September 24: “The Fourth International Communist Movement Forum” (2016) Successfully Held at Huaqiao University

On September 24, 2016, the “Fourth International Communist Movement Forum: Contemporary World Socialism and Social Development” academic seminar, jointly hosted by the Institute of Marxism of the Chinese Academy of Social Sciences and Huaqiao University, and organized by the Department of International Communist Movement of the Institute of Marxism of the Chinese Academy of Social Sciences and the School of Political Science and Public Administration of Huaqiao University, was held at Huaqiao University. More than 140 experts and scholars from over 40 national academic institutions, including the International Department of the Central Committee of the CPC, the Central Compilation and Translation Bureau, the Chinese Academy of Social Sciences, China University of Political Science and Law, Xiamen University, Central China Normal University, Shandong University, Tianjin Normal University, the Shanghai Academy of Social Sciences, and Huaqiao University, as well as media units such as *Qiushi*, *Marxist Studies*, *Contemporary World and Socialism*, *Guangming Daily*, *Fujian Daily*, and the Social Sciences Academic Press, attended the conference.

2016年9月24日，中国社会科学院马克思主义研究院与华侨大学联合主办、中国社会科学院马克思主义研究院国际共运部与华侨大学政治与公共管理学院承办的“第四届国际共产主义运动论坛：当代世界社会主义与社会发展”学术研讨会，在华侨大学举办。来自中共中央对外联络部、中央编译局、中国社会科学院、中国政法大学、厦门大学、华中师范大学、山东大学、天津师范大学、上海社会科学院、华侨大学等全国40多家学术机构，以及《求是》、《马克思主义研究》、《当代世界与社会主义》、《光明日报》、《福建日报》、社科文献出版社等媒体单位的140余位专家学者与会。

The opening ceremony was presided over by Professor Zeng Lu, Vice President of Huaqiao University. In his address, Director Deng Chundong stated that this forum was a response to the call of the series of important speeches by General Secretary Xi Jinping, [1]1 “Series of important speeches by General Secretary Xi Jinping” refers to the major policy addresses delivered by Xi Jinping after becoming General Secretary of the CPC in 2012, which form the basis of his political thought. conducting in-depth discussion and making new judgments on the current situation and development prospects of the world socialist movement under the new circumstances of the new period. Since the 1990s, the international communist movement has suffered tremendous setbacks, but as Comrade Deng Xiaoping said: “Some countries have experienced serious twists and turns, and socialism seems to have been weakened, but the people have been tempered, have learned lessons from them, and will promote the development of socialism in a healthier direction.” [2]2 This is a quotation from Deng Xiaoping’s 1992 “Southern Tour” speeches, in which he argued that socialism would ultimately prevail despite the collapse of the Soviet bloc. Now, communist parties in Europe, the United States, and the former Soviet and Eastern European regions are all diligently exploring and striving for the ideals of socialism and communism. It is hoped that this conference can produce some new research results on the situation of these explorations and struggles, and publicize them to the whole society. On this basis, it will play a positive role in strengthening the communist ideals and beliefs of our ideological and theoretical circles and the whole society, reviving and advancing the world socialist movement, and upholding and improving the socialist system with Chinese characteristics. In his address, President Jia Yimin stated that the teaching and research work of Marxism in higher education institutions faces new opportunities and challenges, and that dialogue, exchange, and in-depth discussion among experts and scholars will better promote the construction of Marxist-related disciplines and the development of academic research.

开幕式由华侨大学副校长曾路教授主持，邓纯东院长在致辞中表示，此次论坛是响应习近平总书记系列重要讲话的号召，对新时期新形势下的世界社会主义运动当前态势和发展前景进行深入研讨，做出新判断。上世纪九十年代以来，国际共产主义运动蒙受了巨大挫折，但正如邓小平同志所说：“一些国家出现严重曲折，社会主义好像被削弱了，但人民经受锻炼，从中吸收教训，将促使社会主义向着更加健康的方向发展。”现在，在欧美、原苏东地区各国共产党都在为社会主义、共产主义理想而努力探索、努力奋斗。希望本次会议能对这些探索奋斗的状况有些新研究成果，并向全社会宣传。在此基础上，对我们思想理论界及全社会坚定共产主义理想信念、复兴和推进世界社会主义运动，坚持和完善中国特色社会主义制度发挥积极意义。贾益民校长在致辞中表示，高校马克思主义教学、研究工作面临新的机遇和挑战，专家学者的对话交流和深入探讨，将更好地促进马克思主义相关学科建设和学术研究的开展。

The attending experts and scholars conducted special discussions around topics such as “The World Socialist Movement in the Context of Contemporary Socialism,” “Development Trends of Foreign Communist Parties in the Context of Contemporary Socialism,” “Current Status and Prospects of Major Foreign Socialist Schools in the Context of Contemporary Socialism,” “World Left-Wing Thought and Left-Wing Movements in the Context of Contemporary Socialism,” “Contemporary Socialism and Social Development,” and “New Developments of Socialism with Chinese Characteristics.” In their discussions, the experts and scholars believed that since entering the new historical period, the contemporary world has presented many new situations, changes, and characteristics. On the one hand, the capitalist world has entered a period of deep adjustment under the impact of the international financial crisis, and its recovery remains sluggish to this day, with the basic contradictions that its institutional system cannot eradicate exacerbating the polarization of wealth and antagonistic contradictions worldwide. On the other hand, the international communist and world socialist movements have emerged from the trough following the drastic changes in the Soviet Union and Eastern Europe and entered a period of seeking revitalization. In particular, the successful practice of socialism with Chinese characteristics has enabled the socialist proposition with a 500-year history to successfully open up a correct path with high practicality and feasibility in the world’s most populous country, allowing scientific socialism to radiate new vitality in the 21st century. The innovative spirit of the Chinese Communists in developing 21st-century Chinese Marxism and the practical courage in forming the Chinese solution will provide useful reference for the development and revitalization of the international communist movement and the world socialist movement, and for humanity’s exploration and innovation of a better social system.

与会专家学者围绕“当代社会主义背景下的世界社会主义运动”、“当代社会主义背景下国外共产党的发展动态”、“当代国外主要社会主义流派的发展现状与前景”、“当代社会主义背景下的世界左翼思潮与左翼运动”、“当代社会主义与社会发展”、“中国特色社会主义的新发展”等议题展开了专题研讨。专家学者们在研讨中认为，进入新的历史时期以来，当代世界呈现出诸多新情况、新变化和新特点。一方面，资本主义世界在国际金融危机的冲击下进入深度调整期，至今复苏乏力，其制度体系无法根除的基本矛盾加剧着世界范围内的贫富分化和矛盾对立。另一方面，国际共产主义和世界社会主义运动走出苏东剧变后的低谷，进入了谋求振兴期。尤其是中国特色社会主义的成功实践，使具有500年历史的社会主义主张在世界上人口最多的国家成功开辟出具有高度现实性和可行性的正确道路，让科学社会主义在21世纪焕发出新的蓬勃生机。中国共产党人发展21世纪中国的马克思主义的创新精神和形成中国方案的实践勇气，将为国际共运和世界社会主义运动的发展振兴，为人类对更好社会制度的探索创新提供有益借鉴。

In his concluding remarks, Deputy Director Fan Jianxin stated that currently, the Party Central Committee attaches great importance to the innovative development of philosophy and social sciences, and to the curriculum design and textbook compilation for the disciplines of scientific socialism and the international communist movement. However, this discipline still faces the phenomena of silence in the classroom, absence in textbooks, and voicelessness in forums, requiring the joint efforts of experts, scholars, university colleagues, and the whole society to expand the influence of this discipline and promote the development and revitalization of the international communist and world socialist movements.

樊建新副院长在会议总结讲话中表示，当前，党中央高度重视哲学社会科学的创新发展，重视科学社会主义和国际共产主义运动学科的课程设置和教材编写，然而，该学科仍然存在着课堂失语、教材失踪、论坛失声的现象，需要专家学者、高校同仁和全社会的共同努力，扩大该学科的影响力，推进国际共产主义和世界社会主义运动的发展振兴。

To further strengthen exchange and cooperation, the Institute of Marxism of the Chinese Academy of Social Sciences and Huaqiao University jointly established the “Research Base for Political Development and Public Governance.” Director Deng Chundong and President Jia Yimin presented the plaque, and Director Lü Weizhou and Professor Cai Zhenxiang, Dean of the School of Political Science and Public Administration of Huaqiao University, accepted the plaque. The “Research Base” aims to promote research in the field of contemporary world socialism and social development, enhance the academic influence of the political science and public administration disciplines, and better produce more high-quality academic works.

为进一步加强交流与合作，中国社会科学院马克思主义研究院与华侨大学合作成立“政治发展与公共治理研究基地”。邓纯东院长和贾益民校长进行授牌，吕薇洲主任和华侨大学政治与公共管理学院院长蔡振翔教授接受挂牌。“研究基地”力争推动当代世界社会主义与社会发展领域研究，提升政治学科与公共管理学科的学术影响力，更好更多地推出学术精品。
