Put Discipline First and Strengthen Discipline Building

The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection emphasized that strengthening Party discipline building is a routine task, and it is necessary to guide Party members and cadres to transform heteronomy into self-discipline, internalizing it as a code of conduct in daily life that is used without conscious awareness. [1]1 The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection was held in January 2025, focusing on discipline building and anti-corruption work. The Discipline Inspection Commission and Supervision Commission of Zhen’an County, Shaanxi Province, persistently places discipline building in a prominent position, with a strict tone and the tenacious perseverance of being forever on the march, continuously consolidating and deepening the achievements of Party discipline learning and education, and unswervingly promoting comprehensive and strict governance of the Party to develop in depth.

二十届中央纪委四次全会强调，加强党的纪律建设是一项经常性工作，要引导党员、干部把他律转化为自律，内化为日用而不觉的言行准则。陕西省镇安县纪委监委坚持把纪律建设摆在突出位置，以严的基调和永远在路上的坚韧执着，持续巩固深化党纪学习教育成果，坚定不移推动全面从严治党向纵深发展。

Solidify discipline education, and give play to the functions of education, warning, and introspection. The Discipline Inspection Commission and Supervision Commission of Zhen’an County has established and improved a normalized and long-term discipline education mechanism, guiding Party members and cadres to regularly study the Party Constitution, Party regulations, and Party discipline, and to firmly establish a sense of discipline and rules. It clarifies the content of education, taking Xi Jinping’s important expositions on comprehensively strengthening Party discipline building as the top priority, thoroughly studying and carefully comprehending the *Regulations of the Communist Party of China on Disciplinary Sanctions* in their original form, accurately grasping their main essence and prescribed requirements, and further clarifying the yardstick for measuring daily words and actions. It highlights key targets, focusing on leading Party cadres in key positions and key areas, and carrying out differentiated education and normalized disciplinary and legal training and clean governance reminders for groups such as “first-in-charge” officials, young cadres, newly promoted cadres, cadres in key positions, and newly developed Party members. [2]2 “First-in-charge” (一把手) refers to the leading official with primary responsibility in a Party or government unit. It innovates methods and approaches, combining positive guidance with negative warnings, and integratively advancing political education, Party spirit education, family tradition education, clean governance education, and warning education, giving full play to the main role of the Zhen’an warning education base, making good use of local case warning records, and using cases and people close at hand to clarify discipline and explain the law.

抓实纪律教育，发挥教化警示内省功能。镇安县纪委监委建立健全常态化长效化纪律教育机制，引导党员干部经常性学习党章党规党纪，牢固树立纪律规矩意识。明确教育内容，把习近平总书记关于全面加强党的纪律建设的重要论述作为重中之重，原原本本深学细悟《中国共产党纪律处分条例》，准确掌握其主旨要义和规定要求，进一步明确日常言行的衡量标尺。突出重点对象，把关键岗位和重点领域的党员领导干部作为重点，针对“一把手”、年轻干部、新提拔干部、关键岗位干部、新发展党员等群体，开展差异化教育和常态化纪法培训、廉政提醒。创新方式方法，坚持正面引导和反面警示相结合，一体推进政治教育、党性教育、家风教育、廉洁教育、警示教育，发挥镇安警示教育基地主阵地作用，用好用活本地案例警示录，用身边人身边事以案明纪、以案说法。

Strictly enforce discipline, and adhere to the principle that any violation of discipline must be investigated and punished. The Discipline Inspection Commission and Supervision Commission of Zhen’an County runs strict requirements throughout the entire process of disciplinary supervision, truly making iron discipline “grow teeth” and exert its power. It strictly enforces political discipline, strengthening political supervision and the enforcement of political discipline around the decisions and deployments of the Party Central Committee, promoting the embodiment of the Two Upholds in concrete actions. [3]3 The Two Upholds (两个维护) refers to upholding the core position of General Secretary Xi Jinping in the Party Central Committee and the Party as a whole, It closely monitors the “key minority,” strengthening supervision over “first-in-charge” officials, members of leading bodies, and cadres in key positions, adhering to higher standards and stricter requirements, and continuously strengthening supervision over the implementation of democratic centralism, the exercise of power in accordance with regulations and laws, and the fulfillment of responsibilities for Party governance and management, urging them to be strict with themselves, strictly fulfill their responsibilities, and strictly manage their jurisdictions; it regularly organizes “first-in-charge” officials to report on their performance and integrity, weaves a tight supervision network for the “eight hours outside work,” strengthens political ecosystem assessment through precise “portrayal,” and urges the strict enforcement of political life within the Party. [4] It investigates both misconduct and corruption simultaneously, adhering to the dual breakthrough of tracing corruption from misconduct and correcting misconduct from corruption, both digging deep into corruption issues such as interest transfer behind unhealthy tendencies, and intensifying efforts to investigate and punish unhealthy tendencies behind corruption, resolutely correcting problems such as lack of concern, disregard, and non-compliance with Party regulations and discipline.

严格纪律执行，坚持执纪必严违纪必究。镇安县纪委监委把严的要求贯穿执纪监督全过程，切实让铁纪“长牙”、发威。严明政治纪律，围绕党中央决策部署，加强政治监督和政治纪律执行，推动把“两个维护”体现在实际行动上。紧盯“关键少数”，强化对“一把手”、领导班子成员和关键岗位干部的监督，坚持更高标准、更严要求，持续强化对贯彻执行民主集中制、依规依法履职用权、落实管党治党责任等情况的监督，督促严于律己、严负其责、严管所辖；定期组织“一把手”述责述廉，织密“八小时外”监管网络，以精准“画像”强化政治生态研判，督促严肃党内政治生活。风腐同查同治，坚持由风查腐循线深挖、由腐纠风双向突破，既深挖不正之风背后的利益输送等腐败问题，又加大力度查处腐败背后的不正之风，坚决纠正对党规党纪不上心、不在乎、不执行等问题。

The Discipline Inspection Commission and Supervision Commission of Zhen’an County persistently unifies strict management and supervision with encouraging responsible action, continuously gathering positive energy for undertaking work and starting businesses. It accurately applies the “four forms,” using measures such as criticism and education, interview reminders, admonishment talks, and disciplinary sanctions, both catching problems early and small to prevent them from growing, and severely investigating serious disciplinary violations to form a deterrent, enhancing Party members’ and cadres’ reverence for discipline; it strengthens dynamic analysis of the application of the “four forms,” striving to achieve the unity of political effects, disciplinary and legal effects, and social effects. [5] It resolutely implements the “three distinctions,” accurately grasping the circumstances, scope, and procedures for fault tolerance, error correction, and clarification and rehabilitation, precisely and standardly holding accountability, and seriously investigating and punishing false accusations and framing in accordance with laws and regulations, motivating Party members and cadres to dare to take responsibility and actively act. [6] It deepens the promotion of reform and governance through case analysis, combining return visit education with promoting reform and governance through case analysis and consolidating main responsibilities, urging the units where cases occurred to deepen their understanding of the importance of strengthening Party discipline building and the harm of neglecting Party discipline and violating Party discipline, and promoting the improvement of long-term mechanisms for managing power, affairs, and personnel through systems by issuing disciplinary inspection and supervision recommendations and “problem lists.”

把握政策策略，注重纪法情理贯通融合。镇安县纪委监委坚持把从严管理监督和鼓励担当作为统一起来，不断凝聚干事创业正能量。准确运用“四种形态”，通过批评教育、约谈提醒、诫勉谈话、纪律处分等措施，既抓早抓小、防微杜渐，又严查严重违纪行为，形成震慑，增强党员干部对纪律的敬畏；加强对运用“四种形态”情况的动态分析，努力实现政治效果、纪法效果、社会效果相统一。坚决落实“三个区分开来”，准确把握容错纠错、澄清正名的情形、幅度和程序，精准规范问责，依法依规严肃查处诬告陷害行为，激励党员干部敢于担当、积极作为。深化以案促改促治，将回访教育与推动以案促改促治、压实主体责任等工作相结合，督促案发单位深化对加强党的纪律建设重要性和忽视党纪、违反党纪问题危害性的认识，通过制发纪检监察建议书、“问题清单”等方式，推动健全完善靠制度管权、管事、管人的长效机制。
