General Secretary Xi Jinping has emphasised that Party building in new economic organisations, new social organisations, and new employment groups must be given prominence, so as to continuously enhance the Party’s appeal, cohesion, and influence in emerging fields. Binzhou City in Shandong Province has thoroughly studied and implemented General Secretary Xi Jinping’s important directives and instructions as well as the major decisions and deployments of the Party Central Committee. Under the effective guidance of the Provincial Party Committee’s Social Work Department, it has deeply carried out the "Dual Integration and Dual Creation" (双融双创) [1]1 "Dual Integration and Dual Creation" (双融双创) refers to the integration of Party building in emerging fields with economic development and with social governance, and the creation of new space for economic development and a new pattern for social governance. campaign for Party building in emerging fields. 党的建设体系化：构建“三维联动”党建格局。始终把政治引领放在第一位，围绕“两新”工委整体效能提升，不断优化新兴领域党建管理体制和工作机制，构建形成党委统一领导、组织部门统筹协调、社会工作部门指导推动、行业部门各负其责、乡镇（街道、园区）属地管理的新兴领域党建工作格局。

Since 2025, new credit and financing of 3.86 billion yuan have been provided to enterprises, assistance has been given in applying for 250 million yuan in reward and subsidy funds, and a cumulative total of 4,356 entrepreneurs’ dreams have been efficiently promoted to realisation. Various resources are revitalised and utilised, with 50 service stations upgraded to allow 24-hour entry via ID card swiping, providing "all-weather, non-stop" services. Third, the talent chain empowers development quality. Relying on the Shandong Provincial Xin'an School of Social Work (the first provincial-level school of social work in the country), ideological and political work is focused on the investors and management personnel of new-form enterprises. The mechanism for "selecting, educating, managing, and using" the team of Party building instructors is improved, with 1,823 Party building instructors dispatched to promote the establishment of Party organisations in non-public enterprises wherever conditions permit. A "Red Collar Talent" cultivation plan is implemented, establishing a joint cultivation mechanism of "university Party committee + enterprise Party branch + research institute." In 2024, more than 200 leading scientific and technological talents were introduced, and 68 technology-based enterprises were incubated.

一是党建链赋能产业提级。以产业链党建为抓手，实施“链长制+党建指导员”双轮驱动，在新能源、新材料等领域组建11个产业链党委，把战斗堡垒建在“链”上，指导各县（市、区）建立产业社区12个，推动党建工作深度融入产业链，融入服务企业发展。二是服务链赋能治理提效。开展成就企业家梦想行动，形成制度化、系统化助企纾困协同发展方案。2025年以来，为企业新增授信、融资38.6亿元，协助申请奖补资金2.5亿元，已累计高效推动4356个企业家梦想落地实现；盘活用好各类资源，将50家驿站升级为身份证刷卡24小时进入，提供“全天候、不打烊”服务。三是人才链赋能发展提质。依托山东省心安社会工作学院（全国第一家省级社会工作学院），重点抓好新业态企业出资人和管理层人员的思想政治工作。健全党建指导员队伍“选育管用”机制，选派1823名党建指导员，推动非公企业党组织应建尽建。实施“红领人才”培育计划，建立“高校党委+企业党支部+科研院所”联合培养机制，2024年引进科技领军型人才200余名，孵化科技型企业68家。

Since 2025, more than 750 issues concerning school enrolment for children of new employment groups and medical insurance have been coordinated and resolved, and 14 warm "new" activities have been carried out, benefiting more than 2,200 people in new employment groups. Second, reform and innovation strengthen driving force. The construction of provincial-level "Dual Integration and Dual Creation" innovation zones is firmly grasped. Zouping City’s "Creating a Peaceful Mind Industrial Community, Constructing a New Ecology of Party Building Empowerment for Enterprise Services" was successfully selected as a 2025 provincial-level emerging field Party building "Dual Integration and Dual Creation" innovation zone. The comprehensive development of municipal-level emerging field Party building "Dual Integration and Dual Creation" innovation zones is promoted, with ten major actions such as "Cultivating Excellence in Non-Public Enterprise Party Building" and "Innovation Leadership in Industrial Chains and Industrial Communities" innovatively implemented. Counties (cities, districts) take up the challenge and focus on advancing, driving the high-quality development of Party building work in emerging fields through reform and innovation. Third, optimising platforms adds vitality. A series of activities for "Consultation and Co-construction of a Quality Binzhou" by provincial-level industry associations and chambers of commerce is organised, building practical and efficient communication bridges and cooperation platforms for provincial-level industry associations and chambers of commerce with local governments and enterprises. More than 50 representatives from provincial-level industry associations and chambers of commerce went to various counties and districts for talks and docking, reaching more than 60 cooperation intentions, covering more than 40 industry categories including industrial cooperation, market expansion, and intellectual property services.

一是品牌创建聚合力。培育“新心融·创未来”新兴领域品牌，启动全市新兴领域优秀党支部工作法创建活动，将新兴领域党建工作和心安城市建设相结合。持续擦亮新业态、新就业群体“向阳花”品牌，加强对新就业群体的权益保障工作。2025年以来，协调解决新就业群体子女入学、医疗保障等问题750余件，开展暖“新”活动14场，惠及新就业群体2200余人。二是改革创新强动力。抓实省级“双融双创”创新区建设，邹平市“打造心安产业社区，构建党建赋能为企服务新生态”，成功入选2025年度省级新兴领域党建“双融双创”创新区。推动市级新兴领域党建“双融双创”创新区全面发展，创新实施“非公企业党建培优”“产业链与产业社区创新引领”等十大行动，各县（市、区）揭榜领题、重点推进，以改革创新驱动新兴领域党建工作高质量发展。三是做优平台添活力。组织开展全省行业协会商会“协商共建品质滨州”系列活动，为全省性行业协会商会和地方政府、企业搭建起务实高效的沟通桥梁和合作平台。50余名全省性行业协会商会代表分赴各县区进行洽谈对接，达成60余个合作意向，涉及产业合作、市场拓展、知识产权服务等40余个产业类别。
