They have made immortal contributions in advancing the great cause of revolution, construction, and reform, composing a magnificent chapter in China’s workers’ movement. He emphasized that the 100 years since the founding of the All-China Federation of Trade Unions are 100 years of combining Marxist trade union theory with the concrete reality of China’s workers’ movement, and 100 years of China’s working class and trade union organizations unswervingly following the Party and uniting and striving for the great rejuvenation of the Chinese nation. Reviewing the century-long course, the fundamental reason why China’s workers’ movement has been able to continuously advance from victory to new victory lies in its unswerving adherence to the Party’s leadership over the trade union movement and trade union work. As early as the beginning of the Party’s founding, the First National Congress of the CPC passed the “Resolution on Current Practical Work,” clearly stating that the central task after the Party’s founding was to lead, organize, and promote the workers’ movement. Many of our Party’s early leaders, such as Mao Zedong, Zhou Enlai, and Liu Shaoqi, personally led the workers’ movement. After the founding of New China, the Party led the formulation of the “Trade Union Law of the People’s Republic of China,” establishing the important status and role of Chinese trade unions in the country’s political, economic, and social life. During the new period of reform and opening up and socialist modernization, the Party placed greater emphasis on strengthening and improving leadership over trade union work, creating favorable conditions and environments for enhancing the vitality of trade unions and giving full play to their role. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core, focusing on consolidating the class foundation and mass foundation for the Party’s long-term governance, has adhered to the Party’s overall leadership over the trade union movement and trade union work, made a series of important discourses on the working class and trade union work, deployed and promoted a series of important tasks, and propelled the Party’s trade union movement to achieve historic accomplishments and all-round progress. History teaches us that the Communist Party of China has always been the strong leading core driving the development of China’s trade union movement. The Chinese working class is a great new revolutionary class born in modern China. During the May Fourth Movement, the working class stepped onto the historical stage as an independent political force. Over the past hundred-plus years, the working class has always kept pace with the Party’s steps and marched at the forefront of the times: advancing wave upon wave and fighting bloody battles during the period of the New Democratic Revolution; striving with determination and working hard under difficult conditions during the period of socialist revolution and construction; forging ahead with keen enterprise and willingly contributing during the new period of reform and opening up and socialist modernization; and being confident and self-reliant, bravely shouldering heavy burdens during the New Era of socialism with Chinese characteristics, making immortal contributions to advancing the great cause of revolution, construction, and reform. Chinese trade unions are mass organizations of the working class led by the Party. Over the past century, Chinese trade unions have guided the masses of workers to listen to the Party and follow the Party, closely uniting the broad masses of workers around the Party, playing the role of a bridge and bond linking the Party with the masses of workers; they have organized the masses of workers to participate in managing state and social affairs according to law, safeguarding the socialist system, playing the role of an important social pillar of the socialist state power; they have held high the banner of safeguarding the legitimate rights and interests of workers, wholeheartedly serving the masses of workers, playing the role of representatives and defenders of workers’ interests. In short, the status and role of China’s working class and the nature and functions of China’s trade unions are determined by the nature of our Party and the socialist system of our country, and must not be shaken or changed at any time.

They bear on major issues such as the development direction, development goals, development path, and development momentum of China’s trade unions, and have significant theoretical and practical significance.

This central task is precisely the era theme of China’s workers’ movement. China’s workers’ movement has always been closely linked to the Party’s central tasks. Currently, our Party is leading the people with high spirits and vigor towards the grand goal of comprehensively building a modern socialist country and advancing the great rejuvenation of the Chinese nation through Chinese-path modernization. Advancing Chinese-path modernization not only conforms to the fundamental interests and common aspirations of the working class but is also inseparable from the labor, creation, and dedication of all the people, including the working class. Only by closely linking its own work with the great cause led by the Party and earnestly fulfilling its duties around advancing Chinese-path modernization can the trade union continuously push forward the Party’s workers’ movement.

On the new journey, trade unions must firmly grasp the theme of comprehensively building a modern socialist country and advancing the great rejuvenation of the Chinese nation through Chinese-path modernization, focus on the primary task of promoting high-quality development, and around major national strategies, major projects, major programs, and key industries, extensively, deeply, and persistently carry out various forms of labor and skills competitions. They should deeply carry out mass innovation and creation activities such as the “Five Small” (small inventions, small creations, small innovations, small designs, small suggestions), organize and mobilize the vast numbers of workers and staff to forge ahead on the new journey and make contributions in the New Era. They should conscientiously fulfill the trade union’s role of taking the lead and coordinating, ensuring that the various tasks and measures of the “Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform and Construction of the Industrial Worker Force” are implemented, accelerating the building of a large contingent of knowledge-based, skill-based, and innovation-based industrial workers, and cultivating and producing more highly skilled talents and master craftsmen of the nation, providing strong talent and skill support for advancing Chinese-path modernization.

In the various historical periods when our Party united and led the people in revolution, construction, and reform, model workers have always been a shining group within China’s working class. During the revolutionary war years, model workers such as Zhao Zhan Kui, “a banner of the workers in the border areas,”[2]2 Zhao Zhan Kui (赵占魁, 1896–1973) was a model worker in the Yan’an Border Region during the War of Resistance Against Japan, known for his hard work and dedication in the military industry. After the founding of New China, a large number of advanced models such as “the guardian of the blast furnace” Meng Tai,[5]5 Meng Tai (孟泰, 1898–1967) was a model worker at the Anshan Iron and Steel Company, known for his dedication to restoring production after the founding of New China. “Iron Man” Wang Jin Xi,[6]6 Wang Jin Xi (王进喜, 1923–1970), known as “Iron Man,” was a model oil worker who led the Daqing Oilfield development, symbolizing the spirit of self-reliance. and “the father of the two bombs” Deng Jia Xian,[7]7 Deng Jia Xian (邓稼先, 1924–1986) was a leading scientist in China’s nuclear weapons program, known as the “father of the two bombs” (atomic and hydrogen bombs). responded to the Party’s call, driving the masses to rely on their own efforts and work hard. Since reform and opening up, a large number of model workers and advanced individuals such as “the blue-collar expert” Kong Xiang Rui,[8]8 Kong Xiang Rui (孔祥瑞, born 1961) is a model worker known for his technical innovations in port machinery operations. “the gold medal worker” Dou Tie Cheng,[9]9 Dou Tie Cheng (窦铁成, born 1956) is a model worker recognized for his exceptional skills in railway electrification. and “the father of China’s aviation engines” Wu Da Guan,[10]10 Wu Da Guan (吴大观, 1916–2009) was a pioneering figure in China’s aviation engine development, known as the “father of China’s aviation engines.” have loved their jobs, dedicated themselves to them, specialized in them, and excelled in them, driving the masses to forge ahead with determination and actively participate in reform and opening up and socialist modernization. Entering the New Era, more model workers and advanced individuals have emerged in competition. They have strived, dared to be the first, and scaled new heights, composing a new chapter of “Chinese Dream, Labor Beauty.” With a high sense of ownership as masters of the country, outstanding labor creation, and selfless dedication, model workers have set examples for people of all ethnic groups across the country. The spirit of model workers, the spirit of labor, and the spirit of craftsmanship embodied in them are vivid manifestations of the core socialist values and a powerful spiritual force inspiring hundreds of millions of people to advance bravely despite wind and rain.

在我们党团结带领人民进行革命、建设、改革各个历史时期，劳动模范始终是我国工人阶级中一个闪光的群体。在革命战争年代，“边区工人一面旗帜”赵占魁、“兵工事业开拓者”吴运铎、“新劳动运动旗手”甄荣典等劳动模范，以“新的劳动态度对待新的劳动”，带动广大群众投身党领导的人民解放事业。新中国成立后，“高炉卫士”孟泰、“铁人”王进喜、“两弹元勋”邓稼先等一大批先进模范，响应党的号召，带动广大群众自力更生、奋发图强。改革开放以来，“蓝领专家”孔祥瑞、“金牌工人”窦铁成、“中国航空发动机之父”吴大观等一大批劳模先进，干一行、爱一行，专一行、精一行，带动广大群众锐意进取，积极投身改革开放和社会主义现代化建设。进入新时代，更多劳模先进竞相涌现，他们拼搏奋斗、敢为人先、勇攀高峰，谱写了“中国梦·劳动美”的新篇章。广大劳模以高度的主人翁责任感、卓越的劳动创造、忘我的拼搏奉献，为全国各族人民树立了学习榜样，体现在他们身上的劳模精神、劳动精神、工匠精神，是社会主义核心价值观的生动体现，是鼓舞亿万人民风雨无阻、勇敢前进的强大精神动力。

On the new journey, trade unions must always respect and care for model workers, implement policies on their treatment, help them solve problems in production and life, and support them in fully playing their demonstrative and leading role. They should vigorously promote the spirit of model workers, the spirit of labor, and the spirit of craftsmanship, widely publicize the advanced deeds of model workers and other typical figures, encourage the vast numbers of workers and staff to learn from and catch up with the advanced, use the lofty spirit and noble character of model workers and advanced individuals to spur themselves on, ignite labor enthusiasm, abide by professional ethics, turn hard work, honest work, and creative work into conscious action, and strive to become strivers in the New Era.

新征程上，工会必须始终尊重劳模、关心劳模，落实劳模待遇政策，帮助劳模解决生产生活中的问题，支持劳模充分发挥示范引领作用。大力弘扬劳模精神、劳动精神、工匠精神，广泛宣传劳模和其他典型的先进事迹，激励广大职工群众学先进赶先进，用劳模先进的崇高精神和高尚品格鞭策自己，焕发劳动热情、恪守职业道德，把辛勤劳动、诚实劳动、创造性劳动变成自觉行动，争做新时代的奋斗者。

Deeply Understand the Duties and Mission of Trade Union Organizations on the New Journey

深刻领会新征程上工会组织的职责使命

General Secretary Xi Jinping pointed out that the century-old trade union is standing at a new historical starting point. The Party and the state place high hopes on trade union organizations, and the workers and staff have great expectations for them. He emphasized that trade unions must adhere to the correct political direction, closely unite the vast numbers of workers and working people around the Party; must adhere to a people-centered work orientation, wholeheartedly serve the workers and staff, and promote their all-round development; must deepen trade union reform and construction, continuously enhancing their guiding force, organizational force, and service force; and emphasized that Party committees at all levels must strengthen and improve their leadership over trade unions, promptly study and resolve major issues in trade union work, and create favorable conditions for trade unions to perform their duties. The General Secretary’s important expositions cover the fundamental guarantee, political responsibility, main duties and responsibilities, and internal driving force of trade union work, reflecting the General Secretary’s consistent high regard for trade union work and injecting powerful strength into doing a good job of trade union work in the New Era and on the new journey.

Standing at a new historical starting point, China’s trade union movement has broad prospects and great potential, and trade union organizations bear a glorious mission and heavy responsibility. Comprehensively building a modern socialist country is a great and arduous undertaking, with a bright future but a long and heavy road ahead. It all the more requires firm conviction and boosted morale, and all the more requires unity of heart and mind and united struggle. This places higher demands on trade unions in conducting ideological and political guidance among workers, guiding the worker masses to unwaveringly listen to the Party and follow the Party, and to unite and struggle for the realization of the Party’s central tasks. China has entered the historical stage of solidly advancing common prosperity. The worker masses’ needs for a better life are growing day by day, displaying the characteristics of diversification, multi-levelness, and multi-facetedness. They look forward to more stable jobs, more satisfactory incomes, more reliable social security, better career development, and richer cultural-ethical progress. This places higher demands on trade unions in fulfilling their basic duties of rights protection and services, and in realizing, safeguarding, and developing the legitimate rights and interests of the broad worker masses. With the deepening of the new round of scientific and technological revolution and industrial transformation, new technologies, new business forms, and new models are constantly emerging. Profound changes are taking place in China’s industrial structure, employment patterns, and the composition of the workforce. Compared with this, trade unions still face problems such as weak grassroots foundations, insufficient effective coverage, and inadequate attractiveness and cohesion. This places higher demands on continuously deepening trade union reform and construction, and effectively playing the role of a bridge and bond linking the Party with the worker masses.

站在新的历史起点上，我国工运事业前景广阔、大有可为，工会组织使命光荣、责任重大。全面建设社会主义现代化国家，是一项伟大而艰巨的事业，前途光明，任重道远，更加需要坚定信念、鼓舞斗志，更加需要同心同德、团结奋斗，这对工会做好职工思想政治引领工作，引导职工群众坚定不移听党话、跟党走，为实现党的中心任务而团结奋斗提出了更高要求。我国已经进入扎实推动共同富裕的历史阶段，职工群众的美好生活需要日益增长，呈现多样化、多层次、多方面的特点，他们期盼有更稳定的工作、更满意的收入、更可靠的社会保障、更好的职业发展、更丰富的精神文化生活，这对工会履行维权服务基本职责，实现好、维护好、发展好广大职工群众合法权益提出了更高要求。随着新一轮科技革命和产业变革深入发展，新技术新业态新模式不断涌现，我国产业结构、就业形态、职工队伍结构等发生深刻变化，与之相比工会还存在基层基础薄弱、有效覆盖面不足、吸引力凝聚力不够等问题，这对持续深化工会改革和建设，有效发挥党联系职工群众的桥梁和纽带作用提出了更高要求。

On the new journey, trade unions must strengthen and improve the ideological and political work among workers, unite and guide the broad worker masses to unwaveringly listen to the Party and follow the Party, and ensure that the working class remains the Party’s most solid and reliable class foundation. Improve the “universal + special” work system for workers’ rights protection and services, practically and concretely do practical things and good deeds for the worker masses, and use heart, emotion, and effort to properly solve the urgent, difficult, and anxious problems of the broad workers. Firmly grasp the reform direction of enhancing political character, advanced nature, and mass character, make greater efforts in strengthening the organizational system, expanding service fields, and innovating working methods, and build a trade union work system with broad connections and services for workers. Comprehensively strengthen Party building in the trade union system, cultivate a high-quality and professionalized team of trade union cadres who are loyal, clean, and responsible, and lead the high-quality development of trade union work with high-quality Party building.

新征程上，工会必须加强和改进职工思想政治工作，团结引导广大职工坚定不移听党话、跟党走，确保工人阶级始终是我们党最坚实最可靠的阶级基础。完善“普惠性+特殊性”职工维权服务工作体系，实实在在地为职工群众办实事、办好事，用心用情用力解决好广大职工的急难愁盼问题。牢牢把握增强政治性、先进性、群众性的改革方向，在建强组织体系、拓宽服务领域、创新工作方法上下更大功夫，构建联系广泛、服务职工的工会工作体系。全面加强工会系统党的建设，打造忠诚干净担当的高素质专业化工会干部队伍，以高质量党建引领工会工作高质量发展。

History illuminates the future, and the journey has no end. We must unite more closely around the Party Central Committee with Comrade Xi
