General Secretary Xi Jinping emphasized at the Conference Celebrating the 100th Anniversary of the Founding of the All-China Federation of Trade Unions and Commending National Model Workers and Advanced Workers, “We must adhere to a people-centered work orientation, sincerely serve the workers and the masses, and promote the all-round development of workers.” Against the backdrop of a new round of technological revolution and industrial transformation, this is a scientific exposition and strategic deployment of the dialectical relationship between the all-round development of workers in the New Era and labor creation and high-quality development. On the new journey of comprehensively building a modern socialist country, it is necessary to promote the all-round development of workers, strive to promote high-quality employment for the broad masses of workers, continuously enhance their sense of gain, happiness, and security, and continuously inject new momentum into building a new development pattern and promoting high-quality development.

General Secretary Xi Jinping has repeatedly emphasized, “The ultimate goal of modernization is to realize the free and all-round development of man.” This is an inheritance and development of the Marxist theory of the all-round development of man. The all-round development of workers is a concentrated embodiment of the theory of the all-round development of man in the field of labor, the latest requirement of adapting Marxism to the Chinese context and the needs of the times, and has important guiding value and sufficient driving effect on the all-round development of man. To promote the all-round development of workers, we should deeply understand the spiritual essence of General Secretary Xi Jinping’s important speech, grasp the overall situation, base ourselves on reality, face the future, focus on the coordinated development of workers’ concepts, abilities, and knowledge, ensure the dual enrichment of workers’ material and spiritual aspects, and the full realization of their rights.

践行马克思主义关于人的全面发展理论。实现人的全面发展是马克思主义的根本价值目标。习近平总书记多次强调，“现代化的最终目标是实现人自由而全面的发展”。这是对马克思主义关于人的全面发展理论的继承和发展。职工全面发展是人的全面发展理论在劳动领域的集中体现，是马克思主义中国化时代化的最新要求，对人的全面发展具有重要的引领价值和充分的带动作用。促进职工全面发展，应深刻领会习近平总书记重要讲话的精神实质，把握总体，立足现实，面向未来，注重职工的观念、能力和知识的协调发展，确保职工物质、精神的双重富足以及权利的充分实现。

Further comprehensively deepening reform requires firmly relying on and cultivating a high-quality workforce. General Secretary Xi Jinping emphasized, “We must focus on promoting high-quality development, mobilize and encourage the broad masses of workers and working people to make contributions and innovate and create,” and “organize and guide the broad masses of workers to base themselves on their own posts, overcome difficulties in the transformation and upgrading of traditional industries, forge ahead in the development and growth of emerging industries, and boldly explore in the cultivation and growth of future industries.” This puts forward new requirements for promoting the all-round development of workers. Through further comprehensively deepening reform, we should encourage the broad masses of workers to form labor concepts, ability qualities, and knowledge structures that adapt to industrial transformation, help foster new industries, new models, and new drivers, and promote the development of productive forces characterized by high technology, high efficiency, and high quality.

落实进一步全面深化改革的决策部署。职工全面发展是全面提升劳动者素质的重要引领和关键基础，进一步全面深化改革需要紧紧依靠和造就一支高素质的劳动者队伍。习近平总书记强调，“要聚焦推动高质量发展，动员激励广大职工和劳动群众建功立业、创新创造”“组织引导广大劳动者立足本职岗位，在传统产业转型升级中攻坚克难，在新兴产业发展壮大中开拓进取，在未来产业培育生长中大胆探索”。这对促进职工全面发展提出了新的要求。要通过进一步全面深化改革，激励广大职工形成与产业变革相适应的劳动观念、能力素养和知识结构，助力催生新产业、新模式、新动能，推动以高技术、高效能、高质量为特征的生产力发展。

Ensuring and improving people’s livelihood through development is a major task of Chinese-path modernization, and the all-round development of workers is a key area for strengthening the employment-first orientation and enhancing people’s well-being in high-quality development. General Secretary Xi Jinping emphasized the need to “earnestly and wholeheartedly solve the urgent, difficult, and anxious problems of the broad masses of workers” and “continuously enhance the sense of gain, happiness, and security of the broad masses of workers and working people.” In the New Era, the masses of workers pay more attention to themselves and their long-term development, with increasing wages, improving vocational skills, strengthening rights protection, promoting career growth, improving quality of life, and participating in enterprise management and social development becoming their focus. The all-round development of workers should revolve around the multi-dimensional, multi-level, and dynamically changing livelihood demands of the broad masses of workers, promote the transformation of workers’ livelihood services from “responding to survival-type needs” to “responding to development-type needs,” enable workers to live a quality life, and continuously meet workers’ aspirations for a better life.

坚持以人民为中心的发展思想。中国式现代化，民生为大。在发展中保障和改善民生是中国式现代化的重大任务，职工全面发展则是在高质量发展中强化就业优先导向、增进民生福祉的重点领域。习近平总书记强调，要“用心用情用力解决好广大劳动者的急难愁盼问题”“不断增强广大职工和劳动群众的获得感幸福感安全感”。新时代的职工群众更加注重自身和长远发展，提高工资收入、提升职业技能、加强权益保障、促进职业成长、改善生活品质、参与企业管理和社会发展等方面成为其关注焦点。职工全面发展应围绕广大职工多维度、多层次、动态变化的民生诉求，推动职工民生服务从“生存型需求回应”向“发展型需求回应”转型，让职工过上有品质的生活，不断满足职工对美好生活的向往。

The political guidance, value orientation, overall planning, strategic deployment, implementation path, and practical requirements for promoting the all-round development of workers should be closely integrated with the essential requirements of Chinese-path modernization, so that they complement and reinforce each other, and truly forge a path for the all-round development of workers. We must fully, accurately, and comprehensively implement the new development concept, unify the modernization requirements of the economic, political, cultural, social, and ecological civilization fields into the goal of the all-round development of workers, take the improvement of labor ability, the improvement of labor relations, the exertion of free individuality, and the realization of value goals as the core dimensions of the all-round development of workers, promote the evolution of workers from “single laborers” to “all-round development talents,” and provide sustainable talent guarantees and social momentum for Chinese-path modernization.

促进职工全面发展要切实融入中国式现代化的本质要求中。要把促进职工全面发展的政治引领、价值导向、总体规划、战略部署、贯彻路径、实践要求等与中国式现代化的本质要求紧密融合，使之相辅相成、相得益彰，真正走出一条职工全面发展之路。要完整准确全面贯彻新发展理念，将经济、政治、文化、社会、生态文明等领域的现代化发展要求统一于职工全面发展目标中，将劳动能力提升、劳动关系改善、自由个性发挥、价值目标实现等作为职工全面发展的核心维度，推动职工从“单一劳动者”向“全面发展型人才”演进，为中国式现代化提供可持续的人才保障和社会动力。

Promoting the all-round development of workers should focus on the high-level development needs of workers, such as professional ability, learning and innovation ability, interdisciplinary integration ability, and professional quality. Through lifelong learning, institutional guarantees, and innovation incentives, we should cultivate a contingent of knowledge-based, skill-based, and innovation-oriented workers, and promote high-quality development through high-quality labor creation.

促进职工全面发展要积极主动适应加快构建现代化产业体系的时代需求。新一轮科技革命和产业变革，为转型升级传统产业、壮大新兴产业、培育未来产业提供了重大机遇，也提出了严峻挑战。促进职工全面发展要聚焦职工的专业能力、学习创新能力、跨学科融入能力、职业素养等高层次发展需求，通过终身学习、制度保障和创新激励，培育一批知识型、技能型、创新型的职工队伍，以高质量劳动创造推动高质量发展。

Adhering to the overall leadership of the Party. Party leadership is the most essential feature and the greatest institutional advantage of socialism with Chinese characteristics. The Party is the key to running China’s affairs well. Promoting the all-round development of workers is also inseparable from the overall leadership of the Party. We must implement and give full play to the leading core and political core roles of Party organizations at all levels, so that the all-round development of workers is integrated into the normalized and long-term working mechanisms of Party organizations at all levels. At the same time, attach importance to and give full play to the important role of Party building leadership in the all-round development of workers, so that Party building leadership runs through the entire process and all aspects. On the one hand, strengthen the theoretical armed forces of the Party, enhance the ideological and theoretical levels of the broad masses of workers, innovate and do a good job in the ideological and political work of workers, so that the broad masses of workers consciously link their personal destiny with the destiny of the Party and the country. On the other hand, improve the Party’s organizational system, institutional system, and working mechanism, make promoting the all-round development of workers an important part of trade union Party building, strengthen support and guidance in all aspects, and create favorable conditions and a good atmosphere for promoting the all-round development of workers.

坚持党的全面领导。党的领导是中国特色社会主义最本质特征和最大制度优势。办好中国的事情，关键在党。促进职工全面发展同样离不开党的全面领导。要落实和发挥好各级党组织的领导核心和政治核心作用，让职工全面发展融入各级党组织的常态化长效化工作机制。同时，重视和发挥党建引领对职工全面发展的重要作用，让党建引领贯穿全过程和各方面。一方面，加强党的理论武装，提升广大职工的思想水平和理论水平，创新做好职工思想政治工作，让广大职工自觉把个人命运与党和国家命运紧密联系在一起。另一方面，健全党的组织体系、制度体系和工作机制，把促进职工全面发展作为工会党建的重要内容，加强各方面支持和引导，为促进职工全面发展创造有利条件和良好氛围。

Through policy mechanisms such as guidance and assistance, resource allocation, assessment and evaluation, talent attraction and use, job compensation, and honor awards, continuously improve the enthusiasm and initiative of the broad masses of workers to consciously serve national strategies. 服务国家战略。要大力引导广大职工服从和服务于党的中心任务，主动围绕国家发展大局，在新一轮科技革命和产业变革下，自觉服务于科教兴国战略、人才强国战略、创新驱动发展战略等国家战略，始终坚持政治定力、坚持锚定目标、坚持终身学习、坚持全面发展。通过指导帮扶、资源配置、考核评价、引才用才、岗位薪酬、荣誉奖励等政策机制，持续提高广大职工自觉服务国家战略的积极性和主动性。强化问题导向、目标导向、结果导向的有机结合，推动建立科学合理有序的实现机制和方法手段，提高广大职工自觉服务国家战略的针对性和实效性。

Adhere to a people-centered work orientation. The most immediate and practical issues of greatest concern to workers should be taken as the starting point and goal for realizing, safeguarding, and developing the fundamental interests of the broadest masses of workers, focusing on meeting workers’ needs for a better life, exploring workers’ inherent qualities and potential, enhancing workers’ long-term development skills, and improving the core competitiveness of enterprises, so as to truly establish a people-centered work orientation. Promoting the all-round development of workers requires building a favorable environment, ensuring development opportunities, improving the employment support system for key groups, and perfecting the work mechanism for assisting workers in difficulty, so as to guarantee their sustainable development. Promote workers’ participation in the democratic management of enterprises, focusing on key links such as skills training, income distribution, production safety, and labor protection, and safeguard workers’ labor and economic rights, cultural-ethical rights, and democratic political rights.

坚持以职工为中心的工作导向。要把职工最关心最直接最现实的利益问题作为实现好、维护好、发展好最广大职工根本利益的出发点和落脚点，着眼满足职工的美好生活需要、发掘职工的内在素养和潜质、增强职工的长远发展技能、提升企业的核心竞争能力，真正建立起以职工为中心的工作导向。促进职工全面发展，需要构建良好环境，保障发展机会，完善重点群体就业支持体系，健全困难职工帮扶工作机制，保障其可持续发展。推动职工参与企业民主管理，聚焦技能培训、收入分配、安全生产、劳动保护等重点环节，维护好职工的劳动经济权益、精神文化权益和民主政治权利。

Promote coordinated development. The all-round development of workers involves multiple dimensions and levels and is related to the long-term stability and security of the country. It is necessary to improve the coordinated development mechanism of government guidance, industry leadership, regional cooperation, enterprise promotion, and social participation; consolidate the main responsibility of the competent departments; strengthen the systems concept; form an overall linkage mechanism; and improve the policy systems, laws and regulations, and strategic plans for the integrated promotion of the all-round development of workers. Fully utilize digital and intelligent technological means to innovatively build a comprehensive service platform for the all-round development of workers. Precisely connect related elements such as social resources, industrial needs, and workers’ demands, broaden channels for social participation, enhance the effectiveness of social services, so that the coordinated development pattern has mechanisms, momentum, can be implemented, and achieves results.

促进协同发展。职工全面发展涉及多维度多层面，关系国家长治久安。要完善政府引导、产业主导、区域协作、企业推动、社会参与的协同发展机制，夯实主管部门的主体责任，强化系统观念，形成总体联动机制，健全一体化促进职工全面发展的政策制度、法律法规及战略规划；充分运用数智技术手段，创新搭建职工全面发展的综合服务平台；精准对接社会资源、产业需求、职工诉求等关联要素，拓宽社会参与渠道，提升社会服务效能，使协同发展格局有机制、有动能、落得下、见成效。
