坚持组织路线服务政治路线的基本定位，强化党的政治建设统领作用。党的政治路线是党的政治主张的集中体现，党的组织路线由政治路线决定，是实现党的政治路线的重要保证。中国共产党自成立以来，始终坚持组织路线服务政治路线的基本定位，坚持组织工作服务于党的中心工作，强化党的政治建设统领作用。习近平总书记强调：“贯彻新时代党的建设总要求，落实新时代党的组织路线，以党的政治建设统领党的建设各项工作。”增强党组织政治功能和组织功能，一是坚持把党的政治建设摆在首位，坚定维护党中央权威和集中统一领导，从整体层面上突出政治统领。坚持和加强党的全面领导，紧密围绕党的政治路线，明确党的组织建设的政治方向、立场及定位。充分发挥地方党委在区域经济社会发展中总揽全局、协调各方的作用，集中精力把好方向、抓好大事、出好思路、管好干部，把党的政治功能和组织功能效用释放到新时代坚持和发展中国特色社会主义伟大事业中来。二是在深化对党的建设规律性认识的基础上，根据新时代的新形势、新目标、新任务，不断提高政治判断力、政治领悟力、政治执行力。深入思考推进新时代党的建设新的伟大工程的根本性、全局性、长远性问题，运用马克思主义立场观点方法，科学把握形势变化、精准识别现象本质，增强对客观环境动态变化的预见能力和明辨是非、抵御风险挑战的研判、应对能力。各级党组织要明确职责定位，坚持按照党的政治路线和组织路线分析形势、推动工作，始终同党中央保持高度一致。三是牢固树立党章意识，发挥党章作为管党治党总章程的作用。引导全体党员干部坚持以党章为镜鉴，以党章为戒尺，以党章为准绳，严格遵守党规党纪，自觉以党章规范言行，做到政治本色不变、政治立场不移、政治方向不偏。不断增强“四个意识”、坚定“四个自信”、做到“两个维护”，按照党章要求建好党的各级组织，确保中心工作推进到哪里，组织工作就跟进到哪里、服务到哪里、保障到哪里。

Promoting the effective embedding of Party organizations at the grassroots level, achieving the organic unity of the tangible coverage and effective coverage of Party organizations. A rigorous organizational system is an important vehicle for the Party to embed itself in and serve the grassroots of society. To manage a vast organizational system, it is necessary to continuously strengthen the political and organizational functions of Party organizations. Only by focusing on the overall goal of comprehensive coverage, vertical and horizontal integration, authoritative and efficient operation, and continuously expanding the coverage of Party organizations in new fields and new industries, can the role of grassroots Party organizations as battle fortresses and the vanguard and exemplary role of Party members be fully realized. To strengthen the political and organizational functions of Party organizations, first, continuously promote the transformation of Party organizations from tangible coverage to effective coverage, focus on the goals and tasks of modernizing national governance, and build an open pattern of Party building. Further expand the coverage of Party organization construction in grassroots society, strengthen problem orientation, clear blind spots in grassroots Party organization construction, expand and build Party organizations on new fronts such as emerging industries, cultural fields, and online platforms, expand the Party's coverage in emerging social organizations, non-public ownership economies, social groups, and various types of intermediary organizations, so that the Party's grassroots organizations are effectively embedded in various types of grassroots organizations, covering groups in all fields. Second, accurately grasp the laws of economic and social development in the development of Chinese-path modernization, and strive to enrich the forms of construction of the Party's grassroots organizations. Adhere to taking "vertical and horizontal integration, with effective execution" as the focal point, reasonably improve, optimize, and upgrade the structural form and leadership methods of grassroots Party organizations, and enrich the social service functions of grassroots Party organizations. Combine the work characteristics of various grassroots organizations, innovate the functional structure of Party organizations, strengthen Party building work in industry associations, academic societies, chambers of commerce, and other organizations, and create grassroots Party organizations in agricultural cooperatives and rural social organizations, making government-village integration, district-based management, etc., new forms of grassroots Party organization construction. Third, rectify weak, lax, and dysfunctional grassroots Party organizations on a regular and long-term basis, and strengthen the political and organizational functions of grassroots Party organizations. Adhere to the principle of combining prevention and treatment with prevention as the main focus, establish and improve mechanisms for full-process monitoring, comprehensive rectification, long-term prevention, and coordinated promotion, place special rectification in an important position, accurately identify the actual problems of grassroots Party organizations in various localities, list rectification lists and improvement plans level by level, and properly solve prominent problems such as the weakening of political ability of some grassroots Party cadres and members and the entertainment-oriented and vulgarized nature of organizational life. Establish and improve corresponding institutional systems, responsibility systems, and working mechanisms to achieve the organic unity of tangible coverage and effective coverage of Party organizations, strengthen the political and organizational functions of Party organizations, and lead grassroots Party cadres and members to better fulfill the various responsibilities entrusted by the Party Constitution.

推动党组织有效嵌入基层，实现党组织有形覆盖和有效覆盖的有机统一。严密的组织体系是党嵌入社会基层、服务社会基层的重要载体。管理好庞大的组织体系，须持续增强党组织政治功能和组织功能。只有围绕全面覆盖、上下贯通、权威高效的总体目标，不断扩大党组织在新领域和新产业的覆盖面，才能充分发挥基层党组织战斗堡垒作用和党员先锋模范作用。增强党组织政治功能和组织功能，一是持续推动党组织从有形覆盖向有效覆盖转变，聚焦国家治理现代化的目标任务，构建开放式的党建格局。进一步扩大党组织建设在基层社会的覆盖面，强化问题导向，扫清基层党组织建设的盲区，在新兴产业、文化领域、网络平台等新阵地上拓展和建设党组织，扩大党在新兴社会组织、非公有制经济、社会团体以及各类中介组织中的覆盖面，使党的基层组织有效嵌入各类基层组织，覆盖各领域群体。二是准确把握中国式现代化发展中经济社会的发展规律，着力丰富党的基层组织的建设形式。坚持以“上下贯通、执行有力”为着力点，对基层党组织的结构形态、领导方式加以合理改进和优化升级，丰富基层党组织的社会服务功能。结合各基层组织的工作特点，创新党组织的功能结构，加强行业协会、学会、商会等组织的党建工作，并在农业合作社、农村社会组织中创建基层党组织，使政村联合、片区化管理等成为基层党组织建设的新形式。三是常态化、长效化整顿软弱涣散的基层党组织，增强基层党组织政治功能和组织功能。坚持防治结合、以防为主原则，建立健全全程监测、全面整顿、长效预防、协调推动机制，把专项整治摆在重要位置，准确摸清各地基层党组织的实际问题，逐级列出整顿清单和整改方案，解决好部分基层党员干部政治能力弱化、组织生活娱乐化庸俗化等突出问题。建立健全相应的制度体系、责任体系、工作机制，以实现党组织有形覆盖和有效覆盖的有机统一，增强党组织政治功能和组织功能，引领基层党员干部更好地履行党章赋予的各项职责。

The Party's greatest political advantage is its close ties with the masses. General Secretary Xi Jinping pointed out: "Whether the Party can maintain its flesh-and-blood ties with the people determines the success or failure of the Party's cause." To strengthen the political and organizational functions of Party organizations, we must keep in mind the fundamental question of "what the Communist Party of China is and what it wants to do," and consciously follow the mass line in all the Party's work. To strengthen the political and organizational functions of Party organizations, first, adhere to a people-centered approach, always placing the interests of the people in the highest position. Fully combine the characteristics of mass work in the New Era and the actual situation of development, deeply study and master the scientific laws of organizing the masses, accurately respond to the demands of the masses, and effectively carry out organizational work. Be adept at solving the interest issues that concern the masses, pay attention to the demands of groups such as front-line workers, migrant workers, and families in difficulty, strive to remove institutional and mechanism obstacles that hinder workers from participating in development and sharing the fruits of development, take multiple measures to improve the level and quality of public services such as employment, elderly care, education, medical care, and environmental protection, sincerely solve problems and difficulties for the masses, and form a strong ability to organize the masses. Second, promote the formation of common value pursuits, and continuously strengthen the social appeal of Party organizations. Since entering the New Era, the values, interest composition, employment methods, and cultural demands of the people have continuously undergone new changes. Grassroots Party organizations must maintain a strong social appeal, conform to public sentiment, respect public opinion, pay attention to people's conditions, and devote themselves to people's livelihoods, deeply carry out educational practice activities on the Party's mass line, and actively solve what the people need, urgently need, and hope for. Further enhance the political consensus, value consensus, and emotional consensus of all the people, adhere to using common value pursuits and struggle goals to inspire and encourage people, and lead the broad masses of the people in carrying out the great struggle, building the great project, advancing the great cause, and realizing the great dream. Third, unify the strengthening of the political and organizational functions of Party organizations with the close flesh-and-blood ties between the Party and the people, and adhere to taking the Party's mass line well in the New Era. Deeply carry out mass investigation and research, accurately optimize the political and organizational functions of Party organizations based on actual conditions, and embed organizational work into the minutiae of social production and the lives of the masses. We must continue to carry forward the fine style of close ties with the masses, adhere to Party building leading grassroots work, so that Party organizations at all levels assume the important responsibilities of organizing the masses, publicizing the masses, rallying the masses, and serving the masses, and better lead the broad masses of the people.

增强群众组织力和社会号召力，走好新时代党的群众路线。党的最大政治优势是密切联系群众。习近平总书记指出：“能否保持党同人民群众的血肉联系，决定着党的事业的成败。”增强党组织政治功能和组织功能，必须牢记“中国共产党是什么、要干什么”这个根本问题，在党的各项工作中自觉走好群众路线。增强党组织政治功能和组织功能，一是坚持以人民为中心，始终将人民利益置于最高位置。充分结合新时代群众工作特点和发展实际，深入研究和掌握组织群众的科学规律，精准响应群众诉求，有效开展组织工作。善于解决群众关心的利益问题，关注一线职工、农民工、困难家庭等群体的诉求，努力排除阻碍劳动者参与发展、分享成果的体制机制障碍，多措并举提高就业、养老、教育、医疗、环境保护等公共服务水平和质量，真心实意为群众排忧解难，形成强大的群众组织力。二是推动形成共同的价值追求，持续增强党组织的社会号召力。进入新时代以来，人民群众的价值观念、利益构成、就业方式以及文化诉求等不断出现新变化，基层党组织务必保持强有力的社会号召力，顺应民心、尊重民意、关注民情、致力民生，深入开展党的群众路线教育实践活动，积极解决人民群众所需所急所盼。进一步增强全体人民的政治共识、价值共识和情感共识，坚持用共同价值追求和奋斗目标感召人、鼓舞人，带领广大人民群众进行伟大斗争、建设伟大工程、推进伟大事业、实现伟大梦想。三是把增强党组织政治功能和组织功能与密切党同人民群众的血肉联系统一起来，坚持走好新时代党的群众路线。深入开展群众调查研究，依据实际情况，精准优化党组织政治功能和组织功能，将组织工作做到社会生产和群众生活的细枝末节处。要持续发扬密切联系群众的优良作风，坚持党建引领基层工作，使各级党组织担负起组织群众、宣传群众、凝聚群众、服务群众的重要职责，更好地引领广大人民群众。

[n4] To strengthen the political and organizational functions of Party organizations, it is necessary to activate all oversight mechanisms, eliminate oversight blind spots, and transform the advantages of oversight into a sharp instrument for enriching and strengthening the political and organizational functions of Party organizations. To strengthen the political and organizational functions of Party organizations, first, with the important goal of strengthening the political and organizational functions of Party organizations, further intensify intra-Party oversight. Develop and implement intra-Party democracy, improve the power operation mechanism characterized by scientific decision-making, resolute execution, and powerful oversight, so that all types of oversight can fully play their role, strengthen the full coverage and effectiveness of power oversight, continuously raise the level and intensity of political oversight, incorporate the results of Party organization building at all levels into the content system of intra-Party disciplinary inspection and inspection tours, [n5] so that intra-Party oversight forms a regular mechanism and becomes more concrete and precise. Second, fully reflect the institutional advantages of socialism with Chinese characteristics, and promote the贯通协调 of all types of oversight. Adhere to taking intra-Party oversight as the lead, firmly grasp this "ox nose" [n6] of intra-Party oversight, and fully integrate the multiple forces of people's congress oversight, democratic oversight, administrative oversight, judicial oversight, and so on. Continuously enrich and improve oversight methods, strengthen top-down organizational oversight, improve bottom-up democratic oversight, give play to the role of mutual oversight among peers at the same level, so that all types of oversight can each exert their own advantages, and enable multiple oversight subjects to coordinate and link up, complementing each other's strengths. In light of the current goals and tasks for further strengthening the political and organizational functions of Party organizations, design and implement a division-of-labor system and coordination mechanism that promotes the贯通协调 of all types of oversight, improve the cross-departmental oversight information sharing mechanism, thereby pooling the synergy of oversight, releasing the effectiveness of oversight, and forming a good situation where mechanisms are efficiently linked and all departments work together in close cooperation. Third, strengthen digital oversight, and make good use of online new media oversight carriers. Empower Party organization management with digital technology, and build a well-functioning, wide-coverage online new media oversight information platform. Consciously accept the oversight of the people, keep open channels for the people to report and supervise, strengthen oversight in key areas of people's livelihood such as education, medical care, and housing, and establish a whole-process, whole-chain online oversight process for problem referral, credit punishment, and clue transfer. Relying on the collaborative oversight mechanism, build a contingent of cadres who are politically competent, meet the demands of the New Era, and possess the capacity to lead modernization, ensuring that the political and organizational functions of Party organizations play their due role in the process of coordinately advancing the great new project of Party building in the New Era and Chinese-path modernization.

促进各类监督贯通协调，建设政治过硬、适应新时代要求、具备领导现代化建设能力的干部队伍。习近平总书记在二十届中央纪委四次全会上指出：“要推进政治监督具体化、精准化、常态化。”增强党组织政治功能和组织功能，需激活各类监督机制，消除监督空白点，把监督优势转化为丰富和增强党组织政治功能和组织功能的利器。增强党组织政治功能和组织功能，一是以增强党组织政治功能和组织功能为重要目的，进一步强化党内监督。发展和落实党内民主，健全决策科学、执行坚决、监督有力的权力运行机制，使各类监督充分发挥作用，强化权力监督的全覆盖和有效性，不断提升政治监督的等级和强度，将各级党组织建设成果纳入党内监督检查和巡视巡察的内容体系，使党内监督形成常态化机制，更为具体化和精准化。二是充分体现中国特色社会主义制度优势，促进各类监督的贯通协调。坚持以党内监督为主导，紧紧抓住党内监督这个“牛鼻子”，充分整合人大监督、民主监督、行政监督、司法监督等多方力量。持续丰富和完善监督方式，强化自上而下的组织监督，改进自下而上的民主监督，发挥同级相互监督作用，使各类监督各自发挥优势，让多方监督主体协调联动、优势互补。针对当前进一步增强党组织政治功能和组织功能的目标任务，设计实施促进各类监督贯通协调的分工制度和配合机制，健全跨部门监督信息共享机制，从而汇集监督合力，释放监督效能，形成机制高效衔接、各部门通力协作的良好局面。三是强化数字监督，用好网络新媒体监督载体。以数字赋能党组织管理，搭建功能健全、覆盖广泛的网络新媒体监督信息平台。自觉接受人民监督，畅通人民群众监督举报渠道，在教育、医疗、住房等民生重点领域加强监督，建立问题转办、信用惩戒、线索移送全过程全链条的网络监督流程。依靠协同监督机制，建设政治过硬、适应新时代要求、具备领导现代化建设能力的干部队伍，确保党组织政治功能和组织功能在协同推进新时代党的建设新的伟大工程与中国式现代化的过程中发挥出应有的作用。
