Improve and perfect five major systems, including responsibility implementation, deterrence and punishment, supervision and restraint, publicity and education, and organizational guarantees, promote the formation of a complete closed loop of case handling, governance, supervision, and education, effectively realize the simultaneous, coordinated, and comprehensive exertion of efforts to ensure that officials do not dare to be corrupt, cannot be corrupt, and do not want to be corrupt, and promote the systematic strengthening of the construction of a clean government and the fight against corruption in national security organs.

Formulate and implement opinions on strengthening accountability work in national security organs, carry out accountability accurately and normatively, and increase accountability efforts for inaction, slow action, and arbitrary action.

严肃执纪问责。坚持无禁区、全覆盖、零容忍，坚持重遏制、强高压、长震慑，坚决查处违反中央八项规定精神等重点领域违规违纪问题，坚决整治隐形变异行为。深入开展“一案四检视”，将民主生活会查摆的问题，巡视监督、审计监督、条线监督等发现的突出问题，违纪违法典型案例反映的深层次问题，以及对照中央层面学习教育工作专班印发的2个问题清单查摆的问题列出清单，逐条逐项压实整改责任，确保整改到位。制定实施国家安全机关加强问责工作的意见，精准规范开展问责，对不作为、慢作为、乱作为加大问责力度。
