December 22: Party Secretary and Dean Jiang Hui Attends the 2018 World Socialist Situation and the Expert Review Report Meeting on the Annual Report on International Communist Movement (2018)

On December 22, 2018, the “2018 World Socialist Situation and the Expert Review Report Meeting on the Annual Report on International Communist Movement (2018)”, hosted by the International Communist Movement Research Department of the Institute of Marxism of the Chinese Academy of Social Sciences, was held in Meeting Room 1011 of the Institute of Marxism. Jiang Hui, Researcher and Dean of the Institute of Marxism of the Chinese Academy of Social Sciences, and concurrently Party Secretary, attended and delivered a speech. Chai Shangjin, Researcher from the Research Office of the International Department of the Central Committee of the CPC; Hu Zhenliang, Professor from the Department of Scientific Socialism of the Party School of the Central Committee of the CPC; Xuan Chuanshu, Researcher and Director of the Center for the Study of Foreign Socialism of the Shanghai Academy of Social Sciences; Cui Guitian, Professor and Director of the Institute of Contemporary World Socialism of Shandong University; Guo Chunsheng, Professor and Deputy Director of the Institute of World Socialism of Renmin University of China; Lin Deshan, Professor from the School of Political Science and Public Administration of China University of Political Science and Law; Yu Shaohua, Researcher from the China Institute of International Studies; and Zhu Debin, President of the Social Sciences Academic Press branch, attended the meeting and delivered reports. The meeting was chaired by Pan Jin’e, Researcher and Head of the International Communist Movement Research Department. Members of the writing group for the Annual Report on International Communist Movement (2018) and relevant experts, totaling over 40 people, participated in the discussion.

2018年12月22日，由中国社会科学院马克思主义研究院国际共产主义运动研究部主办的“2018年世界社会主义形势暨《国际共运发展报告（2018）》专家审议报告会”在马研院1011会议室举行。中国社会科学院马克思主义研究院党委书记、院长姜辉研究员出席并致辞。中共中央对外联络部研究室柴尚金研究员、中共中央党校科社部胡振良教授、上海社会科学院国外社会主义研究中心主任轩传树研究员、山东大学当代世界社会主义研究所所长崔桂田教授、中国人民大学世界社会主义研究所副所长郭春生教授、中国政法大学政治与公共管理学院林德山教授、中国国际问题研究院虞少华研究员，社会科学文献出版社分社社长祝德彬出席会议并做报告。会议由国际共运研究部负责人潘金娥研究员主持，《国际共运发展报告（2018）》撰写组成员和相关专家共计40余人参加了讨论。

In his speech, Dean Jiang Hui first affirmed the significance of writing the Annual Report on International Communist Movement (2018). What distinguishes the Annual Report on International Communist Movement from other current annual reports in this discipline is that it closely tracks the development situation of the international communist movement and world socialism each year, as well as disciplinary progress, and conducts a comprehensive assessment of them, forecasting development trends for the following year. This report takes the International Communist Movement Research Department of the Institute of Marxism of the Chinese Academy of Social Sciences as its main platform. With the strong support of domestic peer experts, it invites domestic and international peers to participate in an open manner, striving to make it a high-quality brand achievement in the field of the international communist movement discipline.

姜辉院长在致辞中首先肯定了撰写《国际共运发展报告（2018）》的重要意义。《国际共运发展报告》与其他目前本学科年度报告不同之处，在于紧密跟踪每年国际共运和世界社会主义的发展形势以及学科进展，并对其进行综合评估、预测下一年的发展走向。本报告以中国社科院马克思主义研究院国际共运研究部作为主平台，在国内同行专家的大力支持下，以开放的方式邀请国内外同行参与，力争做成国际共运学科领域高质量的品牌成果。

他强调，当前对于国际共产主义运动、世界社会主义运动的研究，党中央还是十分重视的。习近平总书记在一系列讲话中都提到世界社会主义。目前国际共运和世界社会主义运动研究主要还是研究中国特色社会主义在世界社会主义中的地位和作用。此外，世界范围内的共产主义和马克思主义的发展作为一种资源对于中国特色社会主义有什么借鉴意义也是值得研究的。目前有一些现实问题需要研究，例如：1.整个世界社会主义发展如何划分？各阶段有什么特征？当前的世界社会主义处于什么阶段？2.当前中国特色社会主义发展对于国际共运和世界社会主义运动贡献很大，但是与资本主义对比，中国特色社会主义的作用发展到什么程度？3.中国特色社会主义开辟了世界社会主义运动发展的新阶段，其特征是什么？是不是能够引领时代发展？都值得关注和研究。

In the first phase of the meeting, experts conducted discussions on the "2018 World Socialist Development Trends and Characteristics." Researcher Chai Shangjin introduced the development trends of the international communist movement in 2018 from seven aspects; Professor Hu Zhenliang affirmed the necessity and importance of writing the annual report on the development of the international communist movement, expressed agreement with the basic framework, content, and openness of the compilation process of the development report, and also put forward his own judgments on the development trends of the international communist movement in 2018, covering the relationship between socialism with Chinese characteristics and world socialism, as well as the historical context of changes unseen in a century in which both are situated; Researcher Xuan Chuanshu offered three suggestions for the writing of the main report of the Annual Report on Development of International Communist Movement (2018), and presented his own views on three issues worthy of attention in the development trends of the international communist movement in 2018. Professor Cui Guitian elaborated on the overall development trends of the international communist movement in 2018 and the new characteristics of the world socialist movement; Professor Guo Chunsheng focused his remarks on analyzing the relationships among the international communist movement, the socialist movement, and the democratic socialist movement; Professor Lin Deshan mainly expounded on the concept and origins of the European radical left and the new characteristics of the European radical left movement; Researcher Yu Shaohua primarily summarized the new developments and causes in North Korea in 2018, and made judgments on North Korea's future development trends.

在会议的第一阶段，专家们分别就“2018年世界社会主义发展态势与特征”进行了研讨。柴尚金研究员从七个方面介绍了2018年国际共运的发展态势；胡振良教授肯定国际共运发展报告写作的必要性和重要性，对于发展报告的基本框架、内容以及编写过程的开放性也表示认同，还就2018年国际共产主义运动发展态势提出了自己的判断，内容涉及中国特色社会主义同世界社会主义的关系，以及二者所处的百年未遇的大变局时代背景；轩传树研究员对《国际共运发展报告》（2018）的主报告撰写提出了三点建议，并且对2018年国际共运发展态势中值得关注的三个问题提出了自己的见解。崔桂田教授从总体上阐述了2018年国际共运发展态势以及世界社会主义运动的新特征；郭春生教授在发言中着重就国际共产主义运动、社会主义运动、民主社会主义运动的关系进行了辨析；林德山教授重点就欧洲激进左翼的概念、由来及欧洲激进左翼运动的新特征进行了阐发；虞少华研究员主要就2018年朝鲜发展新态势、原因进行了概括，并且对朝鲜未来发展趋势进行了研判。

Subsequently, President Zhu Debin, on behalf of the publishing house, provided explanations on the outline drafting, writing requirements, and formatting of the Annual Report on Development of International Communist Movement (2018). The authors of the sub-reports reported to the experts and listened to the experts' opinions and suggestions on revising the reports. During the meeting, Researcher Jiang Hui presented letters of appointment to the expert committee members in attendance.

随后，祝得彬社长代表出版社对《国际共运发展报告（2018）》提纲拟定及撰写要求、体例等作了说明。分报告作者分别向专家们作了汇报，听取了专家们对报告修改的意见和建议。会议期间，姜辉研究员向出席会议的受聘专家委员会委员颁发了聘书。

With the convening of this meeting, experts provided authoritative interpretations of the development trends of the international communist movement in 2018 and offered constructive suggestions for revising the main report and sub-reports of the Annual Report on Development of International Communist Movement (2018).

本次会议的召开，专家们对2018年国际共运发展态势作出了权威解读，对于《国际共运发展报告（2018）》总报告和分报告的修改提出了建设性意见建议。

The research group will revise and improve the draft report based on absorbing the experts' opinions. It is reported that the Annual Report on Development of International Communist Movement (2018), as the first volume of the Yellow Book on International Communist Movement, will be published by Social Sciences Academic Press in March 2019.

课题组将在吸收专家意见的基础上，对报告初稿进行修改和完善。据悉，《国际共运发展报告（2018）》作为第一册国际共运黄皮书，将于2019年3月由社科文献出版社出版。
