The Fifth “China Road Europe Forum” (Portugal Session) Opens in Lisbon on October 8

第五届“中国道路欧洲论坛”（葡萄牙会场）在里斯本召开

On October 8, the “2018 China Road Europe Forum (Portugal Session)” opened in Lisbon. This forum was jointly sponsored by the Institute of Marxism of the Chinese Academy of Social Sciences and the Central Committee of the Portuguese Communist Party, and co-organized by the Shandong Academy of Social Sciences. The theme of this forum was “China’s Plan for the New Era and European Development.” Deng Chundong, Secretary of the Party Committee and Director of the Institute of Marxism of the Chinese Academy of Social Sciences, and Pedro Guerreiro, Member of the Secretariat and Head of the International Department of the Central Committee of the Portuguese Communist Party, delivered speeches and concluding remarks. Jerónimo de Sousa, General Secretary of the Central Committee of the Portuguese Communist Party, and Ângelo Alves, Member of the Political Committee of the Central Committee of the Portuguese Communist Party, along with scholars and experts from 23 universities and research institutions across China, including the Chinese Academy of Social Sciences, the Center for Social Science Development of the Ministry of Education, Renmin University of China, Beijing Normal University, China University of Political Science and Law, the Shandong Academy of Social Sciences, East China University of Political Science and Law, Northeast Normal University, Inner Mongolia University of Finance and Economics, Dalian University of Technology, Jiangsu Normal University, and Guangxi University, participated in the conference. The discussions focused on the meaning and key tasks of socialism with Chinese characteristics entering a New Era, the advantages and insights of the “China Plan” in addressing global challenges, the spirit of the 19th National Congress of the CPC and China’s policy direction, and the opportunities and challenges of Sino-European economic and trade cooperation under the Belt and Road Initiative. Over one hundred scholars and experts from China and Portugal attended this forum.

10月8日，“2018中国道路欧洲论坛（葡萄牙会场）”在里斯本召开。此次论坛由中国社会科学院马克思主义研究院、葡萄牙共产党中央委员会共同主办，山东社会科学院协办。本届论坛的主题为“新时代的中国方案与欧洲发展”。中国社科院马克思主义研究院党委书记、院长邓纯东，葡萄牙共产党中央书记处成员、国际部部长佩德罗•盖莱罗致辞并总结，葡萄牙共产党中央总书记热罗尼莫•德索萨，葡萄牙共产党中央政治委员会委员安赫洛•艾维斯以及来自中国社会科学院、教育部高等学校社会科学发展研究中心、中国人民大学、北京师范大学、中国政法大学、山东社会科学院、华东政法大学、东北师范大学、内蒙古财经大学、大连理工大学、江苏师范大学、广西大学等全国23所高校和科研院所的学者专家参加会议，重点研讨了中国特色社会主义进入新时代的含义与重要任务、“中国方案”应对全球挑战的优势和启示、十九大精神与中国的政策走向以及“一带一路”倡议下的中国经贸合作的机遇与挑战等议题。中葡两国一百多位专家学者出席了本届论坛。

The China Road Europe Forum Opens

Comrade Deng Chundong congratulated the Portuguese Communist Party on its contributions and achievements in the cause of socialism and in the development and progress of Portugal and Europe, and expressed gratitude for its understanding and support for the cause of socialism with Chinese characteristics and the Chinese people. He hoped that through the equal exchange at this forum, consensus could be reached and positive results achieved in the following three areas: first, friendly exchanges on the self-building and development conditions of the two parties, the CPC and the Portuguese Communist Party, especially the good practices and experiences formed by both parties in dealing with complex situations; second, in-depth exchanges on the domestic economic and political conditions of the two countries, helping both sides gain a deeper understanding of each other’s actual domestic situations and the real feelings of their peoples; third, in-depth exchanges on the current complex and volatile international economic and political situation, exploring major events that have a global impact and predicting their effects and implications for the future development of China and Europe.

邓纯东同志对葡萄牙共产党为社会主义事业、为葡萄牙及欧洲的发展进步做出的贡献和取得的成就表示祝贺，对给予中国特色社会主义事业和中国人民的理解与支持表示感谢，并希望通过本次论坛的平等交流，在以下三个方面达成共识、取得积极成果：一是就中国共产党和葡萄牙共产党两党之间的自身建设和发展状况做友好交流，特别是两党应对复杂情况形成的好做法好经验；二是就两国国内经济政治情况做深入交流，帮助中葡双方彼此深入了解对方国内的真实情况和人民的真实感受；三是就当前复杂多变的国际经济政治形势做深入交流，探讨对全球产生影响的重大事件，预判这些事件将会对中欧的未来发展产生的影响和作用。

Ms. Han Xiaoyan, Counselor of the Chinese Embassy in Portugal, delivered a speech on behalf of Cai Run, Chinese Ambassador to Portugal. She pointed out that the current relationship between China and Portugal is at its best in history, with frequent high-level exchanges between the two countries, increasing exchanges between their political parties, continuously strengthened political mutual trust, and comprehensive practical cooperation in various fields. She fully affirmed the positive contributions of the “China Road Europe Forum” over the past five years in strengthening Sino-European academic exchanges, presenting a true, multi-dimensional, and comprehensive China to European countries, and promoting friendship and cooperation between both sides. She expressed confidence that inter-party exchanges and academic exchanges between China and Portugal would continue to expand people-to-people and cultural exchanges between the two countries, enhance mutual understanding between their peoples, and push bilateral relations and Sino-Portuguese practical cooperation to new heights.

Comrade Pedro Guerreiro believes that China’s achievements since reform and opening up have been astonishing, and its role and weight in the world are very significant. The great new goal of building a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful by the New Era is admirable. Currently, due to the structural instability of capitalism, new crises have emerged internationally. Imperialism, led by the United States, is launching attacks in various fields, constantly threatening the sovereignty and independence of some countries, causing global instability and threatening world peace. At the same time, China maintains a diversified strategy in international relations, strictly acting in accordance with UN and international law norms. The success of the China road has had a positive impact on the working people of the world. Therefore, the Portuguese Communist Party firmly supports the struggle of the CPC and takes it as a model, uniting communist parties and peoples of various countries to confront capitalism and make due contributions to lifting the serious aggressive threat capitalism poses to the world’s people.

佩德罗•盖莱罗同志认为，改革开放以来中国取得的成就惊人，在世界上扮演的角色和占据的分量非常重要，新时代建成富强民主文明和谐美丽的社会主义现代化强国的伟大新目标令人钦佩。当前，由于资本主义结构上的不稳定性，国际上出现了新的危机，以美国为首的帝国主义发动各个领域的进攻，不断威胁一些国家的主权和独立，造成了全球的不稳定、威胁着全球的和平。与此同时，中国在国际关系中保持多元性策略，严格按照联合国和国际法准则行事，中国道路的成功更是对全世界劳动人民产生了积极的影响。因此，葡萄牙共产党坚决支持中国共产党进行的奋斗并以此为榜样，团结各国共产党和人民来对抗资本主义，为解除资本主义对世界人民构成的严重侵略性威胁做出应有的贡献。

Comrade Jerónimo de Sousa provided a detailed introduction to the current international and domestic situation and basic conditions facing Portugal, and reviewed a series of major revolutionary historical activities carried out by the Portuguese Communist Party to overthrow the dictatorship and fight for the freedom and well-being of the people. He pointed out that the struggle and activities of the Portuguese Communist Party still hold significant value today and have a profound impact on Portugal’s current economic and social development. He believes that the Portuguese Communist Party has a very important historical experience: whenever the role of the working people is ignored, socialism encounters setbacks and failures; whenever communist faith is firmly upheld and rooted in the working people, socialism continuously achieves successes and victories. He further expressed the hope that the two parties, especially their theoretical circles, would strengthen ties and cooperation to work together for the cause of building socialism.

热罗尼莫•德索萨同志详细介绍了葡萄牙现在面临的国际国内局势和基本情况，并回顾了葡萄牙共产党为推翻独裁政权和争取人民自由幸福进行的一系列重大革命历史活动。他指出葡萄牙共产党的奋斗和活动迄今仍具有重要价值，对当今葡萄牙经济社会发展产生深刻影响。他认为葡萄牙共产党有一个非常重要的历史经验，就是什么时候忽略劳动人民的作用，社会主义就会遭遇挫折和失败，什么时候坚定共产主义信仰，植根于劳动人民，社会主义就会不断取得成就和胜利。他进一步表示，希望两党尤其是理论界加强联系合作，为建设社会主义事业共同努力。
