Lin Jianhua, Vice President of the Chinese Academy of Social Sciences’ Institute of Marxism, Leads Delegation to Cuba for Academic Exchange

From December 3 to December 8, 2023, Lin Jianhua, Vice President of the Institute of Marxism of the Chinese Academy of Social Sciences, led a delegation to Cuba for academic exchange visits. Members of the delegation included Gong Yun, Researcher and Party Secretary of the Institute of Finance and Banking of the Chinese Academy of Social Sciences; He Xinyuan, Researcher and Deputy Director of the Department of Studies on Adapting Marxism to the Chinese Context and the Needs of the Times of the Institute of Marxism; and He Qin, Researcher of the Department of Studies on International Communist Movements.

2023年12月3日至12月8日，中国社会科学院马克思主义研究院副院长林建华率代表团对古巴进行学术交流访问。代表团成员有中国社会科学院金融研究所党委书记龚云研究员、马克思主义研究院马克思主义中国化研究部副主任贺新元研究员、国际共运研究部贺钦研究员。

On the morning of December 5, the delegation first visited the “Raúl Roa García” Higher Institute of International Relations (ISRI) in Cuba. Rogelio Sierra Díaz, former Cuban Vice Minister of Foreign Affairs and President of the Institute, and Ambassador Eumelio Caballero Rodríguez, Director of the Institute’s Department of International Relations, introduced to the delegation the life and work of the Institute’s founder, Dr. Raúl Roa García, as well as the Institute’s history. Dr. Raúl Roa García was Cuba’s first Minister of Foreign Affairs, visited China in 1960, and was cordially received by Chairman Mao. [1]1 Chairman Mao: Mao Zedong (1893–1976), the founding leader of the People’s Republic of China and chairman of the Communist Party of China. The Institute is a specialized think tank and teaching-research institution on international issues under the Cuban Ministry of Foreign Affairs. Its main research fields include Marxist theory, world history, and international politics, and it offers postgraduate courses related to diplomacy, such as Marxism, international relations, and country and regional studies, as well as training for diplomatic personnel. The Institute comprises four research departments—History and Marxism, International Issues, Foreign Service, and Foreign Languages—along with a University and Postgraduate Education Department.

12月5日上午，代表团首先访问了古巴“劳尔·罗阿·加西亚”高等国际关系学院（ISRI）。前古巴外交部副部长、学院院长罗赫略·谢拉·迪亚斯（Rogelio Sierra Díaz）和学院国际关系部主任尤梅利奥·卡瓦耶罗·罗德里格斯（Eumelio Caballero Rodríguez）大使向代表团介绍了学院创始人劳尔·罗阿·加西亚（Raúl Roa García）博士生平及学院历史。劳尔·罗阿·加西亚博士是古巴首任外交部长，曾于1960年到访中国，并受到毛主席亲切接见。学院系古巴外交部下属的国际问题专业智库与教研机构。学院主要研究领域包括马克思主义理论、世界历史与国际政治等，并开设马克思主义、国际关系、国别与区域研究等外交领域相关研究生课程及外交人员培训。学院下设历史与马克思主义、国际问题、对外服务及外国语言四个研究部和大学及研究生教育部等部门。

Delegation leader Vice President Lin Jianhua introduced to President Díaz the organizational structure, research achievements, journal publications, platform construction, and foreign exchanges of the Institute of Marxism of the Chinese Academy of Social Sciences, and expressed gratitude for the Institute’s academic support to our Institute. Party Secretary Gong Yun introduced to President Díaz the basic situation of the Research Center for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era of the Chinese Academy of Social Sciences and the main concerns of the delegation’s visit. Dr. Manuel Carbonell Vidal, Vice President in charge of teaching at the Institute, introduced to the delegation the situation of the Institute’s postgraduate education. Vice President Lin Jianhua put forward several suggestions for future institutionalized cooperation between the two sides, reaching a high degree of consensus with the Cuban side. The two sides held preliminary discussions on specific matters such as jointly training postgraduate students and cooperating on journal publications.

During the visit, the delegation also engaged in warm and in-depth exchanges with experts and scholars including Professor María Elena Alvarez Acosta from the Institute’s Department of History and Marxism, on topics such as the reception of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in Cuba and Latin America, the participation of Cuba and Latin American countries in jointly building the Belt and Road Initiative, and the efforts of Cuba and Latin American countries to promote the building of a community with a shared future for mankind.

访问期间，代表团还与学院历史与马克思主义研究部玛丽亚·埃莱娜·阿尔瓦雷斯·阿科斯塔（María Elena Alvarez Acosta）教授等专家学者，就习近平新时代中国特色社会主义思想在古巴及拉美的反响、古巴及拉美国家参与共建“一带一路”、古巴及拉美国家推动构建人类命运共同体等相关问题进行了热烈深入的交流。

On the morning of December 5, at the invitation of Dr. René González Barrios, Director of the Fidel Castro Center and renowned Cuban historian, the delegation paid an academic visit to the Fidel Castro Center.

Entrusted by Director González, Researcher Octavio Pérez Marrero of the Center introduced to the delegation the history of the Center’s establishment and its research overview. The Center was founded on November 25, 2021, on the fifth anniversary of Fidel Castro’s death. Cuban revolutionary leader Raúl Castro, First Secretary of the Communist Party of Cuba and President of Cuba Miguel Díaz-Canel, and Venezuelan President Nicolás Maduro attended the Center’s opening ceremony. The Center is the only comprehensive cultural institution officially established by Cuba to study and promote the thought of Fidel Castro. It comprises a publishing house, an audiovisual production department, and a research department. The delegation also exchanged views with Researcher Pérez on the overview of research on Fidel Castro’s thought in Cuba and globally, as well as intentions for cooperative research between the two sides.

受冈萨雷斯主任委托，中心奥克塔维奥·佩雷斯·马雷罗（Octavio Pérez Marrero）研究员向代表团介绍了中心创办历史及研究概况。该中心创办于2021年11月25日菲德尔·卡斯特罗逝世五周年之际。古巴革命领导人劳尔·卡斯特罗、古共中央第一书记兼古巴国家主席迪亚斯-卡内尔和委内瑞拉总统马杜罗等出席了中心开幕仪式。该中心是古巴官方设立的唯一一所研究宣传菲德尔·卡斯特罗思想的综合性文化机构。中心下设出版社、音像制作部和研究部。代表团还与佩雷斯研究员就古巴及全球菲德尔·卡斯特罗思想研究概况及双方合作研究意向进行了交流。

Guided by the Center’s librarian, the delegation visited thematic exhibition displays and video exhibitions on Fidel Castro’s personal growth, Cuba’s achievements in socialist construction, and Cuba’s internationalist actions.

On the afternoon of December 5, at the invitation of Dr. José Ramón Cabañas Rodríguez, Director of the Cuban Center for International Political Research (CIPI), the delegation paid an academic visit to the Center and held discussions with scholars from its Asia-Pacific Department, including Researcher Ruvislei González Sáez. Researcher González is the coordinator of the Cuba chapter of the Latin American and Asian-African Studies Association, a member of the working group on integrating into the Belt and Road Initiative under the Cuban Ministry of Foreign Trade and Foreign Investment, and Vice President of the Cuba-Vietnam Friendship Association. In recent years, he has paid close attention to the development experiences and achievements of socialist countries such as China and Vietnam, publishing multiple articles on topics related to the governance experience of the Communist Party of China, socialism in Vietnam, and Asia-Pacific issues. He has been invited multiple times to participate in academic exchange activities organized by the International Department of the CPC Central Committee and the Chinese Academy of Social Sciences, and has been interviewed by domestic academic publications such as *Studies on Marxism* and *Chinese Social Sciences Today*, as well as Chinese media outlets including CGTN and Xinhua News Agency.

12月5日下午，受古巴国际政治研究中心（CIPI）主任何塞·拉蒙·卡瓦尼亚斯·罗德里格斯（José Ramón Cabañas Rodríguez）博士邀请，代表团对该中心进行了学术访问，并与该中心卢维斯雷·冈萨雷斯·塞斯（Ruvislei González Sáez）研究员等亚太部学者进行了座谈。冈萨雷斯研究员系拉美亚非学会古巴分会协调员、古巴外贸外资部融入“一带一路”倡议工作组成员、古巴-越南友好协会副主席。近年来，他高度关注中国、越南等社会主义国家的发展经验与成就，发表了多篇关于中国共产党治国理政经验、越南社会主义及亚太问题等相关主题的文章。他多次受邀参加中联部、中国社会科学院等举办的学术交流活动，并接受《马克思主义研究》《中国社会科学报》等国内学术刊物及CGTN、新华社等中国媒体的采访。

Delegation leader Vice President Lin Jianhua first introduced to Researcher González and other attending scholars the organizational structure, research and teaching, journal publications, forum establishment, and foreign exchanges of the Institute of Marxism of the Chinese Academy of Social Sciences, and expressed gratitude for the Center’s academic support to our Institute. Vice President Lin Jianhua stated that Cuban socialism is an important component of world socialism today, and strengthening exchanges and mutual learning with Cuba’s Marxist theoretical circles and social science circles is of great significance for our Institute’s research on international communist movements and world socialism. Researcher González thanked our Institute for building a series of important academic exchange platforms for Marxist and left-wing scholars from China and abroad, and introduced to the delegation the Center’s recent foreign academic exchanges and journal publication situation. The Center is a professional think tank under the Cuban Ministry of Foreign Affairs engaged in international issues research, a member unit of the Latin American Council of Social Sciences, and jointly trains postgraduate students with some Cuban universities. The Center’s academic journal *Cuadernos de Nuestra América* and its Strategic Studies Forum have broad influence in Latin America and the Caribbean. In August 2023, the Center held the Eighth Strategic Studies Forum with the theme “Changes in the International Order: Transformation Challenges and Southern Opinions.”

代表团团长林建华副院长首先向冈萨雷斯研究员等与会学者介绍了中国社会科学院马克思主义研究院组织架构、研究教学、期刊出版、论坛创设及对外交流等基本情况，并对中心给予我院的学术支持表示感谢。林建华副院长表示，古巴社会主义是当今世界社会主义的重要组成部分，加强与古巴马克思主义理论界和社科学界的交流互鉴对我院开展国际共产主义运动和世界社会主义研究具有重要意义。冈萨雷斯研究员感谢我院为中外马克思主义及左翼学者搭建一系列重要的学术交流平台，并向代表团介绍了近期中心对外学术交流和期刊出版情况。中心系古巴外交部旗下从事国际问题研究的专业智库，是拉美社会科学理事会成员单位，与古巴部分高校联合培养研究生。中心主办的学术期刊《我们的美洲笔记》和战略研究论坛在拉美和加勒比地区具有广泛影响力。2023年8月，中心举办了主题为“国际秩序变革：转型挑战与南方意见”的第八届战略研究论坛。

The delegation also engaged in in-depth exchanges with attending scholars on topics such as the process of updating the Cuban model, comparative studies of socialist countries, the Latin American left and 21st-century socialism, the achievements and global significance of Chinese-path modernization, and the building of a China-Cuba community with a shared future. When discussing Cuba’s current economic situation, Researcher González stated that the updating of Cuba’s economic model faces significant challenges, that the U.S. blockade policy against Cuba has exacerbated Cuba’s development difficulties, and that the Cuban Party and government will continue to deepen the updating of the socialist model and make every effort to safeguard social welfare and people’s livelihoods. Dr. Jesús Aise Sotolongo, former Cuban ambassador to North Korea and senior researcher on Asia-Pacific issues at the Center, introduced to the delegation the achievements of North Korea’s socialist construction and its national characteristics. Young researcher at the Center, Rachel Margarita Arencibia Casanova, introduced to the delegation the organizational overview of the Young Communist League of Cuba, the situation of academic exchanges abroad for young Cuban scholars, and her reflections on participating in the China-Cuba Youth “Bridge of the Future” exchange activity.

代表团还就古巴模式更新进程、社会主义国家比较研究、拉美左翼和21世纪社会主义、中国式现代化的成就与世界意义、中古命运共同体建设等问题与与会学者进行了深入交流。在谈及古巴当前经济形势时，冈萨雷斯研究员表示，古巴经济模式更新面临较大挑战，美国对古巴的封锁政策加剧了古巴的发展困境，古巴党和政府将继续深化社会主义模式更新，并全力保障社会民生。古巴前驻朝鲜大使、中心亚太问题高级研究员赫苏斯·艾塞·索托龙戈（Jesús Aise Sotolongo） 博士向代表团介绍了朝鲜社会主义建设成就与本国特色。中心青年研究员雷切尔·玛格丽塔·阿伦西维亚·卡萨诺瓦（Rachel Margarita Arencibia Casanova）向代表团介绍了古巴共产主义青年联盟组织概况、古巴青年学者对外学术交流情况及其参加中古青年“未来之桥”交流活动的体会。

Both sides expressed that they will continue to deepen and expand academic cooperation in the future, promote enhanced academic exchanges between their scholars and graduate students, and strengthen joint research on major theoretical and practical issues of mutual concern, such as socialist modernization, China’s Belt and Road Initiative and the three major global initiatives [2]2 The three major global initiatives refer to the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, proposed by Chinese President Xi Jinping., the Global South and the transformation of the global governance system. After the meeting, the two sides exchanged academic works and journals.

双方表示，未来将继续深化和拓展学术合作，推动双方学者及研究生加强学术交流，共同围绕社会主义现代化、中国一带一路倡议及三大全球倡议、全球南方与全球治理体系变革等双方关切的重大理论与现实问题加强联合研究。会后，双方互赠学术著作及期刊。

On the morning of December 6, the delegation visited Cuban farmers’ markets, state-run stores, and community clinics to conduct research on issues such as currency rectification, the development of the private economy, and the safeguarding of people’s livelihoods since the updating of the Cuban economic model. The delegation learned that since the updating of the Cuban model, the reform of Cuba’s ownership-based economy has continued to advance, the private economy has developed to some extent, the currency rectification since 2021 has led to inflation, which has had a certain impact on Cuban prices and residents’ incomes, and the situation of Cuba’s shortage economy needs improvement.

12月6日上午，代表团赴古巴农贸市场、国营商店、社区诊所等地，就古巴经济模式更新以来的货币整顿、私营经济发展及民生保障等情况进行调研。代表团了解到，古巴模式更新以来，古巴所有制经济改革持续推进，私营经济有所发展，2021年以来的货币整顿引发通货膨胀，对古巴物价与居民收入产生了一定影响，古巴短缺经济情况有待改善。

On the afternoon of December 6, the delegation visited the José Martí National Library, the University of Havana, the Office of the City Historian of Havana, and the José Martí Elementary School to investigate the construction of socialist ideology and culture in Cuba. The delegation learned that since the victory of the Cuban Revolution, the Cuban Party and government have attached great importance to the construction of socialist ideology and culture in Cuba, not only establishing a high-level, universal, free education system but also building first-class cultural venues in the region, such as the José Martí National Library. Cuba has accumulated valuable historical experience in inheriting and promoting its own cultural traditions, building an advanced socialist culture, and promoting core socialist values, which are worthy of study and emulation.

12月6日下午，代表团赴古巴何塞·马蒂国家图书馆、哈瓦那大学、哈瓦那城市历史学家办公室及何塞·马蒂小学等地，考察古巴社会主义思想文化建设情况。代表团了解到，自古巴革命胜利以来，古巴党和政府高度重视古巴的社会主义思想文化建设，不仅建立了高水平的全民免费教育体系，还修建了何塞·马蒂国家图书馆等地区一流的文化场所。古巴在传承与发扬本国文化传统、建设社会主义先进文化、弘扬社会主义核心价值观等方面积累了宝贵的历史经验，值得学习借鉴。

The year 2023 marks the 63rd anniversary of the establishment of diplomatic relations between China and Cuba. The two Parties and two countries of China and Cuba are good friends who trust each other, good comrades who share the same ideals, and good brothers who share weal and woe. In recent years, with the joint efforts of both sides, the relationship between the two Parties and two countries has entered a new historical stage of comprehensively deepening friendly cooperation. This visit by the delegation further consolidated and expanded the academic ties between our Academy and Cuba’s Marxist theoretical circles and social science community. The two sides will work together, through theoretical exchange and mutual learning, to advance the process of socialist modernization in the 21st century and the building of a community with a shared future for mankind.

2023年是中古建交63周年。中古两党两国是彼此信赖的好朋友、志同道合的好同志、患难与共的好兄弟。近年来，在中古双方的共同努力下，两党两国关系步入全面深化友好合作的历史新阶段。代表团此次访问进一步巩固和拓展了我院与古巴马克思主义理论界及社科学界的学术联系。双方将在理论交流与互鉴中，携手推动21世纪的社会主义现代化进程与人类命运共同体建设。
