持之以恒推进全面从严治党。习近平总书记指出：“只有党的组织体系严密起来，党的各级组织政治功能和组织功能充分发挥出来，全面从严治党才能持续向纵深推进。”以坚强组织体系落实和保障全面从严治党，必须坚持以党的政治建设为统领，严明政治纪律和政治规矩，严肃党内政治生活，严格落实民主生活会、组织生活会等党的组织生活制度，推动各级党组织和全体党员深刻领悟“两个确立”的决定性意义，坚决做到“两个维护”。坚持组织建党和思想建党有机结合，既“造形”又“铸魂”，落实“第一议题”、党委（党组）理论学习中心组学习、基层党组织理论学习等制度，常态化开展党内集中教育，坚持不懈用党的创新理论凝心铸魂。强化党组织领导和把关作用，突出政治标准选人用人、政治引领吸纳人才，充分发挥各级党组织的教育管理监督作用，改进党员管理机制，完善从严管理监督干部机制，健全正风肃纪常态化机制，健全党领导反腐败斗争的责任体系，完善一体推进不敢腐、不能腐、不想腐工作机制，以党内监督为主导，推动各类监督贯通协调，健全党统一领导、全面覆盖、权威高效的监督体系。统筹推进党内法规制度建设和党的建设制度改革，建立健全包括组织设置、组织生活、组织运行、组织管理、组织监督等在内的完整组织制度体系，推动各级党组织和全体党员自觉学习、遵守、贯彻、维护党章，严格执行民主集中制及党内各项法规制度，以全党执行制度成效巩固全面从严治党成果。

Gather the mighty force for national rejuvenation and strength. General Secretary Xi Jinping pointed out: "The Party's governing mission must be accomplished through the outstanding work of hundreds of millions of Party members, and the Party's governance of the Party and strict governance of the Party must be implemented in the management of the Party membership." Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has upheld and strengthened the Party's overall leadership, unswervingly advanced comprehensive and strict governance of the Party, continuously tightened the Party's organizational system, and promoted the effective transformation of the Party's organizational advantages into national governance effectiveness. In securing a decisive victory in building a moderately prosperous society in all respects, General Secretary Xi Jinping personally took command, personally went into battle, and personally supervised the campaign; secretaries at five levels grasped poverty alleviation, the whole Party was mobilized to tackle the tough battle, and with united efforts and the dispatch of elite forces, the largest poverty alleviation campaign in human history was won. In fighting the impact of the century-old epidemic, more than 4.6 million primary-level Party organizations charged into battle, and more than 39 million Party members and cadres across the country fought on the front line. In flood prevention and resistance, emergency rescue and disaster relief, Party committees and governments at all levels responded immediately and commanded from the front, primary-level Party organizations fulfilled their duties and stepped forward with responsibility, and Party members and cadres shouldered heavy burdens and charged ahead; wherever the disaster was most severe and wherever the masses needed it most, the Party flag flew high. In responding to external suppression and containment, Party organizations took the lead in tackling projects, Party member backbone elements "posted lists and took command," and talents from all sides charged into battle, accelerating the overcoming of "bottleneck" technologies in important fields, and transforming the Party's organizational strength into momentum for tackling difficulties. In all the work of reform, development, and stability in the New Era, hundreds of millions of Party organizations and Party members have taken responsibility and acted, tackled difficulties and overcome obstacles, providing a strong organizational guarantee for overcoming great storms and waves and major tests. On the new journey, upholding and improving an organizational system that connects the top with the bottom and ensures effective execution will inevitably organize Party members, gather talents, and mobilize the masses more effectively and efficiently, and better transform the Party's political advantages, organizational advantages, and advantages in close ties with the masses into the winning advantages for national rejuvenation and strength.

凝聚强国复兴的磅礴力量。习近平总书记指出：“党的执政使命要靠千千万万党员卓有成效的工作来完成，党要管党、从严治党必须落实到党员队伍的管理中去。”党的十八大以来，以习近平同志为核心的党中央坚持和加强党的全面领导，坚定不移全面从严治党，不断严密党的组织体系，推动党的组织优势有效转化为国家治理效能。决胜全面建成小康社会，习近平总书记亲自挂帅、亲自出征、亲自督战，五级书记抓扶贫、全党动员促攻坚，勠力同心、尽锐出战，打赢人类历史上最大规模脱贫攻坚战。抗击世纪疫情冲击，460多万个基层党组织冲锋陷阵，全国3900多万名党员、干部战斗在一线。防汛抗洪、抢险救灾，各级党委和政府闻讯而动、靠前指挥，基层党组织守土尽责、挺膺担当，党员干部勇挑重担、冲锋在前，哪里灾情最严重，哪里群众最需要，哪里就有党旗高高飘扬。应对外部打压遏制，党组织牵头项目攻关、党员骨干“揭榜挂帅”、各方面人才冲锋陷阵，加快攻克重要领域“卡脖子”技术，把党的组织力量转化为攻坚动力。新时代改革发展稳定各项工作中，千千万万个党组织和党员担当作为、攻坚克难，为战胜大风大浪、大战大考提供了坚强组织保障。新征程上，坚持健全上下贯通、执行有力的组织体系，必将更加有力有效地把党员组织起来、把人才凝聚起来、把群众动员起来，更好将党的政治优势、组织优势、密切联系群众优势持续转化为强国复兴的制胜优势。
