On 3 February, the Academy of Marxism Conveys and Studies the Spirit of the Chinese Academy of Social Sciences 2021 Annual Work Conference

On 3 February 2021, the Academy of Marxism held a plenary meeting to convey the spirit of the Chinese Academy of Social Sciences 2021 Annual Work Conference. Xin Xiangyang, Secretary of the Party Committee of the Academy of Marxism, attended and chaired the meeting. Vice-Presidents Gong Yun and Lin Jianhua attended the meeting. Heads and deputy heads of each research department, research office, editorial office, and each functional department participated in the meeting at the main venue; other personnel watched the live broadcast via video.

Xin Xiangyang conveyed the main content of the work report delivered by Xie Fuzhan, President and Party Secretary of the Chinese Academy of Social Sciences, at the CASS 2021 Annual Work Conference. The report pointed out that in 2020, CASS’s study, research, and elaboration of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era continued to deepen; it resolutely implemented the spirit of General Secretary Xi Jinping’s important speeches and directives and the decisions and deployments of the Party Central Committee; it strengthened the “top-leader project” [1]1 “Top-leader project” (一把手工程) refers to a work initiative where the primary leader of an organization assumes direct responsibility and oversight, emphasizing top-down accountability. for Marxist position-building and ideological work; substantive progress was made in the construction of the “three systems” [2]2 “Three systems” (三大体系) refers to the disciplinary system, academic system, and discourse system of philosophy and social sciences with Chinese characteristics.; the construction of the national high-end think tank yielded abundant results; and major achievements were made in work related to epidemic prevention and control. The report outlined development goals for the 14th Five-Year Plan, emphasizing that CASS should be built into a national team for philosophical and social science research that is “top in China and first-class internationally.” The report deployed key work for 2021: first, focus on improving political judgment, deeply study, research, and elaborate Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and consolidate the strong position of Marxism and the Party’s ideology; second, focus on improving political comprehension, deeply study major theoretical and practical issues in the new era and new development stage; third, focus on improving political execution, accelerate the construction of the “three systems,” strengthen the construction of the national high-end think tank, center on the “two overall situations” [3]3 “Two overall situations” (两个大局) refers to the overall situation of the great rejuvenation of the Chinese nation and the overall situation of changes unseen in a century., focus on hot issues such as the centenary of the founding of the Party to produce high-quality research results, and ensure the application-oriented transformation of research outcomes.

辛向阳传达了中国社会科学院院长、党组书记谢伏瞻在中国社科院2021年度工作会议上所做的工作报告的主要内容。报告指出，2020年，中国社科院学习研究阐述习近平新时代中国特色社会主义思想持续深入，坚决贯彻落实习近平总书记重要讲话指示精神和党中央决策部署，强化了马克思主义阵地建设和意识形态工作“一把手”工程，“三大体系”建设取得实质性进展，国家高端智库建设成果丰硕，疫情防控相关工作取得重大成果。报告规划了“十四五”发展目标，强调要把中国社科院建成“国内顶尖、国际一流”的哲学社会科学研究国家队。报告对2021重点工作进行了部署：一是着力提高政治判断力，深入学习研究阐释习近平新时代中国特色社会主义思想，巩固马克思主义和党的意识形态坚强阵地；二是着力提高政治领悟力，深入研究新时代新发展阶段的重大理论和现实问题；三是着力提高政治执行力，加快构建“三大体系”，加强国家高端智库建设，要围绕“两个大局”，聚焦建党一百周年等热点问题推出高质量研究成果，抓好研究成果的应用对策转化。

Xin Xiangyang also conveyed the main content of the work report on comprehensive and strict governance of the Party and strengthening Party building delivered by Wang Jingqing, Vice-President and Deputy Party Secretary, at the work conference. The report reviewed Party building work in 2020. In 2020, CASS adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly studied and implemented the spirit of General Secretary Xi Jinping’s important speech at the Central Party and State Organs Party Building Work Conference, the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee [4]4 The Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee were held in 2018, 2019, 2019, and 2020 respectively, each addressing major policy and personnel matters., comprehensively strengthened the Party’s political, ideological, organizational, work-style, disciplinary, and institutional construction, promoted the deepening of comprehensive and strict governance of the Party, and provided a strong guarantee for accelerating the construction of the “three systems” of philosophy and social sciences with Chinese characteristics. The report deployed the main Party building work for 2021: first, take a clear stand on politics, resolutely achieve the Two Upholds, and continuously improve political judgment, political comprehension, and political execution; second, deeply study, publicize, and research Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and organize a series of activities to celebrate the 100th anniversary of the founding of the CPC; third, focus on consolidating the organizational foundation and comprehensively strengthen grassroots Party building; fourth, continue to promote rectification of work style and strict discipline, and create a clean and upright scientific research and academic environment; fifth, grasp the laws of scientific research and strengthen the political responsibility for managing the Party and governing the Party.

After conveying the two reports, Xin Xiangyang put forward requirements for the Academy of Marxism to implement the spirit of the CASS work conference and do a good job in 2021 work. First, strengthen talent construction, build a domestic first-class talent highland, and attract more high-end talents to gather. Increase the intensity of training young talents, dare to put pressure on young people, so that young scientific researchers can be tempered. Second, improve team cooperation awareness and the ability for collective scientific research tackling. Third, produce high-quality scientific research results, including not only more high-quality basic research results, but also more high-quality think tank results that can truly serve the decision-making of the Party Central Committee and the State Council, as well as high-quality textbooks that can be accepted and adopted by the education system. Fourth, demonstrate the level of the national team, always be at the forefront of the country in deeply researching and elaborating Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, promoting the construction of the “three systems,” producing academic fine works and classic works, building academic dissemination platforms, constructing the national high-end think tank, and constructing international communication.

传达两个报告后，辛向阳对马研院落实中国社科院工作会议精神，做好2021年度工作提出了要求。第一，要加强人才建设，打造国内一流的人才高地，吸引更多高端人才汇聚。加大青年人才培养力度，敢于给青年人压担子，使青年科研人员得到锻炼。第二，要提高团队合作意识、集体科研攻关的能力。第三，要推出高品质的科研成果，既要有更多高质量的基础研究成果，还要有更多真正能为党中央、国务院决策服务的高质量智库成果，以及能被教育系统接受和采用的高质量教材等。第四，要展现国家队水平，在深入研究阐释习近平新时代中国特色社会主义思想、推进“三大体系”建设、出学术精品和经典作品、打造学术传播平台、国家高端智库建设、国际传播建设等方面始终走在全国前列。

Subsequently, Vice-President Gong Yun conveyed the spirit of the speech delivered by Yang Xiaoshan, Leader of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at CASS and Member of the Party Group, at the work conference. Group Leader Yang Xiaoshan, regarding deeply studying and implementing the spirit of General Secretary Xi Jinping’s important speech at the Fifth Plenary Session of the 19th Central Commission for Discipline Inspection [5]5 The Fifth Plenary Session of the 19th Central Commission for Discipline Inspection was held in January 2021, focusing on anti-corruption and Party discipline., unswervingly taking a clear stand on politics, and promoting the high-quality development of CASS discipline inspection and supervision work in the New Era, put forward opinions in two aspects: first, deeply study and implement the spirit of the Fifth Plenary Session of the 19th Central Commission for Discipline Inspection, consciously unify thoughts and actions with the decisions and deployments of the Party Central Committee, and continuously improve political judgment, political comprehension, and political execution; second, use high-quality discipline inspection and supervision work to promote the deepening of comprehensive and strict governance of the Party, and provide strong guidance and a solid guarantee for accelerating the construction of philosophy and social sciences with Chinese characteristics. After conveying the spirit of the speech, Vice-President Gong Yun also put forward requirements for the Academy of Marxism to implement the spirit of the speech and strengthen related work.

随后，副院长龚云传达了中央纪委国家监委驻中国社会科学院纪检监察组组长、党组成员杨笑山在工作会议上的讲话精神。杨笑山组长就深入学习贯彻习近平总书记在十九届中央纪委五次全会上的重要讲话精神，坚定不移旗帜鲜明讲政治，推动新时代中国社会科学院纪检监察工作高质量发展，提出两个方面意见：一是深入学习贯彻十九届中央纪委五次全会精神，自觉把思想和行动统一到党中央决策部署上来，不断提高政治判断力、政治领悟力、政治执行力；二是以高质量纪检监察工作推动全面从严治党向纵深发展，为加快构建中国特色哲学社会科学提供有力引领和坚强保障。传达讲话精神后，龚云副院长就马研院落实讲话精神，加强相关工作也提出了要求。
