Pushing the Responsibility for Comprehensive and Strict Governance of the Party to Be Fulfilled in Place
Fulfilling the responsibility for comprehensive and strict governance of the Party is an important political responsibility of Party organizations at all levels, providing a solid guarantee for establishing and practicing a correct outlook on political performance. General Secretary Xi Jinping has pointed out: “High-quality development requires high-quality Party building to lead it.” The tighter and more solidly comprehensive and strict governance of the Party is grasped, the more stable the “ballast stone” of a correct outlook on political performance becomes, the more staying power the “long-distance run” of development has, and the more it can create achievements that truly benefit the people and gain public recognition.
Comprehensive and strict governance of the Party provides political guidance and political guarantees for establishing and practicing a correct outlook on political performance.
Fulfilling the responsibility for comprehensive and strict governance of the Party and establishing and practicing a correct outlook on political performance are mutually causal and mutually reinforcing. In the process of establishing and practicing a correct outlook on political performance, the responsibility for comprehensive and strict governance of the Party is both political guidance and a political guarantee; establishing and practicing a correct outlook on political performance can, in turn, push comprehensive and strict governance of the Party to develop in depth, forming a virtuous cycle.
Comprehensive and strict governance of the Party provides political guarantees for establishing and practicing a correct outlook on political performance. To govern the country, the Party must first be governed; only when the Party thrives can the country be strong. The Party’s leadership is the “stabilizing sea-god needle” [1]1 “Living source” (源头活水) is a classical allusion from Zhu Xi’s poem “Reflections While Reading,” metaphorically referring to the continuous source of new knowledge and inspiration. for the development of the Party’s and the country’s undertakings. The more complex the situation and the more arduous the tasks, the more necessary it is to strengthen the Party’s overall leadership through comprehensive and strict governance of the Party. Just as trees cannot grow on shifting sand, a correct outlook on political performance will not be established and practiced in a lax and lenient management environment; rather, it requires Party organizations to guide and regulate through a strict responsibility system. The purpose of comprehensive and strict governance of the Party is, by clarifying direction, establishing rules, rectifying conduct, and strengthening immunity, to create a positive and healthy political ecosystem, allowing Party cadres and members to roll up their sleeves and do their work. The great rejuvenation of the Chinese nation is like a giant ship sailing far away. Only through strict comprehensive and strict governance of the Party, building the Party organizations’ battle fortresses more solidly, and tempering the work style of the Party’s ranks more rigorously, can the entire Party and the people of all ethnic groups in the country unite under the Party’s banner into “a piece of hard steel,” [2]2 This is a direct quotation from Article 10, Paragraph 5 of the Constitution of the Communist Party of China. thinking with one mind and exerting strength in one direction, pushing the Chinese giant ship to cleave through waves and sail steadily and far. Through comprehensive and strict governance of the Party, resolutely eliminating negative factors that affect economic and social development can provide political guarantees for establishing and practicing a correct outlook on political performance, ensuring that development does not deviate or go astray, ensuring that the Party forever retains vigorous vitality and strong combat effectiveness, and always remains the strong leading core of Chinese-path modernization.
Comprehensive and strict governance of the Party builds a solid ideological embankment for establishing and practicing a correct outlook on political performance. What plays a decisive role in establishing and practicing a correct outlook on political performance is Party spirit. The outlook on political performance reflects cadres’ and Party members’ fundamental understanding and attitude toward fulfilling responsibilities and creating achievements; it is the concentrated embodiment of their worldview, outlook on life, and values in their conduct of governance. To establish and practice a correct outlook on political performance, it is necessary to fully fulfill the responsibility for comprehensive and strict governance of the Party, starting from the ideological source of rectifying the outlook on political performance, pushing cadres and Party members to strengthen their ideals and convictions, enhance their concept of Party spirit, forge loyalty to the Party, deepen their feelings for the people, purify their moral character, and maintain clean governance. In reality, some leading Party cadres, in order to accumulate capital and seek promotion, do not hesitate to mobilize manpower, material resources, and financial resources to engage in “image projects” and “vanity projects”; some appoint people by favoritism or profit, even engaging in “those who obey me prosper, those who defy me perish”; some abuse power for personal gain, take bribes and bend the law, seeking private gain for themselves and small cliques; and so on. The root cause of these phenomena is that Party spirit has gone wrong. To strengthen ideals and convictions, one must first know them, then believe them, and then practice them. General Secretary Xi Jinping has pointed out: “The firmness of ideals and convictions comes from the firmness of ideological theory. Knowing truth, mastering truth, believing in truth, and defending truth are the spiritual prerequisites for firm ideals and convictions.” Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the Marxism of contemporary China and the Marxism of the twenty-first century; it is the essence of the times of Chinese culture and the Chinese spirit, achieving a new leap in adapting Marxism to the Chinese context and the needs of the times. To establish and practice a correct outlook on political performance, it is necessary to take building the Party through ideology and strengthening the Party through theory as a major political responsibility of comprehensive and strict governance of the Party, unremittingly
Governing the Party and exercising strict discipline provide a work-style guarantee for establishing and practicing a correct outlook on political performance. Work style and outlook on political performance are mutually reinforcing, like the exterior and interior of the same entity. To establish and practice a correct outlook on political performance, one must begin by refraining from empty and flashy practices and by cultivating a pragmatic work style. General Secretary Xi Jinping pointed out: “We must firmly establish an outlook on political performance that serves the people, take the lead in following the Party’s mass line in the New Era, rectify the deep-rooted maladies of formalism and bureaucracy, effectively reduce burdens at the grassroots level, and promote the implementation of work through the transformation of work style.” In reality, some Party cadres fail to take responsibility or act on the decisions and deployments of the Party Central Committee, becoming paralyzed and lax; some, in order to achieve short-term brilliance and rapid promotion, engage in “potted-plant projects” and “flipping the pancake”[n]; some present “easy access to the door, pleasant faces, but difficult handling of affairs”; some stick to routine methods in their work without generating new ideas, avoid contradictions and dare not take responsibility, and when faced with problems, either pass them upward layer by layer for instructions or pass them downward layer by layer by signing responsibility pledges, but never actually implement solutions. These issues are both problems of work style and problems of outlook on political performance. To establish and practice a correct outlook on political performance, strengthening work-style construction must be made an important link in governing the Party and exercising strict discipline. Party cadres should be educated and guided to continuously intensify the tempering of their work style, carry forward the spirit of seeking truth from facts and engaging in solid work, resolutely eliminate the “deep-rooted maladies” in work style, speak the truth, investigate the real situation, report accurate figures, devise practical measures, do practical things, and seek tangible results. We must persevere in implementing the spirit of the Eight-Point Regulations of the Central Committee, vigorously rectify formalism to reduce burdens at the grassroots level, resolutely correct problems such as blind decision-making, grandiosity, extravagance and waste, flashiness without substance, and data fraud caused by a misaligned outlook on political performance, and educate and guide Party cadres to handle one matter after another, work year after year, and steadfastly turn the established action program, strategic goals, and work blueprint into reality.
Governing the Party and exercising strict discipline provide a yardstick for testing the establishment and practice of a correct outlook on political performance. Achievements are all made through hard work; only genuine effort can produce genuine achievements and real results. The implementation of the responsibility for governing the Party and exercising strict discipline must ultimately be reflected in the actual results of benefiting the people and promoting high-quality development. Since the New Era, our Party has adhered to a people-centered development philosophy, educating and guiding Party cadres to fully implement the responsibility for governing the Party and exercising strict discipline, firmly establish an outlook on political performance that benefits the people, “do practical work” rather than “put on a show,” “bring benefits” rather than “create a spectacle,” unswervingly enhance the well-being of the people, and carry out good deeds and practical matters that touch the hearts of the masses. High-quality development is the primary task in building a modern socialist country in all respects. Adhering to high-quality development is an important part of establishing and practicing a correct outlook on political performance for Party cadres, and it is also an important standard for testing the implementation of the responsibility for governing the Party and exercising strict discipline. This requires Party cadres to make efforts to fully, accurately, and comprehensively implement the new development philosophy and develop new quality productive forces in accordance with local conditions. To establish and practice a correct outlook on political performance, we must adhere to high-quality development and refrain from pursuing grandiose and foreign things, blind and reckless actions, or sensationalism; we must insist on taking practical measures and seeking tangible results, and refrain from flashiness without substance, opportunism, and data fraud; we must insist on laying a solid foundation for long-term benefits, and refrain from seeking quick success and instant benefits, draining the pond to catch all the fish, and exhausting the people and wasting resources. Only by continuously strengthening their sense of responsibility and consciously submitting to the “measuring stick” of the responsibility for governing the Party and exercising strict discipline, and pursuing development that is solid, free of water, and unifies speed, quality, and efficiency, can Party cadres create real achievements that stand the test of practice, the people, and history.
Governing the Party and running it strictly provides an institutional guarantee for establishing and practicing a correct outlook on political performance. The view of power directly influences the outlook on political performance. Through institutional constraints, governing the Party and running it strictly regulates the exercise of power, maximally compressing the space for erroneous outlooks on political performance. Our Party, by strictly implementing democratic centralism and the “Three Major and One Major” decision-making system [1]1 “Living source” (源头活水) is a classical allusion from Zhu Xi’s poem “Reflections While Reading,” metaphorically referring to the continuous source of new knowledge and inspiration., prevents arbitrary use of power, and by improving Party discipline and intra-Party regulations, guides Party cadres to establish and practice a correct outlook on political performance. The 2023 revision of the *Regulations of the Communist Party of China on Disciplinary Action* added Article 57, incorporating provisions for disciplinary action against leading Party cadres whose outlook on political performance is misguided, who violate the new development philosophy, or who deviate from the requirements of high-quality development, and adjusted the act of engaging in “image projects” or “vanity projects” that waste people’s resources and money from a violation of mass discipline to a violation of political discipline. By clarifying disciplinary requirements, it promotes leading Party cadres to establish and practice a correct outlook on political performance and to implement the requirements of high-quality development. The *Regulations on the Selection and Appointment of Leading Party and Government Cadres* clearly stipulates: “Prevent evaluating work performance solely by the speed of economic growth.” An erroneous outlook on political performance is often accompanied by unhealthy work styles. Since the 18th National Congress of the CPC [2]2 This is a direct quotation from Article 10, Paragraph 5 of the Constitution of the Communist Party of China., our Party, by strictly implementing the spirit of the Eight-Point Regulations and its implementation rules, has seriously investigated and punished those engaging in “image projects” or “vanity projects” that waste people’s resources and money, and has continuously rectified formalism and bureaucracy, causing the fake tricks of “only deferring to superiors, not seeking truth from facts” and “only seeking excitement, not emphasizing actual results” to lose ground, and making cadres who are keen on “mountains of documents and seas of meetings” and “excessive record-keeping” have nowhere to hide. To establish and practice a correct outlook on political performance, we must adhere to governing power by institutions and exercising power according to regulations, improve institutions and establish clear rules, make it crystal clear what can be done, what cannot be done, and how things should be done, and perfect an institutional mechanism that unifies authorization, use of power, and control of power, is clear, transparent, and traceable, and strive to compress the space for arbitrary exercise of power.
Practice has fully proven that places where Party building work is solid and the governance and strict management of the Party are rigorous are often also places where the relationship between cadres and the masses is harmonious and development momentum is sufficient. The actual results of promoting development through Party building are precisely a powerful proof of establishing and practicing a correct outlook on political performance. It can be said that Party building is the guide, and development is the goal; Party building is the guarantee, and development is the outcome. If governing the Party and running it strictly is lax and lenient, the organization is lax, and discipline is slack, then development achievements will not only fail to benefit the masses but may even deviate from the correct track due to the abuse of power.
Strengthening the “rigid constraint” of governing the Party and running it strictly on establishing and practicing a correct outlook on political performance
General Secretary Xi Jinping pointed out: “Economic and social development must establish a correct outlook on political performance, and Party building must also establish a correct outlook on political performance, which must be pragmatic and fundamental.” Since the 18th National Congress of the CPC, our Party has adhered to a strict tone, strict measures, and a strict atmosphere, grasping Party spirit, Party conduct, and Party discipline together, integrating rectifying work styles, enforcing strict discipline, and combating corruption, promoting the fulfillment of responsibilities for governing the Party and running it strictly, leaving a mark with every step, solving problems one by one, making continuous efforts and advancing steadily, and effectively promoting the comprehensive and strict governance of the Party to develop in depth. This is precisely a vivid manifestation of establishing and practicing a correct outlook on political performance in governing the Party and running it strictly. To establish and practice a correct outlook on political performance, we must regard the fulfillment of responsibilities for governing the Party and running it strictly as an “iron law” engraved into the bones and blood of Party cadres, persevere with lasting effort, and never allow the slightest slackening.
The responsibility for governing the Party and running it strictly is significant; no Party organization or Party cadre can stand aloof. A single thread cannot make a cord, a single tree cannot make a forest. Governing the Party and running it strictly is a systematic project, which cannot be accomplished by the central authorities or a few leading cadres alone; it requires every Party organization to shoulder the burden, take steps forward, and produce results. In reality, some Party cadres express support for comprehensive and strict governance of the Party verbally but take little initiative in practice, turning a blind eye and a deaf ear to some problems. Some members of leading bodies and functional departments believe that the “Two Responsibilities” [3]3 “One-man rule” (一言堂) literally means “one-word hall,” referring to a situation where one person dominates decision-making and others have no say. are solely the concern of the Party committee secretary and the discipline inspection commission secretary, adopting an attitude of “none of my business, hold one’s head high.” These tendencies are all wrong. Party organizations at all levels must firmly establish the concept that “doing a good job in Party building is one’s duty, not doing Party building is dereliction of duty, and doing Party building poorly is incompetence,” promote the layer-by-layer implementation of Party building responsibilities, and grasp Party building work in a solid, detailed, and thorough manner. More than 5 million primary-level Party organizations are like more than 5 million “pile foundations”; only when every pile is driven into the ground and every root is solid can the edifice of the Party’s governance withstand any storm and sit securely in the fishing boat [4]4 “Too many dragons, no rain” (龙多不下雨) is a Chinese idiom meaning that when too many people are responsible for a task, no one actually takes action..
Currently, some Party cadres still have some deviations in fulfilling their responsibilities for governing the Party and running it strictly. Some do not pay attention ideologically and take no action, believing that grasping Party building is somewhat more abstract than grasping development, that it is not easy to produce visible achievements, and that it is enough to hold a few meetings a year to arrange things, without needing to put in much effort. Some make a clear distinction, whether it is Party or government, whether it is managing professional work or Party affairs, “positioning” themselves and abandoning the responsibilities they should fulfill. Some emphasize form over content, process over results, and quantity over quality, appearing lively and bustling but with poor actual results, even becoming “two separate skins” from the central work with no effect. Some lack a systematic concept, treating the head when the head aches and the foot when the foot hurts, causing contradictions and problems to accumulate more and more. Individual localities have been circling around a few points for a long time, even cultivating models by pulling up seedlings to help them grow [5]5 “Major matters, important cadre appointments, major projects, and large sums of funds” (三重一大) is a standard internal Party term referring to the four categories of decisions subject to collective deliberation and supervision., and fostering models by “opening a small stove” or “giving preferential treatment,” resulting not only in failing to use points to drive the whole area but also in encouraging a flashy and superficial style. The reasons for these problems are multifaceted, but in the final analysis, the outlook on political performance is problematic. A Party cadre who truly has a correct outlook on political performance will inevitably be responsible for the cause of the Party and the state, will inevitably take a tough and uncompromising stance in governing the Party and running it strictly, rather than being overly concerned about their own reputation. Conversely, if a Party cadre cuts corners, makes compromises, turns a blind eye to unhealthy tendencies, and dares not struggle against or is unwilling to struggle against violations of discipline and law in governing the Party and running it strictly, then no matter how loudly he shouts about a correct outlook on political performance, his outlook on political performance is fundamentally wrong.
The process of fulfilling responsibilities for governing the Party and running it strictly is also the process of transforming a correct outlook on political performance from a “soft constraint” into a “hard benchmark.” The outlook on political performance itself is a “soft constraint”; the responsibility for governing the Party and running it strictly equips the “soft constraint” with “teeth,” turning “inner drama” into a “real picture.” Party organizations at all levels, through quantitative assessment indicators, transform the emphasis on Party building and actual performance from conceptual requirements into concrete actions that can be inspected and quantified; through accountability and disciplinary inquiries, they pursue responsibility for acts of engaging in “image projects” or “vanity projects”; through assessment and evaluation and a clear orientation in personnel selection, they directly link it to the promotion, demotion, retention, or removal of cadres. Once this set of “combined punches” is delivered, a correct outlook on political performance is no longer a flexible advocacy of “important in words, secondary in deeds,” but a rigid constraint that cadres must follow and practice.
To fulfill responsibilities well, we must grasp the “ox nose” of the responsibility system. General Secretary Xi Jinping emphasized, “To govern the Party strictly, we must enhance the awareness of governing the Party and running it strictly and fulfill the responsibilities for governing the Party and running it strictly,” and “Without clarifying responsibilities, without fulfilling responsibilities, without investigating responsibilities, strict governance of the Party cannot be achieved.” Without a clear responsibility system, a correct outlook on political performance is a castle in the air; without a complete chain of responsibilities, even the best system will become a mere formality, and the outlook on political performance will easily deviate. The report of the 20th National Congress of the CPC proposed the major strategic measure of improving the system for comprehensive and strict governance of the Party. In January 2023, at the Second Plenary Session of the 20th Central Commission for Discipline Inspection, General Secretary Xi Jinping emphasized, “We must adhere to full coverage in content, full coverage in targets, a complete chain of responsibilities, and full integration of institutions, to further improve the system for comprehensive and strict governance of the Party,” among which “a complete chain of responsibilities” is an important element. In June 2024, when presiding over the 15th collective study session of the Political Bureau of the 20th CPC Central Committee, General Secretary Xi Jinping emphasized: “We must improve a responsibility system with clear subjects and clear requirements. We must establish and improve a responsibility system by layers and categories, promoting Party organizations at all levels and the vast majority of Party members and cadres to know their responsibilities, assume their responsibilities, and fulfill their responsibilities.”
Insisting on “a full chain of responsibility” is consistent with the goal of “a responsibility system with clear subjects and explicit requirements.” At the same time, the two have different emphases in implementing the responsibility system for governing the Party. “A full chain of responsibility” focuses on the “vertical penetration” of responsibility, addressing the problem of responsibility being “broken, disconnected, or not transmitted properly,” and emphasizing the continuity of responsibility operation. “A responsibility system with clear subjects and explicit requirements” focuses on the “horizontal boundaries” of responsibility, addressing the problem of responsibility being “vague, overlapping, or unclaimed,” and emphasizing the precision of responsibility content. The two coordinate and mutually reinforce each other, forming an organic whole that points the direction for further improving the system for comprehensive and strict governance of the Party.
To consolidate the responsibility for governing the Party, it is necessary to establish a responsibility system that reaches vertically to the bottom and horizontally to all sides. Vertically, Party organizations at all levels must tighten and consolidate their responsibilities, each performing its own duties and cooperating fully, forming a sound situation where one level grasps the work and each level ensures implementation. Horizontally, Party committees (leading Party members’ groups) at all levels must fulfill their main responsibility; the Party committee secretary, i.e., the “first-in-command,” must fulfill the responsibility of the first responsible person; other members of the leadership team must earnestly shoulder “dual responsibility for one’s post and for Party building”[n]; discipline inspection commissions at all levels must fulfill their supervisory responsibility; and every Party member and cadre must fulfill their own due responsibilities. This promotes the formation of a responsibility system in which all Party organizations and all types of subjects at all levels strictly bear their own responsibilities, jointly manage and work in coordination, and link up with each other link by link.
The main responsibility occupies a key position in the responsibility for governing the Party. Whether the responsibility for governing the Party can be shouldered depends critically on how the main responsibility is implemented. Entering the New Era, General Secretary Xi Jinping, proceeding from the overall strategic situation of governing the Party and the country, emphasized “main responsibility.” This is a major ideological, theoretical, institutional, and practical innovation in governing the Party. It clarifies the status of Party committees as leaders, executors, and promoters in comprehensive and strict governance of the Party, fundamentally solving the problem of “who is responsible and how to be responsible,” effectively reversing the trend of responsibility becoming hollow and diminishing layer by layer, and forming a tight chain of responsibility where “one level grasps the work and each level ensures implementation.”
The state of comprehensive and strict governance of the Party in a locality or department depends critically on whether the Party organization and leading cadres, especially the “first-in-command,” have fulfilled their responsibilities. In reality, some leading cadres verbally endorse comprehensive and strict governance of the Party more than they actively pursue it, adopting an attitude of “knowing it’s wrong but saying little is best” toward some prominent problems, acting as “silent gentlemen.” Such tendencies must be resolutely corrected. Party committees (leading Party members’ groups) must earnestly regard comprehensive and strict governance of the Party as their own business and their due responsibility. Centering on strengthening leadership over governing the Party, selecting and using cadres well, strengthening supervision and restraint over the exercise of power, deepening the fight against corruption and building a clean government, and safeguarding the interests of the masses, they must truly shoulder the burden and cultivate their own “responsibility field.”[n] Party committees must take the initiative to manage and supervise; they cannot use the supervisory responsibility of the discipline inspection commission to replace their own main responsibility, still less abandon responsibility and shirk it entirely. The secretary of the Party committee (leading Party members’ group), as the first responsible person, must firmly establish the concept that “doing Party building well is one’s duty, not doing Party building is dereliction of duty, and doing Party building poorly is incompetence.” Centering on leading the team well, training the contingent well, and promoting implementation, they must both take command and personally lead the charge, earnestly achieving personal deployment of important work, personal inquiry into major issues, personal coordination of key links, and personal supervision of important cases.
Implementing the responsibility for governing the Party is a “chorus” undertaken collectively by Party organizations. The Party committee must act as the “lead singer,” setting the direction and managing the overall situation. The secretary must act as the “backbone,” taking the lead in cultivating his own “Party building responsibility field.” The discipline inspection commission must fulfill its specialized supervisory responsibility well, centering on efficient supervision, strict discipline enforcement, and precise accountability, focusing on its main responsibility and doing its main job well. It must neither exercise the powers of Party committees and governments nor replace functional departments in carrying out supervision. Other members of the leadership team must, in accordance with the division of duties and responsibilities and the requirement of “dual responsibility for one’s post and for Party building,” fulfill their responsibility for governing the Party, and must never adopt the attitude of “it’s none of my business, so I’ll stay aloof.” Party members and cadres must, centering on strict self-discipline and mutual supervision and mutual reminder and assistance, combine their post characteristics and actual work to fulfill their specific responsibilities. All responsible subjects must know their responsibilities, shoulder their responsibilities, and fulfill their responsibilities; they cannot act as “Mr. Nice Guys,”[n] allowing the Party’s image and the people’s interests to be harmed for the sake of so-called personal image. It is necessary to improve the precise and scientific accountability mechanism, transmit pressure layer by layer, and ensure that the responsibility subjects are in place, the responsibility requirements are in place, and the assessment and accountability are in place, so as to push the responsibility for governing the Party to be implemented to the letter.
The combination of strict management and care is a profound summary of the law of comprehensive and strict governance of the Party. The purpose of comprehensive and strict governance of the Party is not to manage people to death, making them overcautious and timid, turning things into a stagnant pool of lifelessness and inaction, but rather to create a positive, healthy, and entrepreneurial political ecosystem and good environment. Comprehensive and strict governance of the Party is like meticulous garden maintenance; its purpose is to clarify the correct direction of growth, erect supporting rules and frameworks, straighten trees bent by wind and rain, and strengthen the immune system against pests and diseases, thereby creating a political ecosystem with sufficient sunlight, smooth ventilation, and fertile soil, allowing every “tree” to grow freely upward within the framework of rules, with deep roots and lush leaves, full of vitality, ultimately forming a thriving and entrepreneurial good environment where myriad trees compete for glory. Party organizations at all levels must deeply grasp the relationship between strict management and supervision and encouraging responsible action, better stimulate the enthusiasm, initiative, and creativity of the vast number of Party members and cadres, and form a strong atmosphere and vivid situation of striving in the new journey and making contributions in the New Era. This is also an inherent requirement for establishing and practicing a correct outlook on political performance.
Ensuring scientific decision-making and solid, down-to-earth work through the implementation of democratic centralism
Democratic centralism is our Party’s fundamental organizational principle and leadership system, providing important institutional guarantees for governing the Party. Democratic centralism includes two aspects, democracy and centralism, which are mutually conditional and complementary. Adhering to democratic centralism is an important component of Marxist Party-building theory and a key hallmark of a Marxist political party. This system can ensure that our Party transforms scattered opinions and suggestions into systematic and scientific lines, principles, and policies. It is our Party’s magic weapon for always maintaining unity and solidarity, making scientific decisions, and gathering forward-moving strength. It is like constructing a grand building, which requires both the exquisite skills and unique insights of every craftsman and the chief designer’s overall planning and decisive moves based on pooling collective wisdom.
Scientific decision-making is an important element of establishing and practicing a correct outlook on political performance. To achieve scientific decision-making, it is necessary to fully develop intra-Party democracy and pool the wisdom of the entire Party. Among these, “developing intra-Party democracy” is the foundation of scientific decision-making. Only by fully developing intra-Party democracy, smoothing the channels for expressing opinions within the Party, and respecting and safeguarding the democratic rights of Party members can the creative vitality of the entire Party be maximally stimulated. “Pooling the wisdom of the entire Party” is the fertile soil for scientific decision-making. As the world’s largest political party, our Party’s members and primary-level organizations are widely distributed, possessing extensive information-gathering advantages. They can keenly perceive subtle changes in economic and social development and the real demands of the people, conduct systematic analysis and comprehensive research and judgment on complex issues from different perspectives, and aggregate them to form scientific decision-making proposals.
“Promoting intra-Party democracy and pooling the wisdom of the entire Party” and establishing and practicing a correct outlook on political performance are mutually reinforcing. Among these, promoting intra-Party democracy and pooling the wisdom of the entire Party is the “living source” [1]1 “Living source” (源头活水) is a classical allusion from Zhu Xi’s poem “Reflections While Reading,” metaphorically referring to the continuous source of new knowledge and inspiration. for establishing and practicing a correct outlook on political performance; without extensive democracy, the outlook on political performance will fall into the quagmire of subjectivism. Conversely, establishing and practicing a correct outlook on political performance is the “vivid embodiment” of promoting intra-Party democracy and pooling the wisdom of the entire Party; only by establishing and practicing a correct outlook on political performance can democracy avoid becoming “empty talk.” In reality, some Party cadres have a distorted outlook on political performance, violating the principle of democratic centralism and causing serious consequences. For example, some, when making plans or pursuing development, do not respect scientific laws, disregard actual conditions and historical stages, fail to analyze resource endowments and environmental carrying capacity, ignore input costs and output benefits, blindly pursue “grand gestures” and “extraordinary leaps,” and even engage in so-called “leapfrog development” detached from local realities, resulting in serious errors and waste. Some treat collective research as a mere formality, regard expert consultation as a decoration, decide on projects based on personal preferences, approve projects through subjective assumptions, and distort “daring to make decisions” into “reckless arbitrary decisions.” Some, in order to build “personal authority” or display “boldness and courage,” act willfully on major matters and push ahead by force, leading to serious consequences such as stalled projects, mounting debt, and ecological destruction. Some act recklessly and without scruple in decision-making, causing severe losses, often involving corruption, as they seek power rent-seeking and personal gain. The root of these problems lies in a distorted view of power and a lack of awareness of rules, where individual will is placed above organizational principles and professional rationality, and public resources are treated as a “testing ground” for realizing personal visions. This not only causes developmental stagnation and fiscal waste but also exhausts public trust and undermines the foundation of the cause.
The Party Constitution stipulates: “Party committees at all levels implement a system combining collective leadership with individual responsibility based on division of labor.” [2]2 This is a direct quotation from Article 10, Paragraph 5 of the Constitution of the Communist Party of China. The Regulations on the Work of Party Organs of the Communist Party of China also explicitly require that “Party work organs must adhere to democratic centralism, and their leading bodies must implement a system combining collective leadership with individual responsibility based on division of labor.” The system combining collective leadership with individual responsibility based on division of labor is the concrete manifestation of democratic centralism in the Party’s leadership work. In this system, collective leadership and individual responsibility based on division of labor are closely linked, internally unified, and cannot be separated or neglected. The Party’s strength comes both from collective wisdom and from individual responsibility. The implementation of the system combining collective leadership with individual responsibility based on division of labor in leading bodies is like a ship sailing steadily and far: it needs both the “rudder” of the captain’s unified command and the “oars” of each sailor’s vigorous rowing; the two are interdependent and indispensable. In this system, collective leadership is the “guiding star,” ensuring the direction is not off course. Decisions on major matters, appointments and removals of important cadres, arrangements for major projects, and use of large sums of funds must never be decided by an individual “on a whim.” The principle of “collective leadership, democratic centralism, individual deliberation, and decision at meetings” must be followed, allowing everyone to bring their opinions to the table, discuss them face-to-face, and “break them apart and chew them thoroughly” in research and discussion. The process of collective decision-making is a gathering of wisdom where “many hands make light work,” and it is also a rigid rule and strict constraint, resolutely preventing “one-man rule.” [3]3 “One-man rule” (一言堂) literally means “one-word hall,” referring to a situation where one person dominates decision-making and others have no say.
Individual responsibility based on division of labor is the “responsibility field,” ensuring strong execution. Once the leading body has made a collective decision and set the tone, the rest is to implement it separately. Every member of the leading body must have a clear responsibility field, ensuring that every matter is managed and every person has a specific role. Members of the leading body must, like “driving a nail,” hammer their assigned tasks firmly into place one blow at a time, and like “tightening a screw,” turn their responsible work tighter one turn at a time. They must neither “wait, rely, or demand” and act as hands-off managers, nor act independently and sing a different tune.
In practice, two tendencies must be resolutely prevented. One is individual arbitrariness, treating collective leadership as a “rubber stamp” and engaging in “my turf, my rules.” The other is weakness and laxity, treating individual responsibility based on division of labor as “dividing up the household and living separately,” shirking responsibility and passing the buck when problems arise, resulting in “too many dragons, no rain.” [4]4 “Too many dragons, no rain” (龙多不下雨) is a Chinese idiom meaning that when too many people are responsible for a task, no one actually takes action. It must be clearly recognized that collective leadership is not a “hullabaloo” style of grabbing everything indiscriminately, and individual responsibility based on division of labor is not “railway police, each in charge of their own section.” Members of the leading body must be like ten fingers playing the piano, each responsible for their own part while cooperating with each other, achieving division of labor without division of the collective, accomplishing tasks without causing failures, and supporting each other without undermining one another. Only by integrating the collective “brain” with the individual “hands and feet,” relying on collective wisdom to “steer the rudder well” and on individual responsibility to “row the oars well,” can the cause of the Party and the state ride the wind and waves and go steadily and far.
Establishing and practicing a correct outlook on political performance requires Party cadres to set higher standards, stricter demands, and better performance in implementing democratic centralism. Scientific decision-making is never generated by an individual “on a whim” out of thin air; it is formed in the process of combining centralism on the basis of democracy with democracy under the guidance of centralism. When participating in research on major decisions, Party cadres must think carefully and express their opinions fully out of public interest. They must promptly, objectively, and comprehensively report the true situations they learn about in their work, and must not only report good news but not bad news. In their areas of responsibility and the localities they govern, they must strictly implement the rules and procedures for leading body deliberation and decision-making, improve and implement the supervision mechanism for decisions on “major matters, important cadre appointments, major projects, and large sums of funds,” [5]5 “Major matters, important cadre appointments, major projects, and large sums of funds” (三重一大) is a standard internal Party term referring to the four categories of decisions subject to collective deliberation and supervision. encourage everyone to speak freely, resolutely refrain from individual arbitrariness and “one-man rule,” refrain from individual instructions and private transactions, and effectively identify and resolutely reject those flashy and impractical “image projects” and “vanity projects” that seek quick success and instant benefits. They must be adept at correctly centralizing, refining the correct opinions that conform to the laws of development of things and the fundamental interests of the broad masses of the people, preventing endless discussion without decision, and ensuring the formation of scientific decisions that lay a foundation, benefit the long term, and improve people’s livelihoods. After the Party organization makes a major decision, Party cadres must obey the organizational decision and division of labor, perform their duties within the scope of their responsibilities in accordance with the spirit of the Party Central Committee and the collective decision, and must not arbitrarily change the collective decision when implementing it, must not impose their personal opinions on the collective, organization, or others, must not improperly intervene in matters not within their area of responsibility or that should be avoided, ensuring that organizational decisions are carried through to the end and achieve practical results. They must effectively strengthen their sense of responsibility, dare to take responsibility, dare to act, and for matters that have been decided, especially those decided by the Party Central Committee, they must grasp them firmly, advance them step by step, and implement them bit by bit until results are achieved, striving to both win glory for their own domain and add luster to the overall situation.
In summary, only by running democratic centralism through the entire process of creating political performance—relying on collective wisdom to “distinguish truth from falsehood” in decision-making, relying on individual responsibility based on division of labor to “grasp implementation” in execution, and relying on institutional constraints to “correct deviations” in supervision—can the soil for a distorted outlook on political performance be fundamentally eradicated. Only then can we do more work that lays a foundation and benefits the long term, seek truth from facts, work in a down-to-earth manner, dare to take responsibility, and truly be responsible to history and the people.
