On January 23, the Academy of Marxism Held Its 2019 Annual Work Conference

On January 23, the Academy of Marxism of the Chinese Academy of Social Sciences held its 2019 annual work conference. Jiang Hui, member of the Party Leadership Group of the Chinese Academy of Social Sciences and concurrently Secretary of the Party Committee and President of the Academy of Marxism, Jia Chaoning, Secretary of the Discipline Inspection Commission and Vice President of the Academy of Marxism, and Jin Minqing, Vice President of the Academy of Marxism, attended the meeting. All cadres and staff of the Academy of Marxism participated in the meeting.

1月23日，中国社会科学院马克思主义研究院召开2019年度工作会议。中国社会科学院党组成员兼马研院党委书记、院长姜辉，马研院纪委书记、副院长贾朝宁，副院长金民卿出席会议。马克思主义研究院全体干部职工参加会议。

The meeting conveyed the spirit of the Chinese Academy of Social Sciences 2019 Annual Work Conference and the Conference on Comprehensive and Strict Governance of the Party and Strengthening Party Building. Comrade Jiang Hui comprehensively, accurately, and thoroughly conveyed the report of Xie Fuzhan, President and Secretary of the Party Leadership Group of the Chinese Academy of Social Sciences. Comrade Xie Fuzhan’s report, titled “Shouldering the Lofty Mission of the New Era,” comprehensively reviewed the main work of the Chinese Academy of Social Sciences in 2018 from eight aspects: the continuous deepening of the study, research, and interpretation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; the continuous consolidation of the Party’s ideological positions; major progress in the establishment of the Chinese Academy of History; new achievements in the innovation project promoting the construction of the “three systems” [1]1 The “three systems” (三大体系) refer to the disciplinary system, academic system, and discourse system of philosophy and social sciences with Chinese characteristics.; new breakthroughs in think tank construction; new levels reached in talent team building; new progress in international academic exchange and cooperation; new steps forward in management service guarantees; and new achievements in comprehensive and strict governance of the Party and Party building. The report comprehensively deployed key work for 2019. Comrade Xie Fuzhan emphasized the need for greater achievements in eight areas: building a strong Marxist position; accelerating the construction of the “three systems”; building a national high-end think tank; building a national team for Chinese historical research; implementing talent projects; enhancing the international influence of China’s philosophy and social sciences; improving management service guarantee capabilities; and Party building. Comrade Jiang Hui also conveyed the spirit of Comrade Wang Jingqing’s speech at the closing ceremony of the Chinese Academy of Social Sciences 2019 Annual Work Conference.

会议传达了中国社会科学院2019年度工作会议暨全面从严治党加强党的建设工作会议精神。姜辉同志就中国社会科学院院长、党组书记谢伏瞻的报告进行了全面、准确和详实的传达。谢伏瞻同志“肩负起新时代的崇高使命”的报告从学习研究阐释习近平新时代中国特色社会主义思想不断深入、党的意识形态阵地不断巩固、组建中国历史研究院取得重大进展、创新工程推动“三大体制”建设取得新硕果、智库建设实现新突破、人才队伍建设达到新水平、国际学术交流合作取得新进展、管理服务保障迈向新台阶、全面从严治党和党的建设取得新成就等八个方面全面回顾了中国社会科学院2018年的主要工作。报告就2019年重点工作进行了全面部署，谢伏瞻同志强调要在马克思主义阵地建设、加快构建“三大体系”、建设国家高端智库、建设中国历史研究国家队、实施人才工程、增强我国哲学社会国际影响力、提升管理服务保障能力、党的建设等八个方面有更大作为。姜辉同志同时传达了王京清同志在中国社会科学院2019年度工作会议闭幕式上的讲话精神。

Comrade Jin Minqing conveyed the spirit of the report by Comrade Wang Jingqing, Vice President and Deputy Secretary of the Party Leadership Group, titled “Adhere to the Guidance of Political Party Building and Deeply Advance Comprehensive and Strict Governance of the Party.” Comrade Wang Jingqing’s report systematically reviewed the work of the Chinese Academy of Social Sciences on comprehensive and strict governance of the Party and strengthening Party building, and proposed the work ideas and main tasks for the Academy’s comprehensive and strict governance of the Party and strengthening Party building in 2019. Comrade Jia Chaoning conveyed the spirit of the report by Comrade Yang Xiaoshan, Head of the Discipline Inspection and Supervision Group stationed at the Academy and member of the Party Leadership Group, titled “Seriously Study and Implement the Spirit of the Third Plenary Session of the 19th Central Commission for Discipline Inspection, and Solidly Advance the Discipline Inspection and Supervision Work of the Chinese Academy of Social Sciences.” Comrade Yang Xiaoshan’s report deeply analyzed the new situation of comprehensive and strict governance of the Party since the 19th National Congress of the CPC, and put forward specific requirements for accurately grasping the new strategy of the Party Central Committee for comprehensive and strict governance of the Party. Comrade Jia Chaoning also conveyed the relevant regulations on discipline and supervision work before the holiday.

金民卿同志传达副院长、党组副书记王京清同志“坚持以党的政治建设为统领深入推进全面从严治党”报告精神。王京清同志的报告就中国社科院全面从严治党、加强党的建设工作进行了系统回顾，提出了2019年社科院全面从严治党、加强党的建设的工作思路和主要工作。贾朝宁同志传达驻院纪检监察组长、党组成员杨笑山同志作的题为“认真学习贯彻十九届中央纪委三次全会精神扎实推进中国社科院纪检监察工作”的报告。杨笑山同志的报告深刻分析了党的十九大以来全面从严治党的新形势，就准确把握党中央全面从严治党的新战略提出了具体要求。贾朝宁同志同时传达了节前纪律监察工作的相关规定。

Comrade Jiang Hui put forward specific requirements for conveying and implementing the spirit of the Academy’s annual work conference: First, implement the spirit of the Academy’s annual work conference and the work deployment of the Party Leadership Group, do a good job in adjusting and revising the 2019 work priorities of the Academy of Marxism, and ensure deployment. Second, clarify the roadmap, timeline, and responsible persons, and ensure implementation. Comrade Jiang Hui emphasized the need to focus on six aspects of work: First, achieve new accomplishments in building a strong Marxist position and ideological work. Second, take new measures to create an upgraded version of the innovation project, build high-quality projects, cultivate top-tier talent, and produce high-level results. Third, gain a clear understanding of the baseline, do a good job in discipline adjustment and layout, and achieve new effectiveness. Fourth, strengthen research on major topics, strengthen basic and innovative topic research, and achieve new breakthroughs. Fifth, establish rules and regulations, improve institutional construction, and achieve new progress. Sixth, do a good job in building the leadership team and cadre team, and form a united, upwardly striving, positive, and upright Academy of Marxism.

姜辉同志就传达、落实社科院年度工作会议精神提出了具体要求：一是贯彻落实社科院年度工作会议精神和党组工作部署，做好马克思主义研究院2019年工作要点的调整和修订工作，抓好部署。二是明确路线图、时间点、责任人，抓好落实。姜辉同志强调要重点做好六方面的工作：一是建设马克思主义坚强阵地和意识形态工作方面要有新作为。二是打造创新工程升级版、建设精品项目、培养拔尖人才、出高水平成果要有新举措。三是要摸清底数、抓好学科调整和布局工作要有新成效。四是加强重大课题研究，加强基础性、创新性课题研究要有新突破。五是建章立制，完善制度建设要有新进展。六是要抓好领导班子和干部队伍建设，形成团结向上积极进取、风清气正的马克思主义研究院。
