把准政治方向，落实政治要求，以坚强党性涵养优良作风。在《习近平党建文选》第一卷《做焦裕禄式的县委书记》中，习近平总书记指出：“作为党的干部，不论在什么地方、在哪个岗位上工作，都要增强党性立场和政治意识，经得起风浪考验，不能在政治方向上走岔了、走偏了。”锤炼党性是作风建设的内在根基，优良作风是坚强党性的外在表现。唯有党性坚强才能作风过硬，推进作风建设常态化长效化，首要的是锤炼坚强党性、筑牢政治根基。以坚强党性涵养优良作风，要求广大党员干部把政治修养摆在党性修养首位，追求崇高理想、坚定政治信念、提高思想觉悟、涵养高尚情操，坚持从党的创新理论中汲取党性滋养，深入学习领会习近平党建思想的核心要义、理论品格和实践要求，把理论学习成果转化为锤炼党性的思想自觉和推进作风建设的实践力量。巩固作风建设成果、推动作风建设不断取得新成效，必须把政治标准和政治要求贯穿作风建设始终，特别是针对“四风”问题的顽固性和反复性，必须深刻洞察其背后是背离党性、宗旨淡漠的问题，反映的是政治意识淡薄、政治立场偏移、政治纪律松弛的问题，始终保持政治清醒、严守政治纪律，用铁的纪律整治各种顶风违纪行为，切实做到抓严抓实、抓早抓小、抓常抓细。

Improve the institutional system, strengthen rigid constraints, and strictly prevent and govern the hidden mutations of the "Four Forms of Bureaucracy." Institutions are fundamental and long-term. Regarding the "Four Forms of Bureaucracy" problems, on the one hand, we must establish and improve mechanisms for regularly identifying and solving problems, giving play to the role of institutions in providing overall guidance in work style improvement. On the other hand, we must strengthen supervision and discipline enforcement, build a solid dike for work style improvement with institutional rigidity, continuously improve the institutional safeguard system for work style improvement, and plug all loopholes for the hidden mutations of the "Four Forms of Bureaucracy" in an all-round manner. We must persist in taking Xi Jinping's Thought on Party Building as the guide to continuously strengthen the construction of the intra-Party regulations system, target the new trends of the "Four Forms of Bureaucracy" problems in changing their form and going underground, tighten and fasten the institutional cage in a targeted manner, adhere to the Party Constitution as the foundation and norms and regulations as the backbone, improve foundational intra-Party regulations and supporting intra-Party regulations for specific work style problems, and further promote work style improvement to have rules and regulations to follow. On this basis, we must strengthen institutional rigidity through strict discipline enforcement, persist in leaving no "hidden doors" and opening no "skylights," transform the hard requirements of Party conduct and Party discipline into hard measures, and let iron rules grow iron teeth. In the process of institutional implementation, we must pay attention to effectively transforming the principled requirements of work style improvement into operable and quantifiable specific norms, treat the "Four Forms of Bureaucracy" problems with a zero-tolerance and strict-investigation attitude, resolutely prevent the "broken window effect," and build an institutional barrier against problems before they arise.

完善制度体系，强化刚性约束，严防严治“四风”隐形变异。制度是管根本、管长远的。对于“四风”问题，一方面要建立健全经常性发现问题、解决问题机制，发挥制度在作风建设中的提纲挈领作用。另一方面，强化监督执纪，以制度刚性筑牢作风建设堤坝，持续完善作风建设的制度保障体系，全方位堵好“四风”隐形变异的漏洞。坚持以习近平党建思想为指引不断加强党内法规制度建设，锚定“四风”问题改头换面、潜入地下的新动向，有的放矢扎紧扎牢制度的笼子，坚持以党章为根本、以准则条例为主干，完善基础性党内法规和针对具体作风问题的配套党内法规，进一步推动作风建设有章可循、有规可依。在此基础上，以从严执纪强化制度刚性，坚持不留“暗门”、不开“天窗”，将党风党纪硬要求变为硬举措、让铁规矩长出铁牙齿。在制度执行过程中，注重把作风建设的原则性要求切实转化为可操作、可量化的具体规范，以零容忍、严查处的态度对待“四风”问题，坚决防止“破窗效应”，筑牢防微杜渐的制度屏障。

Tighten the chain of responsibility, investigate work style issues and corruption together and address them jointly, and lead social customs and public morals with a sound Party conduct. In the second volume of *Selected Works of Xi Jinping on Party Building*, in the article "Advancing the Party's Self-Revolution Depends on Implementation Being Truly Carried Out," General Secretary Xi Jinping emphasized: "The responsibility for governing the Party and running it strictly includes main responsibility, supervisory responsibility, the responsibility of the first responsible person, and the 'one post with dual responsibilities' [3]3 "One post with dual responsibilities" (一岗双责) refers to the requirement that a leading cadre, while holding a specific post, bears responsibility not only for the work of that post but also for Party conduct and clean governance in the unit or field under that post., among others. These constitute a complete chain of responsibility. Every kind of responsibility is important and must be strictly fulfilled; none can be dealt with perfunctorily." Unhealthy tendencies and corruption are mutually embedded and share the same root: unhealthy tendencies are the breeding ground for corruption, while corrupt acts in turn fuel the spread of unhealthy tendencies. This is precisely why "joint investigation" is used to severely punish the interwoven problems of work style and corruption, and "joint governance" is used to eradicate their common roots. Tightening the chain of responsibility means, through the layer-by-layer transmission of pressure and the layer-by-layer implementation of responsibility, forming an integrated mechanism for work style improvement that runs from top to bottom, providing strong organizational guarantees and efficiency support for the joint investigation and joint governance of work style issues and corruption. We should build a responsibility system in which power and responsibility are matched and dereliction of duty is invariably questioned, so that the broad ranks of Party members and cadres are mindful of responsibility in their hearts, bear responsibility on their shoulders, and fulfill responsibility through their actions, with each level grasping the work of the level below and implementation being carried out at every level. This ensures that the responsibilities of "investigating corruption through work style issues" and "correcting work style issues through corruption cases" are fulfilled to the letter, resolutely severs the link of transformation between work style issues and corruption, persists in both rectifying the "four forms of decadence" [4]4 The "four forms of decadence" (四风) are formalism, bureaucratism, hedonism, and extravagance, which were identified as targets of rectification in the Party's mass line education campaign launched in 2013. and promoting new practices, links the chain of responsibility for rectifying conduct, enforcing discipline, and fighting corruption, and unblocks the transmission chain by which sound Party conduct leads social customs and public morals, so that a clean and upright atmosphere prevails throughout society and a favorable environment is created for high-quality development.

压实责任链条，风腐同查同治，以优良党风引领社风民风。在《习近平党建文选》第二卷《推进党的自我革命关键在于抓落实要真正到位》中，习近平总书记强调：“管党治党责任有主体责任、监督责任、第一责任人责任、‘一岗双责’等，这些构成一个完整的责任链条，每一种责任都很重要，都要严格落实，不能敷衍应付。”不正之风和腐败问题互为表里、同根同源，不正之风是腐败问题滋生的温床，腐败行为又会助长不正之风蔓延，这是以“同查”严惩风腐交织问题、以“同治”铲除风腐共性根源的原因所在。压实责任链条，则是通过压力层层传导、责任层层落实，形成上下贯通的作风建设联动机制，为风腐同查同治提供有力组织保障和效率支撑。应通过构建权责对等、失责必问的责任体系，使广大党员干部知责于心、担责于身、履责于行，一级抓一级、层层抓落实，确保“由风查腐”和“由腐纠风”责任落实到位，坚决斩断风腐转化的纽带，坚持纠治“四风”和弘扬新风并举，贯通正风肃纪反腐的责任链，畅通以优良党风引领社风民风的传导链，让清风正气在全社会蔚然成风，为高质量发展营造良好环境。
