On November 6, Leaders of the Academy of Marxism Hold Talks with the Delegation of the Theoretical Council of the Central Committee of the Communist Party of Vietnam

On the morning of November 6, 2023, Xin Xiangyang, Secretary of the Party Committee and President of the Academy of Marxism, met with the delegation of the Theoretical Council of the Central Committee of the Communist Party of Vietnam, led by Head of Delegation Xie Yujin, at the Academy of Marxism, and arranged an academic symposium at the Academy of Marxism, which was chaired by Lin Jianhua, Vice President of the Academy of Marxism. Lin Jianhua welcomed the visit of Head of Delegation Xie Yujin and his delegation, and provided a detailed introduction to the delegation regarding the functional positioning of the Chinese Academy of Social Sciences, the founding history, institutional setup, platform construction, and talent team building of the Academy of Marxism, as well as the integrated development of science and education with the School of Marxism of the University of Chinese Academy of Social Sciences, discipline construction, and talent cultivation.

Head of Delegation Xie Yujin expressed his honor at visiting the Academy of Marxism of the Chinese Academy of Social Sciences. Xie Yujin introduced the functional positioning of the Theoretical Council of the Central Committee of the Communist Party of Vietnam, as well as the main purpose and tasks of this visit to China and the Academy of Marxism of the Chinese Academy of Social Sciences. Xie Yujin pointed out that the Communist Parties of Vietnam and China have a profound revolutionary friendship, and the Communist Party of Vietnam places great emphasis on absorbing the valuable experience of the Communist Party of China in leading China's development of socialism, and these valuable experiences have also strengthened Vietnam's confidence in developing socialism.

谢玉晋团长对此次到访中国社会科学院马克思主义研究院表示荣幸。谢玉晋介绍了越共中央理论委员会的职能定位，以及此次访问中国、中国社会科学院马克思主义研究院的主要目的和任务。谢玉晋指出，越中两国共产党具有深厚的革命友谊，越共十分注重吸纳中共领导中国发展社会主义的宝贵经验，这些宝贵经验也坚定了越南发展社会主义的信心。

Xin Xiangyang welcomed the visit of Head of Delegation Xie Yujin and his delegation to the Academy of Marxism. Xin Xiangyang delivered a keynote report titled "Main Achievements and Basic Experiences of the Reform of China's State-Owned Enterprises." Xin Xiangyang pointed out that state-owned enterprises are an important material and political foundation of socialism with Chinese characteristics, an important pillar and relying force for the Party's governance and rejuvenation of the country, and play an irreplaceable and important role in comprehensively advancing Chinese-path modernization. Since the second half of 2020, through the implementation of the "Three-Year Action Plan for the Reform of State-Owned Enterprises (2020–2022)," China has deeply advanced the reform of the market-oriented operation mechanism of state-owned enterprises, continuously enhanced enterprise vitality and efficiency, optimized and adjusted the layout and structure of the state-owned economy, significantly improved the overall function and allocation efficiency of state-owned capital, made the state-owned assets supervision system more mature and finalized, and effectively strengthened institutional construction. Xin Xiangyang emphasized that in the process of reforming state-owned enterprises in the New Era, we have accumulated valuable experiences that need to be long-term adhered to and continuously improved. First, the reform of state-owned enterprises must always adhere to the leadership of the Party. Second, the reform of state-owned enterprises must always adhere to serving the overall situation of the Party and the country's cause. Third, the reform of state-owned enterprises must always adhere to the direction of the socialist market economy reform. Fourth, the reform of state-owned enterprises must always adhere to a scientific reform methodology. Xin Xiangyang pointed out that China's state-owned assets and state-owned enterprises will fully implement the spirit of the 20th National Congress of the CPC and the deployment of the Central Economic Work Conference, focus on improving the core competitiveness and enhancing the core functions of enterprises, deeply implement a new round of deepening and upgrading actions for state-owned enterprise reform, unswervingly promote the strengthening, improvement, and expansion of state-owned capital and state-owned enterprises, and play a greater role in building a modern industrial system and constructing a new development pattern. First, deepen reform around enhancing industrial leadership to better promote the construction of a modern industrial system. Second, deepen reform around enhancing scientific and technological innovation capabilities to effectively play an important role in the new nationwide system for mobilizing resources. [1]1 The "new nationwide system for mobilizing resources" (新型举国体制) refers to a state-led mechanism for concentrating resources on strategic technological breakthroughs, updated from the earlier planned-economy model to operate within a market economy framework. Third, deepen reform around improving security support capabilities to focus on enhancing the level of security development capabilities. Fourth, deepen reform around building modern new state-owned enterprises to accelerate the improvement of modern corporate governance of state-owned enterprises with Chinese characteristics. Fifth, deepen reform around creating a fair competition market environment to better play the leading role and strategic support role of the state-owned economy.

辛向阳对谢玉晋团长一行到访马研院表示欢迎。辛向阳做了题为《中国国有企业改革的主要成效与基本经验》的主题报告。辛向阳指出，国有企业是中国特色社会主义的重要物质基础和政治基础、党执政兴国的重要支柱和依靠力量，在全面推进中国式现代化进程中发挥着不可替代的重要作用。2020下半年以来，我国通过实施《国企改革三年行动方案（2020—2022年）》，国有企业市场化经营机制改革深入推进，企业活力不断增强、效率持续提高，国有经济布局结构优化调整，国有资本整体功能和配置效率显著提升，国资监管体制更加成熟定型，制度建设切实得到加强。辛向阳强调，在新时代国企改革实践过程中，我们积累了宝贵的经验，这些经验需要长期坚持并不断完善，一是国企改革要始终坚持党的领导，二是国企改革要始终坚持服务于党和国家事业大局，三是国企改革要始终坚持社会主义市场经济改革方向，四是国企改革要始终坚持科学的改革方法论。辛向阳指出，我国的国资国企将全面贯彻党的二十大精神和中央经济工作会议部署，以提高企业核心竞争力和增强核心功能为重点，深入实施新一轮国企改革深化提升行动，坚定不移推动国有资本和国有企业做强做优做大，在建设现代化产业体系、构建新发展格局中发挥更大作用。一是围绕增强产业引领力深化改革，更好推动现代化产业体系建设，二是围绕提升科技创新力深化改革，有效发挥在新型举国体制中的重要作用，三是围绕提高安全支撑力深化改革，着力提升安全发展能力水平，四是围绕打造现代新国企深化改革，加快完善中国特色国有企业现代公司治理，五是围绕营造公平竞争市场环境深化改革，更好发挥国有经济主导作用和战略支撑作用。

He Xinyuan, Researcher and Deputy Director of the Department of Research on the Sinicization of Marxism at the Academy of Marxism, delivered a keynote report titled "Development and Experience Insights of Socialism with Chinese Characteristics in the New Era," explaining the rich development of socialism with Chinese characteristics in the New Era, the inherent stipulations of socialism with Chinese characteristics in the New Era, and the specific insights from the development of socialism with Chinese characteristics in the New Era. Participants also engaged in exchange and discussion around the theme of the meeting.

马研院中国化研究部副主任贺新元研究员做了题为《新时代中国特色社会主义的发展与经验启示》的主题报告，围绕新时代中国特色社会主义的丰富发展、新时代中国特色社会主义的内在规定性、新时代中国特色社会主义发展的具体启示等内容做了阐释。与会人员还围绕会议主题进行了交流研讨。
