Better Serve the People, Solve Their Practical Problems, and Continuously Enhance the Mass Organizing Capacity of Primary-Level Party Organizations

The proposal of the Fourth Plenary Session of the 20th Central Committee of the Party [1] states: “Coordinate and advance the building of primary-level Party organizations in all fields, strengthen the political and organizational functions of Party organizations, and give play to the vanguard and exemplary role of Party members.” General Secretary Xi Jinping has stressed: “The masses contain rich wisdom and infinite creativity. We must organize, mobilize, and unite the broad masses at the grassroots level, fully stimulating the people’s initiative, enthusiasm, and creativity.” Primary-level Party organizations are the “last kilometer” in implementing the decisions and deployments of the Party Central Committee. Enhancing the mass organizing capacity of primary-level Party organizations bears on the Party’s governing foundation and the effectiveness of mass work, and provides important support for advancing the modernization of the national governance system and governance capacity.

党的二十届四中全会《建议》提出：“统筹推进各领域基层党组织建设，增强党组织政治功能和组织功能，发挥党员先锋模范作用。”习近平总书记强调：“人民群众中蕴含着丰富的智慧和无限的创造力。要把广大基层群众组织起来、动员起来、凝聚起来，充分激发人民群众的积极性、主动性、创造性。”基层党组织是贯彻落实党中央决策部署的“最后一公里”，提升基层党组织的群众组织力，关系党的执政基础和群众工作成效，为推动国家治理体系和治理能力现代化提供重要支撑。

Strengthen education and guidance, and consolidate the ideological foundation for common struggle. For primary-level Party organizations to effectively perform their function of organizing the masses, they must first strengthen ideological and political education and consolidate the common ideological foundation for the broad masses to unite and struggle. Historically, our Party, through forms such as running workers’ night schools and women’s literacy classes, gave full play to the important role of primary-level Party organizations in serving and organizing the masses, accumulating rich and valuable experience in mass work. Entering the New Era, our Party has deeply grasped the characteristics and patterns of mass work under the new circumstances, integrating education and guidance of the masses into the entire process and all aspects of primary-level governance, and continuously enhancing the mass organizing capacity of primary-level Party organizations through vivid practices of doing practical things, optimizing services, and revitalizing culture. For example, by applying the “Fengqiao Experience” of the New Era [2], adhering to and implementing the Party’s mass line, and relying on the masses under the Party’s leadership to resolve conflicts on the spot, a large number of vivid primary-level governance practices have emerged, such as “bench courts,” “small courtyard deliberation halls,” and “village-house discussion meetings,” demonstrating the principal role of the masses in advancing the modernization of primary-level governance. Datian County, Sanming City, Fujian Province, by connecting networks to observe public sentiment, linking positions to resolve people’s concerns, and building mechanisms to benefit people’s livelihoods, has shifted the focus of primary-level governance downward, deployed forces downward, and tilted services downward, enabling primary-level Party organizations to better solve problems and do practical things for the masses, and practicing the people-centered development thought in a visible, tangible, and warm manner. By enhancing the satisfaction and trust of the broad masses, it has improved the mass organizing capacity of primary-level Party organizations. Zhejiang Province, applying the experience of the “Thousand Villages Demonstration and Ten Thousand Villages Renovation” project [3], has focused on building rural cultural halls, organically integrating Party policy propaganda, practice of the New Era’s civilized practices, and the inheritance of local culture, promoting the in-depth popularization of the Party’s innovative theories of the New Era in a silent and subtle way, continuously enhancing the masses’ sense of ownership, promoting the principle that everyone’s affairs should be discussed by everyone, and gathering a strong joint force for all parties to actively participate in social governance.

加强教育引导，筑牢共同奋斗的思想基础。基层党组织有效发挥组织群众的功能作用，首先要加强思想政治教育，巩固广大人民群众团结奋斗的共同思想基础。历史上，我们党通过开办工人夜校、妇女识字班等形式，充分发挥基层党组织服务群众、组织群众的重要作用，积累了丰富宝贵的群众工作经验。进入新时代，我们党深刻把握新形势下群众工作的特点和规律，将教育引导群众融入基层治理全过程、各环节，在办实事、优服务、兴文化的生动实践中不断提升基层党组织的群众组织力。例如，运用新时代“枫桥经验”，坚持和贯彻党的群众路线，坚持在党的领导下依靠人民群众就地化解矛盾，涌现出“板凳法庭”“小院议事厅”“屋场恳谈会”等一大批基层治理的鲜活实践，在推进基层治理现代化中彰显了人民群众的主体作用。福建省三明市大田县通过联通网络察民情、联用阵地解民忧、联建机制惠民生，推动基层治理重心下移、力量下沉、服务下倾，让基层党组织能够更好为群众解难题、办实事，以看得见、摸得着、有温度的方式践行以人民为中心的发展思想，通过提升广大群众的满意度和信任感，提升基层党组织的群众组织力。浙江省运用“千万工程”经验，着力打造农村文化礼堂，将党的政策宣传、新时代文明实践与乡土文化传承有机融合，在润物无声中推动新时代党的创新理论入脑入心，不断提升群众的主人翁意识，推动大家的事大家商量着办，凝聚起各方积极参与社会治理的强大合力。

Strengthen Party building leadership and enhance the capacity to connect with and serve the masses. Since the New Era, primary-level Party organizations have fully played their role as battle fortresses, with their political and organizational functions continuously strengthened, forming a favorable situation where Party building leadership enhances the effectiveness of primary-level governance. At the same time, with economic and social development, the social structure is undergoing profound changes, and social concepts, social psychology, social behavior, and interest demands are becoming more diverse. It is necessary to continuously enhance the mass organizing capacity of primary-level Party organizations, better organize and mobilize the masses, and gather a powerful joint force of unity and concerted effort. In recent years, Party committees and governments at all levels have continuously increased investment in the building of primary-level organizations. The working environment and hardware facilities of village (community) Party organizations have been continuously improved. Platform carriers such as “one-stop” digital government service pilot projects and New Era civilization practice centers (stations, offices), as well as innovative mechanisms such as “dual reporting” for in-service Party members [4], “public sentiment tea houses,” and “online deliberation halls,” have further strengthened the function of primary-level Party organizations in connecting with and serving the masses. At the same time, the organizational function of some individual primary-level Party organizations still needs further improvement, and the problem of “cadres work, masses watch” still exists to varying degrees. For example, some primary-level Party organizations have not effectively embedded themselves in primary-level social organizations, and in some places, the degree of public participation in public affairs is still not high enough. Some primary-level Party organizations spend too much effort on paperwork, piling up thick reporting materials and drawing up long lists of achievements, but they do not pay enough attention to or care enough about the urgent difficulties and concerns of the masses, and their solutions are not timely or solid enough, resulting in a certain gap and discrepancy between mass work and the demands of the masses. To enhance the organizational function of primary-level Party organizations in connecting with and serving the masses, the key is to vigorously promote Party building to lead primary-level governance, make great efforts to rectify weak and lax primary-level Party organizations, and effectively improve the ability of primary-level Party organizations to lead and promote primary-level governance, acting both as executors of Party policies and defenders of the masses’ interests. In extending organizational reach, promote the deep embedding of primary-level Party organizations into village-level collective economic organizations, professional cooperatives, etc., give full play to the role of mechanisms such as the “Four Deliberations and Two Openings” [5], and guide the masses to fully participate in primary-level governance. In terms of tasks and responsibilities, fully implement the list of matters for which primary-level Party organizations perform their duties, effectively rectify formalism to reduce burdens at the primary level, and enable primary-level Party organizations to better serve the masses and solve practical problems.

加强党建引领，提升联系服务群众能力。新时代以来，广大基层党组织充分发挥战斗堡垒作用，政治功能和组织功能持续增强，形成了党建引领基层治理效能提升的良好局面。同时，伴随经济社会发展，社会结构正在发生深刻变化，社会观念、社会心理、社会行为、利益诉求更趋多元，需要不断提升基层党组织的群众组织力，更好把群众组织动员起来，凝聚起万众一心、团结奋进的强大合力。近年来，各级党委、政府对基层组织建设的投入力度持续加大，村（社区）党组织的工作环境、硬件设施等不断改善，“一站式”数字化政务服务试点、新时代文明实践中心（所、站）等平台载体，以及在职党员“双报到”、“民情茶馆”、“线上议事厅”等创新机制，进一步强化了基层党组织联系服务群众的功能。同时，也有个别基层党组织的组织功能有待进一步提升，还不同程度存在“干部干、群众看”的问题。例如，有的基层党组织未能有效嵌入基层社会组织，一些地方的群众对于公共事务的参与度还不够高。有的基层党组织把过多功夫花在纸面上，把汇报材料摞得厚厚的，把成绩单拉得长长的，但对群众的急难愁盼关心不够、关注不细，解决不及时、不扎实，群众工作同群众诉求还存在一定的温差和落差。提升基层党组织联系服务群众的组织功能，重在大力推进党建引领基层治理，下大力气整顿软弱涣散基层党组织，切实提高基层党组织引领和推动基层治理的能力，既当好党的政策执行者，又当好群众利益的维护者。在组织触角延伸上，推动基层党组织深度嵌入村级集体经济组织、专业合作社等，充分发挥“四议两公开”等作用，引导群众充分参与基层治理。在任务职责上，全面实施基层党组织履行职责事项清单，切实整治形式主义为基层减负，让基层党组织更好为群众办实事解难题。

加强技术赋能，创新组织动员方式。习近平总书记强调：“要善于运用互联网技术和信息化手段开展党建工作，努力实现党的组织和党的工作线下线上全覆盖。”随着互联网、大数据、人工智能等技术快速发展，人民群众的生活方式、信息获取方式都在发生深刻变化，不少群众习惯于通过社交媒体平台获取信息、沟通交流。组织群众积极参与基层治理，关键在于结合时代特点，善用新技术新手段赋能基层党组织群众工作。一方面，创新组织方式，探索创建集党务、政务、服务于一体的“智慧中枢”，利用大数据绘制“民情画像”，精准感知群众需求，努力实现诉求“马上报”、服务“指尖办”、资源“最优配”，有效扩大基层党组织服务群众的覆盖面和实效性。另一方面，深化“党建+”治理机制，积极引导新就业群体充分参与“微治理”、推动无职党员设岗定责、完善志愿服务体系等，将多方主体深度嵌入基层治理网络，打造共建共治共享的社会治理格局。
