Beijing, May 30 (People’s Daily Online, reporter Yang Qian) On the morning of May 30, to commemorate the 80th anniversary of the victory of the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations, the China-Russia High-End Think Tank Forum (2025), themed “China and Russia: Cooperation in the New Era,” opened in Beijing.

Gao Xiang, President of the Chinese Academy of Social Sciences; Igor Ivanov, Chairman of the Russian International Affairs Council; Zhang Hanhui, Chinese Ambassador to Russia; and Igor Morgulov, Russian Ambassador to China, attended the opening ceremony and delivered speeches.

中国社会科学院院长高翔、俄罗斯国际事务委员主席伊戈尔·伊万诺夫、中国驻俄罗斯大使张汉晖、俄罗斯驻华大使伊戈尔·莫尔古洛夫出席开幕式并致辞。

Gao Xiang pointed out that China and the Soviet Union, as the main battlefields in Asia and Europe respectively during World War II, were the mainstays in resisting Japanese militarism and German Nazism and made decisive contributions to the victory of the World Anti-Fascist War. In early May, President Xi Jinping paid a state visit to Russia at invitation and attended the commemorative events for the 80th anniversary of the Soviet Union’s victory in the Great Patriotic War, achieving complete success. The two heads of state jointly discussed major plans for strategic cooperation between China and Russia in various fields, jointly celebrated the 80th anniversary of the victory of the World Anti-Fascist War, and jointly wrote a new chapter in upholding international fairness and justice.

高翔指出，中国和苏联分别作为第二次世界大战的亚洲和欧洲主战场，是抗击日本军国主义和德国纳粹主义的中流砥柱，为世界反法西斯战争胜利做出了决定性贡献。5月初，习近平主席应邀对俄罗斯进行国事访问并出席纪念苏联伟大卫国战争胜利80周年庆典，取得圆满成功。两国元首共商中俄各领域战略合作大计，共庆世界反法西斯战争胜利80周年，共谱捍卫国际公平正义新篇章。

Gao Xiang emphasized that China and Russia should jointly uphold and maintain the authority of the United Nations, continuously promote an equal and orderly multipolar world and the democratization of international relations; adhere to mutual benefit and win-win cooperation, promote the close alignment of the Belt and Road Initiative with the construction of the “Greater Eurasian Partnership,” and advance inclusive and beneficial economic globalization; strengthen people-to-people and cultural exchanges, jointly implement the Global Civilization Initiative, continuously promote mutual learning and the diversity of civilizations, and foster people-to-people bonds.

高翔强调，中俄两国应共同坚持和维护联合国权威，持续推进平等有序的世界多极化和国际关系民主化；坚持互利共赢，推动共建“一带一路”倡议与“大欧亚伙伴关系”建设紧密对接，推进普惠包容的经济全球化；加强人文交流，携手践行全球文明倡议，持续推进互学、互鉴的文明多样化，促进民心相通。

Ivanov stated that the current international and regional security fields face serious challenges, making it more important than ever to review the causes and lessons of World War II. Russia and China resolutely oppose attempts to distort history and call on contemporary people to remember history and strive to prevent the tragedy from recurring. In May this year, the leaders of Russia and China issued a joint statement on global strategic stability. This document not only lays the foundation for deepening cooperation between Russia and China but can also provide a framework for collaboration among the world’s major nuclear-armed states.

伊万诺夫表示，当前国际和地区安全领域面临严重挑战，因此回顾二战的起因和教训比以往任何时候都更重要。俄中两国坚决发对篡改历史的行径，并呼吁当代人铭记历史，竭力防止悲剧重演。今年5月，俄中两国领导人发表了关于全球战略稳定的联合声明，这份文件不仅为俄中深化合作奠定基础，也可以为世界主要有核国家协作提供框架。

Ivanov pointed out that China-Russia relations have reached their highest level in history, which not only serves the fundamental interests of the peoples of both countries but is also an important factor in promoting the establishment of a more just multipolar world. He called on participants to leverage the important value of expert dialogue, delve into topics such as international security, and exchange views on how to efficiently implement bilateral agreements and initiatives.

伊万诺夫指出，中俄关系达到历史最高水平，不仅符合两国人民的根本利益，更是推动建立更加公正的多极化世界的重要因素。他呼吁参会者发挥专家对话的重要价值，深入探讨国际安全等议题，就如何高效落实双边协议和倡议交换意见。

Zhang Hanhui pointed out that the heads of state of China and Russia jointly signed a joint statement on further deepening the China-Russia comprehensive strategic partnership of coordination for the New Era, making top-level design and strategic deployment for closer strategic coordination and mutually beneficial cooperation between the two countries in various fields under the new circumstances. He stated that China and Russia continue to stand firmly together, injecting strong momentum into world multipolarization, demonstrating the sense of responsibility of the two countries as permanent members of the UN Security Council. He emphasized that countries around the world that cherish peace should remember history, firmly defend the victorious outcomes of World War II, adhere to the global governance concept of extensive consultation, joint contribution, and shared benefits, and join hands to strive for a brighter future for humanity.

张汉晖指出，中俄两国元首共同签署关于进一步深化中俄新时代全面战略协作伙伴关系的联合声明，为新形势下密切两国战略协作和各领域的互利合作，做出了顶层设计和战略部署。他表示，中俄继续坚定地站在一起，为世界多极化注入强劲动力，彰显了两国作为联合国安理会常任理事国的责任担当。他强调，全世界珍爱和平的国家应牢记历史，坚定捍卫二战胜利成果，坚持共商、共建、共享的全球治理观，携手为人类争取更加光明的未来。

Morgulov stated that this year, China and Russia jointly celebrate the 80th anniversary of the victory of the World Anti-Fascist War and the Chinese People’s War of Resistance Against Japanese Aggression. The combat camaraderie forged in blood and the shared heroic history of the two peoples are the solid foundation for the current China-Russia relations reaching their highest level in history. China has been Russia’s largest trading partner for 15 consecutive years, while Russia ranks as China’s fifth-largest trading partner. This year, the two heads of state set new goals for bilateral practical cooperation. He looks forward to this forum conducting in-depth analysis of the current state of bilateral cooperation and exploring promising new growth points for cooperation.

莫尔古洛夫表示，今年中俄共同庆祝世界反法西斯战争和抗日战争胜利80周年，两国人民用鲜血凝成的战斗情谊与共同的英雄历史，是当前中俄关系达到历史最高水平的坚实根基。中国已连续15年稳居俄罗斯第一大贸易伙伴国地位，俄罗斯则位列中国第五大贸易伙伴国。今年两国元首制定了双边务实合作的新目标，期待本届论坛对双边合作现状展开深入分析，探寻具有前景的合作增长点。

Over 100 representatives from the governments, think tanks, academia, and business communities of China and Russia engaged in in-depth discussions around three topics: “China and Russia Jointly Upholding True Multilateralism and Cooperating to Promote World Multipolarization,” “China-Russia Practical Cooperation and Common Development,” and “China-Russia People-to-People and Cultural Exchanges and Mutual Learning Among Civilizations.”

来自中俄两国政府、智库、学界、商界等100多名代表，围绕“中俄共同维护真正的多边主义，合作推动世界多极化”“中俄务实合作与共同发展”和“中俄人文交流与文明互鉴”三个议题展开深入探讨。

This China-Russia High-End Think Tank Forum was jointly hosted by the Chinese Academy of Social Sciences and the Russian International Affairs Council, and organized by the Institute of Russian, Eastern European and Central Asian Studies of the Chinese Academy of Social Sciences and the China-Russia Strategic Coordination High-End Cooperation Think Tank of the Chinese Academy of Social Sciences. Since its inception in 2018, the forum has become the highest-level, most extensive, and most influential think tank exchange platform between China and Russia, making positive contributions to deepening and developing the China-Russia comprehensive strategic partnership of coordination for the New Era.

本次中俄智库高端论坛由中国社会科学院和俄罗斯国际事务委员会联合主办，中国社会科学院俄罗斯东欧中亚研究所和中国社科院中俄战略协作高端合作智库承办。自2018年举办至今，论坛已成为中俄两国间层次最高、覆盖面最广、影响力最大的智库交流平台，为深化和发展中俄新时代全面战略协作伙伴关系做出了积极贡献。
