On September 1, 2021, the Academy of Marxism held a general staff meeting to convey and study the spirit of the Chinese Academy of Social Sciences’ 2021 Summer Thematic Seminar. Party Committee Secretary Xin Xiangyang presided over the meeting and delivered a report and speech. Vice Presidents Gong Yun, Lin Jianhua, Yu Junxiao, and all comrades of the Academy of Marxism attended the meeting.

2021年9月1日，马研院召开全体人员大会，传达学习中国社会科学院2021年度暑期专题研讨班精神。党委书记辛向阳主持会议并做传达和讲话，副院长龚云、林建华、于俊霄及马研院全体同志参会。

Xin Xiangyang introduced the circumstances of the thematic seminar, focusing on conveying the spirit of the speech by Comrade Xie Fuzhan, President and Party Group Secretary of the Chinese Academy of Social Sciences, on “Promoting the Integrated Development of Basic Theoretical Research and Applied Policy Research” at the thematic seminar. He pointed out that President Xie’s speech was exceptionally rich in content and exceptionally lofty in intent, and that it holds important guiding significance for promoting the integrated development of basic theoretical research and applied policy research in our Academy in the New Era at a new stage of development, for fulfilling the functions entrusted to our Academy by the Party Central Committee more comprehensively and at a higher level, and for accelerating the construction of philosophy and social sciences with Chinese characteristics.

辛向阳介绍了专题研讨班情况，重点传达了中国社会科学院院长、党组书记谢伏瞻同志在专题研讨班上关于《推动基础理论研究与应用对策研究融合发展》的讲话精神。他指出，谢院长的讲话，内容特别丰富，立意特别高远，对在新时代新发展阶段推动我院基础理论研究与应用对策研究融合发展，更加全面、更高水平履行党中央赋予我院职能，加快构建中国特色哲学社会科学具有重要的指导意义。

Xin Xiangyang demanded that all comrades of the Academy of Marxism deeply comprehend the spirit of President Xie’s speech. They must strengthen basic theoretical research, making basic theory more solid; the deeper basic theoretical research is, the more ideological height policy research can achieve. They must focus on the integrated development of basic theoretical research and applied policy research; while promoting the transformation of basic theoretical research into policy research, they must also promote the theoretical sublimation of applied policy research. They must be adept at paying attention to and studying major theoretical and practical issues. Scholars of the Academy of Marxism must adhere to a clear Marxist stance, viewpoint, and method when studying issues. Only by standing from a Marxist perspective and making full use of the basic principles of Marxism to observe problems can they put forward viewpoints and theories with unique perspectives, unique insights, theoretical depth, and ideological height; otherwise, they can only parrot others and remain superficial. They must always pay attention to what the Party Central Committee cares about and needs, always keep in view the overall situation of the cause of the Party and the state, closely align with the decision-making needs of the Party Central Committee and the State Council, and produce more outstanding results that have important reference value for policy formulation and important driving force for the development of the cause.

辛向阳要求，马研院全体同志要深刻领会谢院长讲话精神。要加强基础理论研究，把基础理论搞得更扎实一些，基础理论研究得越深，对策研究才能越有思想高度。要注重基础理论和应用对策研究融合发展，在推动基础理论研究向对策研究转化的同时，还要推动应用对策研究实现理论升华。要善于关注和研究重大理论和现实问题，马研院学者研究问题要坚持鲜明的马克思主义立场观点和方法，只有站在马克思主义角度，充分利用马克思主义基本原理观察问题，才能提出具有独特视角、独到见解、理论深度和思想高度的观点和理论，否则只能人云亦云，流于表面。要时刻关注党中央关心什么、需要什么，始终着眼党和国家事业发展大局，紧贴党中央国务院决策需求，推出更多对政策制定有重要参考价值、对事业发展有重要推动作用的优秀成果。

He emphasized that all comrades of the Academy of Marxism must effectively implement the spirit of President Xie’s speech in their concrete work. Every scientific research department must propose focal points and put forward specific work measures. The Party Committee of the Academy of Marxism will grasp the overall situation from a global perspective and make unified plans, striving to further deepen basic theory and further improve policy research, making every effort to submit more high-quality policy information and produce more fine works, so as to make a greater contribution to the cause of the Chinese Academy of Social Sciences.

他强调，马研院全体同志要将谢院长讲话精神切实落实到具体工作中，每个科研部门都要提出着力点，拿出具体的工作举措。马研院党委从全局把握、统筹规划，力求基础理论进一步深入，对策研究进一步提升，争取多报送高质量对策信息，多出精品成果，为中国社科院的事业做出更大贡献。
