October 10, 2016 China Road Europe Forum (Spain Session) Held in Barcelona

On October 10, 2016, the “2016 China Road Europe Forum (Spain Session)” was held in Barcelona, co-hosted by the Academy of Marxism of the Chinese Academy of Social Sciences and the Asia House of Spain, and co-organized by the Theoretical Department of China’s *People’s Daily*, the Editorial Department of China’s *Studies on Marxism*, and the Marxism Editorial Office of the *Social Sciences in China* journal. The theme of this forum was “The Five Development Concepts and the China Road.”

2016年10月10日，由中国社会科学院马克思主义研究院、西班牙亚洲之家共同主办，中国《人民日报》理论部、中国《马克思主义研究》编辑部、《中国社会科学》杂志社马克思主义编辑室协办的“2016中国道路欧洲论坛（西班牙会场）”在巴塞罗那举行。本届论坛的主题是“五大发展理念与中国道路”。

The Chinese expert delegation was led by Deng Chundong, President of the Academy of Marxism of the Chinese Academy of Social Sciences, and consisted of nearly 40 members from over 30 Chinese universities and research institutions, including the Chinese Academy of Social Sciences, the Shandong Academy of Social Sciences, the Anhui Academy of Social Sciences, Tsinghua University, and Renmin University of China.

中国专家代表团由中国社会科学院马克思主义研究院院长邓纯东带队，近40人的代表团成员分别来自中国社会科学院、山东社会科学院、安徽社会科学院、清华大学、人民大学等30多所中国高校。

Approximately one hundred Spanish professors and notable figures participated, representing institutions such as the Asia House of Spain, the Spain China Policy Observation Center, the Public University of Navarre, the Autonomous University of Barcelona, the Open University of Catalonia, the “Dialogue with China” project, and the China Knowledge Lecture Hall of Spain. Tang Heng, China’s Consul General in Barcelona, was also invited to attend.

西班牙约有百余名教授和知名人士参会，分别来自西班牙亚洲之家、西班牙中国政策观察中心、西班牙纳瓦拉公立大学、巴塞罗那自治大学、加泰罗尼亚开放大学以及“对话中国”项目、西班牙知华讲堂等多家机构。中国驻巴塞罗那总领事汤恒也应邀出席会议。

At the opening ceremony, Ángel, Executive Assistant of the Asia House of Spain, first introduced the basic situation, main functions, and important role of the institution to the participants, emphasizing that this institution aims to promote friendly exchanges between Spain and Asian countries, foster the development of governmental organizations and civil society, and enhance the Spanish people’s understanding of the achievements of socialism with Chinese characteristics.

开幕式上，西班牙亚洲之家执行助理安吉尔首先向与会代表介绍了该机构的基本情况、主要职能以及重要作用，强调这一机构旨在促进西班牙和亚洲国家之间友好交往、促进政府组织和民间社会发展、促进西班牙人民了解中国特色社会主义发展成就。

Consul General Tang Heng fully affirmed the importance and necessity of the forum in his speech. He pointed out that the development path China has taken since reform and opening up has drawn widespread attention from the international community. The significance of this forum is prominently reflected in three aspects: First, it helps to further understand China. The Chinese representatives attending the forum are authoritative experts in studying the adaptation of Marxism to the Chinese context and the theory of socialism with Chinese characteristics, with profound insights into China’s national conditions and the laws of economic and social development. Their authoritative interpretations and introductions will help deepen understanding of the five development concepts—innovation, coordination, green development, openness, and sharing—proposed at the Fifth Plenary Session of the 18th Central Committee of the CPC, as well as the essential characteristics of the China road. [1]1 The Fifth Plenary Session of the 18th Central Committee of the CPC, held in October 2015, adopted the “five development concepts” (innovation, coordination, green development, openness, sharing) as guiding principles for China’s 13th Five-Year Plan (2016–2020). Second, it helps to promote exchange and mutual learning between China and Spain. Currently, both China and Spain are in an important stage of reform. China is actively advancing supply-side structural reform, while Spain is also accelerating the implementation of economic structural reforms. This forum will build a platform for exchange between the two sides. Third, it helps to view the world from a new perspective. The current world political and economic situation is complex and volatile, and finding effective remedies requires collective efforts. The recently concluded G20 Hangzhou Summit contributed “Chinese wisdom” to global economic governance, and it is believed that this forum will also help broaden everyone’s thinking.

汤恒总领事在发言中充分肯定了论坛的重要性和必要性。他指出，中国改革开放以来走过的发展道路引起了国际社会的普遍关注，这次论坛意义突出表现在：一是有助于进一步了解中国。与会中方代表是研究马克思主义中国化、中国特色社会主义理论的权威专家，对中国国情和经济社会发展规律有深刻见解。他们的权威解读和介绍有助于深入了解中共十八届五中全会提出的“创新、协调、绿色、和平、共享”五大发展理念，以及中国道路的本质特点。二是有助于中西两国交流互鉴。当前中西两国同处改革重要阶段，中国正积极推进供给侧改革，西班牙也在加紧实施经济结构改革，本届论坛将为双方搭建交流平台。三是有助于以新的视角看待世界。当前世界政治经济形势复杂多变，寻找济世良方需要群策群力。不久前召开的G20杭州峰会为全球经济治理贡献了“中国智慧”，相信本届论坛也将帮助大家开拓思路。

President Deng Chundong introduced to the guests the original intention and development process of establishing the China Road Europe Forum, emphasizing that both China and Spain are actively exploring reforms and face risks and challenges on the reform path. Academic circles in both countries should strengthen exchanges, deepen understanding, learn from each other, and achieve common development. He stressed: It is hoped that China and Spain will strengthen cooperation in international affairs, enhance communication and coordination on major international and regional issues, and jointly contribute to maintaining world peace, stability, and development.

邓纯东院长向在座来宾介绍了创办中国道路欧洲论坛的初衷和发展历程，强调中国与西班牙都在积极探索改革，且在改革道路上都面临风险与挑战，双方学术界人士应该加强交流、加深了解、互学互鉴，实现共同发展。他强调指出：希望中西两国加强在国际事务中的合作，在重大国际和地区问题上加强沟通协调，共同为维护世界和平、稳定与发展贡献力量。

The forum was divided into four sessions. Participating experts and scholars conducted frank, friendly, active, and in-depth discussions on topics including China’s political system, core socialist values, China’s economic reform and cultural innovation, and social development, and interacted with the audience.

论坛分四个单元，与会专家学者分别围绕中国政治制度、社会主义核心价值观、中国经济改革与文化创新、社会发展等议题展开研讨，进行了坦诚、友好、积极、深入的交流，并与在场听众进行互动。

In his concluding remarks, President Deng Chundong noted: The discussions between Chinese and Spanish scholars on the China road, China theory, and China system were very in-depth, enhancing mutual understanding and reaching many consensuses. The forum vividly reflected the frankness, friendliness, and goodwill of scholars from both China and Spain, laying a solid foundation for further cooperation and exchange.

邓纯东院长在大会总结中指出：中西两国学者对中国道路、中国理论、中国制度的研讨非常深入，增进了双方的互相了解，达成了诸多共识。论坛鲜明体现了中西双方学者的坦诚、友好和善意，为进一步合作交流奠定了良好基础。
