Writing a New Chapter of the Era for Party Conduct Building on the New Journey

A great cause requires good Party conduct, and good Party conduct drives a great cause. The meeting of the Political Bureau of the CPC Central Committee held on April 25, 2025, emphasized the need to earnestly carry out study and education on thoroughly implementing the spirit of the Eight-Point Regulations, and to open up new prospects for high-quality development through new achievements in conduct building. [1]1 The Eight-Point Regulations are a set of rules on improving Party and government conduct issued by the CPC Central Committee in December 2012, targeting formalism, bureaucracy, hedonism, and extravagance. During his inspection tour in Henan from May 19 to 20, General Secretary Xi Jinping put forward clear requirements for carrying out study and education on thoroughly implementing the spirit of the Eight-Point Regulations: “Efforts must be made to integrate study, investigation, and rectification, closely combining individual Party members’ and cadres’ self-examination and rectification with organizational examination and rectification, effectively turning hard requirements on conduct into hard measures, giving iron rules iron teeth, and ensuring that study has quality, investigation has force, and rectification has results.” [2]2 Xi Jinping is the General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission. At the critical juncture of securing a decisive victory in the 14th Five-Year Plan and planning the 15th Five-Year Plan, Party members and cadres should deeply understand and grasp the inevitable requirements of Party conduct building in the New Era, strive to write a new chapter of the era for Party conduct building on the new journey, and provide a strong guarantee for advancing Chinese-path modernization through new achievements in conduct building.

Fine conduct is an essential requirement for our Party as a Marxist political party. The conduct of a political party is the concrete manifestation of that party’s nature, purpose, program, and line in objective practice. If a ruling party does not pay attention to conduct building and allows unhealthy tendencies to erode the Party’s body, it risks losing the people’s support and its political power. Comrade Mao Zedong emphasized, “If we rectify our conduct well, we will be more proactive in our work, our abilities will be greater, and our work will be done better.” General Secretary Xi Jinping emphasized, “For us Communists, whether we can solve conduct problems is a very important yardstick for measuring our faith in Marxism, our belief in socialism and communism, and our loyalty to the Party and the people.” As the world’s largest Marxist ruling party in long-term power, the Communist Party of China can only cultivate a contingent of cadres who are enterprising and promising, and can rally the people’s strength of united determination and rolling up sleeves to work hard for the Party’s cause, by maintaining fine conduct.

作风优良是我们党作为马克思主义政党的本质要求。一个政党的作风，是这个政党的性质、宗旨、纲领和路线在客观实践中的具体表现。执政党如果不注重作风建设，听任不正之风侵蚀党的肌体，就有失去民心、丧失政权的危险。毛泽东同志强调，“如果我们把作风整顿好了，我们在工作中间就会更加主动，我们的本事就会更大，工作就会做得更好”。习近平总书记强调，“对我们共产党人来讲，能不能解决好作风问题，是衡量对马克思主义信仰、对社会主义和共产主义信念、对党和人民忠诚的一把十分重要的尺子”。作为世界上最大的长期执政的马克思主义政党，中国共产党只有保持优良的作风，才能造就一支锐意进取、奋发有为的干部队伍，才能为党的事业凝聚起众志成城同心干、撸起袖子加油干的人民之力。

Emphasizing conduct building is the true essence of a century-old Party’s ability to maintain its youthful vitality. The Party’s cause is great, arduous, and has a long way to go. How to maintain youthful vitality and achieve long-term governance is a fundamental question our Party must answer well. In the revolutionary years of blazing wars, our Party formed fine traditions such as the “Three Main Rules of Discipline and Eight Points for Attention,” “integrating theory with practice, maintaining close ties with the masses, and practicing criticism and self-criticism,” and “defeated Xi’an conduct with Yan’an conduct,” [3]3 “Yan’an conduct” refers to the CPC’s revolutionary style of hard work, close ties with the masses, and plain living during its base area in Yan’an (1935–1948), contrasted with the corrupt and inefficient style of the Kuomintang regime in Xi’an. promoting victory in the War of Resistance Against Japan and the War of Liberation, and establishing a new China where the people are the masters of the country. During the period of socialist revolution and construction, our Party carried out effective Party consolidation and rectification movements and the “Three-Anti Campaign,” [4]4 The “Three-Anti Campaign” (1951–1952) was a movement against corruption, waste, and bureaucracy within the Party and government. overcoming bureaucracy and various erroneous ideas in Party and government organs, providing a strong conduct guarantee for advancing the cause of socialist construction. In the reform era of forging ahead, our Party, from the height of “a matter of life and death for the Party,” comprehensively consolidated the Party and carried out a series of centralized education activities, resolutely curbed unhealthy practices such as formalism and bureaucracy, continuously strengthened Party conduct building, and pushed forward the cause of reform and opening up. Since the 18th National Congress of the CPC, our Party has continuously carried out a series of centralized study and education within the Party, each with different emphases according to the situation and tasks, always running through the clear requirement of strengthening Party conduct building, which has had a profound impact on the development of the Party’s cause. History proves that the farther unhealthy tendencies are from us, the closer the masses will be to us. Emphasizing conduct building is the heirloom and winning weapon for Chinese Communists to work and start undertakings.

It has issued normative documents such as the *Regulations on Practicing Thrift and Opposing Waste in Party and Government Organs*, the *Provisions on the Management of Official Domestic Reception in Party and Government Organs*, and the *Measures for the Management of Office Premises in Party and Government Organs*, forming a set of executable and operable top-level design. Through persistent efforts, a systematic and complete institutional system has been formed, with rigid institutional provisions and strict institutional implementation ensuring that the improvement of work style is standardized, normalized, and long-lasting.

In terms of “rectification,” strictly investigate and punish, according to regulations, discipline, and law, the prominent issues identified through “targeted treatment” and acts that blatantly violate discipline. In terms of “establishment,” strengthen education on Party spirit, education on the purpose of serving the people, and education on discipline and rules, strengthen the construction of a clean culture in the New Era, take conduct performance as an important criterion for evaluating cadres, and encourage cadres to take responsibility and act.

以上率下、身体力行，带动党风政风社风持续好转。领导干部的作风具有强大示范效应，历来是社会行为规范的风向标。习近平总书记强调：“领导干部特别是高级干部作风如何，对党风政风乃至整个社会风气的走向具有重要影响。”新征程上，各级领导干部要从信念、德行、用权和自律等方面严格要求自己，坚持心系群众、服务人民，真抓实干、务求实效，艰苦奋斗、勤俭节约，秉公用权、廉洁从政，生活正派、情趣健康，自觉做新风正气的模范践行者。将改进作风的要求贯穿于决策、执行、监督等各个环节，体现在工作方方面面，制定政策要充分调研，推进工作要注重实效，处理问题要坚持原则，敢于同不良风气作斗争，自觉接受党内外各种监督，将良好作风内化为工作习惯和行为自觉，营造风清气正的干事氛围。

Address both symptoms and root causes, investigate and govern simultaneously, to promote the normalization and long-term effectiveness of Party conduct construction. On the new journey, to strengthen Party conduct construction, we must address both symptoms and root causes. By combining deterrence through punishment with the establishment of systems, we can eradicate the soil and conditions that breed unhealthy conduct. Improve the mechanism for the simultaneous investigation and governance of misconduct and corruption, forming an institutional mechanism that combines external discipline with self-discipline. Use “simultaneous investigation” to severely punish issues where misconduct and corruption are intertwined, continuously implement the spirit of the Eight-Point Regulations of the Central Committee, consistently rectify the “Four Forms of Decadence” [9], and resolutely oppose privileged thinking and privileged phenomena. Use “simultaneous governance” to eradicate the common roots of misconduct and corruption, vigorously rectify stubborn problems such as illegal eating and drinking, the improper family conduct of leading cadres, pollution of the political ecosystem, and the chaos of “hunting and besieging” [10]. Use the integration of “investigation” and “governance” to block the evolution from misconduct to corruption, forming an effective closed loop of case handling, governance, supervision, and education. Empower the rectification of improper conduct and the fight against corruption with big data and information technology, rely on big data analysis to precisely discover clues of misconduct and corruption, and transform the traditional work model to “investigating people and matters from data.”

标本兼治、同查同治，推动作风建设常态化长效化。新征程上，加强党的作风建设，既要治标，也要治本，通过惩治震慑和建章立制相结合，铲除不良作风滋生的土壤和条件。健全不正之风和腐败问题同查同治机制，形成他律与自律相结合的制度机制。以“同查”严惩风腐交织问题，持续落实中央八项规定精神，一以贯之纠治“四风”，坚决反对特权思想和特权现象。以“同治”铲除风腐共性根源，大力整治违规吃喝顽疾、领导干部家风不正现象、政治生态污染、“围猎”乱象等问题。以“查”、“治”贯通阻断风腐演变，形成办案、治理、监督、教育的有效闭环。以大数据信息化赋能正风反腐，依靠大数据分析精准发现不正之风和腐败问题线索，将传统工作模式向“从数据中查人查事”转变升级。

Genuinely manage and strictly manage, manage for the long term and strictly for the long term, to form a strong joint force of coordinated management. Conduct problems are stubborn, complex, and recurrent; the task of curbing the “Four Forms of Decadence,” preventing their resurgence, and preventing their mutation remains arduous. To advance the construction of Party conduct, we must firmly stand with the people, maintain strategic resolve, focus on specific issues, precisely rectify the “Four Forms of Decadence,” and grasp them to the end without a moment’s slack. Promote the in-depth and solid implementation of study and education on thoroughly carrying out the spirit of the Eight-Point Regulations of the Central Committee, deepen the use of cases to explain virtue, explain discipline, explain law, and explain responsibility, adhere to genuine management and strict management, dare to manage and strictly manage, manage for the long term and strictly for the long term, and persistently implement the spirit of the Eight-Point Regulations of the Central Committee and its detailed implementation rules. Adhere to taking responsibility for one’s own domain, treat the implementation of the spirit of the Eight-Point Regulations of the Central Committee as a major political task, establish a layered and categorized responsibility system, and form a work pattern where each performs their own duties, takes their own responsibilities, answers the same questions together, and exerts efforts in the same direction. With stronger responsibility, build a pattern of coordinated management, comprehensively consolidate the main responsibilities of Party committees (Party leadership groups) at all levels, the primary responsibility of Party organization secretaries as the first responsible person, the “dual responsibilities for one post” of leadership team members, and the supervisory responsibilities of discipline inspection commissions (discipline inspection groups). Improve the working mechanism for promoting the simultaneous achievement of “dare not to be corrupt, cannot be corrupt, and do not want to be corrupt” [11], through all-round, whole-process, and full-cycle strict governance, embody the strict tone, strict measures, and strict atmosphere in all aspects and links of Party management and governance, and ensure with new achievements in comprehensive and strict governance of the Party and new achievements in Party conduct construction that the Party never deteriorates, never changes its color, and never changes its flavor.

真管真严、长管长严，形成齐抓共管强大合力。作风问题具有顽固性、复杂性、反复性，刹“四风”、防反弹、防变异任务依然繁重。推进党的作风建设，必须站稳人民立场，保持战略定力，盯住具体问题，精准纠治“四风”，一抓到底、一刻不松。推动开展深入贯彻中央八项规定精神学习教育走深走实，深化以案说德、以案说纪、以案说法、以案说责，坚持真管真严、敢管敢严、长管长严，锲而不舍落实中央八项规定及其实施细则精神。坚持守土负责，把落实中央八项规定精神作为重大政治任务，分层分类健全责任体系，形成各司其职、各负其责、同题共答、同向发力的工作格局。以更强的担当构建齐抓共管格局，全面压实各级党委（党组）主体责任、党组织书记第一责任人责任、班子成员“一岗双责”、纪委（纪检组）监督专责。完善一体推进不敢腐、不能腐、不想腐工作机制，通过全方位、全过程、全周期从严治理，把严的基调、严的措施、严的氛围体现到管党治党各方面各环节，以全面从严治党新成就和作风建设新成效确保党永远不变质、不变色、不变味。
