From March 9 to 11, the Academy of Marxism Held a Special Training Class to Study and Implement the Spirit of the Important “5•17” Speech

In order to thoroughly implement the spirit of the 18th National Congress of the CPC and the Third, Fourth, Fifth, and Sixth Plenary Sessions of the 18th Central Committee, earnestly study General Secretary Xi Jinping’s series of important speeches and his new concepts, ideas, and strategies for governing the country, further implement the spirit of the important “5•17” speech, guide cadres and staff to deeply understand the guiding ideology, objectives and requirements, key measures, and fundamental guarantees for doing a good job in philosophy and social sciences work under the new situation, consciously adhere to the guidance of Marxism, persist in conducting scholarship for the Party and the people, and strengthen the political direction and academic orientation, in accordance with the unified deployment of the Party Leadership Group of the Chinese Academy of Social Sciences and the special training work plan, from March 9 to March 11, the Academy of Marxism (hereinafter referred to as the Academy) held a special training class to study and implement the spirit of the important “5•17” speech at the Miyun Lili Training Base of the Chinese Academy of Social Sciences.

为深入贯彻党的十八大和十八届三中、四中、五中、六中全会精神，认真学习习近平总书记系列重要讲话精神和治国理政新理念新思想新战略，进一步贯彻落实“5•17”重要讲话精神，引导干部职工深刻认识做好新形势下哲学社会科学工作的指导思想、目标要求、重点举措和根本保证，自觉坚持以马克思主义为指导，坚持为党和人民做学问，坚定政治方向和学术导向，根据社科院党组统一部署和专题培训工作方案，3月9日至3月11日，马克思主义研究院（以下简称马研院）在中国社会科学院密云栗林培训基地举办了学习贯彻“5•17”重要讲话精神专题培训班。

At the opening mobilization meeting, Comrade Deng Chundong, Secretary of the Party Committee and President of the Academy, conveyed the deployment of the Philosophy and Social Sciences Training Work Coordination Meeting of the Central Propaganda Department and the requirements put forward by the Party Leadership Group for the special training, delivered a mobilization speech for the special training class, and put forward learning requirements for all cadres and staff. Comrade Deng Chundong pointed out that this special training class should take the study and implementation of the spirit of the Sixth Plenary Session of the 18th Central Committee of the CPC and the spirit of General Secretary Xi Jinping’s important speech at the Symposium on Philosophy and Social Sciences Work on May 17, 2016, as the main training content. The “5•17” important speech should be used as the basic teaching material, and at the same time, the important speeches of “2•19”, “4•19”, “8•19”, etc., should be combined [1]1 “2•19”, “4•19”, “8•19” refer to important speeches by Xi Jinping on February 19, 2016 (on news and舆论 work), April 19, 2016 (on cybersecurity and informatization), and August 19, 2013 (on propaganda and ideological work), respectively.. Study the original text thoroughly, comprehensively and systematically, and with mastery; treat this study as a political responsibility and political requirement; earnestly connect it with ideological and practical work; seriously carry out discussions and exchanges; and use the spirit of the speech to unify thinking, raise awareness, and guide work. First, we should take this study as an opportunity not only to study the important “5•17” speech, but also to further study the classic original works. We must have a clear grasp of the important expositions in the original works of Marx and Engels, and a clear grasp of Mao Zedong Thought, the theoretical system of socialism with Chinese characteristics, the spirit of General Secretary Xi Jinping’s series of speeches, and his new concepts, ideas, and strategies for governing the country. Second, through study, we must better promote the major tasks we have undertaken, combine theoretical study with the tasks assigned by the Central Committee and the Party Leadership Group, avoid “two separate skins” [2]2 “Two separate skins” is a Chinese political idiom referring to the problem of theory and practice being disconnected or treated as separate domains., and use theory to better guide our own practice. Third, through study, we must better implement the spirit of the Sixth Plenary Session of the 18th Central Committee, implement the deployment of comprehensive and strict governance of the Party, fulfill the main responsibility of the Party Committee and the supervisory responsibility of the Discipline Inspection Commission, and better promote all work of the Academy. The meeting also conveyed the spirit of relevant documents from the Party Leadership Group and the Discipline Inspection Group stationed in the Academy.

开班动员会上，党委书记、院长邓纯东同志传达了中央宣传部哲学社会科学培训工作协调会议的部署和院党组针对专题培训提出的要求，并就专题培训班做动员讲话，向全体干部职工提出学习要求。邓纯东同志指出，本次专题培训班要以学习贯彻党的十八届六中全会精神和2016年5月17日习近平总书记在哲学社会科学工作座谈会上的重要讲话精神为主要培训内容，要把“5•17”重要讲话作为基本教材，同时把“2•19”、“4•19”、“8•19”等重要讲话精神结合起来，原原本本地学、全面系统地学、融会贯通的学，把这次学习作为政治责任和政治要求，切实联系思想工作实际，认真开展研讨交流，用讲话精神统一思想、提高认识、指导工作。第一，要以本次学习为契机，不仅要学习“5•17”重要讲话，更要进一步学习经典原著，要对马克思、恩格斯等原著里的重要论述有个清晰的把握，要对毛泽东思想、中国特色社会主义理论体系、习近平总书记系列讲话精神及治国理政新理念新思想新战略有个清晰的把握；第二，要通过学习更好地推动我们所承担的重大任务，把理论学习和中央及院党组交办的任务结合起来，不搞“两张皮”，用理论来更好地指导自己的实践；第三，要通过学习更好地贯彻十八届六中全会精神、落实全面从严治党部署，履行党委主体责任与纪委监督责任，更好地推动马研院的各项工作。会议还传达了院党组、驻院纪检组有关文件精神。

During the training period, all cadres and staff of the Academy were divided into four groups to hold symposiums on the important “5•17” speech. Members of the Academy’s leadership team participated in the exchange and discussion of each group respectively, taking the lead in studying the original text, comprehending the principles, and sharing their understanding. At the symposiums, all cadres and staff of the Academy shared their experiences on studying General Secretary Xi Jinping’s important speech at the Symposium on Philosophy and Social Sciences Work. Comrades attending the meeting, connecting their ideological understanding and practical work, engaged in heated discussions around topics such as “being of the Party, of Marxism, and of communism” [3]3 “姓党姓马姓共” is a condensed slogan meaning “to be of the Party, of Marxism, and of communism,” affirming the political nature of academic work., “academic, scholarly, and discourse systems”, “innovation projects and think tank construction”, and “firming up political direction and academic orientation”. During the exchange and discussion process, the political direction was firm, the academic orientation was correct, and the arguments and viewpoints were fair. This training class symposium generally raised the level of ideological understanding of cadres and staff and achieved positive results.

培训期间，马研院全体干部职工分为四个小组就“5•17”重要讲话进行座谈，院领导班子成员分别参加了各小组的交流讨论，带头学原文、悟原理、谈认识。座谈会上，马研院全体干部职工都就学习习近平总书记在哲学社会科学工作座谈会上的重要讲话谈了自己的体会，与会同志联系思想认识和工作实际，围绕“姓党姓马姓共”、“学科学术话语体系”、“创新工程与智库建设”、“坚定政治方向与学术导向”等论点热烈讨论，交流讨论过程中政治方向坚定、学术导向正确、立论观点公允。本次培训班座谈，普遍提高了干部职工的思想认识水平，取得了积极成效。

At the study exchange conference, representatives from each research department spoke based on the symposium results and their research expertise. Comrade Zheng Yiming from the Department of Marxist Principles Research shared his experiences and reflections on several important issues in constructing a contemporary philosophy and social sciences system. Comrade Zhang Jianyun shared his thoughts on the fundamental spirit and contemporary value of traditional culture in studying General Secretary Xi Jinping’s thoughts on traditional culture. Comrade Jin Minqing from the Department of Research on Adapting Marxism to the Chinese Context believed that adhering to theoretical autonomy is an important prerequisite for constructing philosophy and social sciences with Chinese characteristics. Comrade Dai Lixing made an exchange speech on adhering to the people-centered research orientation. Comrade Liu Zhiming from the Department of Marxist Development Research shared several understandings from the perspective of General Secretary Xi Jinping’s thought on modernizing national governance. Comrade Zeng Xiankui shared his experiences from studying the important “5•17” speech from the perspective of building a socialist economy with Chinese characteristics. Comrade He Qin from the Department of International Communist Movement Research shared several thoughts and experiences from the perspective of strengthening and substantiating the Chinese philosophy and social sciences system. Comrade Kang Yanru demonstrated the necessity of firming up ideals and convictions and resisting erroneous ideological trends through the lesson of the collapse of the Soviet Communist Party. Comrade Chen Huiping from the Department of Foreign Marxist Studies shared her thoughts on how to strive to develop philosophy and social sciences. Comrade Shen Yang made an exchange speech on unswervingly continuing to uphold and develop Marxism. Comrade Li Jianguo from the Journal and Network Center expressed his views on confidence in the socialist political system with Chinese characteristics. Comrade Wang Zhongbao discussed how to innovate and develop Marxism from the perspectives of the relationship between “policy propaganda” and “theoretical research”, and between “core inheritance” and “extension development”.

学习交流大会上，各研究部代表根据座谈成果及研究专长分别发言。马克思主义原理研究部郑一明同志就构建当代哲学社会科学体系几个重要问题谈了自身的体会与思考，张建云同志就学习习近平总书记关于传统文化思想谈了传统文化的根本精神及当代价值；马克思主义中国化研究部金民卿同志认为坚持理论自主性是构建中国特色哲学社会科学的重要前提，戴立兴同志就坚持以人民为中心的研究导向进行交流发言；马克思主义发展研究部刘志明同志从习近平总书记国家治理现代化思想谈了几点认识，曾宪奎同志从建设中国特色社会主义经济的角度谈了学习“5•17”重要讲话的心得体会；国际共产主义运动研究部贺钦同志从做实做强中国哲学社会科学体系的角度谈了若干思考与体会，康晏如同志通过苏共亡党教训论证了了坚定理想信念，抵制错误思潮的必要性；国外马克思主义研究部陈慧平同志就如何努力发展哲学社会科学谈了自己的思考，沈阳同志就坚定不移地继续坚持和发展马克思主义进行交流发言；期刊网络中心李建国同志就中国特色社会主义政治制度自信发表了自己的看法，王中保同志从“政策宣传”与“理论研究”、“内核继承”与“外延发展”的关系谈了如何创新与发展马克思主义。

At the summary conference, Comrade Deng Chundong, Secretary of the Party Committee and President of the Academy, pointed out: This special training class was run very well. The members of the leadership team attached great importance to it, the responsibilities of the two committees [4]4 “Two committees” refers to the Party Committee and the Discipline Inspection Commission of the Academy. were fulfilled in place, all departments and offices were fully prepared, and the cadres and staff responded actively. It met the training requirements and achieved the expected results. During the training period, the speeches of representatives from each research department were well-prepared and the experiences were profound, reflecting that all cadres and staff of the Academy can grasp the essence of the important “5•17” speech and know how to use it to guide their own practice, demonstrating a high level of political literacy and theoretical level. At the same time, as a national-level professional institution for Marxist research and a bridgehead of the strong Marxist position, we must be soberly aware of our own responsibilities and missions. Study does not end with the conclusion of the training class. We should take the lead and be the vanguard in studying, implementing, and accelerating the construction of philosophy and social sciences with Chinese characteristics. In future work, we must further implement the spirit of the 18th National Congress of the CPC and the Third, Fourth, Fifth, and Sixth Plenary Sessions of the 18th Central Committee, continue to study the spirit of General Secretary Xi Jinping’s series of important speeches, especially the important “5•17” speech, actively carry out propaganda and interpretation, theoretical research, and scientific research tackling around the major theoretical and practical issues raised by General Secretary Xi Jinping’s new concepts, ideas, and strategies for governing the country, prepare ideologically, politically, and theoretically to welcome the 19th National Congress, prepare to propagate and interpret the 19th National Congress, further enhance political consciousness, consciousness of the overall situation, consciousness of the core, and consciousness of alignment [5]5 “Political consciousness, consciousness of the overall situation, consciousness of the core, and consciousness of alignment” is a standard formulation of the Four Consciousnesses (四个意识), a set of political requirements for CPC members., and adhere to the correct political direction and academic orientation. Promote theoretical innovation with a historical perspective, contemporary observation, and international vision, use the latest achievements in adapting Marxism to the Chinese context, promote great changes under the new situation, and contribute to the prosperity and development of philosophy and social sciences in our country.

总结大会上，党委书记、院长邓纯东同志指出：本次专题培训班办的很好，班子成员高度重视、两委责任履行到位、各部室处准备充分、干部职工积极响应，达到培训要求，取得了预期效果。培训期间，各研究部代表发言准备充分，体会深刻，体现出马研院全体干部职工能够把握好“5•17”重要讲话的精髓，并懂得用其指导自己的实践，显示出较高的政治素养和理论水平。同时，马研院作为马克思主义研究的国家级专业机构，作为马克思主义坚强阵地的桥头堡，我们要清醒的认识到自身的责任与使命，学习并不随着培训班的结束而结束，应当在学习贯彻落实座谈会精神，加快构建中国特色哲学社会科学中打排头阵、做排头兵。在今后的工作中，要进一步贯彻党的十八大和十八届三中、四中、五中、六中全会精神，继续学习习近平总书记系列重要讲话精神特别是“5•17”重要讲话精神，围绕习近平总书记治国理政新理念新思想新战略提出的一系列重大理论和实践问题，积极进行宣传阐释、理论研究、科研攻关，从思想上、政治上、理论上做好迎接十九大的准备，做好宣传阐释十九大的准备，进一步增强政治意识、大局意识、核心意识、看齐意识，坚持正确的政治方向和学术导向。用历史的眼光、时代的观照、国际的视野推进理论创新，运用马克思主义中国化的最新成果，推动新形势下的伟大变革，为繁荣发展我国哲学社会科学贡献力量。
