High-quality development includes not only the economic sphere but also all other spheres of the development of the Party's and the state's undertakings; it is not a requirement only for economically developed regions but a requirement that must be implemented in the development of all regions. Our Party has always attached great importance to strengthening its own construction, ensuring that the Party always stays at the forefront of the times, always remains the backbone of the entire Chinese people, and always serves as a strong leading core, providing strong political guidance and political guarantees for advancing the development of the Party's and the people's cause. Especially since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has made the great new project of Party building the fundamental guarantee for leading the great struggle, the great cause, and ultimately realizing the great dream.

Over the past hundred-plus years, the Communist Party of China has united and led the Chinese people of all ethnic groups in forging ahead with determination and tenacious struggle, completing in just a few decades the industrialization process that took Western developed countries several hundred years, creating a miracle of rapid economic development and long-term social stability. This fully proves that only with the strong leadership of the Communist Party of China can China achieve such great developmental accomplishments today. Only by making high-quality efforts in the Party's political construction can we ensure that the Party's overall leadership and the centralized, unified leadership of the Party Central Committee are implemented on the ground, fully leveraging the Party's strong political advantage in leading and promoting high-quality economic and social development.

We must strengthen the publicity and education of intra-Party regulations and institutions, enhancing the awareness of regulations and institutional execution among the vast majority of Party members.
