A Dual Reflection on Capitalism and Socialism by Foreign Left-Wing Scholars in the Context of the COVID-19 Pandemic

· · Marxism Abroad · School of Marxism, Fudan University · Journal of Wuhan University (Philosophy and Social Science Edition), 2020, no. 5 · 26 min read

On April 8, 2020, Bernie Sanders, who holds democratic socialist ideas, announced his withdrawal from the Democratic Party’s U.S. presidential primary. This event occurred during the massive outbreak of the COVID-19 pandemic in the United States and is thought-provoking. The withdrawal linked socialism, the public health crisis, and capital-dominated America: even in the face of a raging plague, America’s choice remained capital first. All intellectuals with a conscience had to consider a public issue: under the backdrop of a major pandemic, will the Western capitalist ideology currently led by Europe and America lead human society toward an abyss or redemption? The political imagination of Western left-wing intellectuals was reactivated. Faced with the enormous uncertainty confronting humanity as a whole, a new political and economic order was unanimously summoned anew: “Global communism or the law of the jungle, the coronavirus forces us to make a choice.”[1]1 The original text cites this as a quotation from an unspecified source, likely a left-wing intellectual or activist statement during the pandemic.

I. The Crisis of Neoliberalism and the Possibility of Transformation

If the 1986 nuclear disaster, the “Chernobyl moment” for the Soviet Union, became a pretext for the Western world to criticize Soviet socialism, then in 2020 the Western world’s general entrapment in the vortex of the COVID-19 pandemic has become the “Chernobyl moment” for neoliberalism, and it is sounding the death knell of neoliberalism.

(1) The Crisis of Consumerism

David Harvey argues that the COVID-19 pandemic, in an unforeseen manner, has caused the capital circulation and turnover of global capitalism to fall into hemorrhagic shock, because “this neoliberal model increasingly relies on virtual capital and the enormous expansion of money supply and debt creation.”[2]2 The original text cites David Harvey, but the specific work is not identified in the paragraph. The production and demand chains of the entire society have been pressed to a pause, which instead allows us to see more rationally the deep crisis of productivism and consumerism under the dominance of capital. In fact, 70-80% of the main driving force behind contemporary capitalist economies’ ability to still complete capital circulation and accumulate profits depends on consumerism. The emergence of the COVID-19 pandemic “has caused the total collapse of the core of the dominant form of consumerism in the richest countries. The spiral of endless capital accumulation is collapsing inward from one part of the world. … It is testing what Marx called ‘overconsumption and mad consumption, thus heralding the terrible and monstrous collapse of the entire system.’”[2]2 The original text cites David Harvey, but the specific work is not identified in the paragraph. Harvey focuses on assessing the possibility of the collapse of the global capital system from the perspective of the destruction of the contemporary capitalist economic ecological jungle shaped by neoliberalism. In this ecological jungle, consumerism provides the fertile soil for capital circulation and turnover, and many frontier models of “contemporary capitalist consumerism” cannot operate under current conditions, because “COVID-19 is not a violent fluctuation, but a powerful blow to the core of the dominant form of consumerism in the richest countries. The spiral of endless capital accumulation is collapsing inward from one place in the world to another.”[2]2 The original text cites David Harvey, but the specific work is not identified in the paragraph. However, some scholars believe that Harvey’s analysis of the impact of the COVID-19 pandemic on the capitalist economy solely from the perspective of capital circulation is a kind of “so-called ‘underconsumption crisis theory’ that Marx had already criticized.”[3]3 The original text cites an unnamed critic of Harvey’s position. That is to say, judging whether the COVID-19 pandemic has brought a fundamental transformation to capitalism still requires a return to the classical analytical paradigm of Marxism—the change in the contradiction between productive forces and relations of production. From the perspective of productive forces and relations of production (especially the form of ownership of the means of production), the COVID-19 pandemic has not touched the existing private ownership and wage-labor relations. Although a collapse is far from possible, the consumerism crisis in the neoliberal world caused by the COVID-19 pandemic has already shown a decline in the capitalist economy. This decline presents a general morbid appearance of a sunset-like social system dominated by capital, to the extent that Habermas calls for: “We must strive to abolish neoliberalism.” Habermas’s call is evidently being confirmed by the facts unfolding in Europe: “The EU cares more about the survival of financial institutions and multinational corporations than about the safety of the people, once again proving it is a failed political entity. The EU has left (except Italy’s) 27 member states to fend for themselves, and has never even called on all countries to jointly support Italy, which is in dire straits.”[4]4 The original text cites Andres Piqueras, but the specific work is not identified in the paragraph.

(2) From Politics to Ecology: A Preview of a Greater Crisis

The crisis caused by consumerism to the global capitalist economy is merely a preview of a greater crisis. Within the governance scope of neoliberalism, broader inequalities will continue to expand. The Spanish flu of 1918 caused the death of 60% of the poor living in Punjab, Mumbai, and other parts of western India. The same thing is happening again 100 years later. In regions with vast wealth gaps such as India, Africa, and Latin America, malnutrition due to food shortages and poor public health conditions in slums causing high infection rates and high incidence of severe illness have made these areas hard-hit by the virus. Thomas Piketty points out that the coronavirus has exposed the long-standing enormous inequality in human society, and unequal economic status has fueled the deadly spread of the COVID-19 pandemic, exacerbating the difficulty for countries with excessively polarized social wealth gaps to control the pandemic.[5]5 The original text cites Thomas Piketty, but the specific work is not identified in the paragraph. Antonio Negri believes that neoliberalism has fully exposed its political defects during the pandemic, which will activate a series of anti-neoliberal struggles in the foreseeable future.[6]6 The original text cites Antonio Negri, but the specific work is not identified in the paragraph. Left-wing scholars generally believe that even if the systemic decline of the neoliberal governance model can be avoided, the decline of Western democracy in the post-pandemic era will be inevitable. Noam Chomsky views the crisis brought by the COVID-19 pandemic as a “crisis of civilization” caused by barbaric neoliberalism.[7]7 The original text cites Noam Chomsky, but the specific work is not identified in the paragraph. The ideology of the free market and corporations prevents virus control from entering the black hole of profit; public health is a “consumable” cost of production. The wavering of European and American governments between resuming work and lockdowns shows that in the systemic coordination of social governance, the government and corporations are locked in an indecisive game. The raging virus will ultimately prompt the public to rethink what kind of world we truly need. Andres Piqueras’s view precisely responds to this question: “We must by no means turn a blind eye to China’s situation. Cuba’s medicines (especially interferon alpha-2b) opened China’s path to fighting the pandemic. China has shown us how a ‘people are equal’ planned economic system can defeat an unknown virus in the shortest time. Now, medical rescue teams from China, Cuba, and Venezuela have arrived in Italy to help them overcome the pandemic. Spain has also realized that we need help from these countries.”[4]4 The original text cites Andres Piqueras, but the specific work is not identified in the paragraph. After controlling the domestic spread of the COVID-19 pandemic, China and Cuba began to provide international aid, which is a genuine internationalist spirit that breaks down ideological barriers and national interest divides. Yet the Western world has still not made a serious assessment of the systems and civilized behaviors of socialist countries like China and Cuba during the crisis, but instead has adopted a beggar-thy-neighbor political strategy of shifting domestic conflicts abroad, especially onto China. On the one hand, this delays the rational and long-term measures for the Western world to effectively respond to the COVID-19 pandemic; on the other hand, it also drains and suffocates the ideological leadership of the neoliberal system dominated by Europe and America.

Political crisis is faintly revealing a grim prospect, while ecological crisis has long shown its ferocious face. “Excessive deforestation and the large-scale planting of cash crops (rubber, oil palm, coffee, or cocoa) in plantations have destroyed the balance of ecosystems and biodiversity, thereby leading to the spread of viruses to communities. Excessive occupation of agricultural land has led to excessive deforestation, and urbanization and endless urban expansion have likewise accelerated the pace of deforestation, destroying the living environment of flora and fauna. Finally, through the population flows of globalization, the economic exchanges between multinational corporations, and the siphon effect of metropolises, individual regional epidemics are rapidly pushed toward global pandemics.”[8]8 See note [8] in the original text. Capital and the free market have widened the metabolic rift between society and nature, and the rampage of the novel coronavirus is precisely the demon summoned from this fissure. Professor Chen Xueming reflects on two popular views both domestically and internationally in relation to the epidemic and ecology — “humanized nature” and “people-centeredness.” He argues that “humanized nature” in practice only emphasizes humanization, without fully valuing nature, and that “when facing nature, one must necessarily set a boundary for one’s own actions, truly clarifying what can be done and what cannot, rather than endlessly exaggerating one’s own power”[9]9 See note [9] in the original text.; correspondingly, “people-centeredness” is not centered on people’s material desires but on people’s all-round development, and healthy living conditions and freedom from public health crises are precisely the proper meaning of “people-centeredness.” Wang Yuchen echoes Chen Xueming’s view, arguing that a distinction must be made between “needs” and “desires”; the consumerist ideology driven by capital replaces needs with desires, “encouraging all individuals to place consumption activities at the very core of their daily routines, while simultaneously intensifying a sense of dissatisfaction with every level of consumption already achieved”[10]10 See note [10] in the original text.(P115).

Thus, from politics to ecology, we are facing the prospect of a larger and broader crisis. As Marx put it, “Productive forces develop to a stage where the productive forces and means of intercourse generated under existing relations can only cause disaster; these productive forces are no longer forces of production but forces of destruction (machinery and money).”[11]11 See note [11] in the original text.(P542) The novel coronavirus further drives this destructive force to turn back on human society, thereby “plunging us into a postmodern barbarism. To escape this state, we must, like many socialist movements, re-explore paths other than the state and capital, creating an unknown world that transcends disaster capitalism.”[8]8 See note [8] in the original text.

(III) The Beginning of Transformation: Left or Right

According to assessments by public health experts, the COVID-19 pandemic will persist worldwide for months or even years. This is a disheartening scientific prediction, as neoliberalism faces its first non-war external threat. If the Cold War allowed neoliberals to celebrate victory over their socialist rival, today’s Western world may not have the same opportunity to declare victory. After the global circulation process of capitalism is tragically interrupted, everyone, whether left or right, faces the same naked fact of life — survival. Left or right? Pikeras raises a question that the Western world pretends not to see: “If the pandemic truly leads to the paralysis of the capitalist economy, should we not ask ourselves: what kind of economy do we actually have? Can competition and self-interest shield humanity from pandemics, wars, famines, and climate change, and save us from self-destruction? The answer is certainly no. Perhaps it is time to look at China, which shows us the feasibility of another path.”[4]4 The original text cites Andres Piqueras, but the specific work is not identified in the paragraph. Wang Qingfeng makes a similar judgment from the perspective of biopolitics: capital disregards life during public health crises, even attempting to abandon care for the elderly and the weak; capital’s predatory practices accelerate the frequent occurrence of “states of exception,” from violent terrorist attacks in Europe in recent years to this sudden global infectious disease, all showing such a trend. Therefore, “in the social governance of the state of exception under the COVID-19 pandemic, Western societies mainly adopted a liberal laissez-faire governance technique, making strict control difficult to achieve and failing to produce effective management results. For China, behind the governance measures lies a collectivist overall social governance at work; it is precisely because of the support of this overall social governance that the epidemic could be rapidly controlled.”[12]12 See note [12] in the original text.

In Žižek’s view, the COVID-19 pandemic announces the beginning of the second half of the “love story” between the West and capitalism. If in the first half this love was tender and inseparable, then the second half begins with infidelity and betrayal. Although the Trump administration tried to sustain this love by giving each adult citizen a $1,000 check, Žižek mocks: “This is communism born of the need for bare survival. Unfortunately, it is precisely a replica of the so-called ‘war communism’ of the Soviet Union in 1918.”[13]13 See note [13] in the original text. Ajit Singh proposes that the COVID-19 pandemic will make it possible to replace the US-led neoliberal order. Any honest participant in the international community can see that “in this global struggle, Washington has not adopted any form of solidarity or cooperation, but has redoubled its efforts to deploy its new Cold War strategy, attempting to shift the blame for failure onto China and turning to naked racism. Behind Washington’s deepening hostility toward China lies a deep-seated anxiety, increasingly evident to countries around the world and even to the most ardent defenders of the American system: China’s state-led system is surpassing American capitalism and gradually legitimizing an alternative to the US-led neoliberal international order.”[14]14 See note [14] in the original text. Aleksandr Buzgalin explicitly proposes an alternative, calling for planned, non-market organized actions by the state and civic groups to support public systems such as healthcare, social security, and infrastructure, and more importantly, to “follow the path of formulating clear, transparent, and consistently applicable new rules to achieve universal public interest. In this regard, the principle of inviolability of private property and the interests involved in maximizing profits must be relegated to a secondary position.”[15]15 See note [15] in the original text.

Left or right? This is both a choice of survival and a choice between “communism” and “barbarism.”

II. Rebuilding Order: Socialist or Communist Imagination

If the COVID-19 pandemic has fully exposed the hypocrisy of liberal ideology, then amid this global crisis, Marxism once again reveals the radiance of its truth and profound historical insight. It can be said that the COVID-19 pandemic is both a common crisis for all humanity and a historical opportunity to re-enlighten the working people of the world with communist discourse.

(I) The Justification of Injustice: The Illusion of Equality and Its Consequences

Capitalism promised the world equality and prosperity, but what it has brought is injustice and poverty. The Intercept website listed the five areas in New York City with the highest and lowest rates of positive COVID-19 tests, respectively: in the five areas with the highest positive test rates, the per capita annual income was between $17,595 and $35,141; in the five areas with the lowest positive test rates, the per capita annual income was approximately between $106,702 and $147,547. Yet the paradox of the matter is that, under the intervention of the novel coronavirus, the unjust system of social production and wealth distribution ultimately receives a just verdict. In other words, the huge gap of wealth disparity between social classes overlaps with social risk factors, forming an exponential effect that amplifies risk, and ultimately this inequality, in a leveling form of catastrophic risk, backfires on the upper class. The disasters that have occurred and are occurring in the globalized system of production, trade and consumption constantly warn us: “Wealthy countries, having hoped to eradicate dangers by exporting them abroad, are therefore forced to import cheap food, and pesticides return to their highly industrialized homelands through fruit, cocoa and tea.” [16]16 “The emperor’s new clothes” (皇帝的新装) is a reference to Hans Christian Andersen’s fairy tale, used here as a metaphor for the exposed hypocrisy of the neoliberal system.(P49) In this major epidemic, we have clearly also discovered a high degree of leveling of epidemic risk; no social class can avoid the risk of viral infection by virtue of its possession of wealth and power (although the data above show a positive correlation between infection risk and income disparity). Similarly, when U.S. President Donald Trump declared global warming a hoax that imposed an unfair economic burden on the United States and stubbornly withdrew from the Paris Climate Agreement, this was the industrial bourgeoisie of the United States attempting to shake off the constraints of international environmental obligations and trying to re-establish the bourgeoisie’s full control over the interpretation of environmental issues. However, developed capitalist countries have not thereby been exempted from the risks of environmental and ecological deterioration; on the contrary, risks are increasingly accumulating globally in an invisible form.

The management of the epidemic crisis is also becoming another field of class struggle. On the one hand, by defining the sources of risk and their solutions, the bourgeoisie transforms class conflict into a technical issue of risk management — that is, it reifies the overarching causes of risk into an empirical problem of sociology or economics. For example, the universal risk of biochemical disasters to humanity is reduced to a biochemical technical difficulty, thereby giving rise to a batch of companies and professions that digest biochemical disasters; thus, the disaster produced by capital ultimately turns it into a business opportunity. Taking the medical industry as an example, the capital-driven medical industry is in fact constantly producing disease, while simultaneously creating the consumption of medicine through the production of disease. The French ecological Marxist André Gorz provides powerful evidence for this: “Disease becomes the driving force of the most profitable industries, creating employment and ‘wealth.’ At the same time, the increase in the number of patients and the ‘health’ industry have been incorporated into national accounting; if the number of patients decreases, the disappearance of these industries translates into a reduction in GNP and a major blow to capital. In short, disease is profitable; health is not.” [17](P171) But on the other hand, the structural accumulation of crises also expands the field of class struggle further into civic movements. As mentioned above, the trend toward leveling of crises in the social structure cuts across conflicts of class interest; the commonality of risk is genuinely real, and therefore “it is possible for members of different classes, parties, occupational groups and age groups to unite to form civic movements in order to prevent the dangers of nuclear energy and toxic waste, and to stop the obvious destruction of nature” [16]16 “The emperor’s new clothes” (皇帝的新装) is a reference to Hans Christian Andersen’s fairy tale, used here as a metaphor for the exposed hypocrisy of the neoliberal system.(P53). Therefore, the optimal governance of the COVID-19 pandemic requires the creation of a cross-class social alliance, which is appropriately expressed as “a community with a shared future for mankind.” Slavoj Žižek, in reflecting on the pandemic, also believed that, compared with the beggar-thy-neighbor approach of some countries using the epidemic to blockade China, the world “

(2) Green Capitalism: A False Proposition

Does the option of a turn to the left or the right that the COVID-19 pandemic has placed before us imply that a transition to green capitalism could provide contemporary capitalism with a sustainable platform for self-preservation?

O’Connor puts forward the theory of the second contradiction of capitalism and attempts to replace the Marxist theory of economic crisis with an ecological crisis theory as the main analytical paradigm for the crisis of contemporary capitalism. O’Connor argues that the crisis of contemporary capitalism occurs primarily in the sphere where the conditions of production are destroyed. The so-called conditions of capitalist production are the external natural conditions (such as forests and water) on which the capitalist production process depends, as well as the public conditions of production (such as urban infrastructure). The COVID-19 pandemic has, on an unimaginable scale and depth, destroyed the natural and public conditions of global capitalist production and reproduction. However, O’Connor believes that reformed capitalist democracy can still keep the crisis caused by the destruction of production conditions within a tolerable range, and that a democratized bureaucracy is “the only political form that may be feasible, a democratic state of this kind: in such a state, the management of social labor is organized democratically.”[19](P439) In response, Foster criticizes: “Focusing solely on the conditions of production and the second contradiction of capitalism will weaken the comprehensiveness of the ecological crisis, and even, in the process of incorporating everything into the closed framework of a specific theory of economic crisis, weaken the impact of capitalism on the environment.”[20]

Based on his study of Saral Sarkar, Huan Qingzhi argues that the alternative of “green capitalism” or “ecological capitalism” cannot fundamentally change capitalism’s unsustainability and anti-ecological nature. “A genuine ecological economy can only operate within a socialist socio-political environment, and only by becoming a genuine ecological society can it become a genuine socialist society. This is because, on the one hand, there is an inevitable and irreconcilable contradiction between capitalism and the industrial economy, while on the other hand, capitalism requires a genuine ecological economy, and there is no contradiction between socialism and a genuine ecological economy, provided that socialist society is understood as a non-industrial society.”[21](P5) Essentially, the green capitalist project attempts to preserve the existing neoliberal order while resolving the predicament of destroyed production conditions through ecological technologies or modern management methods, thereby avoiding systemic crises of the type seen in the COVID-19 pandemic. It seeks to “systematically integrate the business principles of profitability, operability, and sustainability into the theoretical foundation of green capitalism, creating a new generation of industrial development model that balances economic costs with ecological benefits.”[22] However, the outbreak of COVID-19 has proven that green capitalism severely underestimates the gravity of the ecological crisis. Market mechanisms may have some effect in regulating national carbon emissions and controlling climate change, but nature’s punitive measures are beyond the reach of social and technological foresight. Has the novel coronavirus not already exceeded the scope of capitalism’s self-regulation?

Of course, the tender veneer of green capitalism also conceals the substance of its “ecological imperialism.” The “greenness” of capitalist countries comes at a cost, and that cost is the development rights of developing countries, especially their right to ecological health. It is an indisputable fact that Western developed countries such as those in Europe and the United States have, through global trade, exported large quantities of electronic waste and industrial waste to developing countries like China. When China, considering the protection of its own ecological civilization rights and interests, stopped importing plastic products and other waste from Western countries, Europe and the United States generally fell into an ecological predicament of being besieged by garbage. This once again demonstrates that the “ecological imperialism” of green capitalism is a burden too heavy for the international community to bear.

(3) The Specter of Marx: Communist Discourse in the COVID-19 Pandemic

Economic crises are nothing new; they have followed the history of capitalist development like a specter. Even before the COVID-19 pandemic, the global capitalist economy was already showing signs of fatigue. Since the 2008 financial crisis, the United States has relied on massive quantitative easing to export inflation to the world, using beggar-thy-neighbor fiscal policies to prolong a false economic boom. The sudden outbreak of COVID-19 has played the role of a world war: after economic stagnation and the collapse of order comes a new period of rebuilding order, and thus the communist discourse within the pandemic has been reactivated. David Harvey once again invokes Marx’s revolutionary incantation: “The working class has no ideals to realize; it has only to set free the elements of the new society with which the old collapsing bourgeois society itself is pregnant.”[23](P60) He regards the systemic crisis of capitalism triggered by the COVID-19 pandemic we are experiencing as “that old, terrible, collapsing social order.” This catastrophe is creating a “new working class”—the relatively surplus population cast off by the stalled circulation of capital—whom Harvey primarily identifies as “African Americans, Latinos, and working-class women.”[24] City-wide lockdowns are creating a habit of collective action that, since the Second World War, has been internalized and tamed by the institutionalizing forces of capitalism. Harvey asks rhetorically: “Why don’t we set free those elements contained in the currently collapsing bourgeois society—the astonishing science, technology, and productive forces—and use artificial intelligence, technological transformation, and organizational forms to create something radically different from anything that has existed before?”[24] Harvey’s communist imagination is exciting, because clearly, although returning to work would allow the new working class to pay rent, mortgages, and buy food—precisely what the bourgeoisie wants—and to re-enter the old order of wage labor, since city-wide lockdowns have allowed the new working class to experience a “quasi-socialist” alternative of free basic food and medical care, why not delay the return to work a little longer, thereby cultivating this so-called socialist habit and activating the socialist imagination of the working class?

However, Chinese people may not agree with Harvey’s imagination of communism as existing in the beyond, because in socialist Cuba, we have felt “the spirit of freedom and equality that this poor but unyielding island nation has always pursued.”[25] Even under imperialist economic blockade, Cuba has displayed a great communist spirit: Cuba has been providing foreign aid all along, having sent medical assistance to 59 countries, and even received the British cruise ship “Braemar,” which carried COVID-19 patients and had been refused docking by several other countries. Is this not precisely the projection of communist morality into the world of the here and now? As Marx said: “They recognize truth, justice, and morality as the basis of their relations with each other and with all people, regardless of color, creed, or nationality.”[23](P227) Perhaps, when neoliberals mock the struggles of socialist China and Cuba in the vortex of the pandemic, while themselves doing nothing and engaging in beggar-thy-neighbor policies, it is time for us to redefine liberalism and communism. Thus, Slavoj Žižek reminds us once again: “Suppose we define all those who care about freedom as liberals, and define as communists those who believe that freedom can only be saved through fundamental change at a time when global capitalism is heading for crisis. Then we should say that today, those who still see themselves as communists are the true liberals; only they seriously examine why our values of freedom are threatened and realize that only fundamental change can save them.”[26]

III. China’s Response: Evaluation of China’s Anti-Epidemic Efforts by Left-Wing Political Parties Worldwide

The attempts by Western left-wing scholars to reopen a new horizon of communist discourse in the face of the pandemic are not impractical fantasies. In fact, socialist China’s anti-epidemic practice has demonstrated to the world the superiority of the socialist system. In contrast, the Western world, led by the United States, is having the “emperor’s new clothes” of the neoliberal system torn off by the escalating COVID-19 pandemic.

(1) China’s Response to the Pandemic Embodies a High Degree of Political Consciousness of a Community with a Shared Future for Mankind

After his inspection in Wuhan, Dr. Bruce Aylward, Senior Advisor to the Director-General of the World Health Organization, remarked with emotion: “What I saw was a tremendous sense of responsibility and obligation. The Chinese people are committed to protecting their families, their communities, and even the entire world from this disease.”[14]14 See note [14] in the original text. Since the global spread of COVID-19, scientists, politicians, and intellectuals who respect science and humanity have unanimously agreed that socialist China has successfully responded to the disaster brought by the pandemic and has provided the world with a scientific and effective model for epidemic control.

China’s victory in responding to the epidemic is also a victory of its governance philosophy. The Communist Party of China, exercising overall leadership, has established a fundamental principle proceeding from the concept of “a community with a shared future for mankind”: to be responsible both for the life and health of the Chinese people and for the life and health of the people of the world. As General Secretary Xi Jinping pointed out: “We resolutely safeguard the life safety and health of the Chinese people, and we also resolutely safeguard the life safety and health of people of all countries, striving to contribute to global public health security.”[27] It was precisely under the guidance of this concept that the CPC, together with more than 230 political parties worldwide, issued a joint initiative on strengthening international cooperation to combat the COVID-19 epidemic, calling on: “All countries should enhance their awareness of a community with a shared future for mankind; the more difficult the times, the more mutual support and assistance are needed; by strengthening international cooperation, policy coordination, and operational alignment, we should pool global resources and forces to resolutely defeat the virus, the common enemy of humanity.”[28] A moment of crisis for all humanity is precisely the key point for strengthening solidarity and coordinating action; the market mechanism of neoliberalism has completely failed. However, the ideology of the monopoly bourgeoisie, represented by the Trump administration, chose to cast every citizen nakedly before the novel coronavirus, refusing to assume public responsibility. This proves that the barbaric neoliberal system has never regarded the common well-being of humanity as its highest principle. On the contrary, the destiny of humanity is property that private owners can sell, if a price can be put on it.

The principle of a community with a shared future for mankind is rejected by the neoliberal system but welcomed by the communist world. In an official open letter, the Communist Party USA highly praised the important role of socialist China in the global anti-epidemic struggle, stating that the Communist Party of China, proceeding from public health rather than profit

Thus it can be seen that the principle of a community with a shared future for mankind embodied in China’s anti-epidemic efforts has completely discarded the false

(2) China’s Response to the COVID-19 Pandemic Reflects the Governance Superiority of the Socialist System

Left-wing scholar Carlos Martinez, under the title “Karl Marx in Wuhan,” elaborated in detail on three important reasons why Chinese socialism defeated the novel coronavirus: first, the combination of socialism with high-end technology achieved comprehensive monitoring of the virus, with artificial intelligence, cloud computing, and high-speed internet infrastructure widely used by ordinary people ensuring timely tracking and isolation of every potentially infected person; second, a highly coordinated top-down capacity for social mobilization ensured that scientific decisions made at the higher levels could be implemented down to the grassroots level; third, free and compulsory universal “wartime” medical welfare ensured that every citizen was free from fear of the virus [34]. Alberto Moreno Rojas, chairman of the Peruvian Communist Party (Red Fatherland), believes that the anti-epidemic struggle demonstrated the efficient governance model of Chinese socialism: the rapid nationwide mobilization of medical resources to assist Wuhan, coupled with the decisive implementation of a citywide lockdown; more importantly, the provision of completely free medical services for all COVID-19 patients averted an even greater humanitarian catastrophe.

It is evident that the two scholars have keenly noted the core principle of the governance superiority of the socialist system—public ownership and its practical rationality. The essential attribute of the socialist system is the socialist public ownership of the means of production. According to Engels, socialist public ownership means that “all branches of production will be managed by society as a whole, that is, for the public interest according to an overall plan and with the participation of all members of society. … Private ownership must also be abolished, and replaced by the common use of all instruments of production and the distribution of products by common agreement” [11]11 See note [11] in the original text. (p. 683). The COVID-19 pandemic has once again confirmed Engels’s judgment on the superiority of socialist public ownership in at least three respects. First, socialist public ownership places economic activities such as production and consumption under the governance of society, making people and their society the sole purpose of economic activity. Therefore, what socialist public ownership constructs is an economics of need rather than an economics of desire. It is in this sense that meeting the basic medical needs of society during the pandemic, without considering the rampant desire for capital profit, becomes the first choice of a public ownership society. Second, a planned and organized model of social governance based on the public interest constructs a beautiful vision of sharing the fruits of development. In fact, although China has a large-scale non-public sector of the economy, due to the leading role of the public sector, the socialist system with Chinese characteristics has formed a practical rational dynamic of public ownership. In other words, under the guidance of the public sector, the non-public sector has exercised the socialist functions of planning, organizing, and regulating economic activities, leading non-public production units to actively engage in the production of anti-epidemic materials in a short period and forming a continuous supply capacity for the whole world. China has now become the world’s manufacturing center for anti-epidemic materials. Third, the enormous potential of public ownership for the allocation and mobilization of social resources. Public ownership distributes the means of production and means of subsistence across society, so that “the nationalization of land will completely transform the relationship between labor and capital, … the government or state power opposed to society will cease to exist, … the national concentration of the means of production will become the national basis of a society composed of associations of free and equal producers” [23] (p. 233). From Marx’s judgment on the practical rationality of the public ownership economy, it is not difficult to understand why the Trump administration openly stood on the opposite side of society and common sense, whereas the Chinese government firmly stood on the same front as the people and society.
