The problem of inequality has accompanied the historical development of capitalism from beginning to end. Although the problem of inequality in postwar capitalism once showed a tendency toward easing, since the 1980s the widening of inequality and increasingly severe polarization have become an epochal feature of contemporary capitalism. At the turn of the 20th and 21st centuries, the problem of inequality in capitalism had already sparked intense discussion in mainstream academia. In 2013, French economist Thomas Piketty’s *Capital in the Twenty-First Century* further elevated the relevant debate. The increasingly severe problem of inequality is the product of multiple processes in the socioeconomic development of contemporary capitalism, and it is especially inseparable from the policy orientation of various countries.

The trend of intensifying inequality in contemporary capitalist countries

According to the United Nations definition, inequality refers to a state of inequality among people in status, rights, and opportunities. It is especially manifested as “economic inequality,” meaning “the distribution of economic variables among individuals in a collective, among groups of people, or among countries.” In discussions of inequality, sociologists generally classify the numerous phenomena of inequality into two categories, or emphasize two types of inequality: one is inequality of outcomes at various material levels, such as income and wealth levels, educational attainment, health status, etc.; the other is inequality of opportunities for individual potential choices, including inequality of employment or educational opportunities. Although scholars in different fields have their own distinct focuses on inequality—for example, political scientists often emphasize political rights, social inequality, and inequality of prestige and status, while economists often emphasize inequality of income, wealth, or consumption—inequality of income or wealth is often the primary indicator people use to measure inequality.

The trend of widening income and wealth inequality. When analyzing changes in postwar American society, U.S. scholar Dennis Gilbert once called the quarter-century after the war an era of shared prosperity. This era was abruptly interrupted in the 1970s, so he called the era from the early 1970s onward the “era of growing inequality.” This characteristic largely reflects the social changes of all developed capitalist countries, including Western European countries, although the latter (Europe), due to their specific social development models, have not experienced the same degree of social polarization as the United States. However, a large body of evidence shows that after entering the 21st century, the situation of inequality and polarization in developed capitalist countries has been intensifying.

People generally use the ratio of income between high-income groups (e.g., the top 1% or top 10% of income earners) and low-income groups to indicate the state of income inequality. Figure 1 (figure omitted) shows the change in the share of national income held by the top 10% of the population in the United States, Europe, and Japan over the past century. While confirming Gilbert’s conclusion above, it more prominently highlights the overall trend of continuously widening inequality in developed capitalist countries after the 1970s. Figure 1 shows that around the 1980s, income inequality in the three major developed capitalist economies—the United States, Europe, and Japan—significantly expanded, reflected in a sharp rise in both high incomes and capital income. In 2016, the income of the top 10% of the population as a share of total social income had reached 37% in Europe and 47% in the United States. Meanwhile, relevant reports from the International Monetary Fund indicate that in most developed economies, the intensification of income inequality is mainly driven by the continuous growth of the income share of the top 10%.

Compared with income inequality, wealth inequality (the sum of household savings, home equity, investments, and debt) in developed capitalist countries is even more severe. The change in the wealth distribution structure between the top 1% and the bottom 90% of the population in European and American countries shows that between 1980 and 2010, the wealth share of the top 1% in various countries grew to varying degrees, while the wealth share of the bottom 90% correspondingly declined. According to relevant analysis reports from the OECD, as of July 2021, in OECD countries, on average, the richest 10% of households held more than half of household wealth, a share that had increased in about two-thirds of countries since 2010. At the other end, the bottom half of the wealth distribution held very little net wealth. In most OECD countries, households in the bottom half of the wealth distribution had almost no net wealth. Around 2018, across the OECD as a whole, the lowest 40% of households by private net wealth owned on average only 3% of total household wealth. In some countries, the net wealth of these households was even negative, meaning their debts exceeded their total assets. Around 2018, nearly one-tenth of low-income households were over-indebted. Conversely, wealth was highly concentrated at the top. More than half (52%) of the wealth “pie” was held by the richest 10% of households. Around 2018, the richest 10% of households in the United States held nearly 80% of total wealth. In Austria, Chile, Estonia, Denmark, Germany, and the Netherlands, the wealth share of the top 10% of households exceeded 55%. Furthermore, the growth of net wealth levels was very uneven. On average, the wealth level of the top 10% of the population grew by 13% in real terms in the decade before 2021, while that of the 50% below them grew by 6%. But over the same period, the average wealth of the bottom 40% of the population shrank by more than 12%. This led to a widening gap between rich and poor, with the wealth share of the richest 10% of households increasing, while the wealth share of the remaining 90% of households declined.

Among developed capitalist countries, income and wealth inequality is more severe in the United States. Figures 2 and 3 (charts omitted) show that between 1980 and 2017, although both Europe and the United States experienced a rise in the income share of the top 1% and a decline in the income share of the bottom 50%, the degree of income inequality in the United States was far greater than in Europe. After entering the 21st century, more than one-fifth of U.S. income flowed to the top 1%. Moreover, this trend intensified further after the 2008 financial crisis. Since the U.S. economy resumed growth after the crisis, 95% of income growth has gone to the top 1%. Among them, the income of the top 0.1% of超高收入者 (ultra-high-income earners) accounted for approximately 11.3% of total income in 2012, three to four times what it was thirty years earlier. In contrast, comparing changes in domestic income and wealth distribution in the United States, the polarization of wealth is even more severe. The richest 1% of the U.S. population owns one-third of the nation's wealth, and the top 5% of the population accounts for more than 60% of income, with their share having grown steadily over the past few decades. If housing wealth is excluded, this proportion is even higher, and this trend continues to rise. The 2008 financial crisis exacerbated this inequality. If racial distinctions are considered, U.S. inequality is even more serious. From 2005 to 2009, the wealth of a large number of Americans plummeted sharply. In 2009, the net worth of a typical white American family fell sharply to $113,149, a 16% decrease from 2005. Over the same period, a typical African American family lost 53% of its wealth—its assets were only 5% of the median for white Americans. A typical Hispanic family lost 66% of its wealth. In the post-crisis economic recovery phase, the trend of inequality in U.S. wealth distribution became even more severe. During the years of "recovery," as stock market values rebounded, the wealthy regained most of the wealth they had lost; but other groups did not. In 2009, the wealth of the richest 1% of families was 225 times that of the average American, nearly double what it was thirty or fifty years earlier. For example, the six heirs of the Walmart empire possess $90 billion in wealth, equivalent to the total wealth of the bottom 42% of U.S. society. Conversely, the recession caused a sharp contraction in the wealth of the middle class (most of which was home equity). The gains from the economic recovery went almost entirely to the wealthiest Americans.

Polarization and the problem of poverty are becoming increasingly severe. Although inequality is not equivalent to poverty, the development of inequality is intrinsically linked to the problem of poverty. Relevant research by the International Monetary Fund points out that income inequality affects the pace of poverty reduction through growth. In countries with high initial levels of inequality or where the distribution pattern of growth favors the non-poor, economic growth is less efficient at reducing poverty. Furthermore, because economies are periodically hit by various growth-disrupting factors, higher inequality makes a larger proportion of the population vulnerable to falling into poverty. In the United States, as income becomes increasingly concentrated at the top, the poverty problem for more people at the bottom has become more severe. Approximately 22% of American children live below the federal poverty line. From 1969 to 2009, after adjusting for inflation, the median income of a male American worker with only a high school diploma fell by 47%. At the same time, the middle class, long regarded as the core force of developed capitalist societies, has been squeezed, with its income stagnating. Around 2015, after adjusting for inflation, the median U.S. household income was lower than in 1989. The economic recession has made the plight of the bottom and middle classes even more serious.

The crisis triggered by the global COVID-19 pandemic in 2020 further exacerbated inequality trends in developed capitalist countries. At the onset of the crisis, the insufficient net wealth of bottom-tier families left a large proportion of households unable to cope with the income shock caused by the COVID-19 crisis. Nearly half of low-income individuals lacked emergency savings, and the liquid assets they could access in the event of a short-term income disruption were insufficient to cover three weeks of household expenses. Many households had almost no net wealth. Consequently, a large portion of the population was incapable of dealing with the labor market and income shocks triggered by the pandemic. This situation is directly related to the composition of wealth among the lower half of households in the wealth distribution. For these households, the largest component of their family wealth is real estate. Among the bottom 40% of households, the primary residence accounts for 61% of total assets, whereas among the top 10% of households, this proportion is only 34%. This means that lower-wealth households are less likely to rely on financial wealth as a resource for resilience. OECD countries quickly adopted unprecedented measures to help households withstand the economic impact of the pandemic. Although this support helped millions of people get through the crisis, it often came too late or was insufficient to compensate for income losses, forcing many households to draw on savings to maintain necessary expenditures.

Economic, Social, and Political Drivers of Widening Inequality

The widening inequality and intensifying polarization described above are the result of multiple factors working together. In his book *Global Inequality: A New Approach for the Age of Globalization*, American economist Branko Milanović attributes the income inequality in industrial countries over the past few decades to several major coexisting facts: (1) the shift of labor from industry to services, where employees are more difficult to organize. (2) The process of industrial automation. It is linked to the process of globalization. (3) The generation of monopoly rents in areas such as communications. (4) Downward pressure on wages for the least skilled, following the surge in labor supply in the context of globalization. (5) Reducing marginal tax rates for high-income earners and lowering taxes on capital. We can group these different elements into the following three aspects: inequality accompanying the objective process of socio-economic development; inequality driven by government policies (especially distribution policies); and inequality associated with trend changes in labor relations.

Inequality accompanying globalization and technological change. Among the various explanations for inequality in contemporary capitalism, one tendency places greater emphasis on the objective drivers of economic and social development, that is, highlighting the impact of changes in the objective economic environment—especially the development of globalization and technological changes—on the distribution of income and wealth. The expansion of capital power, changes in industrial structure, and changes in the labor market during the process of globalization are important drivers of the widening inequality and intensifying polarization in developed industrial countries over the past few decades.

The primary impact of the globalization process on trends in income and wealth distribution in contemporary capitalist economies is the inequality resulting from the expansion of capital power. The ease of capital mobility provides greater room for maneuver for capital owners. The proliferation of financial capital further strengthens the power of capital to seek rent, thereby enabling the top tier of wealth and income to claim a larger share, thus exacerbating the trend toward polarization of income and wealth. Through his analysis of the wealth-to-income ratios of the major developed capitalist countries (including the United States, the United Kingdom, France, Germany, as well as Japan, Canada, and Italy), Piketty has revealed this general trend. He introduced the concept of the wealth-to-income ratio, that is, the value of all financial assets owned by citizens relative to the country’s gross domestic product, and compared the rate of return on capital (r) with the nominal economic growth rate (g). If the rate of return on capital exceeds the nominal economic growth rate, it means that the wealth of the rich is growing faster than the overall economic growth rate. He found that in all developed capitalist countries, the wealth-to-income ratio in the 20th century exhibits a clear U-shape: very high from the end of the 19th century and the beginning of the 20th, very low in the mid-20th century, and then rising strongly since 1980. Piketty’s research shows that the average rate of return on capital in developed capitalist countries over the entire period was 5%, significantly higher than the overall economic growth rate. The increase in the wealth-to-income ratio is a common phenomenon in developed capitalist economies, not unique to Anglo-Saxon-style liberal institutional countries, although the latter have higher levels, and the wealth-to-income ratio in the United States has reached an unprecedented level. Under this trend, the gap between the income-earning capacity of those who hold substantial assets and stocks and those who live by their labor will continue to widen.

Furthermore, structural changes in industry and the uneven income development among workers caused by technological change have also affected inequality in income distribution. This process has accompanied the transition from an industrial society to a post-industrial society, and globalization, especially the globalization of capital flows, has exacerbated the polarization between different groups of workers in different industries, mainly manifested in the more disadvantaged position of workers in traditional industrial sectors within the structure of wealth and income. This is also a common problem brought to developed capitalist countries by the globalization process in the 21st century.

Among the income changes resulting from shifts in the composition of the labor force, people have further emphasized the impact of technological change on inequality, namely the so-called “skill premium.” The impact of skill bias on income is increasing, mainly manifested in low wage growth for low-skilled and part-time workers and high income growth for high-skilled occupations. In developed economies, the increase in the skill premium has exacerbated market income inequality, reflecting the fact that the top end of income distribution disproportionately benefits from educational opportunities. Technological change can eliminate many jobs through automation or raise the skill level required to obtain or retain those jobs, thereby making the demand for capital and skilled labor disproportionately higher than the demand for low-skilled and unskilled labor. Relevant reports from the International Monetary Fund have emphasized that the skill premium, especially in the communications services sector, and the income gains from higher education are related to the widening income gap in OECD countries. The study emphasizes that one-third of the widening gap between the 90th and 10th percentiles in the income distribution structure over the past 25 years is attributable to this technology premium. Italian scholars Cristiano Antonelli and Agnieszka Gehringer go further, borrowing Schumpeter’s theory of creative destruction to propose and verify that the increase in income inequality is determined by the slowing pace of technological change. Slow technological change helps consolidate market entry barriers and limits the function of price competition, significantly delaying the transfer of efficiency gains to end users. Asset owners can benefit from high levels of permanent monopoly rents.

However, the impact of the skill premium on income inequality is mainly confined to the range of wage earners—the 90th and 10th percentiles in the income distribution structure emphasized by the aforementioned research report fall within this range—while its impact on the widening income gap between the very top and the vast majority of the population at the bottom is limited, because the main source of wealth for the truly top earners is not wage income. Yet the latter is the key to the expansion of inequality in developed capitalist countries. As some analyses emphasize, even within the former range, the role of the technology premium should not be overemphasized. For example, the renowned American scholar and Nobel laureate in economics Joseph Stiglitz has emphasized the fact that the wages of skilled workers have also declined. In particular, the skill premium is related to equality of opportunity and equality of educational opportunity. And against the backdrop of widening inequality, equality of educational opportunity itself has come under challenge.

The policy approaches of national governments have contributed to the problem of inequality. More research emphasizes that the widening inequality and increasing polarization in contemporary capitalism are the result of changes in government systems and policies in various countries. Stiglitz emphasizes that inequality in developed capitalist countries, especially the United States, is mainly the result of policies and politics. In *The Price of Inequality*, he points to three main causes of the current predicament: markets do not function as they should (being neither efficient nor stable); political systems fail to correct market deficiencies; and the current economic and political systems are fundamentally unfair. In this regard, the widening inequality since the 1980s is clearly closely related to the prevalence of neoliberal policy approaches during this period, and is the evil consequence of neoliberal policies that strengthen the market while weakening social protection mechanisms. Specifically, the failure of traditional national economic control systems and policies, a series of national policy approaches that cater to the market but weaken traditional social protection mechanisms, and the accompanying weakening of labor organization, have all directly affected the trend of income and wealth distribution and fueled social polarization.

1. National policies highlight the logic of the market and competition, but the trickle-down effect of growth is failing.

American historian Colin Gordon calls inequality in the United States “a direct and tangible result of public policy, a policy designed with the intention of redistributing income and wealth upward.” This can also be seen as a summary of the trend of change in public policies in developed capitalist countries after the 1980s. A set of neoliberal discourses dominates this policy change. However, while the neoliberal policy approach strengthens the logic of the market and competition, it has not simultaneously achieved the promised trickle-down effect on income distribution; on the contrary, it has led to more severe inequality and polarization.

The global economic crisis of the 1970s interrupted the sustained growth of the developed capitalist economies in the postwar period, while also casting widespread doubt on the Keynesian policy approach that had once become a common consensus in the developed capitalist countries. Against this backdrop, the New Right—conservative political forces raising high the banner of neoliberalism—rose politically, and at the same time, by reforming the old system and pandering to globalization, increasingly strengthened neoliberal political discourse. The core of this discourse is the market logic of classical liberalism. The advocates and supporters of neoliberalism organically integrated their traditional market concepts into the interpretation of the market forces displayed in the process of globalization, and promoted a series of marketization processes. In this process, a "market-friendly" policy approach was widely embraced. According to this "market-friendly" principle, policies that attempt to regulate social production and redistribute income through government intervention, as well as strong trade unions, government intervention in corporate employment and other labor systems (such as strict environmental laws, minimum wages, etc.), were all regarded as unfriendly to the market. Based on this "market-friendly" principle, the economic and social policies of various countries highlighted a policy logic of "race to the bottom." It maximally catered to the demands of the market, or more precisely, the demands of capital. This policy approach spread from the Anglo-Saxon liberal systems of Britain and the United States to continental Europe and other regions, and even some governments that traditionally focused on using national policy tools for income redistribution were forced to submit to market forces. Some scholars used the phrase that corporations "rule the world" to describe this situation. The expansion of capital's power was fully reflected here.

Against this backdrop, tilting toward the interests of capital became a universal feature of public policy in developed capitalist countries. The trend of changes in tax policy was an important manifestation. Taxation was originally one of the important means for a government to redistribute resources and thus address inequality. But since the 1970s, under the general policy trend of reducing taxes to cater to capital, the top marginal tax rate has generally declined. In the United States, the top marginal tax rate was 50% when Reagan took office in the early 1980s, and fell to 30% in 1988. It later rose to 40% during the Clinton administration, but then returned to 35% after the Bush tax cuts. In addition, the intensity of tax cuts on wealth income (such as capital gains and dividends) prompted some companies in the Reagan era to compensate executives with stock options. Under these policies, the average tax rate for the 400 richest filers in the United States (in 2009, their average adjusted gross income was slightly over $200 million) fell from 26% in 1992 to below 20% in 2009. That is to say, the richest generation in the United States enjoyed the largest tax cuts.

The wealth of the top income earners thus rose sharply, driving increasing inequality in European and American societies. Even in Europe, which is relatively focused on social fairness, over the past 40 years, the average income of the poorest 80% of Europeans increased by 20% to 50%. But the income of the richest 1% increased by more than 100%, and the income of the richest 0.001% of European citizens increased by 200%. Between 1980 and 2017, 17% of the economic growth in all of Europe was captured by the top 1% of income earners, while the bottom 50% captured only 15%.

At the same time, taxes on wage earners increased. The structural changes in the sources of U.S. federal revenue show that since the postwar period, personal income tax has accounted for 40% to 50% of federal revenue. Meanwhile, the share of corporate income tax in federal revenue fell from 40% in 1943 to 9.9% in 2013. Conversely, during the same period, payroll taxes increased from 13% to 40%, becoming the second largest source of federal revenue. Correspondingly, corporate profits and the income share of the top 1% of income earners gradually rose after the 1980s. That is to say, the tax burden was not only fundamentally shifted away from corporations and higher-income taxpayers, but most of the tax shortfall was made up by regressive payroll taxes. Given the eligibility requirements for welfare programs provided by the government to some low-income families and their impact on income, in fact, the actual marginal tax rate for families near the bottom of the income distribution was the highest.

However, defenders of neoliberal policies argue that low tax levels encourage investment by high-income earners, while high tax levels limit their willingness to invest. Therefore, reducing corporate taxes would encourage investment and create new jobs, and in the long run, they would produce cumulative effects that reduce inequality—that is, the trickle-down effect. The famous Kuznets curve explanatory framework is often an important theoretical support for this "trickle-down effect" theory. But as has been pointed out, Kuznets's theoretical hypothesis of an inverted U-shaped relationship between the stage of development and inequality has only received partial support. Although there is substantial evidence of the positive impact of economic growth on reducing income inequality in developing countries, the opposite is true in developed countries, especially during the period of rapid economic growth at the end of the 20th and beginning of the 21st centuries, when income inequality actually intensified. Therefore, some scholars emphasize that a large body of research shows a consensus that, in the long run, economic growth reduces income inequality, but this result depends to a large extent on the role of balancing conditions. Therefore, the closer product and factor markets, including labor and financial markets, are to perfect competition equilibrium, the lower the income inequality. When economic growth is associated with market imperfections, income asymmetry actually increases. An idealized explanation is that, in a developed industrial economy, more intense competition in product and factor markets makes it possible to minimize monopoly profits. The standard mechanism of economic growth reduces inequality by lowering interest rates, reducing monopoly profits, and raising wages. But as noted above, this is precisely not what people have witnessed in developed capitalist economies since the 1980s. On the contrary, reliable statistical studies of income distribution show that over the past 40 years, the income gap between the rich and the poor has widened in almost all countries.

Numerous scholars and institutions have pointed out the problems in the logic of the aforementioned neoliberal discourse. Colin Gordon pointed out that the advocates of the market's "supply-side" policy overestimated the elasticity of available tax revenue, took it for granted that low tax levels would encourage investment by high-income earners, and therefore were overly optimistic that this tax cut for corporations (actually for high-income earners) would produce a trickle-down effect that reduces inequality. In fact, corporations and individuals often use various ways to rationally exploit tax policies, such as tax avoidance and income protection, rather than making truly durable economic decisions in response to changes in tax rates. As some studies have pointed out, this is why a generation of tax cuts has had little effect on stimulating economic growth (measured by savings, investment, or productivity growth rates), but has significantly exacerbated income inequality over the same period. Similarly, even if reinvested, there is no expectation that tax-exempt income will be invested domestically rather than overseas, and the acceleration of overseas investment will harm the income of domestic workers, thus making it difficult to achieve that "trickle-down" effect. In fact, as high income becomes increasingly concentrated in "rent-seeking" finance, there is no reason to believe that the capital released by low taxes will be accompanied by increases in employment or productivity. Piketty's *Capital in the Twenty-First Century* and the theoretical analyses of Stiglitz both emphasize that the Kuznets curve theory—that the increasing inequality in the initial process of development will gradually diminish—is likely wrong.

2. The state's distribution policies have weakened social protection and regulatory mechanisms.

The postwar “golden age” of capitalism was characterized by a virtuous cycle of high growth, high accumulation, and high welfare. Under this system, the active role of the state in regulating economic and social affairs was widely recognized. But after the 1980s, as economic growth declined markedly, the state’s active role in regulating distribution also declined significantly. Corresponding to the above trend of public policy catering to capital, states generally weakened their traditional social protection and policy regulation of income and wealth. On the contrary, attacks on the welfare system, the shrinking of public wealth, and the squeezing of the middle class further intensified the polarization of income and wealth distribution.

This is first reflected in the reform policies commonly pursued by governments to attack the traditional welfare state. The establishment and development of the welfare state system was an important institutional manifestation of the active social distribution function of the state in postwar capitalist development. It effectively mitigated social inequality. But after the 1980s, under the inference that the traditional welfare state was unsustainable, attacking the traditional welfare state became a universal reform trend. Restricting welfare eligibility and protection levels was a common feature of welfare reforms across countries. The purpose of such reforms was ostensibly to reduce people’s dependence on welfare, to escape poverty by integrating into the labor market, and thereby to reduce the state’s welfare costs. However, in actual politics, such policies were often characterized by a one-sided reduction of protection at the lower end of distribution. Under the above pro-market principles, the market side failed to truly establish the balancing conditions people spoke of. Therefore, although the state used various policy methods to reduce people’s “dependence” on welfare, the problem of poverty was not truly alleviated as a result. The existence of a large number of “working poor” shows that pushing labor into the labor market itself is not enough to change people’s fate. On the contrary, as reflected in the above tax-cut policy methods, the high end of wealth and income distribution received greater protection. Social polarization has thus been further intensified.

Running parallel to the above economic and social policies is the continuous shrinking of public wealth in developed capitalist countries, which further limits the state’s ability to achieve redistribution through active public policy. Figure 4 (omitted) shows the changing trends in the ratio of private wealth to public wealth in major Western countries. Since 1980, although the economies and total national wealth of Western countries have grown, due to the pursuit of neoliberal policy approaches, the public wealth held by each country has continued to decline. The public wealth of wealthy Western countries is now negative or nearly zero. At the same time, private wealth has risen significantly. In 2015, U.S. public wealth was negative (-17% of national income), while private wealth was 500% of national income. In 1970, U.S. public wealth was 36% of national income, and private wealth was 326% of national income. The shrinking of public wealth has greatly limited the government’s ability to address inequality.

In addition, the middle class, an important social component that mitigates income gaps, has been continuously squeezed, becoming one of the main drivers of widening inequality in developed capitalist countries. In postwar capitalist development, the expansion of the middle class’s size and the improvement of its relative income level were key to mitigating overall social inequality and maintaining social mobility. But since the 1980s, in developed capitalist countries, the middle class has been continuously squeezed. This is directly related to the above-mentioned orientation of state distribution policies. As shown by the changes in the sources of U.S. federal government tax revenue mentioned above, on the one hand, the state has been reducing the burden on major wealth holders through continuous tax cuts; on the other hand, wage taxes from the working class have increasingly become the main source of tax revenue to fill government fiscal shortfalls. This group is predominantly composed of the middle class. The squeezing of the middle class has become one of the main factors in the intensification of inequality and polarization in contemporary capitalism. This can be illustrated by two facts. First, the income gap between the middle class and the top has been widening. In the 1970s and 1980s, wage gaps at both ends of the income spectrum were widening: the growth rate of the gap between the poorest 10% of workers and the median-wage worker was roughly the same as the growth rate of the gap between the median-wage worker and the richest 10%. But thereafter, this gap became more pronounced at the high end: the gap between the poorest and the median population leveled off, while the gap between the richest and the median population continued to widen. Second, the impoverishment of the middle class has increasingly become a notable feature of inequality in today’s developed capitalist countries. In the EU and the U.S., they account for 90% of the poorest income group. This further illustrates the failure of overall distribution policies across countries.

Of course, there are also significant differences in government policies between different countries and regions, which also affect the current state of inequality in different countries. As mentioned above, the share of wealth held by the top 1% in European countries is significantly lower than in the United States. Although income gaps have been widening since 1980 due to the rapid growth of top incomes, Europe remains the region with the lowest level of inequality among developed capitalist countries. This is mainly due to more equal income distribution before taxes and before and after transfers. This in turn proves that whether the government actively acts is an important factor affecting inequality. However, as some studies have pointed out, most European countries have responded to competition by generally lowering corporate tax rates, which may have a significant impact on pre-tax and post-tax distribution and limit the ability of European countries to finance their social models in a fair manner.

The decline of workers’ collective organizations. The relative balance of labor relations was an important experience in the relative mitigation of inequality in postwar capitalism. It was based on a series of institutional arrangements in labor-capital relations, including the development of workers’ organizations, the institutionalization of collective bargaining, and the active role of the state in balancing labor and capital. As some scholars have emphasized, shared prosperity depends on policies and institutions that maintain workers’ bargaining power (collective bargaining, decent minimum wages, strong labor standards, etc.). After the 1980s, under the trend of neoliberalism increasingly dominating European and American politics, governments in Europe and the United States generally showed a policy orientation of pro-market and weak social protection. A series of postwar institutional arrangements conducive to balancing labor relations, as well as traditional active government policies, were eroded to varying degrees. Attacking trade unions and squeezing the institutional space for collective bargaining was the primary political goal of the New Right, which raised the banner of neoliberalism. In the UK under Margaret Thatcher and the U.S. under the Reagan administration, trade unions and labor negotiation mechanisms were suppressed. And during the subsequent periods of left-wing party governance, this situation was maintained. Even in some countries with a tradition of corporatism, some institutional arrangements reflecting their traditions were significantly impacted, such as the breakdown of the solidarity wage system, an important component of Sweden’s traditional institutional model. In Germany, which has a tradition of corporatism, the “Hartz reforms” [1]1 The Hartz reforms were a series of labor market and welfare reforms implemented in Germany between 2003 and 2005, named after the commission chair Peter Hartz. They aimed to reduce unemployment by deregulating the labor market, cutting unemployment benefits, and creating new forms of low-paid “mini-jobs,” and are widely seen as having increased labor market precarity and inequality. introduced during the Red-Green coalition government led by the Social Democratic Party in 2002, while highlighting a stance catering to capital, also severely damaged the bargaining power of trade unions in labor relations, thereby leading to the fragmentation of traditional working-class forces. All of this was carried out under the banner of catering to competition in the era of globalization. All of this seems to confirm the point emphasized by the famous liberal Ralf Dahrendorf in his analysis of the political consequences of globalization: “Globalization means writing the word competition in large letters, and the word solidarity in small letters.”

Apart from the attitude and role of the government, changes in the status of trade unions are a key factor in the institutional arrangements governing labor-capital relations. Against the above backdrop, workers’ organizations, especially trade unions, which have traditionally served as the main representatives of social solidarity, have experienced a marked decline, further weakening the bargaining power of laborers within the existing distribution system. Trade unions are the primary representatives of labor in the collective bargaining systems of traditional labor-capital relations in various countries. Since the 1980s, on the one hand, trade unions have faced organized suppression by New Right political forces; on the other hand, with the contraction of the traditional working class and the relative differentiation of the non-homogeneous new middle class—which finds it difficult to organize as effectively as traditional industrial workers—trade union density has been steadily declining. Figure 5 (omitted) shows the trade union density in major capitalist countries in 2019. Except for the Nordic countries, which still maintain a relatively high density, trade union density in other regions is at an extremely low level.

Empirical research on the relationship between labor market institutions and income distribution indicates that the degree of union organization affects wage distribution and redistribution. In terms of wage distribution, union organization and minimum wages are generally believed to help achieve greater equality in wage distribution, thereby reducing inequality. Additionally, the degree of union organization also influences a country’s redistribution policies: strong unions can mobilize workers to vote for parties that promise income redistribution, prompting policymakers to undertake more redistribution. Historically, unions have played a crucial role in introducing basic social and labor rights. Conversely, the weakening of unions may lead to reduced redistribution and exacerbate net income inequality (i.e., inequality after taxes and transfers). Moreover, while some traditional views hold that changes in union organization or minimum wages affect low- and middle-income workers but are unlikely to have a direct impact on high-income earners, some studies point to strong evidence that, between 1980 and 2010, lower union density was associated with an increase in the share of top incomes in advanced economies. The weakening of unions reduces workers’ bargaining power relative to capital owners, increasing the share of capital income, which is more concentrated at the top than wages and salaries. Furthermore, weaker unions can reduce workers’ influence over corporate decisions that benefit high-income earners, such as the size and structure of executive compensation. Research on the relationship between inequality indicators and labor market institutions confirms that the decline in union density is closely linked to the rise in the top income share. The growth of top incomes and the increase in the net income Gini coefficient are, to a considerable extent, driven by de-unionization.

Other factors affecting inequality. In addition to the factors mentioned above, several other elements have also influenced inequality and polarization in capitalist countries over the past few decades, to varying degrees.

Inequality of opportunity is not only a key component of inequality in modern societies, as often emphasized, but also directly affects income and wealth inequality. This is primarily reflected in education. Differences in occupational structure are an increasingly important factor driving income distribution disparities among the labor force, and the most significant factor behind these occupational differences is education. Education is therefore also regarded as an important pathway to equality of opportunity. Yet de facto inequality in educational opportunity is a significant factor in capitalist inequality. In the United States, only 20% to 30% of children from the bottom 10% of the income distribution attend university, while the probability for children from the top 10% is 90%. In addition, gender inequality and racial discrimination also affect income inequality, including persistent discrimination in education, job opportunities, and wages, all of which contribute to income disparities.

Furthermore, wealth structure also affects inequality, especially during periods of economic turbulence. The 2008 financial crisis and the COVID-19 pandemic since 2020 have both exacerbated inequality in European and American countries, and this is directly related to the different wealth structures of top- and bottom-income households. As noted above, the wealth of low- and middle-income households consists mainly of housing, often purchased through debt. Consequently, such households are more vulnerable to economic crises. In contrast, a larger proportion of the wealth of top households consists of financial assets, which are generally more liquid. Financial assets account for 40% of the total assets of the richest 10% of households, but only 18% of the wealth of the bottom 40%. At the same time, financial assets can be divided into low-risk financial assets (bank deposits and bonds) and high-risk but high-return financial assets (such as stocks and investment funds). The proportions of these two types differ significantly between the wealth structures of low- and high-end households: low-risk financial assets account for over 60% of the financial assets of the bottom 40% of households, while high-risk financial assets account for as much as 80% of the financial assets of the top 10% of households. According to OECD data for 2021, stock prices in OECD countries have grown faster than housing prices since 2009: stocks have surged 86% from their 2009 lows, while housing prices have risen 45% over the same period. This means that the wealthiest households benefit more from higher capital returns and dividends. In most countries where wealth inequality has worsened, the share of financial assets held by the richest 10% in the total wealth pie is larger than in 2010. For example, in Norway, the financial assets held by the richest 10% of households accounted for one-third of total net wealth in 2018, up from one-quarter in 2012. In terms of the debt ratio, the debt of low-end households consists mainly of housing debt and consumer debt (such as credit card debt and installment loans), making such households more vulnerable to financial crises.

The socio-political impact of widening inequality and intensifying polarization

The increasingly severe problem of inequality has become one of the most important socio-political issues affecting the development of contemporary capitalist countries, to the extent that some research institutions and scholars emphasize that the study of the dynamics of polarization and inequality has become central to the most urgent problems in contemporary economics and politics. The impact of inequality is broad and far-reaching. Specifically, the following aspects have become a matter of consensus.

First, inequality directly impacts mainstream Western values. In understanding (in)equality, there are multiple, even conflicting interpretations among forces with different ideological and political tendencies in Western societies, especially regarding the understanding of equality of outcome versus equality of opportunity. But at the very least, adherence to equality of opportunity can be regarded as a basic consensus of mainstream Western values. Yet the increasingly severe inequality in contemporary capitalist countries is undermining this value. As Stiglitz emphasizes, perhaps the most troubling impact of inequality is its effect on equality of opportunity. In the United States, equality of opportunity—the “American Dream”—has long been a cherished ideal. But current data show that the United States has not only become the developed country with the highest level of inequality but also one of the countries with the lowest level of equality of opportunity. Compared with other developed countries, the life prospects of young Americans depend more heavily on their parents’ income and education. Millions of people at the bottom are unable to realize their potential. Many studies point to the link between inequality of outcome and inequality of opportunity. When there is enormous income inequality, those at the top can buy privileges for their children that others cannot obtain, and they often come to believe that doing so is their right. In this way, class solidification will occur, which is precisely what mainstream Western societies—which often style themselves as “open societies”—are most reluctant to accept. It is for this reason that, in December 2013, then-US President Obama stated bluntly, “The dangerous and growing inequality and the lack of upward mobility... has become the defining challenge of our time.”

Second, the development of inequality has had a negative impact on socio-economic development. Numerous studies have emphasized that high levels of inequality directly affect economic growth itself. Relevant research by the International Monetary Fund has found that income inequality measured by the Gini coefficient has a negative impact on growth and its sustainability. A higher net Gini coefficient is associated with lower medium-term output growth. The income share of the rich (the top 20%) is inversely related to economic growth. If the income share of the top 20% increases by 1 percentage point, then over the following five years, GDP growth actually declines by 0.08 percentage points. Conversely, a 1 percentage point increase in the income share of the bottom 20% (the poor) leads to 0.38% GDP growth. This positive relationship between the share of disposable income and higher growth continues to exist among the middle-income group. Furthermore, high levels of inequality directly affect the total consumption of society by impacting the income of the middle and lower strata, and easily trigger economic crises. The aforementioned IMF research also emphasizes that the long-standing higher inequality in developed economies is related to the global financial crisis.

Finally, the intensifying inequality erodes the existing democratic order, especially fueling political polarization. Norwegian scholar Gudrun Østby points out that numerous specialized studies and cross-domain analyses strongly indicate that "social polarization and social inequality within the same social stratum are positively correlated with the outbreak of conflict." Extreme inequality may damage trust and social cohesion, thus posing a risk of triggering conflict. Moreover, extreme inequality exacerbates the discontent of certain groups, thereby promoting political polarization. The increasingly severe social and political polarization in Europe and America after the 21st century, especially after the 2008 financial crisis, is precisely a reflection of their increasingly severe social inequality in politics. Therefore, Stiglitz emphasizes that the intensifying inequality "is splitting our society and undermining our democracy."

Conclusion

结 语

Inequality is a problem that accompanies the entire development of capitalism, but its forms and characteristics differ across historical periods. Since the 1980s, the increasingly severe inequality in developed capitalist countries has accompanied multiple economic and socio-political development processes. However, it is evident that this process has been influenced to a greater extent by the neoliberal political agenda of the same period, which spread and permeated the developed capitalist world under the banner of catering to globalization. Thus, while the inequality problem prompts people to confront its challenges, it also triggers new understandings of the essential characteristics of capitalism. (Notes omitted)

  1. The Hartz reforms were a series of labor market and welfare reforms implemented in Germany between 2003 and 2005, named after the commission chair Peter Hartz. They aimed to reduce unemployment by deregulating the labor market, cutting unemployment benefits, and creating new forms of low-paid “mini-jobs,” and are widely seen as having increased labor market precarity and inequality. ↩
