习和实践锻炼结合起来，服务团员青年创新创业需求，实现第一课堂与第二课堂无缝衔接与有机融合。
