New Explorations of the French Communist Party’s Alliance Strategy since the Upheaval in the Soviet Union and Eastern Europe
I. The Course of the French Communist Party’s Alliance Proposals and Actions since the Upheaval in the Soviet Union and Eastern Europe
Since the upheaval in the Soviet Union and Eastern Europe, the French Communist Party (PCF), while undergoing a transition in leadership, has gradually innovated its party theory. In 1994, the PCF held its 28th Congress, where Robert Hue was elected National Secretary and put forward the basic proposition of “New Communism.” At the 29th Congress in 1996, the theory of “New Communism” was established as the guiding ideology of the PCF, and was subsequently enriched and developed by successive National Secretaries Marie-George Buffet, Pierre Laurent, and Fabien Roussel. Correspondingly, the PCF has also put forward new proposals and actions on the issue of alliances.
(A) The Robert Hue Period: Left-Wing Alliance Based on “Citizen Intervention” and a “Plural Left Government”
The 28th Congress of the PCF adjusted the party’s alliance policy, “shifting from the long-standing advocacy of a left-wing alliance to an alliance of left-wing progressive forces based on citizen intervention.” [1]1 “Citizen intervention” (公民干预) refers to the PCF’s concept of mobilizing ordinary citizens in political and social struggles outside of traditional party structures, as a basis for left-wing alliances. The PCF believed that, due to changes in the class structure of the state and the balance of class forces, the form of violent revolution had become outdated in France; revolution could only be “peaceful, legal, and gradual.” However, this democratic form of revolution “does not belong to the reformist path”; it “is consistent with the role of violent revolution, both opposing the rule of capitalism.” Under the new conditions of class struggle, the PCF sought to unite all forces opposed to capitalism, carry out various forms of intervention, and wage effective struggles in all fields. It aimed both to pursue political cooperation with left-wing parties, establishing a parliament and government favorable to the working class to create conditions for a democratic transition to socialism, and to unite the broad working masses through an alliance of left-wing progressive forces to participate in the struggle to transform the regime, striving for rights in all areas, and ultimately achieving the communist goal.
First, the PCF successfully entered government through a plural left-wing alliance. Before the 1997 National Assembly elections, the PCF and the French Socialist Party (hereinafter “the Socialist Party”) issued a “Common Declaration” on issues such as the 35-hour workweek, tax reform, and halting privatization. The Greens, the Citizens’ Movement, and others also joined to form a left-wing electoral alliance. Ultimately, the left-wing electoral alliance won a total of 320 seats, of which the PCF won 37, becoming the parliamentary majority by an absolute margin. Socialist Party leader Lionel Jospin included all parties in the left-wing electoral alliance in his cabinet, forming a “Plural Left Government,” in which the PCF had four members who “served as Minister of Equipment, Minister of Youth and Sports, and Secretary of State for Tourism.” [2]2 The “Plural Left Government” (多元左翼政府) was the coalition cabinet led by Socialist Lionel Jospin from 1997 to 2002, which included the PCF, the Greens, and other left-wing parties. Through this governing cooperation, the PCF set goals of promoting progressive reform policies by the left-wing government that aligned with the interests of the broad working people, strengthening its own political position, and expanding room for development. Second, the PCF strengthened its ties with mass organizations and supported mass struggles. At its 30th Congress in 2000, the PCF elected a number of trade union officials and social movement leaders to the party’s leading executive bodies. The PCF also actively supported the work of the French Young Communist Movement, the Women’s Union of France, the Association of Veterans for the Defense of the Republic, the French Union of Elderly Workers, and others, and led and participated in strikes and demonstrations against the dismissal law, the law restricting foreigners, and the privatization of Renault. Facing increasingly severe environmental problems, the PCF also began to advocate working with various green movements to address the environmental crisis caused by capitalism. Third, the PCF engaged in left-wing alliances at the European and international levels. The PCF first became a member of the New European Left Forum, joined the European United Left–Nordic Green Left group in the European Parliament in 1994, and participated multiple times in organizing international Marxist academic seminars to promote exchange and cooperation among socialists worldwide.
(B) The Buffet Period: “People’s Movement as the Center” and Different Attempts at Party Alliances
In the context of new problems arising from the implementation of the “New Communism” theory and the left’s defeat in the 2002 presidential election, the PCF held its 32nd Congress in 2003. The congress re-elected Buffet as National Secretary, succeeding Robert Hue to take full charge of the party’s work. It developed the “New Communism” theory and put forward the alliance proposition of “taking the people’s movement as the center.” [3]3 “People’s movement as the center” (以人民运动为中心) denotes the PCF’s strategic shift under Buffet to prioritize grassroots social movements over electoral alliances with other parties. The experience of participating in the “Plural Left Government” allowed the PCF to play a certain role in promoting social reforms, but overall the results were not significant. In the process of participating in the actions of the left-wing government, the PCF was constrained by the Socialist Party’s leading position and was unable to put its own policy proposals into practice, even struggling to maintain the party’s autonomy. The PCF’s alliance strategy remained within the old framework, “overly focused on the relationship with the Socialist Party, which hindered the development of the people’s movement needed to promote change and the establishment of new relationships with certain social actors (associations, trade unions, citizens…).” [4]4 This is a quotation from a PCF internal document or resolution, reflecting the party’s self-critique of its earlier alliance strategy. After reflection, the PCF decided to abandon “the illusion of state-centered social change,” to “bring the people’s movement into inter-party relations,” and to choose to “put the people’s movement first in all circumstances.” [5]5 These phrases are drawn from PCF congress resolutions, indicating a deliberate move away from state-focused reformism toward movement-based politics.
To this end, on the one hand, the PCF opposed the Socialist Party’s long-term monopoly on left-wing leadership and actively cooperated with other left-wing parties. In the 2007 National Assembly elections, the PCF won 18 seats (including sympathizers), falling short of the 20 seats required to form a parliamentary group, but ultimately formed a joint parliamentary group with the Greens. In the 2009 European Parliament elections, the PCF, together with the Left Party and the “Unitary Left,” established a Left Front opposing “the Europe of the Lisbon Treaty,” winning 6.47% of the vote and 5 seats. On the other hand, the PCF insisted on paying attention to and responding to the demands of the masses, placing particular emphasis on collaboration with social movements. In 2006, the PCF held its 33rd Congress, “raising high the banner of anti-neoliberalism,” and put forward a platform for the 2007 general election that included commitments to promote economic growth, full employment, strengthen public services, renationalize large enterprises, and implement tax reform. On the opening day of the congress, Buffet and all attending delegates participated in a demonstration against the “First Employment Contract” law, which ultimately led to its withdrawal. At the 34th Congress in 2008, Buffet called for the establishment of a “progressive front for the defense of freedom and democracy” with broad participation from left-wing political forces, trade unions, associations, and citizens. Under her leadership, the PCF attempted, under the label of “People’s and Citizen’s Left,” to draw closer to various participants in social movements such as “Citizen Alternative” and the “Republican Left Association,” and promoted cooperation with gender equality movements, green movements, anti-globalization movements, and others. Furthermore, after years of initiatives and consultations, some communist parties and other left-wing parties from European countries established a unified party organization in 2004—the Party of the European Left. The PCF became one of its founding members, committed to advancing the overall unity of the European left and the realization of common left-wing goals.
(C) The Laurent Period: Development and Stagnation of the Left Front and the Expansion of European Left-Wing Alliances
In 2010, the PCF held its 35th Congress, where Laurent was elected as the new National Secretary, succeeding Buffet. The 35th Congress pointed out that the government, which should have been held responsible for the 2008 financial crisis, instead implemented austerity plans, making workers pay for the crisis, plunging millions of workers into unemployment, instability, and poverty. Capitalism is increasingly unable to meet the challenges of human development, and the communist promise of human liberation is more necessary than ever. The PCF aimed to initiate a process of establishing a “People’s Alliance Treaty” nationwide, inviting members of the Left Front, trade union leaders, intellectuals, elected representatives, participants in social movements, and all citizens seeking a way out of the crisis to participate through various forms of activity, to open up another choice for the 21st century, to transcend the capitalist system and its logic, and to “oppose financial markets, putting people first.” [6]6 “Oppose financial markets, putting people first” (反对金融市场,以人为先) is a slogan from the PCF’s 35th Congress, encapsulating its anti-austerity and human-centered stance.
Under Laurent’s leadership, the PCF insisted on expanding left-wing unity and popular solidarity. First, the PCF continued to participate in the joint actions of the Left Front. In the 2010 regional council elections and the 2011 departmental council elections, the Left Front’s strength increased somewhat, encouraging further expansion of its joint actions. In the 2012 presidential election, the PCF supported Jean-Luc Mélenchon, leader of the Left Party, as the common candidate of the Left Front. Mélenchon received 11.10% of the valid votes in the first round, placing fourth. Although he failed to enter the final second-round runoff, this nonetheless represented the best result for the PCF in presidential elections since the 1990s. However, in the subsequent 2012 National Assembly elections, the Left Front obtained only 6.91% and 1.08% of the vote in the two rounds respectively, ultimately winning just ten seats, of which the PCF held seven—far fewer than in the previous legislature. In the subsequent European Parliament elections, the Left Front also failed to achieve a breakthrough. Meanwhile, differences among the parties within the Left Front on many issues gradually emerged, and during a series of local council and municipal elections in 2014–2015, conflicts even arose. Second, in response to changing circumstances, the PCF proposed the formation of a new social and political front. After 2012, the policies implemented by Socialist President François Hollande seriously harmed the interests of the people, and cracks appeared within the Left Front, which “could not effectively unite the left-wing forces hoping for change.” “To give the people back the initiative,” the PCF’s 37th Congress in 2016 put forward the initiative of a “People’s and Citizens’ Front,” aiming to unite left-wing and ecological political forces, trade union forces, and social movements to eliminate the danger of the right and the far right and to build a new majority. Third, the PCF further promoted left-wing unity at the European level. The party constitution adopted at the PCF’s 36th Congress in 2013 added content concerning solidarity and action at the European and global levels, establishing basic norms for regional and international unity. In December 2010, Laurent was elected the new President of the Party of the European Left. During his term, the Party of the European Left expanded to include 27 European political parties, including those from Northern Europe, and organized movements such as opposition to the Comprehensive Economic and Trade Agreement between Canada and the European Union, opposition to the “Greek bond troika,” support for a “new organization of the European Central Bank,” and support for “diplomatic initiatives for peace, human rights, and the reception of refugees.” He also founded the European Forum in Paris and Marseille in 2015 and 2017, effectively promoting communication and cooperation between the PCF and various left-wing parties in Europe.
(IV) The Roussel Period: Continuing to Strive for the Broadest Unity and “Another Globalization”
The 2017 presidential election shattered France’s traditional political landscape. The Socialist Party and the Republicans, which had alternated in power for many years, were eliminated in the first round, while Emmanuel Macron, leader of the recently founded En Marche! movement, was ultimately elected President of France. Macron claimed to be “neither left nor right,” attempting to open a new path of reform. The following year, the PCF held its 38th Congress, and Roussel was elected the new National Secretary. He stated that Macron and his government had still not broken the capitalist dictatorship and the control of capital power, and could not save the country from the crisis. The damage to workers’ rights and the constant intensification of social contradictions were proof of this. To achieve the social goal of “putting people first, not subject to the domination of financial markets,” the PCF would continue to strive to “build the broadest unity; this is the only way out, and no left-wing political force can win alone.” The PCF’s 38th Congress planned a new strategy for winning popular unity and alliance, proposing the establishment of an “active and effective people’s and political alliance.” The PCF first pointed out that “the unity of wage earners is decisive.” Although there is diversity among them, they share the common demand of opposing the rule of financial capital. It is necessary to strive to broadly unite all wage earners, raise their awareness of the necessary changes, and create conditions for the unity of progressive forces. Second, because Mélenchon had established the La France Insoumise movement, the Left Front split. In the 2020 municipal elections, the PCF returned to a left-wing alliance with the Socialist Party and the Greens. But in reality, all left-wing parties fell into developmental difficulties after the 2017 general election. The PCF still hoped to “unite all left-wing political forces, respond to the questions raised in the struggle, and strike at the dominant position of capital.” Third, in response to situations such as the Yellow Vests movement, which “rejected the leadership, organization, and traditional protest structures of trade unions, political parties, and associations,” the PCF reconsidered its relationship with various social movements and stated: “Without the support of those who fight for concrete goals, the PCF’s social alternative will be powerless; and the struggles of social movements, if not linked to a comprehensive alternative, cannot achieve lasting victory. Therefore, it is both necessary and possible for the PCF to establish a new relationship with social movements.”
In addition, the PCF has continuously paid attention to developments and changes in the international situation. The PCF believes that the exploitation and plunder of capital in the economic, social, and environmental spheres have exacerbated injustice and inequality on a global scale, plunging the world into a profound crisis. The global health crisis caused by the COVID-19 pandemic is one manifestation; the institutional defects of capitalism have accelerated and deepened it, posing a serious threat to people’s lives and safety. Another manifestation is that imperialist forces, with the support of the United States, violate the UN Charter and the principles of international law, provoke new conflicts and wars, and exacerbate regional tensions. Faced with the capitalist crisis, imperialist offensives, and their devastating effects, the PCF will always be committed to “strengthening the internationalist solidarity and unity of progressive forces” and promoting “another globalization that prioritizes national and popular sovereignty, workers’ rights, social and democratic progress, changes in the mode of production, and ecological transformation.”
II. Characteristics of the PCF’s Unity at Different Levels since the Upheaval in the Soviet Union and Eastern Europe
In response to developments and changes in the situation, the PCF has continuously adjusted its propositions on unity and has carried out rich unity actions at different levels, including domestic and international, cooperation among upper-level political parties, and solidarity among grassroots masses. In fact, the PCF has a tradition of unity. Compared with past historical experiences, the PCF’s propositions and actions on unity since the upheaval in the Soviet Union and Eastern Europe have exhibited some new changes and characteristics.
First, the objects of party alliance have become more diversified. Before the upheaval in the Soviet Union and Eastern Europe, the French Communist Party (PCF) had carried out three major party collaborations: the anti-fascist Popular Front formed with the Socialist Party and the Radical Party in the 1930s, the tripartite coalition government with the Socialist Party and the Popular Republican Movement in the early post-World War II period, and the left-wing alliance and coalition government with the Socialist Party and the Radical Party in the 1970s and 1980s. It can be seen that the Socialist Party was always the primary and consistent choice for the PCF’s party cooperation. Since the upheaval in the Soviet Union and Eastern Europe, however, the Socialist Party is no longer the PCF’s inevitable partner, and the composition of the PCF’s party alliances has become more diversified. This is, on the one hand, a result of the PCF’s reflection on the lessons of past cooperation with the Socialist Party, and on the other hand, due to the continuous rise of new left-wing political forces in France, such as the influential Greens and the Left Party. In 1984, various French ecological groups formally established a unified national ecological party, “Green-Ecological Alliance-Ecological Party” (abbreviated as the Greens). By the late 1980s, the Greens’ influence had grown considerably and they achieved breakthrough progress in elections, once becoming the fourth-largest party in France. Although the Greens claimed a stance of neither left nor right, their critique of the ills of capitalism and many of their propositions and demands shared similarities and common ground with the PCF, providing a basis and possibility for cooperation. Consequently, the two parties have cooperated at the electoral, parliamentary, and governmental levels. The Left Party, on the other hand, was founded in 2009 by former Socialist Party member Jean-Luc Mélenchon as a far-left party. While in the Socialist Party, Mélenchon had worked to promote substantive cooperation between the Socialist Party and the PCF. After the Left Party was established, the PCF also showed a positive attitude toward cooperation, and the two parties ultimately facilitated the formation of the Left Front. Beyond this, the PCF has also cooperated with many other small left-wing parties, such as the Citizens’ Movement, “United Left,” and the “Social and Ecological Alternative Alliance.”
Second, the central position of mass alliance has been reaffirmed. The PCF achieved a series of victories in struggle and grew stronger through unity and cooperation with the masses. In 1935, facing the threat of fascism, then-PCF General Secretary Maurice Thorez worked hard to bring about the Popular Front and launched a massive mass movement, which not only prevented fascism from coming to power in France but also greatly enhanced the PCF’s reputation and influence among the masses. In the early post-World War II period, due to its leadership of the French people in a heroic resistance movement and its outstanding contributions to France’s liberation, the PCF was deservedly the largest party in France in terms of membership, parliamentary seats, and mass influence. However, with the onset of the Cold War and changes in the international communist movement, the PCF’s theory and practice also shifted. In the 1970s, the PCF gradually developed the theory of “building socialism in French colors,” advocating for achieving socialism through a peaceful, democratic, and alliance-based path. In practice, the PCF devoted more energy to political cooperation with the Socialist Party and parliamentary struggle. Yet, the historical outcome was not the expected seizure of power by winning a parliamentary majority; instead, the PCF’s own strength was eroded, the party’s image and influence were damaged, and it became detached from the working masses. Therefore, in recent years, the PCF’s alliance propositions—such as “citizen intervention,” “centering on the people’s movement,” “the people’s and citizens’ front,” and “a new strategy for people’s unity and alliance”—have all strongly emphasized the strength and participation of the working masses, holding that the broad masses of workers and their struggles to transform society are the PCF’s most powerful support and source of strength.
Third, the content and forms of left-wing unity within Europe and internationally have been enriched. In 1950, the French government proposed the “Schuman Plan,” based on the coal and steel industries of France and Germany. Two years later, France, Germany, and four other countries formally established the European Coal and Steel Community, marking the beginning of European integration. The PCF’s stance and views on European integration have undergone a process of change. Due to its close ties with and significant influence from the Communist Party of the Soviet Union (CPSU), the PCF’s theoretical policies were highly consistent with those of the CPSU for a considerable period. Under the confrontational situation of the Cold War, the Soviet Union regarded European integration as a conspiracy by monopoly capitalism to unite against the Soviet Union and the socialist camp. Thus, the Schuman Plan was met with resolute opposition from the PCF when it was introduced. In the 1960s, the Italian Communist Party took the lead in participating in the European Parliament, while the PCF still refused to join the institutions of the European Community. By the 1970s, due to the Soviet Union’s economic and trade exchanges with the European Economic Community and changes in the PCF’s own theory, the PCF’s stance on European integration gradually shifted from complete opposition and rejection to conditional participation. After the dissolution of the Soviet Union, the PCF began to critique the neoliberal and supranational aspects of European integration from the standpoint of defending national independence and the interests of workers, calling for the construction of a democratic, peaceful, and social Europe. The PCF has both participated in the struggle and collaboration of the European United Left–Nordic Green Left group in the European Parliament and actively promoted the activities of the Party of the European Left, aiming to achieve “changing Europe” and “establishing a new political structure for the EU.” From a broader geographical perspective, since the 1990s, the PCF has also expanded its international united front actions, strengthening ties and exchanges with left-wing forces worldwide through various forms of activities, such as participating in and organizing international conferences and left-wing forums, hosting the *L’Humanité* Festival, and conducting international solidarity and protests, striving to “unite and mobilize all forces globally that aim to break the globalization of financial hegemony and build a just, co-developing, and peaceful world.”
Fourth, the equal autonomy of alliance subjects is more strongly advocated, and leadership of the alliance is no longer particularly emphasized. In the early post-World War II period, the PCF convened a Central Committee plenum and proposed the idea of merging the Communist and Socialist parties organizationally to create a single French Workers’ Party, drafting a unified charter based on its guiding ideology and organizational principles. However, this was rejected by the Socialist Party. In subsequent left-wing alliance practices, the PCF explicitly stated that the decisive factor for ensuring the smooth development of cooperation was a strong French Communist Party, and that only if the Communist Party held the leadership of the alliance could the left-wing alliance avoid a possible rightward turn and always maintain the correct direction of development. Since the end of the 20th century, due to the objective factor of its own declining social presence and influence, the PCF has found it difficult to assert leadership in alliances with other domestic left-wing parties. At the same time, out of a rejection of the Soviet model and the CPSU’s great-power chauvinism, the PCF has begun to advocate for alliances that respect diversity and equality and reject any form of leadership. In the European left-wing united front organizations in which the PCF participates, independence and autonomy are also regarded as important principles. The statutes of the Party of the European Left stipulate that each member party and political organization “remains independent and enjoys autonomy,” and within the European United Left–Nordic Green Left group, each party’s delegation “retains its own political sovereignty,” and “if a delegation does not agree with the group’s position supported by a majority vote, the delegation may vote freely according to its own position.” In uniting the masses, the PCF has also abandoned the notion of being a vanguard party and advocates for “establishing partnerships with all progressive organizations and relevant citizens in various appropriate forms, respecting each party’s identity, specific goals, and independence.” A relatively representative example of this is the relationship between the PCF and the French Young Communist Movement. The French Young Communist Movement is an independent political organization “initiated by youth, serving youth, and standing on the side of the broad youth masses.” While “pursuing its own goals and independence,” it participates in and supports the PCF’s activities, and the PCF also provides assistance for its development, with the two achieving “complementarity” in their guidelines and actions.
III. Two Dilemmas Constraining the Effectiveness of the PCF’s United Front Strategy
Since the upheaval in the Soviet Union and Eastern Europe, the PCF’s explorations in united front strategy have objectively promoted communication and exchange between the PCF and different left-wing forces at home and abroad, and have driven collaboration and joint struggle in some specific actions. However, overall, due to various internal and external reasons, the PCF’s united front strategy has yet to achieve breakthrough results.
First, party alliances lack cohesion and stability. The numerous parties with which the French Communist Party (PCF) forms alliances are basically all on the left. Although they share similar ideologies, theoretical tendencies, and goal pursuits, they also have differences, causing the alliances to contain factors of division. Domestically, the contradictions with the Socialist Party and within the Left Front have a relatively large impact on the PCF’s alliance strategy. The French Socialist Party once belonged to the more radical faction of the Socialist International. In the 1970s, the PCF’s “socialism in French colors” and the Socialist Party’s “French-style socialism” still had many similarities in policy positions. However, since the upheaval in the Soviet Union and Eastern Europe, under the impact of neoliberalism and the welfare state crisis, and against the backdrop of many years in power, the Socialist Party’s theory has become increasingly moderate. During its tenure in government, it also adopted a series of measures to deregulate, cut public spending, and weaken protections for labor rights. Consequently, the PCF has many criticisms of the Socialist Party, arguing that the Socialist Party “under so-called left-wing leadership has implemented a liberal offensive, sowing seeds of confusion in people’s minds.” [12]12 The French Socialist Party (Parti Socialiste, PS) is a centre-left party that has held power in France multiple times since the 1980s. The PCF criticizes it for adopting neoliberal policies while in government. Yet the PCF’s shift toward alliances with other, more radical left-wing parties—namely, the practice of the Left Front—has also not gone smoothly. Besides the PCF and the Left Party, the Left Front also included many groups such as the New Anticapitalist Party, ecologists, and feminists. Their “history, political culture, and their positions and tendencies on some important issues, as well as their ways of embedding themselves in society, also have obvious differences.” [13]13 The Left Front (Front de Gauche, FG) was an electoral coalition formed in 2008 by the PCF, the Left Party (Parti de Gauche, PG), and other left-wing groups, which dissolved in 2018. A similar situation exists in the alliances of European left-wing parties. The European United Left–Nordic Green Left, in which the PCF participates, has a lower degree of integration compared to other groups in the European Parliament. Although the member parties have a high degree of consistency in their opinions on economic and social issues, they have differences on European integration and national sovereignty. Due to differences in historical traditions, cultural backgrounds, etc., the PCF and other members of the Party of the European Left also find it difficult to achieve unity on Party organizational building and on the understanding of some historical issues of socialism.
Theoretical differences and practical conflicts, coupled with the fact that party alliances encourage equality, autonomy, and diversity, make the form of alliances relatively loose and lacking in cohesion. This leads both to insufficient capacity for action and to a tendency toward rupture. For example, differences between the PCF and the Left Party over the planning of the Left Front, Mélenchon’s leadership position, relations with the Socialist Party, and a series of international issues ultimately led the Left Front to split. The role that the European United Left–Nordic Green Left group can play in the European Parliament is also very limited, and the proposal to build another Europe is difficult to implement. At the same time, these inter-party differences and conflicts, along with the fragility of alliances, make the PCF’s party alliance strategy lack stability. The most obvious manifestation is the repeated alternation of the PCF’s alliance partners: from initial cooperation with the Socialist Party and the Greens, to opposing the Socialist Party’s rightward shift and establishing the Left Front with radical left political forces, and then, after the Left Front’s collapse, returning to an alliance with the Socialist Party and the Greens. While this back-and-forth approach by the PCF certainly has objective reasons, such as changes in circumstances and irreconcilable inter-party contradictions, it also reflects the PCF’s own defects: its theoretical positions are not firm and its orientation is vague. There are also factional splits within the PCF, and different factions do not hold consistent views on alliance strategy. For instance, the orthodox faction advocates returning to the traditional path and abandoning cooperation with other left-wing parties, while the reconstructionist faction advocates handling relations with the Socialist Party well and uniting with other progressive individuals. After Mélenchon announced in 2016 that he would run for president as a representative of “La France Insoumise,” the PCF held two votes within the Party on whether to support Mélenchon. The first vote passed a resolution opposing him by a narrow majority, while the second vote decided by a narrow majority to support him, illustrating the difficulty of achieving policy unity. [14]14 Jean-Luc Mélenchon (born 1951) is a French left-wing politician who left the PS in 2008 to found the PG and later La France Insoumise (LFI). The PCF’s internal votes on supporting his 2017 presidential candidacy revealed deep divisions. In short, for the PCF to play a greater role domestically, regionally, and internationally through alliances with other parties, it still has to overcome many difficulties.
Second, its appeal and mobilizing power among the masses are insufficient. Since the 1990s, although the PCF has consistently emphasized uniting and allying with the masses and has worked to strengthen cooperation with various mass organizations and social movements, the actual results have not been optimistic. Electoral outcomes can intuitively reflect the trend of change in the PCF’s appeal and mobilizing power among the masses: in the National Assembly elections from the 10th legislature of the Fifth Republic in 1993 to the 15th in 2017, the number of seats won by the PCF was 24, 35, 21, 15, 7, and 10, respectively; in five presidential elections, except for 2012 and 2017 when the PCF supported Mélenchon and he obtained 11.10% and 19.58% of the vote, respectively, in the years when the PCF ran independently, its vote share did not exceed 10%, and at its lowest it hovered around 1%; looking at the European Parliament elections, in 1994 and 1999 the PCF still independently held 7 and 6 seats, respectively, in 2004 it won only 2 seats, in 2009 and 2014 the PCF participated in the elections under the Left Front banner and won 4 seats each time, but in 2019 the PCF ran independently again and won no seats; furthermore, the PCF also lost many towns and cities it had long governed in local elections. It can be seen that the mass support and influence the PCF has obtained have been continuously declining, and its political status has become increasingly marginalized. At the same time, the formal connection between the PCF and the General Confederation of Labor (CGT) has also weakened. The PCF took control of the CGT’s leadership in 1947 and maintained close cooperation with it, but since the end of the 20th century, the PCF’s influence over the CGT has been continuously declining. In 1997, the CGT produced a general secretary who did not hold a position in the PCF leadership for the first time. [15]15 The General Confederation of Labor (Confédération Générale du Travail, CGT) is a major French trade union historically closely linked to the PCF. The election of a non-PCF leader in 1997 marked a significant shift in their relationship. Additionally, as a country with a long tradition of mass struggle, France has seen a series of new social movements erupt in recent years, such as the “Nuit Debout” movement and the “Yellow Vests” movement. The PCF has shown obvious attention to these new social movements and has also expressed the necessity and willingness to strengthen ties with them, but the overall level of collaboration between the two sides remains low.
The interaction of multiple factors, including changes in French social structure, the political environment, and the PCF’s own development, has jointly hindered the effectiveness of the PCF in uniting and rallying the masses. First, advances in science, technology, and the social economy have led to changes in the structure of social strata. Specifically, since the mid-to-late 20th century, the contraction of France’s primary and secondary industries and the boom of the tertiary sector have produced the following results: First, the traditional industrial working class has shrunk, weakening the PCF’s most core and fundamental mass base. Second, the middle strata have risen and expanded; their demands, transformed by the improvement of working and living conditions brought about by rapid economic development, have shifted attention to issues that blur class distinctions and are non-material in nature, while the PCF’s call for changing the ownership of the means of production and altering the nature of state power has gradually lost its appeal to them. Third, the differentiation and pluralization of social structure have made the situation of mass struggle in France increasingly complex; the various emerging political groups, mass organizations, and social movements that have appeared alongside this have given workers more diverse ways to express their demands beyond relying on the PCF, the traditional working-class party. Second, because in recent years France’s ruling parties have become increasingly helpless in the face of social problems and contradictions, the French public has shown growing skepticism and apathy toward party politics. Some participants in social movements “refuse to associate with traditional political actors whom they believe are unable to defend the values of liberal democracy or to cope with changes in international financial markets,”[16]16 Reference to a source cited in the original text; the specific work is not identified here. which has become a serious obstacle to the PCF’s efforts to unite the masses. Third, in order to adapt to changing circumstances and expand its mass base, the PCF has continuously paid attention to and absorbed a large number of new social issues, constantly adjusting its own theory. However, overly complex policy positions have weakened the PCF’s own distinct characteristics, making it difficult to differentiate itself from other left-wing parties or even some right-wing parties. This has resulted both in the loss of traditional supporters and in a lack of sufficient appeal to other segments of the population. Furthermore, although the PCF states that “elections, while important, are only one part of the revolutionary activity of the Communist Party,” and that “uniting the struggle against domination to strive for common liberation” is the goal,[17]17 Reference to a source cited in the original text; the specific work is not identified here. in practice, the PCF’s emphasis on uniting the masses often emerges as a reflexive response after setbacks in elections or political participation. The effectiveness of mass unity is also difficult to free from the negative impact of integration into the existing political system. The PCF has yet to explore in practice an effective method for balancing struggles inside and outside parliament.
IV. Conclusion
Although the PCF’s explorations of unity have faced numerous difficulties since the upheaval in the Soviet Union and Eastern Europe, unity will remain an important strategy in the PCF’s future planning. After all, in the face of the aggressive offensive of domestic and international capital in France, going it alone and remaining closed and isolated makes it difficult to achieve development or play a role. The PCF’s many years of practice have also profoundly demonstrated that unity is a systematic strategy, and the expansion of its effectiveness depends on the combined effect of strengthening the Party’s own building and adopting scientifically sound unity policies. First, it is necessary to strive to maximize the effectiveness of unity while maintaining strategic positioning. The Party’s theoretical innovation cannot simply and mechanically absorb various emerging social issues in order to attract the masses; more importantly, it should use the positions and methods of scientific socialism to analyze and clarify the intrinsic essence and connections of various specific problems, and adhere to upholding fundamental principles and breaking new ground.[18]18 “Upholding fundamental principles and breaking new ground” (守正创新) is a Chinese Communist Party formulation emphasizing adherence to core principles while innovating in practice. In the negotiation and implementation of specific unity plans, it is also necessary to handle the relationship between adhering to principles and making appropriate compromises. One must be vigilant against tendencies that may deviate from the guiding ideology of Marxism in practice, so that concrete actions under the framework of unity do not become part of the ruling policies of capitalism, harming the long-term goals of socialism. Second, unity and solidarity are the essence of the united front. Although unity has the outward form of external work, its actual effect can reflect the Party’s own development. A Party with a scientific theory and an organized structure is an important prerequisite and condition for the success of unity. It is necessary to strengthen unity within the Party, avoid left-right vacillation in theory and policy, and provide sustained and stable support for the development of unity work. At the same time, efforts should be made to ensure that all parties to the unity act as consistently as possible on the basis of seeking common ground while reserving differences. While respecting equality and encouraging the expression of diverse opinions is certainly important, if this leads to a loss of cohesion, it deviates from the original meaning and intention of unity. Finally, the support of the masses is the key to the success of unity. In countries with developed electoral politics and a long history of bourgeois rule, it is very necessary for communist parties to both focus on cooperation with other left-wing parties in parliament and actively strive for unity among the masses outside parliament. The combined force of struggles inside and outside parliament should be fully utilized. However, whether in actions inside parliament or in struggles outside parliament, the most fundamental thing is to fight for and safeguard the rights and interests of workers, and to establish a flesh-and-blood bond of shared destiny and deep friendship of common struggle with the masses.
