July 18: Launch of the *Report on the Development of the International Communist Movement (2019–2020)* and Symposium on the Situation of the International Communist Movement in 2020

On the morning of July 18, 2020, the launch of the new book *Report on the Development of the International Communist Movement (2019–2020)* and the “Symposium on the Situation of the International Communist Movement in 2020,” co-hosted by the Academy of Marxism of the Chinese Academy of Social Sciences and the Social Sciences Academic Press, were convened in the form of an online video conference. Jiang Hui, a member of the Leading Party Members Group of the Chinese Academy of Social Sciences, Director of the Institute of Contemporary China Studies, Dean of the Academy of Marxism, and Editor-in-Chief of the Yellow Book on the International Communist Movement, delivered a speech at the meeting. Yang Qun, Editor-in-Chief of the Social Sciences Academic Press, released information on the new book on behalf of the publisher. The meeting was chaired by Xin Xiangyang, Deputy Dean of the Academy of Marxism of the Chinese Academy of Social Sciences.

Jiang Hui pointed out that the theme of this Yellow Book report is the international communist movement amid changes unseen in a century in the world, possessing a strong contemporary and practical character. Amid the great changes, the international communist movement is also in the process of forming a new pattern. In 2019, communist parties around the world held various activities to commemorate the 100th anniversary of the founding of the Communist International, summarizing its historical experiences and lessons, and exploring the possibility of international unity in the New Era. China solemnly commemorated the 100th anniversary of the outbreak of the May Fourth Movement and the 70th anniversary of the founding of New China, reviewing the historical process of the Communist Party of China from arduous struggle to brilliance, summarizing achievements and experiences, inspiring the Chinese nation to continue striving to realize the Chinese Dream of the great rejuvenation of the Chinese nation, and contributing to the development of the world socialist movement. In the West, commemorative activities were held for the 30th anniversary of the fall of the Berlin Wall, but an invisible curtain has appeared between the “old and new Europe.” The four socialist countries abroad continued to advance reforms, amend constitutions, establish rules and regulations, and lay out new development blueprints. The performance of non-ruling communist parties in various countries is complex and diverse, with differentiation occurring. Against the backdrop of the world facing changes unseen in a century, building a community with a shared future for mankind has become a wise choice for the harmonious coexistence of the two systems in the New Era. Many of the above contents are reflected in the 2019–2020 Yellow Book on the International Communist Movement.

姜辉指出,这本黄皮书报告的主题是世界百年未有之大变局中的国际共运，具有较强的时代性和现实性。在大变局中，国际共产主义运动也处于新格局形成过程中。2019年，世界各地的共产党为纪念共产国际成立100年举行了形式多样的活动，总结其历史经验与教训，探讨新时代国际联合的可能。我国隆重纪念五四运动爆发100年和新中国成立70年，回顾中国共产党从筚路蓝缕走向辉煌的历史进程，总结成就与经验，激励中华民族继续努力实现中华民族伟大复兴的中国梦，为世界社会主义运动的发展做出贡献。在西方，举行了柏林墙倒塌30年的纪念活动，但“新旧欧洲”之间出现了一道无形的幕墙。国外四个社会主义国家继续推进改革，修改宪法、建章立制，布局新的发展蓝图。非执政的各国共产党的表现复杂多样，出现分化。在当今世界正面临百年未有之大变局背景下，构建人类命运共同体成为新时代两制关系和谐共处的明智选择。上述诸多内容，都体现在2019-2020年国际共运黄皮书中。

The year 2020 is an extremely extraordinary year for the world. At the beginning of the new year, against the backdrop of an unprecedented COVID-19 pandemic sweeping the globe, the differences between socialist and capitalist countries in epidemic control and medical systems have become prominent, with clear advantages and disadvantages. Socialist countries such as China have performed outstandingly in controlling the epidemic and have proactively provided substantial medical supplies and humanitarian aid, fully demonstrating the superiority of the socialist system.

2020年对世界来说是极不平凡的一年。新年伊始，在一场前所未有的新冠状病毒肺炎疫情席卷全球的背景下，社会主义国家和资本主义国家在疫情管控和医疗制度方面的差异凸显、优劣分明，中国等社会主义国家在管控疫情方面表现杰出，并主动提供大量医疗支援和人道主义援助，充分彰显了社会主义制度的优越性。

At the same time, in the United States and other Western countries, not only has the epidemic been rampant, but various social resistance movements have also occurred frequently. Communist parties around the world have criticized the capitalist system, sparking increasing longing for world socialism among more people, and various socialist left-wing currents have also gained more attention. As the COVID-19 pandemic spread globally, the contemporary value of the concept of a community with a shared future for mankind was fully demonstrated.

与此同时，在美国和其他西方国家，不断疫情泛滥，而且各种社会抵抗运动频发，世界各国共产党对资本主义制度进行了批判，引发了越来越多的人对世界社会主义的向往，各种社会主义左翼思潮也得到了更多的关注。新冠肺炎疫情在全球蔓延之际，人类命运共同体理念的时代价值充分彰显。

History and reality once again prove that the fates of countries around the world are already closely linked. Against this backdrop, how should we understand the new situation of the world pattern and the struggle between the two systems? How should we look forward to the new pattern of global anti-epidemic efforts and the development of world socialism? What new situations and characteristics do the world’s communist parties exhibit under the epidemic? What is the superiority of the socialist system demonstrated in the control of the COVID-19 pandemic? What are the advantages of China’s system demonstrated in the nationwide anti-epidemic efforts? These issues are all worthy of in-depth reflection and research.

历史和现实再次证明，世界各国的命运已经紧密联结在一起。在这样的背景下，如何认识世界格局与两制斗争新态势？如何展望全球抗疫与世界社会主义发展新格局？疫情背景下的世界共产党呈现出什么新态势新特点？新冠疫情管控中彰显的社会主义制度优越性是什么？举国抗疫彰显的中国制度优势是什么？这些问题都值得深入思考和研究。

The year 2020 is a milestone year for China. China will complete the building of a moderately prosperous society in all respects, win the battle against poverty, and achieve the first centenary goal. At present, China has achieved positive results in advancing epidemic prevention and control and economic and social development. The goals of securing a decisive victory in building a moderately prosperous society in all respects and winning the battle against poverty will both be achieved on schedule, once again demonstrating the significant advantages of the leadership of the Communist Party of China and the system of socialism with Chinese characteristics. What important contributions and significance do these major practical achievements have for Marxism and world socialism, and for human development and progress? These issues, among others, are also worthy of our in-depth reflection and research.

2020年对中国来说是具有里程碑意义的一年。中国将全面建成小康社会，完成脱贫攻坚战，实现第一个百年奋斗目标之年。目前，我国推进疫情防控和经济社会发展工作取得积极成效，决胜全面建成小康社会，决战脱贫攻坚，目标都将如期实现，这再次彰显了中国共产党领导和中国特色社会主义制度的显著优势。这些重大实践成果，对马克思主义和世界社会主义，对人类发展进步有什么重要贡献和重大意义？等等，这些问题也值得我们去深入思考和研究。

The year 2020 is also a year of important commemorative significance in the history of the international communist movement. 2020 marks the 200th anniversary of the birth of Engels and the 150th anniversary of the birth of Lenin. It is expected that communist parties in various countries and socialist states will hold commemorative activities. We must closely follow and track research on these matters.

2020是也具国际共产主义运动历史上具有重要纪念意义的一年。2020年是恩格斯诞辰200周年、列宁诞辰150周年，预计，各国共产党和社会主义国家将举行纪念活动。我们要密切关注和跟踪研究。

In 2020, we must deeply study the cutting-edge major issues of new changes and new characteristics in the international communist movement. As Lenin pointed out, changes in the situation, “extremely violent shocks, naturally and inevitably produce a ‘revaluation of all values,’ a renewed study of fundamental problems, a renewed attention to theory.” A series of major events: landmark, historical transformations (30 years) 1991, 2001, 2008, 2016, 2020. Experiencing these turning-point landmark changes has had a huge and profound impact on both capitalism and socialism. We must seize historical opportunities and attach importance to the research and innovation of major theoretical issues.

2020年，我们要深入研究国际共产主义运动新变化新特点的前沿性重大问题。正如列宁指出的，形势变化“极其剧烈的震动，这就自然而然地、不可避免地要产生‘重新估计一切价值’，重新研究各种基本问题，重新注意理论”。一系列重大事件：标志性，历史性变革（30年）1991，2001，2008，2016，2020，经历这些转折性标志性变化，对资本主义和社会主义都发生了巨大深刻影响。我们要抓住历史机遇，重视重大理论问题的研究和创新。

The 2020 Yellow Book report will focus on many major theoretical and practical issues of the international communist movement and world socialism in the 21st century. Based on the overall strategy of the great rejuvenation of the Chinese nation and the changes unseen in a century in the world, it will study and analyze overall, forward-looking, and strategic major issues. General Secretary Xi Jinping pointed out that socialism has gone through a process from utopian socialism to scientific socialism, from theory to practice, and from one country to many countries. So what is the current situation? This is well worth in-depth study. He also stated that China is the largest socialist country in the world. When China becomes a great modern socialist country and becomes the first country in the world to successfully build a modernized powerful country not by taking the capitalist road but by taking the socialist road, the great social revolution led by the Communist Party of China and the Chinese people will more fully demonstrate its historical significance. These are all major issues that require our hard work and concentrated efforts to study in depth. Also, under the general trend of “the East rising and the West declining” in the world, how can we promote “socialism rising and capitalism declining”? How should we understand the current criteria and main factors for judging the high or low tide of world socialism? I will not list them all here. The above content will be discussed as theoretical and hot issues in the International Communist Movement Yellow Book to be published in 2021.

2020年的黄皮书报告，要聚焦21世纪国际共运和世界社会主义的许多重大理论和现实问题。立足中华民族伟大复兴战略全局与世界百年未有之大变局下，研究分析全局性、前瞻性、战略性重大问题。习近平总书记指出，社会主义从空想到科学、从理论到实践、从一国到多国的历程，那么现在是个什么状况呢？很值得深入研究。他还讲，我国是世界上最大的社会主义国家，当我国建成社会主义现代化强国、成为世界上第一个不是走资本主义道路而是走社会主义道路成功建成现代化强国时，中国共产党领导中国人民进行的伟大社会革命将更加充分地展示其历史意义。这些，都是需要我们下功夫和集中精力深入研究的重大问题。还有，世界“东升西降”大趋势下，如何推动“社升资降”？如何认识当前判断世界社会主义高潮低潮状况的标准和主要因素？等等，我这里就不再一一列举。上述内容，将作为2021年出版的国际共运黄皮书的理论和热点问题进行研讨。

Compared with similar books in the discipline of the international communist movement, the International Communist Movement Yellow Book possesses authority, originality, professionalism, and cutting-edge nature, with distinct characteristics and prominent focus. The Yellow Book is “special” in that it examines major events and major issues in the evolution of the world pattern from a Marxist perspective; it is “focused” on reality, studying major theoretical and practical issues of socialism with Chinese characteristics in the New Era; and it is “aspirational” in looking to the future, summarizing the laws of development and development trends of the world socialist movement in the early 21st century on the basis of in-depth research on the new situations and new characteristics of the world socialist movement, and scientifically analyzing and judging new patterns and new directions.

The second volume of the International Communist Movement Yellow Book, i.e., the *Report on the Development of the International Communist Movement (2019–2020)*, was officially published in June of this year and has received recognition and praise from peers in the field. This is one of the serial outcomes of the Chinese Academy of Social Sciences Innovation Project Category A project “Research on New Developments in Contemporary World Socialist Thought and Movements (2018–2022),” led by Researcher Pan Jin’e of the Department of International Communist Movement Studies at the Institute of Marxism of the Chinese Academy of Social Sciences. The project team plans to publish the *Report on the Development of the International Communist Movement* annually in the future and aims to build it into a flagship achievement in the discipline of international communist movement studies. Currently, the Yellow Book has attracted attention from some foreign communist parties and experts. The New Zealand Communist Party has promoted the book on its homepage and published its English abstract, and other communist parties are following suit. The project team hopes to publish an English edition in the future, enabling communist parties and experts and scholars around the world to understand the international communist movement from the perspective of Chinese experts and scholars, and thereby to understand socialism with Chinese characteristics and to understand China.

第二册国际共运黄皮书即《国际共产主义运动发展报告》（2019-2020）已于今年6月正式出版，得到了业界同行的肯定和好评。这是中国社科院马研院国际共运研究部潘金娥研究员主持的中国社科院创新工程A类项目“当代世界社会主义思潮与运动新进展研究”(2018—2022)的系列成果之一。课题组计划今后每年出版《国际共产主义运动发展报告》,并致力于打造成为国际共运研究学科领域的品牌成果。目前，黄皮书已得到国外一些共产党和专家的关注，新西兰新共产党在其主页上推介了本书并刊发了本书的英文摘要，其他一些共产党也在陆续跟进。课题组希望今后能出版英文版，让世界各国共产党和专家学者能够通过这本书了解中国专家学者视野中的国际共产主义运动，进而了解中国特色社会主义、了解中国。
